Legal Review on the Regulatory Measures of the European Union on Aircraft Emission (구주연합의 항공기 배출 규제 조치의 국제법적 고찰)

  • The European Union(EU) has recently introduced its Directive 2008/101/EC to include aviation in the EU ETS(emissions trading system). As an amendment to Directive 2003/87/EC that regulates reduction of the green house gas(GHG) emissions in Europe in preparation for the Kyoto Protocol, 1997, it obliges both EU and non-EU airline operators to reduce the emission of the carbon dioxide(CO2) significantly in the year 2012 and thereafter from the level they made in 2004 to 2006. Emission allowances allowed free of charge for each airline operator is 97% in the first year 2012 and 95% from 2013 and thereafter from the average annual emissions during historical years 2004 to 2006. Taking into account the rapid growth of air traffic, i.e. 5% in recent years, airlines operating to EU have to reduce their emissions by about 30% in order to meet the requirements of the EU Directive, if not buy the emissions right in the emissions trading market. However, buying quantity is limited to 15% in the year 2012 subject to possible increase from the year 2013. Apart from the hard burden of the airline operators, in particular of those from non-European countries, which is not concern of this paper, the EU Directive has certain legal problems. First, while the Kyoto Protocol of universal application is binding on the Annex I countries of the Climate Change Convention, i.e. developed countries including all Member States of the European Union to reduce GHG at least by 5% in the implementation period from 2008 to 2012 over the 1990 level, non-Annex I countries which are not bound by the Kyoto Protocol see their airlines subjected to aircraft emissions reductions scheme of EU when operating to EU. This is against the provisions of the Kyoto Protocol dealing with the emissions of GHG including CO2, target of the EU Directive. While the Kyoto Protocol mandates ICAO to set up a worldwide scheme for aircraft emissions to contribute to stabilizing GHG concentrations in the atmosphere at a level that would prevent dangerous anthropogenic interference with the climate system, the EU ETS was drawn up outside the framework of the international Civil Aviation Organization(ICAO). Second, EU Directive 2008/101 defines 'aviation activities' as covering 'flights which depart from or arrive in the territory of a Member State to which the [EU] Treaty applies'. While the EU airlines are certainly subject to the EU regulations, obliging non-EU airlines to reduce their emissions even if the emissions are produced during the flight over the high seas and the airspace of the third countries is problematic. The point is whether the EU Directive can be legally applied to extra-territorial behavior of non-EU entities. Third, the EU Directive prescribes 2012 as the first year for implementation. However, the year 2012 is the last year of implementation of the Kyoto Protocol for Annex I countries including members of EU to reduce GHG including the emissions of CO2 coming out from domestic airlines operation. Consequently, EU airlines were already on the reduction scheme of CO2 emissions as long as their domestic operations are concerned from 2008 until the year 2012. But with the implementation of Directive 2008/101 from 2012 for all the airlines, regardless of the status of the country Annex I or not where they are registered, the EU airlines are no longer at the disadvantage compared with the airlines of non-Annex I countries. This unexpected premium for the EU airlines may result in a derogation of the Kyoto Protocol at least for the year 2012. Lastly, as a conclusion, the author shed light briefly on how the Korean aviation authorities are dealing with the EU restrictive measures.

Comparison of Greenhouse Gas Emissions from Road Transportation of Local Government by Calculation Methods (배출량 산정방법에 따른 지자체 도로수송부문의 온실가스 배출량 산정 비교)

  • The objective of this study was to compare greenhouse gas emissions from road transportation by calculation methods (Tier 1, Teir 2, and Tier 3). Tier 1 based on 2006 IPCC guidelines default emission factor and amount of fuel consumption. The Tier 2 approach is the same as Tier 1 except that country-specific carbon contents of the fuel sold in road transport are used. Tier 2 based on emission factor of guidelines for local government greenhouse gas inventories (Korea Environment Corporation), the fuel consumption per one vehicle, and the registered motor vehicles. The Tier 3 approach requires detailed, country-specific data to generate activity-based emission factors for vehicle subcategories (National Institute of Environmental Research) and may involve national models. Tier 3 calculates emissions by multiplying emission factors by vehicle activity levels (e.g., VKT) for each vehicle subcategory and possible road type. VKT was estimated by using GIS road map and traffic volume of the section. The GHG average emission rate by the Tier 1 was 728,857 $tonCO_2eq$/yr, while Tier 2 and Tier 3 were 864,757 $tonCO_2eq$/yr and 661,710 $tonCO_2eq$/yr, respectively. Tier 3 was underestimated by 10.1 and 20.7 percent for the GHG emission observed by Tier 1 and Tier 2, respectively. Based on this study, we conclude that Tier 2 is reasonable GHG emissions than Tier 1 or Tier 3. But, further study is still needed to accurate GHG emission from Tier 3 method by expanding the traffic survey area and developing the model of local road traffic.

Expressway Greenhouse Gas Reduction Effect Analysis According to the Electric Vehicle Supply (전기차 보급전망에 따른 고속도로 온실가스 저감효과 분석)

  • This Study analyzed the electric car effect on the Korea Expressway System in terms of year 2020 $CO_2$ emission. The analysis was based on the green car dissemination goal by the government and year 2010 emission statistics. Major contents performed in the study area were as follows. First, the greenhouse gases emitted from the highways were found to be approximately 17.3 million tons of $CO_2$ as of 2010. Analysis showed the emission would be 17.4 million tons in 2015 and 16.2 million tons in 2020. The results in the pattern reflect the effect of O/D on the KTBD and the trend of traffic increase from 2015 to 2020 followed by decrease in 2020. Second, in the case of greenhouse gas emission with the anticipated supply of electric cars, the amount of emission in 2015 will be 17.1 million tons, which is about 2.0% reduction compared to the lack of introduction of electric cars. The analysis also showed that in 2020, the amount of emission will be 14.2 million tons, which indicates the effect of reduction is 12.8% compared to non implementation of the program.

Estimation of air pollutants generated in the industrial-waste incinerator using Aspen plus (Aspen plus를 이용한 산업폐기물 소각공정시 발생 오염물질 예측)

  • 최근 화석에너지 고갈 문제와 폐기물의 지속적인 발생량 증가로 인해 폐기물을 이용한 열에너지 회수가 이슈화 되고 있다. 폐기물처리를 통한 에너지 회수 공정 가운데 소각이 가장 많이 이용되고 있으나 소각시 발생하는 대기오염 물질을 처리하기 위한 설계 및 설치비용에 많이 소요 된다. 본 연구에서는 화학공정 모사기인 Aspen plus를 이용해 소각공정 및 배가스 처리 공정모사를 실시하였다. 폐기물 소각 공정으로는 1 2차 연소실과 NO2를 환원하는 SNCR공정, 산성가스(HCl, SO2)를 제거하는 SDA공정, 입자상 물질을 처리 하는 bag filter공정을 모사하였다. 공정모사 결과 실제 산업폐기물 소각로의 처리효율과 일치 하였고 이를 바탕으로 동일한 공정 및 조건하에 소각로에 투입되는 폐기물의 조성비를 달리하여 공정 모사한 결과 오염물질의 배출량을 예측할 수 있었다. 이러한 오염물질 발생량 예측은 소각장의 폐기물 투입이 일정하지 않을 경우 조업 조건의 변경에 도움 뿐만아니라 공정개선의 효과적일 것으로 판단된다.

A Study on catalyst-coated ceramic filter for diesel engine exhaust-gas treatment (디젤엔진 배가스 처리를 위한 세라믹 필터 촉매코팅에 관한 연구)

  • Modified dip-coating method 8.3 times shorten in solution volume-coated and 83.3 times in coating time than existing dip-coating method. Coating weight increased nearly 2~3 times. So modified dip-coating method is evaluated that it is economic and has a efficiency. When we make an experiment in coated $LaCoO_3$ on ceramic monolith in modified dip-coating method which use 2 coating applications with relative viscosity $0.006202kg{\cdot}m/sec$, it showed a superior reaction at 88.56mg per ceramic unit gram in NO-CO reaction(optimum coating amount). When we make an experiment in the same size of ceramic filter cell with different conditions 100, 200cell per square inch, the result in low temperature($200^{\circ}C{\sim}350^{\circ}C$), 200cell3 per square inch is 6~23% higher in NO reduction and 11% in CO oxidation than 100cell per square inch. It is because the more the number of cells in the ceramic filter increase, the more catalytic surface area is expanded.

  • This study reports the results of an experimental investigation of emission and temperatures from the syngas-air premixed flame with a various mixture composition in the region of large equivalence ratios. The effects of hydrogen contents and equivalence ratios on the flame velocity, which reported before, and emission of syngas fuel are examined. In this study, representative syngas mixture compositions ($H_2:CO$) such as $H_2:CO=10:90$, 25:75, 50:50 and 75:25 and equivalence ratios from 0.5 to 5.0 have been conducted. The emissions of syngas fuel were measured by the high precision analyzer with enclosure configuration and the adiabatic temperatures are calculated by used Chemkin basis. The NOx emission level is coincided relatively well with the adiabatic temperature distributions in lean mixture conditions, but for rich mixture conditions NOx level was also increased again even though the adiabatic temperature decreases. Such an increasing characteristics in rich mixture conditions is coincided well with the tendency that rather the flue gas temperature increases.

The Study on Reduction Method of CO2 Emission from Ships (선박에서의 CO2 배출량 저감 방안 연구)

  • This Paper presented the reduction methods of $CO_2$ emission from ships during voyage. In order to decrease $CO_2$ emission during voyage the equation was established and conducted the study about the relationship between ship speed, the propulsive efficiency and its $CO_2$ production. The results obtained from the examinations are as follows : 1. $CO_2$ emission from sailing ships can be decreased by reducing specific fuel oil consumption of main diesel engine, coefficient of total resistance and ship speed and also by increasing propeller efficiency. 2. Diesel-electric propulsion system is more effective than diesel-mechanical system to decrease the level of $CO_2$ emission during long voyage. 3. Good condition of ship's hull surface, rudder and propeller's surface can decrease the quantity of fuel oil and $CO_2$ emission by reducing the resistance of ship that can rise the propeller efficiency 4. $CO_2$ emitted from ships can be decreased in a global scale by giving attention to the synthetic transport efficiency.

The Analysis of Reducing Power Consumption and CO2 Emission in the Advanced Mobile Communication Base Station (다중 대역용 차세대 이동통신 기지국 시스템의 전력 및 탄소배출량 절감효과 분석)

  • In this paper, we present the analysis of the characteristics of advanced mobile communication base station with multi-band about power loss, power efficiency and carbon reduction considering cable power loss. The advanced mobile base station system is installed on the outdoor for Antenna and RF part, and then the power loss is reduced because the fiber optic cable is used between RF part and baseband part. If the cable power loss is reduced by 5 dB replacing an entire the advanced base station systems, annual power consumption is reduced total 49,038 MWh in the CDMA 20W, WCDMA 30W, WiBro 10W systems. Furthermore the advanced base station system of annual $CO_2$ emission is 20,832 $tCO_2$ compare to 65,878 $tCO_2$. Therefore the advanced base system is confirmed considering green IT technology for the advanced mobile communication base station.

  • Paris Agreement of Climate Change seem affect to Korea eco-policy. Meanwhile the eco-design for reduce carbon emission have been applied in design phase of construction. However eco-design have applied passively except the project of eco-building system. For reflect eco-component in design, design VE that be appling to basic design and executing design phase of all construction project of over 10 billion should be use. But present applying VE Job Plan is reflecting partly eco-component, so the effect is small. Therefor new eco-VE development that reflect eco-elements to exist VE need. As the result of this study, the concept of environmental cost is defined to accounting. The calculation of the cost was using methods that apply $CO_2$ emission trading price, WTP, carbon productivity concept and carbon tax based on $CO_2$ emission. However, in order to apply eco-friendly VE at design phase, the model of new concept included carbon productivity concept is necessary. The eco-friendly VE model of new concept is model using $CO_2$ emission and potential environmental pollution index (PEPI). This study tried define eco-value model and environmental cost definition that become the major axle of eco-VE.

A study on the calculation of greenhouse gas emission in industry complex of Shiwha-banwol using the method of IPCC (IPCC 방법을 이용한 시화·반월 산업단지의 온실가스 배출량 산정 연구)

  • Recently environmental regulations like the Kyoto Protocol, adopted in 1997, required the reduction of the greenhouse gas of 5.2% up to 1990's emissions and 13th General Assembly in 2007, held in Bali of India, have agreed to duty reduction even in developing countries in 2013. Korean government needs research on climate change and greenhouse gas management, such as carbon emissions calculation system and the introduction of greenhouse gas reduction program. Using Top-Down approach with method of IPCC, greenhouse gas emissions from energy, transportation, agriculture, land use and forest, and waste was calculated. Total amount from Shiheung-City in 2007 was about 3,299.581 tons of greenhouse gas $CO_2$. By sectors, the total greenhouse gas emissions in the energy sector mostly accounted for 78 percent, 12 percent from transportation, 6 percent of waste, the landuse/forest sector, 4% of the greenhouse gas emissions. Approximately 5,401,618 tons of the greenhouse gas $CO_2$ was total amount from Ansan-City in 2007. The share of energy sector greenhouse gas emissions was the highest portion of 79 % and 14 percent of transportation, 4% from the waste sector, 3 % from landuse/forest sector.
