유엔환경개발회의(UNCED)와 국제환경협약의 정책적 경제적 영향이란 주제로 서울국제환경심포지움이 지난 9월 2일부터 3일간 잠실 롯데월드에서 열렸다. 미국, 일본등 9개국 3개 국제기구에서 25명의 환경문제에 대한 세계각국의 대응과 국제 환경협약의 경제ㆍ사회적 파급효과 우리나라의 대응전략등이 다각적으로 논의됐다. 다음은 이번 심포지움에서 발표된 주요 논문들을 요약하여 옮긴 것이다.

China National People's Congress has passed the bill to combine the Marine Law Enforcement into "State Oceanic Administration People's Republic of China". This bill was intended to resolve the overlapping jurisdiction and disputes caused in ocean territory in nearby countries. The purpose of reorganizing the administration was to combine the dispersed organization into one group. This new big administration was basically organized to increase the power of China marine state on the long-term. The reorganization plan is to group General Administration of Customs, China Marine Surveillance, Fisheries Law Enforcement Command, and Border Control Department into one State Oceanic Administration. The new state Oceanic Administration carries the authority to protect rights and enforce the marine law supported by Public Security Bureau. Korea Coast Guard has been cooperating with China Marine Surveillance since 1998 when the first pact was made. The next step expanded to General Administration of Customs. Currently working with Regional Maritime Law Enforcement organizations dealing mostly with illegal Chinese fishing boats and IEODO conflict. In order to solve the problems we face today is to observe the process of the New China Coast Guard administration, analysing the effects that could be caused by the change and to keep close cooperation between the new administrations.

Purpose: To evaluate the economic performance of grid-connected photovoltaic system in residential house, household electricity bill policy of Korea Electric Power Corporation (KEPCO) must be applied precisely, and market tendency and uncertainty of system also need to be considered. In this study, to evaluate the economic feasibility of PV system, we measured PV power generation and electricity consumption of six of Green home in Daejeon through web based remote monitoring system. Method: We applied Monte-Carlo simulation based on life cycle cost analysis, to reflect an uncertainty of main factor in economic feasibility evaluation of photovoltaic system. Result: First, with deterministic analysis, the difference of NPV of cumulative financial savings among households varied from -3,310 ~ 24,170 thousand won, portraying notably big range. Also the possibility of getting the same result was 50% when applying uncertainty. Second, the higher electricity consumption is, the more economic feasibility of photovoltaic system increases because KEPCO uses progressive taxation in household electricity bill policy. Third, The contribution to variance of electricity price increases in NPV varied from 98.5% to 99.9%. While the inflation rate and annual degradation contributed very little to none.

A comprehensive electronic trade portal such as the electronic bills of lading, e-negotiations and so on, is developed by the Korea Ministry of Knowledge Economy and International Trade Association and serviced by KTNET. The portal, so called u-TradeHub, formally started to provide its services on 22nd May, 2009. If the shipper issues electronic bills of lading, the negotiating bank examines it through the established e-Nego system. However, the issuing bank overseas cannot examine the electronic bills of lading, because any interactive system does not exist. So, after the e-Nego, the electronic bills of lading gets automatically transformed into the paper-type electronic bills of lading and issuing bank examine paper B/L. In process of examining documents, the beneficiary using electronic means in letter of credit transactions may face some risks such as the corruption to the electronic bill of lading after its issuance by the carrier, the corruption after e-Nego and the corruption after the presentation to the issuing bank. In this paper, we studied the problems on corruptions to occur in the middle of the examination process of the electronic bills of lading and suggestions how to solve them are discussed.

Bill Of Materials(BOM) is the technique document on illuminating the product structure and used to demonstrate the relationship and structure between the final product, sub-products, parts and materials. This paper implemented BOM system for need parts production that is need in production of finished goods that is display stand that is made by steel. After implementation the BOM system, there are changing of the corporation, which applied this system: (1) contraction by 2 weeks to 2 days of the time to calculate parts required for products (2) accuracy improvement of calculation for amounts parts required (3) contraction of business organization.

The Internet leads the transformation of the all-over social life with its radical diffusion and development. Moreover, it can be more focussed on the electronic commerce using the Internet - a new type of commerce, which is diffusion and developing. In the paper, we propose an electronic payment protocol with a network-type electronic-cash based on Public Key Infrastructure(PKI). The proposed protocol overcomes the problem of NetBill which deals with only contents and can't ensure anonymity. It also prevents illegal copy and distribution and insures the greatest safety by means of giving a certification number to the digital contents offered on the on-line.

So far several attempts have been made to digitalizing sea transport documents. Three notable examples are SeaDocs, Bolero, e-B/L Korea and Ess-Databridge. Ess-Databridge was established in 2003, with the aim of promoting the use of electronic alternative to shipping documents. The ESS-Databridge system was piloted from 2005 and went live in January 2010. The ESS-Databridge operates under a private legal outline, the Databridge Services and Users Agreement (DSUA). In the Ess-Databridge system, only the user who is in control of the original bill of lading will be able to indorse it on to another user. Once the indorsement is effected and unless the indorsee decide store turn the documents, the indorser loses control and retains access only to an electronic document marked 'copy' for its records. A feature that appears to have been crucial to the success of the CargoDocs service is that visually, e-B/Ls produced using ESS-Databridge appear identical to the paper documents. The ESS-Databridge may be even more successful if the legislators take certain steps that will increase uniformity and certainty in electronic transport documentation.

Generally, BOM (Bill of Material) means a part list which is needed to manufacture or assemble a product or part. During manufacturing processes, BOM is inevitably required for most of enterprise processes such as design, procurement, production planning/control, resource planning, and financial works. Every manufacturing industry uses many kinds of BOM's that are adjusted to the requirement of functions of their work division. Moreover, BOM evolves in different forms according to the product development phases such as conceptual design; function design, detail design, and production design because it is necessary to use different product structures to keep product data generated throughout the lifecycle of a product. This includes all data and information related to the all the product development phases. Shipbuilding works also are processed and controlled based on BOM. However, effective maintenance of ship outfitting BOM data is getting difficult as the amount and complexity of data have increased due to variety and long lifecycle of ship. For the effective management of outfitting BOM data, two aspects must be considered. One is how to classify numerous BOMs type and the others how to display BOMs. So this study suggests a method to classify BOM types and propose two categories - Structure BOM, Display BOM. Base on this result, we propose the integrated ship outfitting BOMs model and analysis outfitting BOMs.

There are three principles in the letter of credit transaction, that is to say, independence and abstraction, document dealing, strict compliance. In the electronic letter of credit, these principles are called as independence and abstraction, electronic document dealing, strict compliance. As a joint venture between SWIFT and TT Club, bolero.net is changing the way the world trades by providing a web-based, paperless mode of commerce that is designed to become a global standard. As bolero.net supplies the service of the title registry resolves the problem of Electronic Bill of Lading, the electronic letter of credit will be easily introduced. Thus, this study deals with the Nature of the Electronic Letter of Credit Transaction and the Presentation of the Documents, in particular, the Bolero Bill of Lading.
