  • The Earth observation imagery from satellite provide valuable informations for the central government, local governments and diverse public organizations. The analysis of applications and data, which are sold by commercial distributors of Earth observation satellite data, shows this phenomenon clearly. The Government of Republic of Korea established and carried out a national space development plan to meet the national needs for remotely sensed imagery. After this national space development plan and on behalf of Korean government KARI has developed and launched successfully the KOMPSAT-1 and operates it up to now. KARI is now to launch by the end of year 2005 another optical remote sensing satellite with very high resolution and named as KOMPSAT-2. For the application of such very high resolution remotely sensed data the product validation should be done carefully and this product validation require lots of ancillary data such as in-situ measurements. For the purpose of diverse ancillary data acquisition joint work with other nations, related institutes and international bodies is essential. In this paper the status of Korean European Cooperations will be introduced, which are derived by KARI, ARCS and ESA for the wide use of KOMPSAT data in Europe.

Analysis of Cubesat Development Status in Korea (한국의 큐브위성 개발 현황 분석)

  • Since 2000, about 750 cubesats have been launched as of August 2017 and development and the launch of cubesat increased exponentially. Since standard of cubesat has been proposed in 1999, cubesats have grown considerably beyond the scope of education and technology verification to commercial use in the area of space exploration and earth observation, and the variety of cubesat mission and type has increased recently. In Korea, some universities and individuals have independently developed cubesats since 2000, and cubesat contests which were organized by KARI and sponsored by Ministry of Science and ICT from 2012 highly contributed to cubesat development in Korea. In addition, domestic institutes such as KARI, KASI started to develop cubesats for space science and exploration mission. Nineteen cubesats have been progressed or completed in development until now. In this paper, we present the technical trend and describe all cubesats in Korea.

  • Recently, Through the linkage and opening, the fusion of the spatial information, it is necessary for productive ecosystem to provide a variety of information and to increase the civil use. Depending on the economic growth, demand for quality of life and well-being has been on the increase. Spatial information service contents for the public convenience has emerged to solve the problem such as health, safety, welfare and discomfort of daily life This study aims to implement search services for a tailored residence space through the three-dimensional data modeling on cadastral information. To achieve this goal, we established the requirements for deriving a registered object by investigating recent trend with respect to existing cadastral data model and defined property and relationship. Focusing on Songpa-gu, Jamsil station in Seoul, we implemented search services for a tailored residence space for three-dimensional right analysis in conjunction with residential and commercial complex building. As a result, we derived a way to supply 3D cadastre information through open platforms (VWorld) and to represent efficiently, which is able to improve the quality of spatial information service contents for the public convenience as well as to widen utilization of information.

Equivalent Design Parameter Determination for Effective Numerical Modeling of Pre-reinforced Zones in Tunnel (터널 사전보강 영역의 효과적 수치해석을 위한 등가 물성치 결정 기법)

  • Although various methods for effective modeling of pre-reinforced zones have been suggested for numerical analysis of large section tunnels, tunnel designers refer to empirical cases and literature reviews rather than engineering methods because ones who use commercial programs are unfamiliar with a macro-scale approach in general. Therefore, this paper suggests a simple micro-scale approach combined with the macro-scale approach to determine equivalent design parameters for effective numerical modeling of pre-reinforced zones in tunnel. This new approach is to determine the equivalent stiffness of pre-reinforced zones with combination of ground, bulb, and steel in series or/and parallel. For verification, 3-D numerical results from the suggested approach are compared with those of a realistic model. The comparison suggests that two cases make best approximation to a realistic solution: One is related to the series-parallel stiffness system (hereafter SPSS) in which bulb and steel are coupled in parallel and then connected to the ground in series, and the other is the series stiffness system (hereafter SSS) in which only bulb and steel are coupled in series. The SPSS is recommended for stiffness calculation of pre-reinforced zones because the SSS is inconvenient and time-consuming. The SPSS provides slightly bigger vertical displacement at tunnel crown in weathered rock than other cases and give almost identical results to a realistic model for horizontal displacement at tunnel spring line and ground surface settlement. Displacement trends on weathered rock and weathered soil are similar. The SPSS which is suggested in this paper represents the behavior mechanism of pre-reinforced area effectively.

International Airfares and Application of Competition Laws (국제항공운임과 국내 경쟁법규의 적용)

  • The International Civil Aviation Convention (Chicago Convention) has been a backbone of international air transport system whereby air transport between States should be based on bilateral agreements, and in particular, international airfares, which are set up through IATA(International Air Transport Association) rate-fixing machinery could be approved by the governments concerned. International airfares are fares for transporting passenger and freight and their conditions between two or more countries. However, since U.S. pursued th deregulation policy in 1978 whereby routes, capacity and fares could be freely determined by airlines, many States have been following so called open-skies agreements. In many cases, aeronautical and competent authorities have been reviewing whether airlines' commercial activities including air fares could possibly conflict with free competition rules envisaged in relevant laws and regulations. As competition among airlines gets intense, airlines often resort to cooperation with other airlines in the forms such as equity exchange, M&A, code-sharing, fares consultation and resource pooling, mainly with a view to effectively use resources available and to avoid monopoly situation resulting from excessive and destructive competition among players. Whereas bearing in mind that application of competition laws is important to secure consumers' interests by preventing airlines's malpractices such as bargaining exorbitant fares, it is also important to comprehensively consider as many factors as possible, from that unilateral measure by governments may bring about retaliatory measures by the governments affected, to that airlines' cooperative practices may rather increase consumers' benefits by lowering air fares.

An Analysis of the Behavior and the Preference of Roof Spaces Depending on Building Types - A Focus on the Case of Seoul, Korea - (건물용도별 옥상공간의 이용행태 및 선호도 분석 - 서울특별시의 사례를 중심으로 -)

  • Today, most roof spaces are being designed as places for resting. The use of the roof spaces needs to be raised otherwise, budgeting or costs involved can be wasteful. A well-made plan is needed to increase the use of the roof spaces. The behavior of and preference for roof spaces could differ depending on building usage because the users of these roof spaces can be different. Therefore, this study selected 4 building types depending on usage: public buildings, educational and research buildings, medical buildings, and commercial buildings. Two buildings that created roof spaces per building type were selected. A survey was undertaken of the user experience of roof spaces on the buildings. The behavior and preference of roof spaces depending on building types were analyzed and the results are as follows. The behavior of using roof spaces regarding purpose, motivation, frequency, and average length of stay were different depending on the building types. In terms of purpose, over all four building types, taking a rest was the primary reason for using roof spaces. However, talking and smoking in public buildings, smoking, taking a walk or stretching, and viewing the exterior landscape in educational and research buildings, taking a walk or stretching and talking in medical buildings, taking care of children and talking in commercial buildings were also important reasons for using roof spaces. The preference of roof space components such as plants, paving materials, and facilities were different depending on the building types. In terms of plants, the users of public buildings preferred herbaceous plants and vegetables/aquatic plants more than the users of other building types. The users of medical buildings preferred vegetables/aquatic plants, and the users of commercial buildings preferred arbores, herbaceous plants, and vegetables/aquatic plants more than the users of other building types. This study provides empirical data for the behavior and the preference of roof spaces depending on building types. These findings could provide new insights into how to increase the use of roof spaces.

An Analysis of the Specialist's Preference for the Model of Park-Based Mixed-Use Districts in Securing Urban Parks and Green Spaces Via Private Development (민간개발 주도형 도시공원.녹지 확보를 위한 공원복합용도지구 모형에 대한 전문가 선호도 분석)

  • The research was aimed to verify the feasibility of the model of Park-Based Mixed-Use Districts(PBMUD) around urban large park to secure private-based urban parks through the revision of the urban zoning system. The PBMUD is a type of urban zoning district in which park-oriented land use is mixed with the urban land uses of residents, advertising, business, culture, education and research. The PBMUD, delineated from and based on a new paradigm of landscape urbanism, is a new urban strategy to secure urban parks and to cultivate urban regeneration around parks and green spaces to enhance the quality of the urban landscape and to ameliorate urban environmental disasters like climate change. This study performed a questionnaire survey and analysis after a review of literature related to PBMUD. The study looked for specialists in the fields of urban planning and landscape architecture such as officials, researchers and engineers to respond to the questionnaire, which asked about degree of preference. The conclusions of this study were as follows. Firstly, specialists prefer the PBMUD at 79.3% for to 20.7% against ratio, indicating the feasibility of the model of PBMUD. The second, the most preferable reasons for the model, were the possibility of securing park space around urban parks and green spaces that assures access to park and communication with each area. The third, the main reason for non-preference for the model, was a lack of understanding of PBMUD added to the problems of unprofitable laws and regulations related to urban planning and development. These proposed a revision of the related laws and regulations such as the laws for planning and use of national land, laws for architecture etc. The fourth, the most preferred type of PBMUD, was cultural use mixed with park use in every kind of mix of land use. The degree of preference was lower in the order of use of commercial, residential, business, and education(research) when mixed with park use. The number of mixed-use amenities with in the park was found to be an indicator determining preference. The greater the number, the lower was preference frequencies, especially when related to research and business use. The fifth, the preference frequencies of the more than 70% among the respondents to the mixed-use ratio between park use and the others, was in a ratio of 60% park use and 40% other urban use. These research results will help to launch new future research subjects on the revision of zoning regulations in the laws for the planning and uses of national land and architectural law as well as criteria and indicators of subdivision planning as related to a PBMUD model.

Change of Miryang-Dohobu Eupseong(Town-castle)'s Spatial Structure Since Japanese Invasion of Korea in 1592 (임진왜란이후 밀양도호부 읍성의 공간구조 변화)

  • Compared to Early Chosun Dynasty, the spatial structure of most local Eupseongs of Korea had a standardized change with the expansion and spread of the Rye-hak(禮學:a study of confucius Rite). Meanwhile in the process of rebuilding Eupseongs there was a tendency of relocation of the local government offices(官衙) and its attached facilities in terms of functions and use. Although it was PyeongSanseong Miryang Eupseong had an unreasonable spatial structure locating Gaeksa(客舍; accommodation house for visitors) in the middle of the local government office complex, and Dongheon(東軒;main office building) in the east of it before the Japanese Invasion of Korea in 1592. However with the reorganization of spatial Structure of local Eupseongs after the Japanese invasion Gaeksa was moved to the foot of Adongsan where commanded a fine view of river. Dongheon was moved to the center of Eupseong for the effective management of its auxiliary organizations. It was because road system and administrative efficiency had a serious effect on deciding the location of the local government office and its attached facilities. After the Japanese invasion Hyangchoeng(鄕廳), having been out of Eupseong, also was moved to the independent location within Eupseong separate from Dongheon and Gaeksa. It seemed to take into account the autonomy of Hyangchoeng. Dongheon, Gaeksa, and Hyangchoeng which are the crucial facilities of Milyang Eupseong were arranged at each angular point of big triangle. In order to enhance the administative efficiency, the attached administrative facilities were arranged surrounding Dongheon and Hyangchoeng. The spatial structure of Milyang Eupseong in the late Choseon dynasty was of great difference from that of uniformly organized system of early Choseon Period. It was because the development of administrative function, the pursuit of efficiency, and commercial progress had a great impact on the change of urban space.

Design on Protection and Authentication System of IPTV Contents using HSI Watermark (HSI 워터마크를 이용한 IPTV 콘텐츠 보호 및 인증 시스템 설계)

  • While the broadband network and multimedia technologies have been developing, the commercial market of digital contents also has been widely spreading with recently starting IPTV. As the IPTV services are getting to be generalized and popularized, the contents illicit copying and distribution of copyright meterials tends to draw more attentions. So we need a right service system that can protect contents and copyright using watermark inserting. Until now, the conventional protection and authentication system is taking advantages of merits both in CAS and DRM. But this system can not protect the contents when acquiring them from TV output using A/D convertor. So we apply watermark method using HSI color space against contents illicit copying. And for distribution of copyright materials. we compound unique settop ID and copyrighter's ID to make new ID that is watermark. When inserting watermark, we use the watermark for copyright protection and authentication. So we can protect copyright and identify last settop's user in illicit distribution. we design download based IPTV contents protection and authentication system using HSI watermark method.

Fault Detection Algorithm of Charge-discharge System of Hybrid Electric Vehicle Using SVDD (SVDD기법을 이용한 하이브리드 전기자동차 충-방전시스템의 고장검출 알고리듬)

  • A fault detection algorithm of a charge and discharge system to ensure the safe use of hybrid electric vehicle is proposed in this paper. This algorithm can be used as a complementary way to existing fault detection technique for a charge and discharge system. The proposed algorithm uses a SVDD technique, which additionally utilizes two methods for learning a large amount of data; one is to incrementally learn a large amount of data, the other one is to remove the data that does not affect the next learning using a new data reduction technique. Removal of data is selected by using lines connecting support vectors. In the proposed method, the data processing speed is drastically improved and the storage space used is remarkably reduced than the conventional methods using the SVDD technique only. A battery data and speed data of a commercial hybrid electrical vehicle are utilized in this study. A fault boundary is produced via SVDD techniques using the input and output in normal operation of the system without using mathematical modeling. A fault detection simulation is performed using both an artificial fault data and the obtained fault boundary via SVDD techniques. In the fault detection simulation, fault detection time via proposed algorithm is compared with that of the peak-peak method. Also the proposed algorithm is revealed to detect fault in the region where conventional peak-peak method is never able to do.
