  • The main research purpose of this paper is developed to Fusion Management System Model that is competition advantage and excellence airport for the airport authorities. Fusion Management System Model is developed to fuse and convert how is consist of creativity management and management quality system. Fusion management system structure is as follow. Firstly, part of foundation configured to philosophy and intention of CEO, company as like university and value-based creative corporate culture. Secondly, part of body is applied that is process by 6sigma, system by ISO9001. Thirdly, part of head is applied that is strategy and evaluation by Malcolm Baldrige National Quality Award of U.S.A. Also, system connected to synergy line that is creativity management, fusion & convergence and trust. Finally, this system has been researched to the practical perspective in order to realize for airport authorities.

  • Korean government is planning to develop the airport and its surrounding area into a Northeast Hub of Asia. In accordance with the Free Trade Zones Act, Incheon International Airport Corporation is in charge of developing the free trade zone which will be located adjacent to the airport cargo terminals. The free trade zone plays an important part for the promotion of international logistics. So the purpose of this paper is to make research on the activation measures of the airport free trade zone for the building of a hub of international logistics. As for the research, this paper reviews the current regulations of the Free Trade Zones Act. Also this paper analyzes recent plans and reports on the free trade zone by Incheon International Airport Corporation and Korean government authorities. As the results of this paper, it will contribute to the activation of the airport free trade zone, and to building Incheon International Airport into the logistics hub of Northeast Asia, and to the inducement of foreigner's investment in the free trade zone.

A Study of Incheon Airport Employees' Perception and Attribution on ASQ Service Performances focusing on Outsource Workers (공항운영인력의 ASQ 서비스성과 공유에 대한 인식 및 귀인 연구 : 인천공항 아웃소싱직원을 중심으로)

  • Perception of outsource workers among Incheon Int'l airport employees was reviewed about the service performances of winning the ASQ awards in 11 consecutive years. 85% of Incheon airport operating authority(Incheon International Airport Corp.) and its outsource companies employees was composed of outsource workers. Thus, their thoughts might represent the overall perception of airport operating authority employees. The perception on the service performances of winning the ASQ awards was analyzed by researchers using attribution theory model. It is useful to apply attribution modeling in order to analyze the causal relationships among variables. Attribution is the process by which individuals explain the causes of behavior and events. Attribution theory is the study of models to explain those processes. According to empirical analysis, it was found outsource workers attributed the excellent service performance of Incheon airport to such an internal factor as service competence. However it was also implied they attributed to such external factors as the positive relationship and institutional support from airport and government authorities.

Developing Airport Safety Performance Indicators and Index - The Case of Incheon Airport Airside -

  • An indicator system is an effective way to monitor ongoing safety status. Current aviation safety measurements account for many qualitative technical and lagging indicators. Conversely, quantitative and leading indicators have only a tiny proportion. This research added more quantitative leading indicators and reviewed them to harmonize lagging and leading indicators to measure airport safety and provide an index. The South Korean national gate, Incheon International Airport's indicators, were applied as primary data to verify this research practically. Then, examples from International and national authorities were reviewed and extracted for use. Fifty-five safety specialists participated in the focus group discussion and three rounds of the Delphi survey. Finally, 51 sub-indicators were newly chosen. After this process, weights for each indicator could be assigned using the AHP (Analytical Hierarchy Process) to provide an integrated index. The result of the simulation with newly added indicators in the past five years (2020-2022) reliable trend showed in indicators and integrated index. Moreover, this allows monitoring the status of the details of indicators and holistic insight. This study considered that it is more suitable for a single company or service provider to use it according to the exact situation than in a macro- and general-purpose at the country or regional level.

A Research on Analyzing Current Status and Ways to Improve Access Transportation to Incheon International Airport (인천국제공항 접근교통시설의 현황분석 및 개선방안에 관한 연구)

  • As Incheon International Airport(IIA) is located in an island 50-km away from Seoul, various travel equipments for access are required. So far two connecting bridges are constructed funded by civilian funds. For the further bridge construction, the reduction of forecast traffic amount and the government subsidy for the civilian funds are big issues. Comparing the access traffics of IIA to those other competing airports, traffic conditions inside the airport are superior to other competing airports from the management point of view, as utilization conditions and equipment capacities are periodically monitored and evaluated to set up comprehensive countermeasures following constructing by stages. However, while the accessability to IIA is very important, as IIA is built on an island the conflicts between near-by developers and traffic facility operators make further bridge construction difficult. As improving the accessibility to an airport is not easy to achieve only by the IIA management's efforts, the central government level authorities should organize a committee with agencies concerned and analyze the characteristics of access traffic periodically to suggest reform measures for each organization concerned to implement appropriate undertakings at apt timing. For the future, central government's level empirical research on the airport accessibility for synthetic and systematic plan set-up is expected.

A Study on the Application of Runway Friction Measurements (활주로 마찰계수 측정 및 적용에 관한 연구)

  • According to the accident/incident reports of aircraft runway overruns and excursions, it generally shows runway friction reduction and aircraft braking capability deterioration are the basic causes due to adverse weather. Although surface of paved runway gets wet, it also should give good friction capability. If runway surface is worn due to long time usage and friction capability is reduced due to rubber accumulation or weather conditions(snow, rain, ice etc.), airport authorities should rapidly measure friction coefficient and give them to relevant persons through aeronautical information system and support safe takeoff and landing. Operation wise, these information of friction coefficient reduction should be lead to aircraft performance adjustments, but the data from manufacturer(performance manual) are airplane braking coefficient and the data from airport authorities are vehicle measured braking coefficient. But these two data are considered as the same meaning although the definite relationship between them is not clarified yet. So I am trying to search for the technical background of these two data and suggest reasonable method to use them efficiently.

Effects of the COVID-19 spread on the Northeast Asia Airport Network Centrality: Using Social Network Analysis (코로나19 확산이 동북아 공항 네트워크 중심성 지수에 미친 영향: 소셜 네트워크 분석을 중심으로)

  • The purposes of this paper were: 1) to identify the structural changes of the northeast Asia airport network caused by the pandemic of COVID-19 using social network analysis (SNA) and 2) to suggest proposals for improving airport competitiveness. In this respect, the entire international air routes in northeast Asia airport collected data of 4-10 March 2019 and 9-15 March 2020 through schedules analyzer database of OAG. We found that both the density and centrality have decreased since the spread of COVID-19. The government and airport authorities need active support such as a reduction of various fees and a moratorium on transportation rights to overcome the crisis in the air transport industry. When the COVID-19 situation calms down in the future, we hope that further research will be conducted to identify the structural changes in the SNA aspects through the vast data establishment in countries such as the EU and America.

An Ideal strain gage placement plan for structural health monitoring under seismic loadings

  • Structural Health Monitoring (SHM) systems can provide valuable information regarding the safety of structures during and after ground motions which can be used by authorities to reduce post-earthquake hazards. Strain gages as a key element play an important role in the success of SHM systems. Reducing the number of required strain gages while keeping the efficiency of SHM system not only can reduce the cost of structural health monitoring but also avoids storage and process of uninformative data. In this study, a method based on performance based seismic design of structures is proposed for ideal placement of stain gages in structures. The robustness and efficiency of the proposed method is demonstrated through installation of strain gages on an Airport Traffic Control (ATC) Tower. The obtained results show that the number of required strain gages decrease significantly.

  • The immigration procedure at airports is vital to making passenger and cargo transport faster. The rapid procedure of immigration could be an important determining factor when passengers select an air transport company, one that should have high satisfactory in terms of their service level and efficiency. Therefore, the advanced airport makes it easy for customers and their cargo to proceed. The coordination between authorities related to the Korean international airport is not satisfactory for customers. This paper analyzes the factors necessary to enhance the airport immigration procedure with the movement of aircrafts, passengers, cargo, and post, using the CK(Cook and Kress) model of DEA(Data Envelopment Analysis). From this study, the author found that research and development will be needed to improve the immigration procedure, especially on facilities and their operating systems. There are needed, also, performance indicators and a continuous monitoring system.
