연구목적: 석면해체 참여업체가 작업장 인근 주민 안전에 어떠한 영향을 미치는지 분석하고, 분석결과를 바탕으로 석면해체 참여업체의 선정에 있어서 중요 기준을 제시하는 데 목적이 있다. 연구방법: 본 연구에서는 산업안전보건법과 석면안전관리법을 토대로 석면해체 관련 참여업체와 석면해체 작업장 인근 주민 안전에 관한 중요항목을 도출한 후 FGI를 통하여 설문항목을 결정하였고, 영향관계 분석을 위해 다중회귀분석을 실시하였다. 연구결과: 안전한 석면해체 작업장 주변을 조성하기 위해서는 석면해체 관련 참여업체(석면해체·제거업자, 석면조사기관, 석면해체작업감리인) 중 석면해체작업감리인의 역량이 영향관계가 가장 큰 것으로 확인되었다. 결론:석면해체 작업장 인근 주민의 안전을 확보하기 위해서는 우수한 석면해체작업감리인과 우수한 석면해체·제거업자의 선정이 필수적임을 보여 주었다.
Objectives: The aim of this study is to evaluate the quality management systems of domestic asbestos survey and monitoring service providers and the relationships with the number of licenses or designations and sales performances. Methods: Data on quality management systems were collected by assessors who were assigned by the Korea Occupational Safety and Health Agency(KOSHA) during a pilot evaluation program for designated asbestos survey and monitoring service providers in 2016 using evaluation criteria developed by KOSHA. Basic characteristics, evaluated scores, and sales performance were gathered and statistically analyzed. Results: The median and arithmetic mean of the total scores were 0.64 and 0.66. Evaluation fields that scored highly with the highest percentages were sales performance, installation and availability of equipment, compliance with the mandatory minimum number of airborne samples, laboratory independence, and results of proficiency analytical testing, in that order. Evaluation fields that received low marks with the highest percentages were the training of personnel, blank field samples, calibration of flow rates, preliminary check and visual inspection of the work area prior to the clearance test, and review and approval of final reports, in that order. Comparison of normalized scores between service providers registered for asbestos and other tasks and those designated for only asbestos showed significant differences in their evaluated scores. Sales performance did not show a positive correlation with evaluated scores. Conclusions: The quality management systems of domestic asbestos survey and monitoring service providers were poor. High scores were recorded mostly in evaluation fields related to regulatory requirements. Low scores were recorded mostly in evaluation fields related to documentation and recordkeeping. Considering the low influence of quality on sales performance, the government needs to evaluate the quality management of asbestos survey and monitoring service providers and provide the results to public in order to address their low levels of quality management.
Asbestos is given to a variety of six naturally occurring silicate minerals. These minerals possess high tensile strength, flexibility, resistance to chemical and thermal degradation, and electrical resistance. These minerals have been used for decades in thousands of commercial products, such as insulation and fireproofing materials, automotive brakes, textile products, cement and wallboard materials. When handled, asbestos can separate into microscopic-size particles that remain in the air and are easily inhaled. It is now known that prolonged inhalation of asbestos fibers can cause serious and fatal illnesses including malignant lung cancer, mesothelioma, and asbestosis. Therefore the use of asbestos and asbestos products has dramatically decreased in recent years. Also all constructions including asbestos should be removed under strictly controlled conditions and very tightly implemented health & safety management systems. In this study, the process of the removal work of the asbestos cement slate was analyzed by IDEF-0 modeling and evaluated by 4M risk assessment method. The results show that removal work of the asbestos cement slate was classified five process and eighteen detail process. The risk of safety side the higher than the risk of health side in 4M risk assessment.
Asbestos have been used around the world because of reliable and cost-effective physicochemical characteristics. After incubation period about 15-40 years asbestos can cause various cancers, including malignant mesothelioma when inhaled into the air. These properties turned out, asbestos have been banned from using in developed countries. Also in Korea also, the use of asbestos was banned across the board by revision of Industry Safety and Health Act in February 2009. Therefore, the problem of asbestos is not when using. It is about dismantling, maintenance, and the final processing of asbestos waste. Also Ministry of Environment is planning to introduce legislation 'Asbestos Safety Management Act' through Environment Announcement and The same Act. 24 show as follows. Minister of Environment or governor should do survey on the actual condition targeting rural buildings with slates and partly or fully fund to dissolve, remove asbestos slate which was used in each buildings. Therefore, to solve these problems, database-building and necessity of management strategies have been continually arisen. So this study was performed. Its application value is very high in terms of its political, economic. Asbestos Cement Slates database could build to collect national registered building data and then using GIS, asbestos cement Slates distribution map were constructed in each province's cities and counties of the country. And this map by Application, construction was to visualize by application, construction of year. Through these results, information of Asbestos Cement Slates could visually inform to policy makers, asbestos dismantling and management contractor, and civilian and it would alleviate the gap of knowledge information. This is expected to be utilized by medium and long-term and effective plan for demolition and dismantling of asbestos cement Slates.
As asbestos-containing buildings are getting older, asbestos deconstruction works are increasing. As a result, accident risks such as falls, cuts, electric shocks, and suffocation are increasing. Existing studies are mostly about health management and institutional policy research and there is little research on work risk. So workplace risk assessments that are easily applicable in the field are required to be applied. Sealing is the first process of asbestos deconstruction and is the first step to ensure worker's safety. Job Safety Analysis(JSA) and Checklist were used to identify the risk factors and to calculate the level of the risk. By comparing the two risk assessment tools, it was figured out that the JSA is appropriate for the initial process and change of work procedure while Checklist is appropriate for repetitive work. Because the sealing process is sort and simple, it is unlikely to cause serious injury. But since the risk of falling and cuts are exist, safety education and supervision are necessary to maintain a safe working environment.
This study was conducted to evaluate the characteristics of exposure to asbestos for ship repair workers in Korea by a systematic review. The number of articles studying asbestos exposure levels from ship repair workplaces was found to be 4. All asbestos concentration reported as either geometric mean and geometric standard deviation or ranges were transformed to arithmetic mean to estimate exposure level. In addition, weighted arithmetic means(WAMs) were calculated by weighing of the different number of samples. The WAM concentrations were 2.746 f/cc during asbestos dismantling work, 0.034 f/cc before asbestos dismantling work and 0.065 f/cc after working respectively. The maximum airborne concentration of asbestos during asbestos removal work was 7.02 f/cc which was 70 times higher than the occupational exposure limit of Korea, 0.1 f/cc. This study recommends that retrospective exposure to asbestos based on various ship types and operations should be assessed.

This paper describes progress on formulating a national asbestos profile for the country of Vietnam. The Center of Asbestos Resource, Vietnam, formulated a National Profile on Asbestos-related Occupational Health, with due reference to the International Labor Organization/World Health Organization National Asbestos Profile. The Center of Asbestos Resource was established by the Vietnamese Health Environment Management Agency and the National Institute of Labor Protection, with the support of the Australian Agency for International Development, as a coordinating point for asbestos-related issues in Vietnam. Under the National Profile on Asbestos-related Occupational Health framework, the Center of Asbestos Resource succeeded in compiling relevant information for 15 of the 18 designated items outlined in the International Labor Organization/World Health Organization National Asbestos Profile, some overlaps of the information items notwithstanding. Today, Vietnam continues to import and use an average of more than 60,000 metric tons of raw asbestos per year. Information on asbestos-related diseases is limited, but the country has begun to diagnose mesothelioma cases, with the technical cooperation of Japan. As it stands, the National Profile on Asbestos-related Occupational Health needs further work and updating. However, we envisage that the National Profile on Asbestos-related Occupational Health will ultimately facilitate the smooth transition to an asbestos-free Vietnam.
선박에서의 석면사용은 SOLAS 규정에 의거 2011년 1월 1일부터 전면 금지되었다. 이는 우리나라 선박설비기준에서도 동일한 내용으로 금지하고 있다. 하지만 규정의 내용이 선언적이며 구체적으로 사용된 석면의 발견, 제거 및 확인에 대한 방안이 제시되지 않고 있다. 이 연구에서는 선박재활용협약, IMO 회보 및 육상에서의 석면안전관리법의 내용을 검토하여 각 관련당사자들의 대응 방안을 다음과 같이 제시하였다. 정부 및 선급단체는 조사대상 선박의 지정, 석면관리 기준 및 석면처리 전문가의 지정 등에 관한 규정을 제정하여야 하며, 조선소 및 기기 제조자는 그들의 제품에 석면이 사용되지 않았음을 확인하고 이를 문서화하여야 한다. 또한 선주 및 선박관리자는 선박의 안전경영시스템에 석면의 선내 사용을 통제할 수 있어야 한다.
Objectives: The purpose of this study was to investigate the status of asbestos-containing materials (ACMs) used on ships and to consider measures for preventing worker exposure to asbestos fibers. Methods: A total of 17 ships including 16 ships under repair and a ship under construction at shipyards in Korea were investigated. Bulk samples were collected from suspected ACMs on engine exhaust pipes, boiler steam pipes, generator exhaust pipes, and etc. in ships in order to identify the presence of ACMs. Types and contents of asbestos were determined using polarized light microscopy (PLM). Results: ACMs were found from 14 ships out of 17 ships investigated. Only chrysotile asbestos was found from all samples. ACMs were mainly found from samples collected at the exhaust pipes of the engine, generator and incinerator, and boiler steam pipes where exhaust gases or steam of high temperature pass through. In most cases, types of ACMs were asbestos-containing fabrics such as asbestos tape. Friable ACMs were also found in some cases. Use of ACMs on ships was relevant to built time and owner of the ships rather than type and tonnage of the ships. Conclusions: ACMs were found from most ships built prior to 2000s. Therefore, measures for preventing asbestos-related diseases such as preparation of asbestos map on the ship and installation of warning signs, hazard communication with workers (ship-repairing workers, engine room workers and etc.), and follow-up for worker's health management are needed.
Asbestos is a building material that has been actively used because of its excellent durability and heat resistance until 2009, when it was found to be a first-class carcinogen and prohibited in Korea. Currently, asbestos dismantling is an essential process in demolition of old buildings. Workers are likely to be exposed to asbestos in the process of dismantling and removing them, which causes various occupational diseases, suggesting related laws and work standards to ensure the safety of asbestos dismantling process. Accordingly, prior studies have been conducted to analyze the level of asbestos exposure and influencing factors occurring during work, but most of them are mainly concerning health issue while research on process risks considering field characteristics and safety aspects of the work processes is still insufficient. Therefore, this study aims to derive the process risks affecting the safety of workers based on the survey results of asbestos dismantling companies, and further proposed a cost calculation model taking those risks into account.
