Policy Suggestions for Establishing Culture Technology Institute from Economic Point of View (경제성 관점에서 문화기술연구원설립에 대한 정책적 제언 -조직구조, 규모 및 설립시기를 중심으로-)

  • The establishment of Culture Technology Institute is now under discussion. In case of advanced countries (including USA, Japan and EU) practices market-oriented policies in the area of culture and entertainment industry. Therefore it is hard to find out Government-funded Institute which Korea could benchmark. In this situation, there are many different opinions about its organizational structure, size of organization and budget, and when the institute should be established. This study proposed a Consolidated-Decentralized model as a proper organizational structure after evaluating 4 different models based on 4 criterion. And based on results produced by the model developed for our research, this study suggested proposals that the number of research personnel and the size of budget should be larger than 300 persons and 1200 billion won respectively. However, the establishment of institute should be decided by not only economic factor but also various factors such as political element, externality, private company investment and effect on production inducement etc. If new institute focused on different area from ETRI, then the time and size of the institute could be decided by the result of policy analysis.

A Business Model of Small and Medium-Sized Enterprises: A Case Study of the Textile and Clothing Industry in Thailand

  • The purposes of this research were: 1) to analyze the confirmatory factors with the business operational model of entrepreneurs of small and medium enterprises (SMEs) in the textile and clothing industry, and 2) to verify the congruence of the model with the operational ways of the entrepreneurs of SMEs in the textile and clothing industry. The sample consisted of 500 small and medium enterprise entrepreneurs in the textile and clothing industry. This study was quantitative research and the instrument used to collect the data was a questionnaire. The data was analyzed using 1st order and 2nd order of confirmatory analysis (CFA). The findings of this research revealed that the model of SMEs in the textile and clothing industry was overall at a high level. Four main factors were used for the model of SMEs in the textile and clothing industry by their importance in descending order as follows: marketing mix (MM), collaboration network (CN), production inventory management (PIM), and creativity (CT). The results of verification of model congruence revealed the model of SMEs in the textile and clothing industry was fit and in accordance with the empirical data.

Computer Tomography as a Tool for Physical Analysis in an Anthropogenic Soil

  • Human influence on soil formation has dramatically increased as the development of human civilization and industry. Increase of anthropogenic soils induced research of those soils; classification, chemical and physical characteristics and plant growth of anthropogenic soils. However there have been no reports on soil pore properties from the anthropogenic soils so far. Therefore the objectives of this study were to test computer tomography (CT) to characterize physical properties of an anthropogenic paddy field soil and to find differences between natural and anthropogenic paddy field soils. Soil samples of a natural paddy field were taken from Ansung, Gyeonggi-do (Ansung site), and samples of an anthropogenic paddy field were from Gumi in Gyeongsangnam-do (Gasan) where paddy fields were remodeled in 2011-2012. Samples were taken at three different depths and analyzed for routine physical properties and CT scans. CT scan provided 3 dimensional images to calculate pore size, length and tortuosity of soil pores. Fractal analysis was applied to quantify pore structure within soil images. The results of measured physical properties (bulk density, porosity) did not show differences across depths and sites, but hardness and water content had differences. These differences repeated within the results of pore morphology. Top soil samples from both sites had greater pore numbers and sizes than others. Fractal analyses showed that top soils had more heterogeneous pore structures than others. The bottom layer of the Gasan site showed more degradation of pore properties than ploughpan and bottom layers from the Ansung site. These results concluded that anthropogenic soils may have more degraded pore properties as depth increases. The remodeled paddy fields may need more fundamental remediation to improve physical conditions. This study suggests that pore analyses using CT can provide important information of physical conditions from anthropogenic soils.

Proteome Analysis of Disease Resistance against Ralstonia solanacearum in Potato Cultivar CT206-10

  • Potato is one of the most important crops worldwide. Its commercial cultivars are highly susceptible to many fungal and bacterial diseases. Among these, bacterial wilt caused by Ralstonia solanacearum causes significant yield loss. In the present study, integrated proteomics and genomics approaches were used in order to identify bacterial wilt resistant genes from Rs resistance potato cultivar CT-206-10. 2-DE and MALDI-TOF/TOF-MS analysis identified eight differentially abundant proteins including glycine-rich RNA binding protein (GRP), tomato stress induced-1 (TSI-1) protein, pathogenesis-related (STH-2) protein and pentatricopeptide repeat containing (PPR) protein in response to Rs infection. Further, semi-quantitative RT-PCR identified up-regulation in transcript levels of all these genes upon Rs infection. Taken together, our results showed the involvement of the identified proteins in the Rs stress tolerance in potato. In the future, it would be interesting to raise the transgenic plants to further validate their involvement in resistance against Rs in potato.

  • The technologies related to the development of cultural contents we known as cultural technology (CT). CT should evolve with the changes in the cultural contents market. Currently there are five major trends in cultural market change. First, consumers are seeking more and more sensible quality from products. Second, consumers are becoming less sensitive to the cognitive quality of products. Third, consumers demand more than what contemporary technology can offer. Fourth, as the cultural products market grows, the goal of content developments has shifted from producing a 'big hit product' to producing a product which will maintain market share. Fifth, cultural products are diversifying. All these trends make the cultural products developer's job more challenging. Sensation & emotional engineering (SE engineering) can be a useful tool for cultural products developers. SE engineering is a study of the somatic sensation and the aesthetic sensation for both fundamentals and applications aspects. By quantifying the physiological and psychological responses of consumers, it studies the physical nature of stimulants, providing basic knowledge for future applications and industrialization. One widely spread myth is that a sparkling idea from a talented individual will make a difference in the cultural products industry. The careful examinations of many successful cultural products prove this is not correct. Many successful cultural products are the result of a substantial amount of investment and employment of well polished marketing technology. A scientific approach is highly required for this matter and the SE engineering is an answer

A Study on Tensile Property due to Stacking Structure by Fiber Design of CT Specimen Composed of CFRP (CFRP로 구성된 CT시험편의 섬유설계에 의한 적층구조에 따른 인장 특성 연구)

  • At the modern industry, the composite material has been widely used. Particularly, the material of carbon fiber reinforced plastic hardened with resin on the basis of fiber is excellent. As the specific strength and rigidity are also superior, it receives attention as the light material. Among these materials, the carbon fiber reinforced plastic using carbon fiber has the superior mechanical property different from another fiber. So, it is utilized in vehicle and airplane at which high strength and light weight are needed at the same time. In this paper, the tensile property due to the fiber design is investigated through the analysis study with CT specimen composed of carbon plastic reinforced plastic. At the stress analysis of CFRP composite material with hole, the fracture trend at the tensile environment is examined. Also, it is shown that the lowest stress value happens and the deformation energy of the pre-crack becomes lowest at the analysis model composed of the stacking angle of 60° through the result due to the stacking angle. On the basis of this study result, it is thought to apply the foundation data to anticipate the fracture configuration at the structure applied with the practical experiment.

Anti-Inflammatory Activity of Carthamus tinctorious Seed Extracts in Raw 264.7 cells (대식세포 내에서의 홍화자 추출물의 항염증 활성)

  • The objective of this study was to evaluate the anti-inflammation effect of extract of Carthamus tinctorious seed, on skin obtained from Gyeong buk, Korea. Regulatory mechanisms of cytokines and nitric oxide (NO) involved in immunological activity of Raw 264.7 cells. Tested cells were pretreated with 70% ethanol extracted of Carthamus tinctorious seed and further cultured for an appropriated time after the addition of lipopolyssacharide (LPS). During the entire experimental period, 5, 10, 25 and 50 ${\mu}g/ml$ of Carthamus tinctorious seed showed no cytotoxicity. In these concentrations, ethyl acetate layer of ethanol extracted Carthamus tinctorius seed (CT-E/E) inhibited the production of NO and prostaglandin $E_2$ ($PGE_2$), tumor necorsis factor-a (TNF-${\alpha}$), interleukin-$1{\beta}$ (IL-$1{\beta}$), interleukin-6 (IL-6) expression of inducible NO synthase (iNOS), cyclooxygenase-2 (COX-2). At a 50 ${\mu}g/ml$ level of CT-E/E, $PGE_2$, iNOS and COX-2 inhibition activity were shown 60%, 38%, and 42%, respectively. In addition, CT-E/E reduced the release of inflammatory cytokines including TNF-${\alpha}$, IL-$1{\beta}$ and IL-6. These results suggest that Carthamus tinctorious seed extracts may be a potential anti-inflammatory therapeutic agent due to the significant effects on inflammatory factors.

  • With the development of big data technology, data is rapidly entering a hyperconnected intelligent society that accelerates innovative growth in all industries. The convergence industry, which holds and utilizes various high-quality data, is becoming a new growth engine, and big data is fused to various traditional industries. In particular, in the medical field, structured data such as electronic medical record data and unstructured medical data such as CT and MRI are used together to increase the accuracy of disease prediction and diagnosis. Currently, the importance and size of unstructured data are increasing day by day in the medical industry, but conventional data security technologies and policies are structured data-oriented, and considerations for the security and utilization of unstructured data are insufficient. In order for medical treatment using big data to be activated in the future, data diversity and security must be internalized and organically linked at the stage of data construction, distribution, and utilization. In this paper, the current status of domestic and foreign data security systems and technologies is analyzed. After that, it is proposed to add unstructured data-centered de-identification technology to the guidelines for unstructured data and technology application cases in the industry so that unstructured data can be actively used in the medical field, and to establish standards for judging personal information for unstructured data. Furthermore, an object feature-based identification ID that can be used for unstructured data without infringing on personal information is proposed.

  • Power consumption for double-stage paddle impeller in spherical and cylindrical agitated vessel was measured over a wide range of Reynolds number from laminar to turbulent flow regions. The power correlation was obtained which was applied to both spherical and cylindrical vessel, when the apparent diameter of the spherical vessel was equal to the diameter of the cylindrical vessel which had a height equal to its diameter and had the same volume as the spherical vessel. The power consumption for the double-stage impeller was dependent upon the distance of among the impeller in the agitated vessels, as follows: $$f/2={\frac{C_L}{Re_G}}+{\frac{Ct}{2}}({\frac{C_tr}{Re_g}}+Re_g)^{-m}$$
