The systematic criteria and rational standard for site selection of marine recreational floating architecture are in urgently need in respect of structural safety, use of facilities, economics of construction and management, relationship with surrounding areas or cities and impact on marine environment. Nevertheless, at present, there is not any study nor guideline for site selection of marine recreational floating architecture which is now being planned and elected at many places of a body of water such as river or coastal area all over the country. Therefore this study is to propose a systematic process and a rational criteria and guideline for site selection of marine recreational floating architecture. Especially the results are suggested in forms of diagrams and tables in order to be utilized so easily by related local governments and individual enterprises.

The coastal and inshore fisheries which constitute th real part of fishing industry have been operating by private enterprises which are small business in scale, so the large fisheries enterprises could not be considered "constitutive " Therefore, the private fisheries enterprises is "decisive" because it is distributed in all most fisheries management, "representative" because it is exceedingly symbolize the managerial characteristic of fishing industry, and constitutive because it constitute the real part of fisheries industry. From the above-mentioned, it could be concluded that the object of study is regarded the private fisheries enterprise as appropriate as long as it is engaging in producing fisheries product as good and conducts the pursuit of principle of profit maximization. Because the object of study can not include all the thing which has to be observed in order to study, the materialization of the object is actually necessary. And then as aforesaid we intend to realize the materialization through taking the private fisheries enterprise as the object in fisheries management theory. Recent marine territorial disputes in the East China Sea and the South China Sea have come to us as a great threat. China, which has recently established the China Coast Guard and has rapidly developed maritime security forces, is trying to overcome the various conflict countries with its power. Japan is also strengthening intensively its maritime security forces. Since Korea, China, and Japan are geographically neighboring and sharing maritime space in Northeast Asia, there is no conflict between maritime jurisdiction and territorial rights among the countries. The struggle for initiative in the ocean is fierce among the three coastal nations in Northeast Asia. therefore, Korea needs more thorough preparation and response to protect the marine sovereignty. As the superpowers of China and Japan are confronted and the United States is involved in the balance of power in strategic purposes, the East Asian sea area is a place where tension and conflict environment exist. China's illegal fishing boats are constantly invading our waters, and they even threaten the lives of our police officers. The issue of delimiting maritime boundaries between Korea and China has yet to be solved, and is underway in both countries, and there is a possibility that the exploration activities of the continental shelf resources may collide as the agreement on the continental shelf will expire between Korea and Japan. On the other hand, conflicts in the maritime jurisdictions of the three countries in Korea, China and Japan are leading to the enhancement of maritime security forces to secure deterrence rather than military confrontation. In the situation where the unresolved sovereignty and jurisdiction conflicts of Korea, China and Japan continue, and the competition for the strengthening of the maritime powers of China and Japan becomes fierce, there is a urgent need for stabilization and enhancement of the maritime forces in our country. It is necessary to establish a new long-term strategy for enhancing the maritime security force and to carry out it. It is expected that the Korean Coast Guard, which once said that it was a model for the establishment of China's Coast Guard as a powerful force for the enforcement of the maritime law, firmly establishes itself as a key force to protect our oceans with the Navy and keeps our maritime sovereignty firmly.
Marine environment is subject serious destruction because of frequent accidents during exploration of marine resources and overseas transport. Also, as many industrial enterprises discharge high volume of wastes and contamination, marine pollution has become a serious threat to people (especially in China). China is quickly becoming a world economic leader of the 21st century. Rapid industrialization and social changes have raised the standard of living of millions of the Chinese, mainly in the areas of East and South East coast. The process of industrialization, however, is often followed by deterioration of the marine environment and rarely turned around until a country has increased its standard of living. Solving these array of problems will take decades and currently the government is addressing minor specific issues only. Fortunately, the Chinese government has enacted a number of marine pollution control laws. On 25 December 1999, the 13th Session of the Ninth Standing Commettee of the National People's Congress passed the amended the Marine Environment Protection Law of the People's Republic of China. This Law establishes rights and responsibilities of the relevant departments concerning marine environment management and provides for two new chapters on "Marine Environment Supervision" and "Marine Ecological Protection", along with "Supervision of Pollution Prevention for Marine Construction Projects", "Marine Ecological Protection" and "Marine Environment Pollution Prevention for Marine Construction Projects". Also, the Law was amended with provisions for integrated pollution discharge control system and oil spillage emergency response plan and enhanced legal responsibilities. Chinese government recognizes that international and national experience can be useful for China to prevent further ecological degradation of the marine environment.
The Kyodong Island on the Yellow Sea has experienced dramatic transformations in the process of massive reclamations of tidal flats. The fisheries resources control system in the Fisheries Act of Korea is introducing technical management method and input control method that controls fishing effort. Fishing effort control system of Korea aiming at realizing the maximum sustainable yield does not regulating the limitation of fishing quota and the limitation of fisheries object target fish. Therefore fishing operators who have fishing permit can use fishery resources without any restriction of fishing quota. But there are no rules that can controlling capacity of productivity of fishing by developing of fishing technic and fishing gear. For those reasons, productivity of fishing is superior to reproductivity of fisheries resources. Therefore, the Fisheries Act of Korea rearranges a legal basis for an introduction of fisheries resources management system by TAC, but the contents to be possible for a legal guarantee is not included and it is exceedingly defective as abstract and institutional devices. And that the affairs to be required for an enforcement of the said regime was placed in an administrative mandatory legislation and the danger to be degenerated is high in accordance with the bureaucratic self-righteous and/or the coercion of group's interest concerned and accordingly its substitute legislation system is keenly required. TAC system that is going to be introduced in our country is expected to enforce the Olympic fishing method and the individual quota method in parallel. This method is not certainly proper, because it occurs to overcapitalize and to compete fishing amounts between fishery operators. So as to prevent overcapitalization and fishing competition between fishery operators, and the exhaustion of coastal fisheries resources, individual transferable quota system should be introduced in Korean sea. Accordingly this thesis has attempted to constitute a view to improving problems of the traditional fisheries resources control system and introducing TAC fisheries resources control system.
The UK Government's approach to how to deliver regeneration in its towns and cities has changed considerably in recent years. Traditionally, urban regeneration policy focused on reversing physical, economic and social decline in an area where market forces would not do this without intervention. Since 2010 urban regeneration has become a vital part of the Government's approach to increasing local growth and competitiveness and building a strong and balanced economy. The current emphasis is on a place-based approach to regeneration that builds on the particular strengths of different places to drive growth and addresses the factors that hold them back. This paper outlines the key features of current UK urban regeneration policy and how interventions to support regeneration and growth are being pursued at different spatial scales to ensure all parts of the country benefit. They include pan regional initiatives like the Northern Powerhouse and Midlands Way, to groups of local authorities operating at a sub regional level (combined authorities/city regions), Local Enterprise Partnerships, and a variety of smaller scale programmes delivering regeneration in areas of economic and social decline. The paper explains some of the policy instruments and funding programmes available to support regeneration, and provides case studies of some major urban regeneration projects that illustrate the new approach including housing and infrastructure improvements like the planned High Speed Rail 2 line. These are supporting regeneration through the creation of strategic partnerships involving government, places and investors. The paper concludes with some lessons from past and future regeneration schemes to improve their effectiveness and impact on places and enhance local growth potential.

Ocean resources have a very important role to meet the requirements of the people's leisure activities in a limited country, so fishing villages and fishing ports are getting more and more important as a source of supply to satisfy the demands as time goes on. There are various and far-reaching approaches to the fishing villages and fishing ports. However, studies to present the over-all direction of development policy for fishing villages and fishing ports have been short; especially the studies which have been dealing with Busan were verified to be very short relatively. As a result of survey, both officials in charge and residents in fishing villages have an enough understanding of what problems the development of fishing villages have and it's direction of development and spreading effects. In the part of the policy of developing fishing ports, officials answered that insufficient synthetic estimation was main problem in developing the fishing ports, while residents had a high recognition that local fishing ports and small scale fishing ports have had poor progress relatively. In the analysis of difference between two group about the spreading effects of developing fishing villages and fishing ports, they had affirmative opinions rather than negative ones without exemption. As mentioned above, it is a right direction to develop the existing fishing ports as well as new fishing ones to the multi-functional synthetic fishing ports. The specialized development should be made so that the special quality of coastal resources, which fishing villages have, will be made the best use of.
Global warming is regarded as one of the most critical issues that should be taken care of by the entire global community as it threatens the survival of mankind. South Korea, in particular, undergoes faster warming than the average rate of global warming. South Korea has revealed various warming rates and trends being surrounded by sea on three sides and having complex terrains dominated by mountains. The rates vary according to regions and their urbanization and industrialization. Differences also derive from seasons and weather elements. Changes to the highest, mean, and lowest temperature are also different according to the characteristics of regions and observatories, which is more apparent where the force of artificial weather applies. In an urban area, temperature gaps tend to decrease as the lowest temperature rises more than the highest temperature. Meanwhile, temperature gaps grow further in a coastal or country region where the force of artificial weather is small and the force of natural weather prevails. In this study, the investigator analyzed the changes to the weather elements of 11 observation spots that had gone through no changes in terms of observation environment since 1961, were consecutively observed, and had the quality of their observation data monitored on an ongoing basis. Using the results, I tried to identify natural and artificial causes affecting certain spots. Located on the east coast of the Asian Continent, South Korea sees weather changing very dynamically. Having huge influences on our weather, China has achieved very rapid industrialization for the last 30 years and produced more and more greenhouse gases and air pollution due to large-size development projects. All those phenomena affect our weather system in significant ways. Global warming continues due to various reasons with regional change differences. Thus the analysis results of the study will hopefully serve as basic data of weather statistics with which to set up countermeasures against climate changes.

In order to establish order in fishing industry by cracking down on illegal fishing vessels effectively, it is an essential requirement to identify marking such as the name of fishing vessel and a port of register more easily. Accordingly, it is quite natural that markings on fishing vessels should be marked clearly in an appropriate size on an appropriate site in order for them to be distinguished on the air such as from planes as well as on the sea. Actually, when examining marks such as the name of a vessel which are operating in the country, marks of most fishing vessels are too small as they cannot be distinguished with the naked eye even very closely. There is no coastal fishing vessel which marks the name of fishing vessel on the upper part in order to distinguish it from planes. Fishing vessel law generally which regulates the basic laws about shipbuilding regulates marks on fishing vessel, and fisheries law only regulates sign boards of fishing vessels. Problems and improvement of the marking system on fishing vessels suggested by this paper are as follows. First, in order to contribute to establish order in fishing industry, it would be desirable to tighten standards in fisheries law besides the fishing vessel law. Second, it is difficult to distinguish marks such as the name of a vessel as relevant laws allow fishers to make such marks too small. It is necessary to set the standard for marks larger than those regulated by the international treaty. Third, the relevant laws do not regulate a letter form of marks. Therefore, it becomes a factor to make small marks hard to be distinguished more. It is necessary to decide a clear letter form. Fourth, there is insufficient detailed international standards about the marking system. It is necessary to regulate a detailed standard.
