A Study on Daesoon Jinrihoe's Participation and Role in International Development Cooperations (대순진리회의 국제개발협력 참여와 역할에 관한 시론적 연구)

  • This study aims to examine the International Development Cooperations (IDCs) of Daesoon Jinrihoe and discuss the future prospects of these programs in terms of Daesoon Thought. The international community calls for the active participation of various donors, and this is not limited to only traditional donors such as governments, public institutions, and multilateral organizations. In this regard, the role of Faith-Based Organizations (FBOs) and Non-Governmental Organizations (NGOs) for religious communities is recognized as important. Daesoon Jinrihoe has systematized its IDCs by expanding its overseas services to implement the three major works with the official establishment of the Daejin International Volunteers Association (DIVA) in 2013. In addition to these activities, Daesoon Jinrihoe was selected by Korea International Cooperation Agency (KOICA) in 2022. As a new religion, Daesoon Jinrihoe does not provide as much support via FBOs when compared to other traditional religions (Christianity, Buddhism, Catholicism, etc.), but it is able to conduct strategic IDCs by utilizing its expertise and capabilities (education, healthcare, etc.). In fact, the nature and content of the projects carried out by these FBOs and Daesoon Jinrihoe are similar, and the results have been remarkable considering that these programs are still in their infancy. Above all, Daesoon Jinrihoe's foreign aid is more meaningful because it does not have a religious purpose such as missionary work, and it is funded by donations from believers. In carrying out IDCs, it is necessary to promote the professionalism of IDCs based on the strategic linkage of the three major works (charity aid, social welfare, and education). It is also necessary to recognize the value and spirit of IDCs for peace and coexistence based on mutual beneficence.

A Study on Improvement of Air Quality Dispersion Model Application Method in Environmental Impact Assessment (II) - Focusing on AERMOD Model Application Method - (환경영향평가에서의 대기질 확산모델 적용방법 개선 연구(II) - AERMOD 모델 적용방법을 중심으로 -)

  • The AERMOD model was the most used, accounting for 89.0%, based on the analysis of the environmental impact assessment reports published in the Environmental Impact Assessment Information Support System (EIASS) between 2021 and 2022. The mismatch of versions between AERMET and AERMOD was found to be 25.3%. There was the operational time discrepancy of 50.6% from industrial complexes, urban development projects between used in the model and applied in estimating pollutant emissions. The results of applying various versions of the AERMET and AERMOD models to both area sources and point sources in both simple and complex terrain in the Gunsan area showed similar values after AERMOD version 12 (15181). Emissions are assessed as 24-hour operation, and the predicted concentration in both simple and complex terrain when using the variable emission coefficient option that applies an 8-hour daytime operation in the model is lowered by 37.42% ~ 74.27% for area sources and by 32.06% ~ 54.45% for point sources. Therefore, to prevent the error in using the variable emission coefficient, it is required to clearly present the emission calculation process and provide a detailed explanation of the composition of modeling input data in the environmental impact assessment reports. Also, thorough reviews by special institutions are essential.

Analysis of Municipal Ordinances for Smart Cities of Municipal Governments: Using Topic Modeling (지방자치단체의 스마트시티 조례 분석: 토픽모델링을 활용하여)

  • This study aims to reveal the direction of municipal ordinances for smart cities, while focusing on 74 municipal ordinances from 72 municipal governments through topic modeling. As a result, the main keywords that show a high frequency belong to establishment and operations of the Smart City Committee. From the result of topic modeling Latent Dirichlet Allocation(LDA), it classifies municipal ordinances for smart cities into eight topics as follows: Topic 1(security for process of smart cities), Topic 2(promotion of smart city industry), Topic 3(composition of a smart city consultative body for local residents), Topic 4(support system for smart cities), Topic 5(management for personal information), Topic 6(use of smart city data), Topic 7(implementation for intelligent public administration), and Topic 8(smart city promotion). As for topic categorization by region, Topics 5, 6, and 8 which are mostly related to the practical operation of smart cities have a significant portion of municipal ordinances for smart cities in the Seoul metropolitan area. Then, Topics 2, 3, and 4 which are mostly related to the initial implementation of smart cities have a significant portion of municipal ordinances for smart cities in provincial areas.

  • The purpose of this study is to derive more practical and concrete policy implications for the successful implementation of the Cultural City Designation Project, which is emerging as a main topic of cultural policy. To this end, the background and implementation system of the European Capitals of Culture(ECOC), which is the subject of benchmarking in various aspects, were examined. As a result, it was confirmed that there is a possibility that the Cultural City Designation Project can reveal its limitations in the background and process, and the improvement is as follows. First, rather than creating an ideal cultural city model to achieve its goals in a short period of time, efforts should be made to secure diversity and expand insufficient infrastructure in accordance with local autonomous decisions. Second, in order to secure the continuity of the business, it is necessary to secure and educate professional manpower for organizational operation in the form of independent or direct agency of each local government. Finally, careful policy consideration should be made at the national level to balance regional interests. Therefore, there is a need for an organized 'government-level organization' that can take on the role of the city selection process, support system, and ex post evaluation. In short, successful cultural city projects require critical acceptance and efforts to remedy fundamental problems rather than benchmarking unconditional overseas cases in terms of cultural policy.

  • The environment refers to what is surrounded by something during human life. This environment is related to the way humans live, and presents various problems on how to perceive the surrounding environment and how the behaviors that constitute the environment support the elements necessary for human life. Humans have an interest in the supportability of the environment as the interrelationship increases as humans perceive and understand the environment and accept the factors supported by the environment. In space, human movement starts from one space to the next and exchanges stimuli and reactions with the environment until reaching a target point. These human movements start with subjective judgment and during gait movement, the spatial environment surrounding humans becomes a collection of information necessary for humans and gives stimulation. will do. In this process, in particular, humans move along the movement path through movement in space and go through displacement perception and psychological changes, and recognize a series of spatial continuity. An image of thinking is formed[1]. In this process, spatial experience is perceived through the process of filtering by the senses in the real space, and the result of cognition is added through the process of subjective change accompanied by memory and knowledge, resulting in human movement. As such, the spatial search behavior begins with a series of perceptual and cognitive behaviors that arise in the process of human beings trying to read meaning from objects in the environment. Here, cognition includes the psychological process of sorting out and judging what the information is in the process of reading the meaning of the external environment, conditions, and material composition, and perception is the process of accepting information as the first step. It can be said to be the cognitive ability to read the meaning of the environment given to humans. Therefore, if we can grasp the perception of space while moving and human behavior as a response to perception, it will be possible to predict how to grasp it from a human point of view in a space that does not exist.   • The purpose of this study is to examine the perception of early childhood teachers on ecological art activities oriented to education for sustainable development. The research results are as follows. First, Early childhood teachers recognized the visual art of natural media, the pursuit of community values, and the participation and communication of social members as educational significance of ecological art activities. And difficulties in practicing ecological art were recognized as lack of educational environment, lack of ecological art teaching materials and specific examples, and teachers' lack of understanding of ecological art. Also, they recognized that ecological art activities foster core competencies in art experience area, such as nature-friendly communication skills, eco-friendly sensibility, and creative convergence skills. Second, regarding ecological art activities and sustainable development education, early childhood teachers considered the difficulties in practice as lack of awareness about sustainable development, lack of play meia and materials, lack of educational policies and support, and insufficient teacher training programs. Also, regarding the SDGs that can be practiced in ecological art activities, teachers were found to be highly aware of 'grow affordable and clean energy', 'improve clean water and sanitation', 'provide quality education' in the order. In the contents of education for sustainable development that can be practiced in ecological art activities, teachers are given the order of 'climate change response', 'clean energy', 'water and sanitation', 'quality education', 'health and well-being' and 'marine ecosystem'. was highly recognized. If an ecological art activity program is developed, the rate of responding that it will be used is high, so it is considered that the development of an ESD-oriented ecological art activity program is urgent.

Exploring Picture Book Reding Ecperiences of 2-Year-Olds Using Sensuous Reading Media (감각적 읽기 매체를 활용한 만2세의 그림책 )

  • The purpose of this study is to analyze the meaning of picture book reading experience for 2-year-old children using sensory reading media and to suggest a plan to support language ability through meaningful reading. For this study, 35-month-old boys were selected, and data collection was conducted based on participant observation and field record notes at home and analyzed qualitatively. In this study, for about two months from March 20th to April 30th, 2021, all the time of exploring picture books and playing were recorded and the data were collected. The recording time was about 20 hours, and the collected data and field records were transcribed on 108 pages of A4 paper. The results of the study showed that 2-year-old infants were immersed in exploring new media through the experience of reading picture books using sensory reading media, comparing with similar media, and reading picture books using media. In addition, it was found that the emergence of leading reading that selects and reads books by Hans himself, exploration using reading media, and play linked to picture books in everyday life.This can be seen as a result of suggesting that the picture book reading experience of 2-year-olds using sensory reading media is meaningful to the reading experience of infants.

Study on Activating a Sustainable Carbon-neutral Community through Resident Participation based on the Evaluation of Changwon City's Carbon-neutral Village Project (창원시 탄소중립마을 사업평가를 통한 지속가능한 주민참여형 탄소중립마을 활성화 방안 연구)

  • This study selected seven carbon-neutral villages, considering the characteristics of each region, including all five administrative districts of Changwon City, and proposed activation plans based on business evaluations through surveys of local residents and FGIs with leaders. The analysis showed that carbon-neutral education was the most important factor for activating carbon-neutral villages, with a response rate of 91.9% for 17 multiple-choice questions, followed by legal (ordinance) arrangements at 79.3% and village organization building at 74.1%. Based on this, the following activation plans through the participation of residents who are involved in the project of creating a carbon-neutral village in Changwon City were proposed. First, the characteristics of each carbon-neutral village model were classified into a resource circulation-based model, an environmental creation-based model, an environmental education and experience event-based model, and an energy efficiency-based model. Second, it is necessary to create and present carbon-neutral village growth stage guidelines for the growth of carbon-neutral villages. Third, manuals and teaching materials related to carbon neutrality, such as theories, issues, and practices, need to be produced and distributed for leaders and activists to easily apply and access for self-government operation of the village. Finally, if a carbon-neutral support center that is legally installable in Changwon City is established, it is expected that the lives of local residents will become more sustainable for carbon-neutral living in preparation for climate crises.

Financial Statement Analysis of SMEs in a Non-Face-to-Face Work Environment (비대면 업무환경에서 중소제조기업의 기업경영분석)

  • Due to the COVID-19 phenomenon, more than one-third of SMEs in Korea have been working from home. Therefore, we tried to find out the management status of SMEs and find policy support. The survey data was based on the Bank of Korea's corporate management analysis 2021 data. As a result of the study, the debt of SMEs increased from 362 trillion won(2019) to 409 trillion won(2022), while their capital decreased from 489 trillion won(2019) to 336 trillion won(2022). Net profit and loss increased to 14.9 trillion won(2019) and 23.3 trillion won(2021). As a result of the company's financial soundness analysis, First, for stability, the current ratio was high compared to the total industry and the dependence on borrowings was high. Second, profitability improved from 3.20%(2019) to 4.28%(2021), but it was lower than 5.01%(2021) for all industries. Third, the growth rate showed an increase of 12.43%, which is 1.57 times faster than the total asset growth rate of 7.94%(2021) for all industries. As for the growth rate of sales, all industries(2021) showed (-)growth, while SMEs among manufacturing industries showed a growth rate of 14.78%. Fourth, as for activity, the total asset turnover ratio was higher at 0.96% compared to 0.73 for all industries. In conclusion, stability and profitability were low and growth potential was high compared to all industries. In the future, policies that focus on industries with high growth potential are needed.

  • This study aims at establishing the decision-making support system for the highway assets, long-term performance presumption and evaluation of asset value, which are appropriate for Korea, and proposing the methods of the optimal engineering method and the timing decision for the preventive maintenance through the project evaluation, the optimization method and life-cycle analysis related to the highways. In order to supplement the current problem of the near-sighted budget management system, which chooses the maintenance place of the highway, depending on the level of the budget with fixed amount, the long-term required budget prediction system and the economy principle were introduced, so that the pavement agency can predict the level of the required budget, and it was aimed to develop the pavement asset evaluation system to maintain the performance of the highway with the minimum of the cost. In the use of the highway pavement asset evaluation system, to maintain the appropriate level of the pavement evaluation index, when the budget was efficiently established in the reference of the required maintenance budget for the chosen section of the highway in the year concerned, it was possible to analyze the most rational pavement maintenance budget. With this result, it is estimated to prevent the unnecessary waste of budget in advance, and through the development of the decision-making system for the long-term performance presumption and the asset value estimation of the pavement, it is expected to able to analyze the previous evaluation of the project related to the highway and the feasibility of introduction.
