A Study on the Buckling Characteristics of Pipe Support(V6) (파이프서포트(V6)의 좌굴특성에 관한 연구)

  • Among the accidents and failures that occur during concrete construction, many are formwork failures which usually happen when concrete is being placed. A system of formwork filled with wet concrete has its weight at the top and is not basically a stable structure. Slab formwork consists of sheathing, stringer, hanger and shore. There are several types of adjustable shores. In construction site, pipe supports are usually used as a shore of slab formwork. In this study, pipe support systems with/without horizontal connector were measured by buckling test. Buckling load of respective pipe support system was analyzed by structural analysis program(MIDAS). Buckling load of pipe support with/without horizontal connector was got by test and structural analysis. According to these results, we know that horizontal connector made pipe support system very safe. Buckling load of pipe support with horizontal connector is 56% higher than that without horizontal connector. So horizontal connector is important in slab formwork systems. Finally, the present study results will be used to design slab formwork system safely in the construction sites.

A Study on the Spatial Analysis Model to Decide Medical Institutions/Mental Health Centers for Disaster Victims

  • The National Emergency Management Agency of South Korea has established a Disaster Victims Psychology Support Center. The Disaster Victims Psychology Support Center can enable victims who got psychological damage from disasters to return to their daily lives through healing activity, field visits and advice of experts. The previous Psychology Support Center System managed the information of disaster victims through an independent database. However, this paper proposes a system that is developed to identify medical institutions and mental health centers within a distance of radius, based on the potential Hot-Spot areas of disaster victims using the GIS Systems. The proposed system can efficiently support selection of appropriate institutions for disaster victims using their location and age, classification of damage, and damaged parts of the body. Also, this spatial analysis can assist to decide on a policy based on the location of disaster victims and the extent of damage. Therefore, this paper can provide the required information to support decision making based on the concentrated areas for disaster victims.

  • In this study, we wanted to examine the effects of social stigma on the psychological emotions of out-of-school youths and the mediating effects of parental emotional support in the relationship between these variables. To that end the National Youth Policy Institute dropout Youth Panel Survey of the Experimental (2017) 318 with data. The study method used the AMOS 7.0 program to check the suitability of the structural model and the significance of the direct and indirect effects. Through this study, we will first look at the relationship between social stigma and psychological sentiment of out-of-school youths, social stigma and parental emotional support. Second, we would like to examine how social stigma among out-of-school teens affects psychological sentiment. Third, we would like to examine the mediated effect of parental emotional support in the influence of social stigma on psychological sentiment of out-of-school youths. Based on the results of this study, we would like to support the existing prior studies related to out-of-school youth and further propose practical intervention measures that can be used in counseling and education sites. We would also like to discuss suggestions for further research.

  • The International Atomic Energy Agency (IAEA) entails independent decision-making for the safety supervision of civil nuclear facilities. To evaluate and review the safety of nuclear facilities, the national regulatory body usually consults independent institutions or external committees. Technical Support Organizations (TSOs) include national laboratories, research institutions, and consulting organizations. Support from professional organizations in other countries may also be required occasionally. Most of the world's major nuclear power countries adopt an independent nuclear safety supervision model. Accordingly, China has continuously improved upon the construction of such a system by establishing the National Nuclear Safety Administration (NNSA) as the decision-making department for nuclear and radiation safety supervision, six regional safety supervision stations, the Nuclear and Radiation Safety Center (NSC), a nuclear safety expert committee, and the National Nuclear and Radiation Safety Supervision Technology R&D Base, which serves as the test, verification, and R&D platform for providing consultation and technical support. An R&D system, however, remains to be formed. Future endeavors must focus on improving the technical support capacity of these systems. As an enhancement from institutional independence to capability independence is necessary for ensuring the independence of China's nuclear safety regulatory institution, its regulatory capacity must be improved in the future.

A Study on a Decision Making Model of Prioritization of Supporting Policies for Regional Strategic Industries in Chung-nam (충남지역 전략산업 지원사업의 투자우선순위 결정모형에 관한 연구)

  • The regional strategic industry support has been increasingly developed due to the change of environmental and political conditions for the last 10 years. As the paradigm changed from the central government-sponsored system to regional government-sponsored system, the policy has been diversified into various support systems such as regional strategic industry, specialized industry, supporting technology, supporting business, etc. It is crucial to establish the overall development plans and project strategies for the regional industry in terms of effectiveness and efficiency which will generate an integrated strategic frame to adjust overlapped supporting policies and offer a consumer-oriented service. Not only does the study focus on performance-based outcome regarding to a regional business (supporting policy) portfolio, but it also analyzes and proves an empirical decision-making model to draw out the priority and relative importance according to the regional strategic industry and support cases by analyzing the case of Chungnam area's strategic industry support in 2009. Following a priority list of 20 support cases selected from this research model by the Analytic Hierarchy Process (AHP), the result shows that the diverse support plans are needed according to the different strategic industries or the size of enterprise due to the fact that priority of project type varies upon the characteristics of strategic industry. Thus, the support project needs to generate various strategic industries and develop differentiated support policy to consolidate competitiveness of regional enterprises and revitalize the regional economy.

  • South Korea's socioeconomic status is high enough to support services for the protection of crime victims. Until now, the Ministry of Justice was the only institution to protect and support the victims, but recently the national police is included. This is considered preferable, since the police is the one to contact the victims first- they can provide immediate support after the incident. Several limits in current laws and crime protection system exist. Therefore, given the importance of protecting victims, model of public-private joint forms should be considered. In premise of establishing a new relationship between the public-private joint system of justice and the maintenance, the range of police's involvement with crime supports will be determined. In the case of developed countries, the police and private organizations maintain close cooperation, appearing as substantial care and support for crime victims. Therefore this study reviews the problems in crime victim protection, assistance from the police stage, and suggest the improvements as follows. The first is to redefine the role of the police who first contacted in the crime victims protection support, the second is to establish a permanent cooperation framework, such as victims specialized police, victims protection agency, the third is to develop services for victim protection available from the police stage, and the fourth, opening Victim Support Center functioning as a temporary accommodation or safety zone for the personal protection of victims. The fifth is to regularize solution conference for victims' protection, and the sixth is to divide of roles in state organization government in charge of victim's protection and local government responsible for victim's support.

Improvement in the Medical Dispute Mediation System of Korea Consumer Agency (한국소비자원 의료분쟁 조정제도의 개선방안)

  • It is desirable to prevent medical accidents because they bring about irretrievable outcomes to patients, as they are directly related to each patient's life, and health. However, once medical accidents occur, it is appropriate to resolve them quickly without conflict before the feelings of directly involved people are intensely confronted with each other. Korea Consumer Agency carries out medical dispute mediation to address such disputes quickly, fairly, and efficiently, and so does Korea Medical Dispute Mediation and Arbitration Agency. Although there has been constant debate on a merge between the two agencies because of duplicated work and consequent inefficiency, it is desirable to maintain the two agencies to ensure consumers' options and to promote the mutual development of the agencies through competition. Therefore, there should be legal and systematical support for Korea Consumer Agency to have fair competition with Korea Medical Dispute Mediation and Arbitration Agency. This is not for Korea Consumer Agency, but ultimately for consumers.

  • Voice over Internet Protocol calls using administrative agency to build a national information and communication service, 'C' group, providers, the KT, SK Broadband, LG U+, Samsung SDS, as there are four operators. To prepare for an attack on Voice over Internet Protocol for administrative agency, security is a need for research to support the model. In this paper, the Internet telephone business of Administrative Agency to investigate and analyze the specific security measures to respond. Should set priorities around confidentiality about five security threats from NIS to Study of Voice over Internet Protocol Security Response Model for Administrative Agency. (1) Illegal wiretapping, (2) call interception, (3) service misuse, (4) denial of service attacks, (5) spam attacks, write about and analyze attack scenarios. In this paper, an analysis of protection by security threats and security breaches through a step-by-step system to address the research study is a step-by-step development of the corresponding model.

Differentiation potential of canine mesenchymal stem cells on hydrogel scaffold-based three-dimensional environment (하이드로젤 지지체 기반 3차원 환경에서 개 간엽줄기세포의 분화능 분석)

  • Mesenchymal stem cells (MSCs) are useful candidates for tissue engineering and cell therapy. Physiological cell environment not only connects cells to each other, but also connects cells to the extracellular matrix that provide mechanical support, thus exposing the entire cell surface and activating signaling pathways. Hydrogel is a polymeric material that swells in water and maintains a distinct 3-dimensional (3D) network structure by cross linking. In this study, we investigated the optimized cellular function for canine adipose tissue-derived MSCs (cAD-MSCs) using hydrogel. We observed that the expression levels of Ki67 and proliferating cell nuclear antigen, which are involved in cell proliferation and stemness, were increased in transwell-hydrogel (3D-TN) compared to the transwell-normal (TN). Also, transforming growth factor-${\beta}1$ and SOX9, which are typical bone morphogenesis-inducing factors, were increased in 3D-TN compared to the TN. Collagen type II alpha 1, which is a chondrocyte-specific marker, was increased in 3D-TN compared to the TN. Osteocalcin, which is a osteocyte-specific marker, was increased in 3D-TN compared to the TN. Collectively, preconditioning cAD-MSCs via 3D culture systems can enhance inherent secretory properties that may improve the potency and efficacy of MSCs-based therapies for bone regeneration process.

PRA RESEARCH AND THE DEVELOPMENT OF RISK-INFORMED REGULATION AT THE U.S. NUCLEAR REGULATORY COMMISSION

  • Over the years, probabilistic risk assessment (PRA) research activities conducted at the U.S. Nuclear Regulatory Commission (NRC) have played an essential role in support of the agency's move towards risk-informed regulation. These research activities have provided the technical basis for NRC's regulatory activities in key areas; provided PRA methods, tools, and data enabling the agency to meet future challenges; supported the implementation of NRC's 1995 PRA Policy Statement by assessing key sources of risk; and supported the development of necessary technical and human resources supporting NRC's risk-informed activities. PRA research aimed at improving the NRC's understanding of risk can positively affect the agency's regulatory activities, as evidenced by three case studies involving research on fire PRA, human reliability analysis (HRA), and pressurized thermal shock (PTS) PRA. These case studies also show that such research can take a considerable amount of time, and that the incorporation of research results into regulatory practice can take even longer. The need for sustained effort and appropriate lead time is an important consideration in the development of a PRA research program aimed at helping the agency address key sources of risk for current and potential future facilities.
