Records Management Business Analysis of Certified Electronic Document Center as the 'External Electronic Records Storage Facilities' ('외부전자기록물저장시설'로서 공인전자문서센터의 업무 분석)

  • The purpose of this study is to review whether Certified Electronic Document Center can perform electronic records preservation work as 'external electronic records storage facilities'. It began with addressing the current state of Certified Electronic Document Center. And then reviewed the key concepts of archival science in archival science literature and the meaning of electronic records preservation. The results of the review pointed out that these concepts are confused depending on each designated community's interests while the revision of the Archives Law. And finally we inspected whether Certified Electronic Document Center has an ability to perform the electronic records preservation work. For this, we compared and analyzed Archives Law, national archives' standards and regulations related to Certified Electronic Document Center. As a result, we may confirm that the current Certified Electronic Document Center did not have the capability for records management.

A Study on Service of Certified e-Document Authority System (공인전자문서보관소 서비스에 관한 연구)

  • This study deals with a certified e-document authority system to securely archive e-documents by a government authorized third party. For this study, I have looked at three cases of certified e-document authority systems and compared then with the similar cases in the USA and Japan. In my conclusion, I suggest four ideas to improve the service of certified e-document authority system. First, the company providing the certified e-document authority system needs to expand to special services. Second, they need to concentrate on subject area of their business. Third, they should provide a consulting service for business archives with business customers. Finally, they can support additional services like document risk management and other digital contents archiving.

  • Electronic records are generated not only in public sector but also in private sector. Records will be used across the public-private boundary. The Certified e-Document Authorities(CeDAs) may keep electronic documents in private sector for preservation and evidence, like the official Record Management Systems for Public sector. A CeDA is the Trusted Third Party (TTP) as a business to be entrusted and proof interchanging documents between parties. This CeDA system could be sustainable only if the CeDA earn the enough sales through enough uses. And yet, all the eight CeDA companies have not had enough users. How to utilize CeDAs is one of the hot issues in this area. In this paper, We analyze the threat to trustworthiness of CeDA due to payment of only one party among others, and describe the difficulty in use of CeDA for an individual user. These things make CeDAs cannot have enough users. To do address these, We expand the boundary of relevant parties for a document, present a delegate-establishing option under a joint name, show the needs of identifying and notifying minimum relevant parties, and suggest the proxy parties to help the individual users.

  • The CEDA(Certified E-Document Authority) is a reliable third party that deposit electronic document having legal effects securely, and verify contents of document or transmission. This paper focuses on a function of secure transmission among several important functions, and implements public key encryption system for secure transmission when server and user communicate for image transmission. This paper follows a standard fundamental rule of X.509 in ITU-T, and it uses symmetric encryption algorithm to raise speed of a large data operation. A key of symmetric encryption algorithm is encrypted by private key in public key system, it protects to be modified using digital signature for data integrity. Also it uses certificates for mutual authentication.

  • Certified e-Document Authority keep it with protection legal as a system a guarantee and identifies originality of an e-Record, It presume to be authenticity e-Records and contents of an e-Record prove what was not changed. But, e-Records has high medium degree of dependence and loss danger of information has very high problems. In addition, Because correction(attachment and deletion) and a revision of information are easy, a problem for integrity and the originality of an e-Record is caused. Existing system show the following inefficient. For the originality guarantee, an existing e-Documents encryption method accomplishes a encrypted process of a whole document with a symmetric key, if the information revised midway, the whole documents content must accomplish re-scanning and re-encryption process again. To get over such inefficient, this paper maximize efficiency which occurred at the time of partial information revision request by encryption and managing using the link information based on the linkage characteristics of the each page on the registered requested e-Documents, It was able to increase security configuration by minimizing problems on an information exposure through increasing complicated of the key management.

  • The time taken for an ischemic heart disease patient to have a percutaneous coronary intervention because of acute myocardial infarction after arriving at the hospitals (door-to-balloon time) affects the patient's mortality significantly. To improve the emergency service system that has been previously used in the hospitals, this study focused on reducing door-data time and data-to-decision time among three time stages. The newly established e-emergency service system has set up the database of patients that had an emergency operation for acute myocardial infarction in the emergency service system of the hospital and has issued health cards for the patients that regularly visit the Busan National University Hospital. In addition, it has stored prior operation permits in the form of a certified electronic document. The new electronic system will reduce the complex treatment and operation procedures innovatively. Therefore, it is expected that this will make the life save (or the emergency patients easier and reduce the mortality. Moreover, it will also settle down the hospital staff's and patients' predicaments caused by the complex procedure of the legacy system.

  • Deleting unsolicited email, popularly known as spam mail, is an annoying task for Internet users. Moreover, spam mail causes a variety of social problems. At present, legal restrictions cannot eradicate spam senders. As a result, many technical methods to eliminate spam mail such as spam filtering and online stamps have been introduced. However, the process of blocking spam mail can inadvertently result in suspension of indispensable or beneficial communication. In this paper, we propose a certificate and agent based emailing architecture that can block spam mail, while at the same time approve certified mail. This architecture can be accelerated by synergistic utilization of digital signature and electronic document interchange.

  • Korean archival community had continuously dealt with attempts at weakening the core of records and archives principles in the name of deregulation. In 2015, Korean government announced revisions of the Archives Law in order to boost uses of commercial records facilities by public institutions. As key concepts were unclear and understandings among stake-holders varied, a considerable degree of chaos and anxiety aroused. The amendment itself was held at National Assembly. The unresolved disputes rested, however, waiting for another attempt of similar nature. As the recognition propelled this paper, it aimed at reviewing major contending arguments and proposing future actions.
