본 논문의 목적은 현재의 보조공학 지원 체계 현황과 발의된 법률안들의 주요 내용별 쟁점을 분석하여 보조공학 지원법의 방향을 제시하는 것이다. 우리나라의 보조공학 지원 법률들과 부처별 전달 체계는 최근 들어 더욱 강화되고 보조공학의 지원 범위와 유형도 매년 확대 개선되는 추세에 있다. 하지만 국가적 차원에서 통괄하고 부처별 예산 배분의 법적 근거와 보조공학 전달 체계는 미흡하였다. 이를 해결하기 위해 발의된 보조공학 지원법의 주요 내용은 다음과 같고 내용별로 쟁점을 논의하였다. 첫째, 부처별로 다르게 사용하는 보조공학 용어와 다양한 지급, 대여, 맞춤제작 품목들을 전체적으로 통괄하고 연계한다. 둘째, 특정 부처나 목적에 편중되지 않고 전 국민을 대상으로 하는 보조공학 전달 체계의 수립, 운영이다. 셋째, 장애인, 노인 등에게 교부하는 보조공학 제품들의 품질 관리 체계 구축과 함께 사용자 모니터링으로 제품 개선을 가시화해야 한다.

본 연구에서는 장애인의 장애를 예방 보완하고 일상생활의 편의를 증진을 위하여 사용되는 보조기구에 대한 연구동향을 분석하였다. 그 결과 관련 연구는 꾸준히 증가 하여왔으며, 그 연구영역 또한 실태조사 연구에서 서비스관련 연구, 보조기구개발연구 등으로 확대되었음을 알 수 있다. 또한 관련 용어 사용에 있어서 초기에는 '재활공학', '재활보조공학'이라는 용어로 사용되는 부분이 현재에는 '보조공학', '보조공학서비스', '보조공학기', '보조기구'의 용어로 주로 사용되는 모습을 나타냈다.

본 연구에서는 공적급여 보조기구 전달체계에서 전문보조기구센터가 개입함으로써 실제로 효과성이 있는 지를 장애인보조기구 교부사업을 중심으로 검증하고자 하였다. 2011년 하반기, 2012년 상반기 1년간 광주광역시에 장애인보조기구 교부사업 신청자 253명을 대상으로 상담, 평가 과정을 진행하여 적합 197명, 부적합 28명, 품목변경 28명의 결과를 도출하였다. 전문보조기구센터 개입 전에는 신청자 253명이 모두 지원을 받을 수 있었지만 개입 후에는 28명이 자신에게 맞는 보조기구를 변경하여 지원을 받을 수 있게 되었고 28명에게는 불필요한 지원을 피하게 되어 또 다른 사람에게 지원받을 수 있는 기회가 주어졌다.

본 연구는 현재 운영되고 있는 광역 보조기구센터의 공적급여 연계 현황을 분석하고 발전 방향을 제시하는데 목적이 있다. 이를 위해 각 보조기구센터가 공적급여 사업에서 연계하고 있는 서비스 단계 및 주요 연계 부분들을 파악하였고, 지역사회에서 실시하고 있는 수리사업의 현황과 연계 현황 그리고 각 서비스에 필요한 공급 업체 연계에 대한 현황을 조사하였다. 이를 통해 나타난 결과는 공적급여는 보조기구 정보제공 수준에서의 연계가 가장 많았다. 수리사업은 모든 센터들이 실시하지만 경 정비 수준의 수리를 일반적으로 수행하였고, 지역사회 전문 수리 업체와 연계하여 서비스를 제공하는 실정이었다. 공급 업체 연계는 지역별로 차이가 많이 나타났다. 이를 통해 전문센터에 보다 다양한 보조기구의 확충을 통한 공적급여 정보제공의 질적 향상과 지속적인 공적급여 지원 기관과의 긴밀한 교류가 필요하며, 연계의 효과성을 분석하여 정책 수립의 근거를 확보할 필요가 있다.

Purpose: This study was designed to investigate the level of recognition and utilization of Korean physical therapists for assistive technology. Methods: The subjects of this study were 218 physical therapists who worked in various institutions in Seoul, Kyonggi-do, and Choongchung area. A questionnaire was developed using a related article. Simple descriptive statistics were used for respondent characteristics, and for the level of recognition and utilization. Results: The physical therapists reported having a less-than-average level of recognition and utilization for assistive technology. They were cognizant that the use of assistive technology devices were used mainly for specific outcome such as mobility, seating and position, and ADL. Conclusion: Our findings indicate that physical therapists need more opportunities for training in assistive technology. For effective clinical applications of assistive technology, there should be continuous support, such as college education, continued education, and related seminars.

본 연구는 장애인이 재활보조공학시스템을 이용하여 취업한 기업의 직종 및 직업분야에 적응 만족을 갖게 하는데 있으며, 이를 위해 재활보조공학지원(재활보조공학의 H/W와 S/W)과 서비스품질의 질을 기반으로 취업생이 직장생활에 편리하게 활동할 수 있게 하는 요인들을 분석하여 취업생 적응에 대한 행동의도에 미치는 전반적 영향을 확인하고자 하였다. 서울, 경기도, 인천 지역에 소재한 기업체에서 직업교육훈련을 받고 취업한 장애인 대상으로 설문지를 배포하였고, 최종적으로 유효한 설문지 594부였다. 가설을 검증하기 위해 SEM(structural equation model)을 이용하였는데, 본 연구의 결과를 요약하면 다음과 같다. 첫째, 재활보조공학H/W(하드웨어)의 질은 재활보조공학S/W(소프트웨어)의 질에 영향을 미쳤다. 둘째, 재활보조공학S/W의 질은 서비스품질의 질에 영향을 미쳤다. 셋째, 재활보조공학H/W의 질은 서비스품질의 질에 영향을 미쳤다. 넷째, 서비스품질의 질은 취업생 적응에 대한 행동의도에 영향을 미쳤다. 다섯째, 재활보조공학S/W의 질은 취업생 적응에 대한 행동의도에 영향을 미쳤다. 여섯째, 재활보조공학H/W의 질은 취업생 적응에 대한 영향을 미쳤다. 그리고 매개변수(서비스품질의 질)로도 간접효과 영향을 주었다. 본 연구의 결과로는 재활보조공학지원(재활보조공학 H/W와 S/W) 기반으로 한, 서비스품질의 질과 융합적인 형태로 수용할 경우, 취업생 적응에 대한 행동의도에 더 많은 영향을 미칠 수 있는 시사점을 제공하였다.

The purpose of this study was to examine the effects of community-based rehabilitation (CBR) program on activities of daily livings (ADLs), quality of life and assistive technology satisfaction for disabled adults in South Korea. Fourteen community-dwelling subjects were participated in a home-based rehabilitation program which performed once a month for 2 months. The outcome measures included Modified Barthel Index (MBI) for assessing ADLs, EuroQol five-dimensions questionnaire (EQ-5D) for quality of life (QoL) and Quebec User Evaluation of Satisfaction with assistive Technology 2.0 (QUEST 2.0) for assistive technology. Significant improvements in ADLs, quality of life and assistive technology satisfaction were observed after the program. This study indicated that community-based rehabilitation program is an effective method for improving ADLs, quality of life and assistive technology satisfaction for adults with disabilities.

Assistive technologies are necessary for ensuring independent living and equal participation in an information-based society for people living with disabilities (PLWD). This study investigated the assistive technology preference of students with visual disabilities, and the approach academic libraries should adopt in procuring assistive technologies. The study adopted a quantitative research method, with a survey as the research design. The study was conducted among visually disabled students in four public universities in Nigeria. Using the total enumeration method, an online questionnaire was used to obtain information from 151 students who voluntarily agreed to partake in the survey. The study found that access to electronic resources, scanning/conversion of print resources to electronic formats and access to information on the Web were among the technology-based services provided to visually disabled students. COBRA, ZoomText, Supernova and Dragon Naturally Speaking are the most preferred assistive technologies (software). At the same time, handheld scanners ($\bar{x}=4.40$) and braille keyboards ($\bar{x}=4.60$) are the most preferred assistive technologies in the hardware category by visually challenged students. The study further revealed that the library management should consult with students living with a visual disability before procuring assistive technology. Findings from this study thus provide further evidence of the need for librarians to fulfil their moral and legal obligation in advocating the provision of assistive technologies. Library administrators and university stakeholders should expedite actions on meeting the assistive technology needs of people living with visual disabilities. These actions should transcend mere policy formulation on the provision of assistive technologies to restructuring their services and spaces to accommodate assistive technologies as information service delivery tools for people with visual disabilities.

본 연구의 목적은 키워드에 대한 동시출현단어 분석을 사용하여 RESNA의 보조공학 저널의 연구 동향을 반영하는 지적구조를 파악하고 연구주제 영역의 구성을 제시하는데 있다. 이를 위해 Web of Science에서 2003년부터 2015년까지 보조공학 저널에 게재된 논문, 총 255편의 문헌을 수집하였고, 1,359개의 저자 키워드를 추출하였다. 보조공학 저널의 지적구조를 분석하기 위해 첫째, 군집분석을 실시하고 군집 5개를 결정하였다. 둘째, 다차원척도 지도에 군집 5개를 표시하고 지적구조를 제시하였다. 분석 결과는 지금까지의 보조공학 연구영역을 가늠하고, 향후 연구의 방향성을 탐색하는데 도움이 될 것으로 기대한다.

본 연구는 장애인의 고용유지와 고용촉진을 위해 고용영역에서 수행하고 있는 보조공학기기 지원사업의 효과를 실증하는 데 있다. 분석에는 한국장애인고용단의 행정자료를 사용하였다. 분석방법은 비교집단의 오염효과를 최소화하기 위해 성향점수 매칭법을 이용하였다. 분석결과, 보조공학기기를 사용하는 장애인이 보조공학기기를 사용하지 않는 장애인에 비해 퇴사 비율이 더 낮은 것으로 나타났다. 또한 기업 측면에서는 보조공학기기를 지원한 기업체가 그렇지 않은 기업체에 비해 장애인의 고용증대에 더 기여하는 것으로 나타났다. 이로써 보조공학기기는 장애인의 고용에 효과적임을 실증하였다. 연구결과를 토대로 보조공학기기 지원 대상을 취업자에서 구직자로 확대하고, 구직상담에서 직무배치에 이르는 일련의 고용서비스 전 과정에서 보조공학기기가 지원될 수 있도록 하는 지원체계 마련의 필요성을 제언하였다.
