A Study on the Differences in Perception among Experts and Public Officials for the Executive Agent of Environmental Affairs and National Policy Tasks

  • This study presents the standards for desirable local transfer of public affairs by analyzing the perceptions of experts in the academia and research institutes, as well as public officials in the environmental sector in charge of environmental affairs. The results of this study tend to be partially consistent with the results of previous studies that there is a difference in perception among respondents depending on the affiliation of experts and public officials. Among the policy tasks, there was a statistically significant difference among the respondents in perception of responsible agent for carrying out sustainable land planning and management. Regarding general environmental affairs, there was a statistically significant difference among pubic officials in different affiliations in perception of responsible executive agent for natural environment, living environment, and resource circulation.

Isolation and identification of Moraxella cuniculi from a rabbit with keratoconjunctivitis

  • A Gram-negative, catalase- and oxidase-positive, coccus-shaped bacterium was isolated from a rabbit with keratoconjunctivitis. Colonies of the isolate were round, smooth, and exhibited hemolytic activity on 5% sheep blood agar. Scanning electron microscopy revealed 0.4 to $0.5{\mu}m$ diameter oval cocci. Partial 16S rRNA gene (1446 bp) sequence analysis demonstrated the isolate had significant homology with the Moraxella cuniculi CCUG2154 strain isolated from a rabbit in Germany in 1973. Our isolate was designated as APQAB1701. Antibiotic susceptibility tests demonstrated that APQAB1701 was sensitive to 24 antibiotics; 3 of the antibiotics (nalidixic acid, spectinomycin, and colistin) had minimal inhibitory concentrations ${\geq}32{\mu}g/mL$ against the isolate.

  • Houses in Jeju city are divided into separated types and combination types of household affairs space. Other special types are separated-kitchen type. Separated household affairs space type is mostly built. Separated household affairs space type were sitting room + Gopang separate type and separate sitting room type. Combination household affairs space type made from sitting room, kitchen, Gopang and Chabang(Dinning room) put together as space differentiation, also into classes sitting room + kitchen + Gopang + Chabang type, sitting room + kitchen + Chabang type, sitting room + kitchen + Gopang, sitting room + kitchen type by combination household cares space type. Separated-kitchen type was one of the special type from separated-kitchen type of traditional housing, and type with continuous. Houses in Jeju city were 3 kan type and 4 kan type. 4kan type was mostly built. ㅡ shape is kept as plan shaped of straight shape, and roof shape is showed as ㅡ shape gathering roof. ㅡ shape + part projection type talls part projecting type as happened in Gopang, and Chabang. Roof is gathering roof, and when it is showed ㄱ shape by Gopang, Chabang, and kitchen are projected. ㅡ shape + total projection shape is one of the room become totally projected by Gopang and Chabang, can be happen with small room or kitchen, and roof as gathering roof shaped with ㅡ shape, ㄱ shape, ㄷ shape, unsystematic ㄹ shape, and various shapes.

A Critical Review on the Comprehensive Cable TV Channels' Journalism Focused on the TV Politics of Political Mediating Elites in Current Affairs Talk Show (종합편성채널 저널리즘의 비판적 재조명 시사토크쇼 정치 매개 엘리트들의 텔레비전 정치)

  • Comprehensive Cable TV Channels(CCCs) has been established as a political product around 5 years ago, and it's influence and position on the broadcasting field are keep increasing. CCC's stabilization is based on flooding the market with journalism. The repeating news and current affairs programs are appearing constantly in the afternoon which is CCC's primetime. The current affairs talk shows are a product of CCC's representative program type and it leads unique CCC style journalism. The guests of the current affairs talk show leading the program with critiques(comments) and discussions about political issues. The purpose of this study is to explore how these guests of the current affairs talk shows conceptually positioned as political mediating elites and same time to explore the television political landscape through the representative current affairs talk shows from TV chosun, Channel A, MBN, JTBC which are present by these political elites. This study wants to find out about that television political effects from CCCs which exemplified into certain directions by these political mediating elites saying their political biases and expresses their feelings drastically that causes high ratings and brings people's attention. The guests who called political mediating elites in this study are mostly considered to be extreme rightist, conservatives, conservative-centrist and they have close relationship with certain political party or political group. The political mediating elites gain the popularities and have great influence on the public from performing the television politics through CCCs' current affairs talk shows and use that to make political exchange connections with political groups. Therefore this study wants to point out that CCCs' current affairs talk shows are situated in political rally, exchange connection, so current affairs talk shows are existing only for political battle field.

Pharmaceutical Affairs Act Issues Related to Self-administration of Medicines by Medical Personnel (의료인의 자가 투약 관련 약사법 쟁점)

  • This paper reviewed the Pharmaceutical Affairs Act issues in case of self-administration of medicines by medical personnel without going through the general process (prescription, dispensing, distribution, administration). If a medical personnel self-medicates, the medicine supplier or medical personnel may be subject to criminal punishment under the Pharmaceutical Affairs Act. The core reprehensibility of the punishment lies in undermining the order in distribution of medicines stipulated in the Pharmaceutical Affairs Act. First, the sale of medicines by a medicine supplier to medical personnel may be the violation of Article 47 of the Pharmaceutical Affairs Act. However, if it was distributed for the case where medical personnels can dispense it directly under the Pharmaceutical Affairs Act, it can be justified under the general provision of the Criminal Act (justifiable act, the exclusion of illegality). If medicine suppliers distribute medicines knowing that the medical personnel acquires medicines for selfadministration, they can be punished as the violation of Article 47 of Pharmaceutical Act. Second, when a medical personnel acquires a medicine for the purpose of self-administration, the medicine supplier distributes the medicine under the false pretense that the medical personnel acquires the medicine for the case in which the medical personnel can directly dispense the medicine according to the Pharmaceutical Affairs Act. At this time, even if the medicine supplier has received all the payment for the medicines, the distribution of the medicines by deceit can constitute the fraud under the Criminal Act. Third, self-administration by medical personnel is a the violation of Article 23 of the Pharmaceutical Affairs Act. It is not a justifiable act under the general provision of the Criminal Act. This is because it is the abuse of the special status granted to medical personnel in the Pharmaceutical Affairs Act, which undermines the order in distribution of medicines.

Isolation of novel bovine parainfluenza virus type 5 (bPIV5) and its incidence in Korean cattle

  • Four viruses showing cytopathic effects in MDBK cells were isolated from brains of cattle showing downer cattle syndrome in 2012. The isolates were confirmed to belong to the genus Rubulavirus of the subfamily Paramyxovirinae. Isolate QIA-B1201 had the ability to hemagglutinate red blood cells from several species of animals and was capable of adsorbing guinea pig erythrocytes on the surface of infected Vero cells. Nucleotide sequence analysis showed that two isolates (QIA-B1201 and QIA-B1204) had high similarity with other human and animal PIV5 isolates ranging from 98.1 to 99.8%. The highest sequence similarity of the two isolates corresponded to strain KNU-11 (99.8% at the nucleotide and amino acid level) isolated from suckling piglets in Korea in 2012. To evaluate the virulence of strain QIA-B1201, we inoculated bPIV5 into 5 week-old mice via both the intraperitoneal and intracranial route. Body weight was not significantly altered in mice inoculated with QIA-B1201. In this study, we isolated and characterized novel bPIV5s from brain samples showing downer cattle syndrome, but were not able to elucidate the pathogenicity of the bPIV5s in mice.

Long-term tolerance and outcomes for dose escalation in early salvage post-prostatectomy radiation therapy

  • Purpose: To study the long-term outcomes and tolerance in our patients who received dose escalated radiotherapy in the early salvage post-prostatectomy setting. Materials and Methods: The medical records of 54 consecutive patients who underwent radical prostatectomy subsequently followed by salvage radiation therapy (SRT) to the prostate bed between 2003-2010 were analyzed. Patients included were required to have a pre-radiation prostate specific antigen level (PSA) of 2 ng/mL or less. The median SRT dose was 70.2 Gy. Biochemical failure after salvage radiation was defined as a PSA level >0.2 ng/mL. Biochemical control and survival endpoints were analyzed using the Kaplan-Meier method. Univariate and multivariate Cox regression analysis were used to identify the potential impact of confounding factors on outcomes. Results: The median pre-SRT PSA was 0.45 ng/mL and the median follow-up time was 71 months. The 4- and 7-year actuarial biochemical control rates were 75.7% and 63.2%, respectively. The actuarial 4- and 7-year distant metastasis-free survival was 93.7% and 87.0%, respectively, and the actuarial 7-year prostate cancer specific survival was 94.9%. Grade 3 late genitourinary toxicity developed in 14 patients (25.9%), while grade 4 late genitourinary toxicity developed in 2 patients (3.7%). Grade 3 late gastrointestinal toxicity developed in 1 patient (1.9%), and grade 4 late gastrointestinal toxicity developed in 1 patient (1.9%). Conclusion: In this series with long-term follow-up, early SRT provided outcomes and toxicity profiles similar to those reported from the three major randomized trials studying adjuvant radiation therapy.

Capacity Analysis of University Cloud Computer for Integrating Academic Affairs Business (대학 학사정보시스템의 클라우드 컴퓨팅을 위한 최적용량 분석)

  • Recently, cloud computing has been affecting academic information system buildup. When university academic affairs information system is designed with cloud computing, it is very important to estimate the adequate processing capacity for the cloud computer taking into account a waste of resources and the quality of service. Cloud computer's processing capacity to meet the quality of service expected by users should be predicted based on users' transaction patterns and resource requirements characteristics. In this paper, we analyze actual traffic patterns occurring in university academic affairs business and propose a method to calculate the optimal processing capacity for cloud computer to satisfy the given average response time. To justify our research, we apply the research results to a real university academic affairs business case and obtain the optimal processing capacity for the integrated academic affairs business.

Isoflavanones from the Stem of Cassia siamea and Their Anti-tobacco Mosaic Virus Activities

  • Two new isoflavanones, (3R) 7,2',4'-trihydroxy-3'-methoxy-5-methoxycarbonyl-isoflavanone (1) and (3R) 7,2'-dihydroxy-3',4'-dimethoxy-5-methoxycarbonyl-isoflavanone (2), together with six known isoflavanones (3-8), were isolated from the stems of Cassia siamea. The structure of 1-8 was elucidated by spectroscopic methods including extensive 1D- and 2D-NMR techniques. Compounds 1, 2, 5-8 were evaluated for their anti-tobacco mosaic virus (Anti-TMV) activity. The results showed that compounds 1 and 6 showed potential anti-TMV activity with inhibition rates of 24.6% and 26.9%, respectively. Compounds 2, 5, 7, 8 also showed anti-TMV activity with inhibition rates in the range of 11.8-18.6%.

Enterprise Architecture for Linking Administrative Affairs and Spatial Information (행정업무에 공간정보 연계활용을 위한 엔터프라이즈 아키텍처)

  • Spatial information is essential for administrative affairs. So many Administrative Information System(AIS)s and Geographic Information System(GIS)s have been implemented at local government to support administrative affairs. AIS deals with document based information, and is not designed to use map information. Also, various information is not matched, because address systems for AIS and coordinate system for GIS are different. Therefore, existing AIS and GIS are not suitable for linking administrative affairs and spatial information. This paper deals with the enterprise architecture for local government to support the linkage of administrative affairs and spatial information. Enterprise architecture in this paper is composed of business architecture, data architecture, application architecture, and technical architecture. Each architecture is designed up to planner's and owner's level. Detail structures of each architecture follow the practical guidance for applying e-government enterprise architecture in Korea. Business and data architecture are applied to transportation administrative affairs.
