This study investigates both backward and forward multipliers of human capital in the field of information technology in order to evaluate human resources programs which were executed in the public sectors. Dynamic interindustry linkages analysis was employed as a methodology after classifying human capitals related to information technology into 9 industries. First, empirical findings showed that there are economic externalities in the IT HRD programs when the formation of human capital increases with more investment in them. Second, another finding was that the effect of HRD programs could be powerful when HRD programs were closely connected with R&D programs, showing that R&D programs among IT HRD programs have huge backward linkage effect. In addition, IT service sector has its own spill-over effect to other industries. Third, however, small budget and one off HRD programs should be considered as a negative price synergy effect. Finally, overall economic feasibility of IT HRD programs turned out to be excellent with consideration of their own economic direct and indirect effect.
This article examines that how in-house subcontract has been introduced and developed in metal industry in 1970s, focusing typical workplaces in steel industry. That was essential for the capital to insure control mechanism for large number of laborer because of mobilizing a large scale of capital in industrialization of heavy metal industry. In case of Pohang steel industry, this necessity was fulfilled by introduction and imitation of Japanese personnel management by being included of Japanese economic hinterland. This was embodied in both constructing internal labor market for regular workers and introducing in-house subcontracting system for contingent workers at workplaces. This was exceptional comparing in-house subcontracting system in Korean steel industry with in-house subcontracting system in advanced economies, because of disappearing in-house subcontracting system by making internal labor market. And this was closely linked by late development of Korea. Implications of Pohang steel company's case are as follows : first, late development effect in formation of employment system, second, in linking informality of Korean employment system. This implications mean that in-house subcontracting in steel industry is structured as mechanism for personnel management in large factory being influenced by industrialization of heavy industry. In this point, improvements which include wide economic solution beyond labor solution for present problem of in-house subcontracting system is desirable.
Despite a copious volume of work on the relationship between social class and cultural consumption, scholars have paid scant attention to the increasingly apparent observation that a vast majority of the population exhibits indifference toward fine arts regardless of one's socio-economic status. Much of the prior literature on cultural consumption has treated the public's indifference to fine arts not as a distinct analytical category that deserves an explanation of its own, but simply as the opposite of "likes" or the act of consumption, let alone being disentangled from the concept of "dislikes" in taste-formation and consumption behavior. In this paper, we suggest that the seemingly increasing trend toward indifference to fine arts, especially among those who are part of the well-educated and economically well-off, merits close scholarly attention on its own term. As an initial step toward this endeavor, we explore the factors behind indifference toward fine arts among Korean middle-class, using the ground theory method. Our interview findings reveal that much of indifference toward fine arts is attributable to the lack of tastes in fine arts and artistic competence. Our results suggest that research drawing on Bourdieu's theory and Peterson's omnivore hypothesis needs to be further revised through an in-depth investigation of the institutional and societal contexts where art education takes place in Korea. We discuss the implications of our findings for policy-making in the cultural and artistic sphere.

This study aims to investigate the relationship between Corporate Venture Capital(CVC) investments and firm innovation, exploring the moderating effect of corporate ESG risk on this relationship. First, adopting the organizational learning theory, I theorize a process in which a firm's relationship with a venture through CVC investments acts as an external innovation source for learning and ultimately short-term innovation. Also, based on the discussion of the stakeholder theory, I argue that when a firm is evaluated as having high ESG risk externally, this may have a negative moderating effect that weakens the relationship between CVC investments and innovative performance. In order to verify these hypotheses, panel data analysis was performed using CVC investments data, patent application data, and ESG risk scores of US high-tech firms from 1993 to 2018. As a result of the analysis, as expected, it was found that the more the firm invests in ventures through CVC, the more the firm's innovative performance increases. In addition, the social aspect of ESG risk of a firm, related to the local community and employees, were found to weaken the association between CVC investments and innovative performance. This study expands the understanding of existing research on CVC investments as a vehicle for learning and innovation. Focusing on the importance of relationship with ventures rather than the size of CVC investments, I empirically examined that the formation of CVC relationships with ventures is directly related to the short-term innovation of investing firms. Additionally, this study contributes to the CVC literature by including stakeholders in the current discussion in addition to investing firms and portfolio ventures. Finally, this study investigated how ESG issues, which are attracting attention as playing an important role in firm activities, are related to CVC investments.
Daejeon, encompassing Daedeok Science Town and Daedeok Innopolis, possesses the advantage of portraying relatively higher regional innovation capacity and facilitating network formation among regional professional research organizations. Applying the Social Network Analysis(SNA) techniques, this paper focuses on divulging structural and spatial characteristics of the Daejeon Information and Communication(ICT) industry network, analyzing co-research projects implemented by the Daejeon-based universities. For the analytical tool, it depends on NETMINER 3.0. Furthermore, based on the Systems Thinking approaches, this study suggests a couple of policy implications. Judging from the Korea Standard Industrial Classification principles, the existing ICT industry is subdivided into 11 sub-industries. The highest degree centralization value comes from the Mobile Communication sub-industry(188.668%), indicating that Mobile Communication sub-industry exerts the most significant impact on the regional innovation networking in Daejeon. Among various stakeholders, Korea Advanced Institute of Science and Technology(KAIST) records the top ranking in most categories, conspicuously leading the institute-industry linkage. In terms of the ICT spatial distribution, the intra-regional cooperation examples present the strongest linkage values, followed by Daejeon-the Capital Region ones. Finally, as well shown in a series of causal loop analyses, this study recommends that Daejeon should put top policy priority in strengthening the internal ICT network within Daejeon proper. Here, Daejeon should keep in mind the fact that there exist reinforcing loops between Daejeon's attractiveness and the entering of new ICT firms.

$CuIn_{1-x}-GaxSe_2$ based materials with direct bandgap and high absorption coefficient are promising materials for high efficiency hetero-junction solar cells. CIGS champion cell efficiency(19.9%, AM1.5G) is very close to polycrystalline silicon(20.3%, AM1.5G). A reduction in the price of CIGS module is required for competing with well matured silicon technology. Price reduction can be achieved by decreasing the manufacturing cost and by increasing module efficiency. Manufacturing cost is mostly dominated by capital cost. Device properties of CIGS are strongly dependent on doping, defect chemistry and structure which in turn are dependent on growth conditions. The complex chemistry of CIGS is not fully understood to optimize and scale processes. Control of the absorber grain size, structural quality, texture, composition profile in the growth direction is important to achieving reliable device performance. In the present work, CIS nanoparticles were prepared by a simple wet chemical synthesis method and their structural and optical properties were investigated. XRD patterns of as-grown nanopowders indicate CIS(Cubic), $CuSe_2$(orthorhombic) and excess selenium. Further, as-grown and annealed nanopowders were characterized by HRTEM and ICP-OES. Grain growth of the nanopowders was followed as a function of temperature using HT-XRD with overpressure of selenium. It was found that significant grain growth occurred between $300-400^{\circ}C$ accompanied by formation of ${\beta}-Cu_{2-x}Se$ at high temperature($500^{\circ}C$) consistent with Cu-Se phase diagram. The result suggests that grain growth follows VLS mechanism which would be very useful for low temperature, high quality and economic processing of CIGS based solar cells.
The purpose of this study is to find a solution to disputes in the process of producing digital music sources. At present, the center of the world music market including the domestic market has been completely transformed from the tangible musical record market to the intangible sound source market. Due to these environmental changes, the music production process becomes industrialized and specialized, causing conflicts of interest among the individuals in the process. First of all, this study examined changes in the music market which is the background of the dispute, identified the problems of the process and suggested solutions while summarizing the meaning and role of each process of producing a sound source that may arise during the sound production process. This study covers plagiarism between producers, copyright infringement of the creator against assistant creator caused by the industrialization and division of the production environment, issues related to the rights of sound engineers whose role and importance become bigger as acoustic technology develops and music genres become more diverse, and vertical hierarchy due to the formation of oligopoly by several distributors with huge capital. As a result of the study, it was concluded that Alternative Dispute Resolution (ADR) system is suitable for solving these problems. Specific methods of using ADR include activation of the dispute settlement system of the Korea Copyright Commission, active use of the arbitration clause specified in the standard contract, and recalculation of labor costs and earnings from copyright through mutual negotiations. This paper can be differentiated from previous studies in that it studied overall problems that might arise in the process of digital music source production and suggested ADR utilization as the solution.
Following the growth of e-Business, there has been a recent increase of interest in promoting Social Business (s-Business) based on Social Network Service(SNS). As the introduction of the Internet brought about the increasing number of its users followed by the growing market of e-Commerce, online games, and e-Learning, the increasing number of SNS users has opened the new markets combining the existing industrial fields with SNS, and it developed into a revenue model beyond the mere sharing of information. Despite such industrial and social environments, understanding of new social business technology from the aspect of business has been insufficient, and the empirical study on participation in the social business has been scant as well. Thus, the main purpose of this study is to investigate the s-Business in detail and to study the factors giving influence to the users' participation in s-Business. This study proposes six variables(Self-Empowerment, Job Relevance, Formation of Social Capital, Relative Advantage, Shared Value, Relationship Specified Investment) and the moderating effects of Psychological Contract as influential factors closely related with s-Business. A total of 362 data from a survey were analyzed by using Structural Equation Modeling(SEM). Result showed that all factors with the exception of Job Relevance have meaningful influence on the intention to participate in s-Business. The implication of the findings suggests to compliment limitations of the existing researches, and to prepare the theoretical foundation for promoting s-Business participation in addition to further suggesting directionality from the view point of the users of the social business-relevant studies.

The purposes of this study are to investigate the formation and the change of apparel retail structure historically with the viewpoint that the retail structure is affected by the process of economic development. This study was done by literature research method and the result of this study is the following. The tailor and seamstress shops, the first clothing shops in Korea, were replaced by ready-made shops, because mass production system which had developed with the industrialization of Korea increased the advantage of economy of scale compared to handicrafts individual one. After that, the production system of apparel industry had been efficient continuously, while retail system had not. The retailing of famous brand apparel conducted by exclusive franchise store caused supplier oriented markets where the opinion and the desire of consumers were not reflected. While the retailing of the unknown brand apparel handled by small retail stores were inefficient. As the apparel industry matured in 1990s, various types of new stores appeared such as specialty stores, discount stores, TV home shopping, internet shopping, outlet malls, and big fashion stores in Dongdeamoon. These new stores have features of seeking profits in mass merchandising. As these large retail stores grow, the apparel retail structure of Korea is changing from a fragmented market to a vertically integrated one. This change is shown by the decrease of stores per inhabitants. With the change of environment, the apparel retail system which has lagged behind comparatively is expected to develop into more efficient system based on the large capital investment which raise the advantage of economy of scale.

The purpose of this study was to look into the formation process and characteristics of local high-tech industrial complex with an example of the Ochang Scientific Industrial Complex and analyzed the characteristics by business type and size, transfer process of the companies in the Complex. For this purpose, statistical data of the companies were analyzed and a survey of them was conducted, and the following results were obtained. First, the Ochang Scientific Industrial Complex was created for agglomeration of IT industries in early days but now there are IT industries and BT industries mixed due to internal and external economic condition. Second, there are more small and medium companies than large companies in the Ochang Scientific Industrial Complex. These companies are in the stage of developing new products and marketing, and many of them were parts and materials developers of core technology or high innovation with venture identification. Third, high rates of the companies in the Ochang Scientific Industrial Complex came from the capital area and the Chungcheong area and the companies which moved in the Complex with their head quarters accounted for more than 70 percent. Fourth, the companies were classified into 5 types according to the type of product and the level of technical innovation.
