Despite the efforts for enhancing the safety record, construction industry has been suffered from higher fatalities than other industries. The poor record of safety in construction industry means that there is a clear need for an effective countermeasure. As mentioned in previous studies, it is important to identify the type of activities or risks that are likely to cause accidents and to develop appropriate safety measures. Considering the large number of accident cases on the temporary installations including work platforms and work passages, the temporary installations should be managed first. To support it, this study aims to analyze falling accident cases on construction working platforms and passages which can lead to develop proper safety measures. Through the analysis of 1663 accident cases in the perspective of cost, progress, activity, and type of workers, this study identifies how the recent accidents occur and what is the cause of the accident occurrence. The identified causes of accident occurrence will help us to improve current construction safety.

The Act on the Punishment of Serious Accidents to Prevent Large-scale Disasters, including Ferry Sewol and Taean Thermal Power Plant, passed the National Assembly on January 8, 2021, and has been in effect since January 27, 2022. However, the law, in which the representative of the headquarters is unlimitedly responsible for each worker's accident, is somewhat unreasonable at a time when a company owns dozens to hundreds of construction sites due to the nature of the construction industry. I agree with the purpose of enacting the law to reduce chronic serious accidents at construction sites, but it is necessary to carefully reconsider the implementation of the law in that punishment alone cannot achieve industrial safety. Previous studies focused on revising the Occupational Safety and Health Act, but there are few studies on the impact on the construction industry after the implementation of the Serious Accident Act. Therefore, this study attempts to derive problems related to the application of the Serious Accident Act and present improvement measures. To this end, after analyzing previous studies, SWOT analysis was performed by applying the Delphi method to derive strengths, weaknesses, opportunities, and threats. In addition, the results of two surveys of safety experts such as public institutions, academia, and companies were reflected, and its countermeasures were presented as follows. S/O strategy: establishing on-site execution capabilities of health and safety management system; W/O strategy: expanding legal and system execution checks; S/T strategy: establishing a risk response system; W/T strategy: expanding consulting by external specialized institutions

Background: A laboratory where chemicals are handled can be considered a hazardous environment, and hence, prudent practices should be strictly enforced. If not, deadly accidents and incidents could occur due to a lack of safety practices and poor safety culture. The purpose of this study is to analyze the existing safety culture and propose potential recommendations to enhance the level of safety education in the chemical laboratories in the Western Province of Sri Lanka. Methods: A survey questionnaire was administered among the laboratory supervisors of the chemical laboratories in the Western Province of Sri Lanka in 2019. Results: Even though 80 surveys were distributed among prospective participants, only 46 surveys were submitted, which is 58% of the response rate. Most of the individuals who participated in the survey were females below 35 years old, and approximately 96% of the participants had at least one year of working experience in the same laboratory setting. The majority considered safety as an important factor that requires further improvements with third-party safety inspections; however, 54% of the respondents mentioned that those inspections were conducted by the employees from their laboratory. Conclusion: From the study, it has been discovered that employees have knowledge of safety culture to a certain extent. A significant percentage (83%) of participants believed that further safety measures are required for a safer laboratory. However, the study revealed that the attitudes of some employees should be changed to have a better safety culture. Hence the authors would like to suggest having annual training sessions and well-formulated safety policies to improve the safety culture.
Purpose: To study the effect of the amended Occupational Safety and Health Act on the expansion of the employer's responsibility and obligations and the evaluation of the employer on the improvement of the safety management system. Method: An academic discussion was conducted by comparing the contents of previous studies with the analysis results. A questionnaire was prepared using the measurement tools collected from previous studies, and statistical multiple regression analysis was performed with the collected data. Result: Research hypothesis It was found that the expansion of responsibility and obligations of the business owner and the reinforcement of the employer's evaluation of the ordering party had a positive (+) effect on the improvement of the safety management system. Conclusion: The expansion of the responsibility and obligations of the employer and the strengthening of the evaluation of the owner of the orderer are having a positive effect on the improvement of the construction safety management system for the prevention of construction accidents.

Objectives: This study aimed to provide temporal Acute Exposure Guideline Levels (AEGL) for a hazardous substance as a pilot study. Methods: As one of the substances designated by the Korea Ministry of Environment as requiring preparations for potential accidents, formaldehyde was selected to estimate the AEGLs. The calculation was based on Haber's formula (Cn×t=k) using valid toxicity data (for humans/animals). A total of 96 points of AEGL levels were provided using an interval of five minutes over eight hours. Results: The AEGL-1 and 2 values were constant for the entire exposure duration at 0.9 ppm and 14 ppm, respectively. The values were obtained from clinical/animal tests, and the adaptation effect after a given exposure duration was also considered. AEGL-3 was based on animal toxicity data, and it was estimated from 127 ppm for the initial five minutes to 35 ppm for eight hours. Conclusions: More specific AEGL levels for formaldehyde could be obtained in this study using toxicity data with Haber's formula. Based on this methodology, it would be also possible to estimate AEGL levels that can be used at the scene of a chemical accident for other substances requiring preparation for potential accidents.
Purpose: The current status and rationale of industrial accidents needs to be examined to develop scientific and systemic preventive measures. Methods: The aim of this study is to analyze the current data on industrial accidents provided by the Ministry of Employment and Labor and categorize work-related deaths by types of industries and annual report. Results: First, the highest number of deaths occurred in industries that had less than 50 people. Second, in the manufacturing industry, the highest death rate was found in workers in the age group 50-59 years. In the construction industry, workers aged 50 and above had the highest number of deaths. In other industries, workers aged 60 and above had the highest number of deaths. Third, the highest number of deaths occurred in workers with less than one year of experience in any industry Fourth, in most industries, the highest work-related deaths occurred during weekdays (Monday~Friday). In 2015, the warehouse delivery industry had 33% higher work-related deaths on the weekends (Saturday and Sunday) as compared to other industries. Fifth, in most industries, the highest work-related deaths occurred from 8 AM to 6 PM. The warehouse delivery industry had higher work-related deaths from 10 PM to 8 AM as compared to other industries. Conclusion: In order to increase the efficacy of industrial accident prevention, it is necessary to establish an effective health management system and apply strict safety management activities.

The risk assessment under the Occupational Safety and Health Act was implemented in 2013, but since it is not mandatory, companies are operating it as a formality. Although legal obligations have been strengthened, such as the recent comprehensive revision of the Occupational Safety and Health Act and the enforcement of the Act on Punishment for Serious Accidents, the death rate has remained stagnant. Even if a risk assessment plan is properly established in order for employers to prevent industrial accidents through necessary measures, it is necessary to involve relevant workers so that they can understand and implement the contents of the risk assessment. In this regard, this study proposed applying efficient worker participation measures through on-site surveys to activate the participation of vulnerable workers in risk assessments. Reviewing the statistics of harbor shipment of hazardous and noxious substance and the past spill accidents of HNS enabled us to assess the potential risks of transportation of HNS through the major harbors in Korea. Ulsan, Yeosu, Daesan port are relatively evaluated high risk in fire, health and environment disaster. Through the analysis of domestic preparedness to HNS accidents, the supplement of expertise resource to respond the vulnerability of the explosion, the fire and the physiological hazard, is required. Based on this risk assessment and review of the advanced case of Japan in building up HNS response system, a resource model at a national level was proposed which differentiates the sea areas for the proper allocation of resources to respond effectively to HNS accidents in the future.

Many industrial accidents have occurred continuously in the manufacturing industries, construction industries, and service industries of Korea. Fatal accidents have occurred most frequently in the construction industries of Korea. Especially, the trend analysis of the accident rate and fatal accident rate is very important in order to prevent industrial accidents in the construction industries systematically. This paper considers forecasting of the accident rate and fatal accident rate with static and dynamic time series analysis methods in the construction industries. Therefore, this paper describes the optimal accident rate and fatal accident rate by minimization of the sum of square errors (SSE) among regression analysis method (RAM), exponential smoothing method (ESM), double exponential smoothing method (DESM), auto-regressive integrated moving average (ARIMA) model, proposed analytic function model (PAFM), and kalman filtering model (KFM) with existing accident data in construction industries. In this paper, microsoft foundation class (MFC) soft of Visual Studio 2008 was used to predict the accident rate and fatal accident rate. Zero Accident Program developed in this paper is defined as the predicted accident rate and fatal accident rate, the zero accident target time, and the zero accident time based on the achievement probability calculated rationally and practically. The minimum value for minimizing SSE in the construction industries was found in 0.1666 and 1.4579 in the accident rate and fatal accident rate, respectively. Accordingly, RAM and ARIMA model are ideally applied in the accident rate and fatal accident rate, respectively. Finally, the trend analysis of this paper provides decisive information in order to prevent industrial accidents in construction industries very systematically.

The prevention of safety accidents can be achieved through Harvey's 3E's: Engineering, Enforcement, and Education. On construction sites, however, enforcement and engineering did not prove to be valid ways of reducing the number of safety accidents, as enforcement and engineering have failed to overcome and/or supplement the realistic limits regarding the relatively lower education levels of construction workers and the communication issues with foreign workers. On the other hand, safety education can enable the advancement of safety management by enhancing the educational contents and their methods of delivery. To improve the efficiency of safety education via educational contents, this research conducted a qualitative and quantitative analysis on the validity of the newly educational contents by overviewing possible accident types in different work phases. Of the accident types identified by the qualitative analysis, neither highly important nor insignificant accident types were found, yet all the suggested types are found to be required. In addition, this study did not find any significant differences in the occurrence probability of safety accidents related to the level of importance of each type of accident. The qualitative analysis in this research verified that the suggested accident types can be valid, educational material that can take into account future safety accidents.
