Analysis of the Variation Pattern of the Wave Climate in the Sokcho Coastal Zone (속초 연안의 파랑환경 변화양상 분석)

  • Exploratory data analysis was carried out by using the long-term wave climate data in Sokcho coastal zone. The main features found in this study are as follows. The coefficient of variations on the wave height and period are about 0.11 and 0.02, respectively. It also shows that the annual components of the wave height and period are dominant and their amplitudes are 0.24 m and 0.56 seconds, respectively. The amount of intra-annual variation range is about two times greater than that of the inter-annual variation range. The distribution shapes of the wave data are very similar to the log-normal and GEV(generalized extreme value) functions. However, the goodness-of-fit tests based on the KS test show as "rejected" for all suggested density functions. Then, the structure of the timeseries wave height data is roughly estimated as AR(3) model. Based on the wave duration results, it is clearly shown that the continuous and maximum duration is decreased as a power function shape and the total duration is exponentially decreased. Meanwhile, the environment of the Sokcho coastal zone is classified as a wave-dominated environment.

Coastal Wave Hind-Casting Modelling Using ECMWF Wind Dataset (ECMWF 바람자료를 이용한 연안 파랑후측모델링)

  • The purpose of this study is to reproduce long-term wave fields in coastal waters of Korea based on wave hind-casting modelling and discuss its applications. To validate wind data(NCEP, ECMWF, JMA-MSM), comparison of wind data was done with wave buoy data. JMA-MSM predicted wind data with high accuracy. But due to relatively longer period of ECMWF wind data as compared to that of JMA-MSM, wind data set of ECMWF(2001~2014) was used to perform wave hind-casting modelling. Results from numerical modelling were verified with the observed data of wave buoys installed by Korea Meteorological Administration(KMA) and Korea Hydrographic and Oceanographic Agency(KHOA) on offshore waters. The results agree well with observations at buoy stations, especially during the event periods such as a typhoon. Consequently, the wave data reproduced by wave hind-casting modelling was used to obtain missing data in wave observation buoys. The obtained missing data indicated underestimation of maximum wave height during the event period at some points of buoys. Reasons for such underestimation may be due to larger time interval and resolution of the input wind data, water depth and grid size etc. The methodology used in present study can be used to analyze coastal erosion data in conjunction with a wave characteristic of the event period in coastal areas. Additionally, the method can be used in the coastal disaster vulnerability assessment to generate wave points of interest.

  • Natural disaster such as inundation due to the typhoon induced storm-surge has inflicted severe losses on the coastal area. The problem of global warming and sea surface rising has issued and thus influences the increase of frequency and potential power of storm-surge. What we can do is to make intelligent effort to predict and prevent the losses through the early warning and prevention activity from the accurate prediction and forecasting about the time-varying storm-surge height and its arriving time resulted from the numerical simulation with sea observations. In this paper, we developed the web service based GIS-Enabled storm-surge visualization system to predict and prevent the storm-surge disasters. Moreover. for more accurate topography around coastal area and fine-grid storm-surge numerical model, we have accomplished GIS-based coastal mapping through LiDAR measurement.

  • In the past, seawall and sea dike very higher than sea-water elevation had been constructed mainly to prevent the wave overtopping volume. However, the coastal zone is recently developed for the multipurpose of not only preventing from the coastal disaster but conserving the coastal environment and utilizing the coastal space. In this sense, this paper deals with the artificial reef being able to reduce the overtopping volume. Relations of the overtopping volume to the breaking wave are briefly reviewed theoretically, and fundamental factor affecting it are also obtained experimentally form the artificial reef with the irregular waves, In addition, the numerical simulation is developed to investigate the effects of spectral band width for the overtopping volume. The most effective artificial reef section to reduce the overtopping volume is proposed.

Inundation Simulation on a Vertical Dock Using Finite Element Storm Surge Model (유한요소 폭풍해일 모형을 이용한 직립안벽에 대한 범람모의)

  • Typhoon induced surge simulations are done to make an establishment of coastal disaster prevention plan. To apply efficient run-up and overtopping on vertical harbor docks, in which prevailing wet-dry scheme cannot be satisfied due to infinite steepness, an imaginary internal barrier concept introduced and analyzed. Before real application on the Mokpo harbor area, feasibility tests are done on an idealized simple geometry and as a result it is found that the moderate width of the barrier might be 1 m. The threshold value of the minimum wet depth $H_{min}$ for land area, which behaves sensitive role in inundation area and depth, depends on grid size. However it is revealed that 0.01 m is adequate value in this fine finite element with 10 m spacing. A hypothetical typhoon of 100 years return period in central pressure and maximum velocity is generated based on historical tracks. Simulation of possible inundation on Mokpo area is performed with asymmetrical vortex of hypothetical typhoon and wave coupling. Model results show general agreement in pattern compared to other's prediction, however possibility of inundation enlargement is expected in harbor area.

A Study on the Hazard and Risk Analysis of Hospital in Korea - Focused on Local Medical Centers (의료기관의 위험도 분석 조사 - 지역공공의료원을 중심으로)

  • The purpose of this study is to analyse the hazard risk by examining the magnitude and severity of each type of hazard in order to mitigate and prepare for disasters in medical facilities. Methods: The hazard risk analysis for hazard types was surveyed for team leaders of medical facilities. The questionnaire analyzed data from 27 facilities, which were returned from 41 Local Medical Centers. Results: When looking at the 'Risk' by category type of hazard, the influence of health safety and fire/energy safety comes first, followed by natural disaster, facility safety, and crime safety. On the other hand, as for 'Magnitude', facility safety and crime safety come first, followed by health safety, fire/energy safety, and natural disasters. Most of the top types of disaster judged to have high hazard in medical facilities are health types. The top five priorities of hazard in medical facilities, they are affected by the geographical and industrial conditions of the treatment area. In the case of cities, the hazard was found to be high in the order of infectious disease, patient surge, and wind and flood damage. On the other hand, in rural areas, livestock diseases and infectious diseases showed the highest hazard. In the case of forest areas, the hazard was high in the order of wildfire, fire accident, lightning, tide, earthquake, and landslide, whereas in coastal areas of industrial complexes, the hazard was high due to fire, landslide, water pollution, marine pollution, and chemical spill accident. Implications: Through the research, standards will be established for the design of hospitals with disaster preparedness, and will contribute to the preparation of preemptive measures in terms of maintenance.

Implementation of Saemangeum Coastal Environmental Information System Using GIS (지리정보시스템을 이용한 새만금 해양환경정보시스템 구축)

  • To monitor and predict the change of coastal environment according to the construction of Saemangeum sea dyke and the development of land reclamation, we have done real-time and periodic ocean observation and numerical simulation since 2002. Saemangeum coastal environmental data can be largely classified to marine meteorology, ocean physics and circulation, water quality, marine geology and marine ecosystem and each part of data has been generated continuously and accumulated over about 10 years. The collected coastal environmental data are huge amounts of heterogeneous dataset and have some characteristics of multi-dimension, multivariate and spatio-temporal distribution. Thus the implementation of information system possible to data collection, processing, management and service is necessary. In this study, through the implementation of Saemangeum coastal environmental information system using geographic information system, it enables the integral data collection and management and the data querying and analysis of enormous and high-complexity data through the design of intuitive and effective web user interface and scientific data visualization using statistical graphs and thematic cartography. Furthermore, through the quantitative analysis of trend changed over long-term by the geo-spatial analysis with geo- processing, it's being used as a tool for provide a scientific basis for sustainable development and decision support in Saemangeum coast. Moreover, for the effective web-based information service, multi-level map cache, multi-layer architecture and geospatial database were implemented together.

A Study on Characteristics Analysis of Swell Wave Accidents and the Establishment of Countermeasures in the East Coast (동해안 너울 사고 특성 분석 및 대응방안 수립)

  • In this study, we collected cases of accidents caused by swell in the east coast of Korea from 2013 to 2017. The location of the accident, the season, the type of coast and the type of damage were classified and the correlation between the accident and the wave data was analyzed by collecting the observation data of the nearby area at the time of the accident. Also, based on the results of the coastal disaster vulnerability assessment of Korea Hydrographic and Oceanographic Agency, the vulnerability grades of swell accidents area were evaluated. In swell accident area, the average grade of the wave exposure index was 4.91, the wave sensitivity index was 3.87, and the wave impact index was 4.90. As a result, most of the swell accidents occurred in the 5 grade (very vulnerable level) of the wave impact index, and the area of the east coast (78.7%) of the same 5 grade was classified into five types according to the wave sensitivity index result. Finally, a countermeasures was taken for characteristics of each type.

Flooding Risk under Climate Change of Fast Growing Cities in Vietnam (베트남 급성장 도시지역의 기후변화 홍수재해 위험성 분석)

  • Vietnamese cities have a high risk of flooding under climate change due to their geographical characteristics. In this situation, the urban area is expanding with rapid growth of urban population. However, the risk of flooding is increasing due to the increase in impermeable areas and insufficient infrastructure. This study analyzed the urban expansion trend at the national level in Vietnam for the past 10 years (2007-2017) by using the Urban Expansion Intensity Index. Also, this study selected Hue City as a region with a large impact of climate change and a rapid expansion and found the possibility of flooding in the urban expansion area. The result showed that cities have been expanded around major cities in the Red River Delta, Mekong Delta, and coastal areas. In the case of Hue City, the area with fast expansion rate has a higher expected flood area. It implies that the risk of flood disasters may increase if the urabn expansion is carried out without disaster prevention measures. It is expected that Korean urban disaster prevention policies such as urban climate change disaster vulnerability analysis system will be helpful in establishing urban plans considering climate change in the fast growing regions such as Vietnam.

A Survey and Analysis of Swim Zone Width and Beach Scale Factor for Gangwon Beaches (강원도 해수욕장의 유영폭 및 해빈단면 축척계수 조사 분석)

  • In the present study, a beach survey such as sand sizes, swim zone widths, and slopes of swash zone has been accomplished for 39 beaches along the Gangwon coastline. The data analysis presents that the swim zone width has a strong correlation with the sand size, showing that the swim zone width is reversely proportional to the 1.1 power of a grain size. The profile factor A has been analyzed using the beach profile form of $h=Ay^{2/3}$, where A was resulted to be proportional to the 0.77 power of a gram size.
