Empirical Study on the Determinants of Service Quality Deterioration of Taxi Industry : Based on Traffic Accidents by Taxi in Seoul (택시서비스 품질 저하의 선행요인들에 관한 실증적 연구 : 서울지역 택시의 교통사고율을 중심으로)

  • Taxi, one of the passenger services, is an essential transportation system in our society. In spite of the importance of taxi service, deterioration of the service quality is continuously reported. In particular, taxi service failures due to traffic accidents have emerged as the most serious social problem which may incur a considerable amount of social costs. In this study, we focus on analyzing the causes of service quality deterioration-traffic accidents of both corporately owned and privately owned taxies in Seoul. The research objective is to find out the determinants of service quality deterioration of Taxi industry and to suggest policies for improving the taxi service in Seoul. We collected the archival data from KTSA (Korea Transportation Safety Authority) and ODP (Open Data Portal), which span from 2005 to 2014. Hierarchical regression analyses and a set of mediation tests are conducted. The root factors inducing traffic accidents of taxies are divided into competitive, and profitability factors. The statistical results indicate that the accident ratio per taxi is not only affected by competitive/profitability factors such as number of active taxi drivers, number of bus passengers, and taxi fare, but also mediated by the traffic violation ratio. To alleviate the current problems with taxi service in Seoul, we conclude that the number of taxies be reduced and the taxi fare be increased. Finally, we suggest several policies to improve the endemic taxi industry problems, over-supply and the low profitability by enhancing the linkage between service quality and profitability.

  • The Chemical Control Act has revised in 2015 to promote chemical safety, particularly enhancing the standards for the installation and management of hazardous chemical handling facilities. However, in some existing facilities, it was difficult to comply with some facility standards because of lack of land, safety accident possibility during rebuilding. In this study, we attempted to provide a more rational approach of dike standard which was the highest(2017: 117, 2018: 83) complaint for two years(2017~2018, 1,087) by prior study, FLACS simulation, analyze safety management standard and conduct a survey. Therefore, considering the purpose of installing the discharge wall only at existing facilities in operation, additional sensors that can detect chemical leakage and leakage were recognized as an additional alternative to installing and operating closed circuit television (CCTV). This will help the safety and cost aspects of small or medium-sized businesses or small and medium-sized enterprises that cannot secure legal grounds or fail to enforce legal regulations due to economic problems such as construction costs.

  • Recently, large and small vehicle accidents due to human life and property due to loss of function similar to that used on the plane with a black box mounted on the vehicle by the driver of the vehicle in order to analyze the cause of the accident vehicle you are using a black box. The black box used in the existing operating system, unlike the Android OS portability is good compared to other OS support an open platform for the development of additional costs or proven, which includes many libraries need to use any external libraries there are no advantages. In addition, the existing black box on the incident can not be sent automatically to report an accident notification has a problem. In this paper, another advantage of the OS used in a black box with an Android-based acceleration sensor on the test board GPS module and smart phones using the information, and incident detection capability to send a message to the specified number of black boxes with was implemented.

Implementation of ISO45001 Considering Strengthened Demands for OHSMS in South Korea: Based on Comparing Surveys Conducted in 2004 and 2018

  • Background: According to the previous studies, the work-related accident rate decreased in Korea after the introduction of occupational health and safety management system (OHSMS), but there were several disasters in Korea such as subway worker's death at Guui station in 2016 and the Taean thermal power plant accident in 2018, which escalated the social demand for safety. In 2018, OHSMS became an international standard, as ISO45001 was announced. Methods: A survey was conducted to research the implementation status of OHSMS and changes in people's perception, and the results were compared with those of a past survey. Results: Enhanced social demand and various stakeholders' (not only buyer) needs, and social responsibility are perceived as the motivation for the introduction of OHSMS rather than legal compliance or customer demand. In the questionnaire about problems with the implementation of OHSMS, the factors with higher response rate in 2018 than 2004 were "excessive cost" and "complicated documentation management." In the questionnaire about how to promote OHSMS in organizations, most people answered "reduction of workers' compensation insurance rate" in 2004, but most people answered "exemption from health and safety supervision" in 2018. Conclusion: For the effective implementation of ISO45001, emphasis is placed on social demand, training to recognize health and safety as a part of management, and the reduction of certification and consulting costs to promote the introduction of OHSMS. Incentives such as insurance premium cuts and exemptions from health and safety supervision are needed.

A Study on the Quantitative Risk Assessment of Mobile Hydrogen Refueling Station (이동식수소스테이션 정량적 위험성평가에 관한 연구)

  • In July and October of this year, the government announced the 'Green new deal plan within the Korean new deal policy' and 'Strategies for proliferation of future vehicles and market preoccupation'. And, in response to changes in the global climate agreement, it has decided to expand green mobility such as electric vehicles and hydrogen electric vehicles with the aim of a "net-zero" society. Accordingly, the goal is to build 310 hydrogen refueling stations along with the supply of 60,000 hydrogen vehicles in 2022, and the hydrogen infrastructure is being expanded. however, it is difficult to secure hydrogen infrastructure due to expensive construction costs and difficulty the selection of a site. In Korea, it is possible to build a mobile hydrogen station according to the safety standards covering special case of the Ministry of Industry. Since the mobile hydrogen station can be charged while moving between authorized place, it has the advantage of being able to meet a large number of demands with only one hydrogen refueling station, so it is proposed as a model suitable for the early market of hydrogen infrastructure. This study demonstrates the establishment of a hydrogen refueling station by deriving a virtual accident scenario for leakage and catastrupture for each facility for the risk factors in a mobile hydrogen station, and performing a quantitative risk assessment through the derived scenario. Through the virtual accident scenario, direction of demonstration and implications for the construction of a mobile hydrogen refueling station were derived.

Distribution of Occupational Safety and Health Management Costs (OSHMC) by Project Size and Activity Type with the Consideration of Accident Rates (공사규모 및 공종별 위험도에 따른 산업안전보건관리비 차등 분배 방안에 관한 연구)

  • Occupational safety and health management cost (OSHMC) is helpful for managing safety in construction sites. However, OSHMC has been criticized for various aspects, including the fact that OSHMC cannot reflect features of individual constructions when counting up and executing OSHMC. This study proposes the approach to distribute OSHMC by project size and activity type with the consideration of accident rates for various activities. Using 1,046 data obtained from Construction Safety Management Integrated Information (CSI), this study calculated the relative risk factors for each activity. The distribution of OSHMC is proposed based on the risk factors. The results were validated by industry expert interviews. The distribution proposed in this study will help construction managers establish and execute OSHMC usage plan effectively.

The Introductin of the Special Act on Port Safety in South Korea: First-year Results and Future Tasks (「항만안전특별법」시행 1년의 성과와 과제)

  • Objectives: The successful implementation of the Port Safety Special Act is a very important matter. Now that one year has passed since its introduction, this study aims to review the achievements so far and identify future tasks. Methods: The provisions of the Special Act on Port Safety were analyzed and the latest literature related to port safety management was reviewed. In addition, an in-depth interview was conducted with a business owner. Results: The achievements over the past year are as follows. As business operators took greater responsibility for safety management, blind spots in safety were resolved to an extent. Specialized training for the port unloading industry was provided, and a safety management system was established for unloading docks. In addition, the Ministry of Oceans and Fisheries was able to intervene in the prevention of safety accidents at ports through the deployment of port safety inspectors. In 2022, the port industry accident frequency and death rate declined compared to the previous year. Conclusions: The "Port Safety Special Act" has become relatively well established in the port industry over the past year. However, since the Serious Disaster Punishment Act was implemented in January of the same year, there is a limit on determining what is necessarily the effect of the Special Act. Future tasks include unifying contracts centered on cargo handling companies, supporting safety management costs, increasing the number of port safety inspectors, producing reliable port disaster statistics, and cooperating between the Ministry of Oceans and Fisheries and the Ministry of Employment and Labor.

  • Because wind turbines are larger and more off-shore construction due to economic and environmental factors, it is more difficult to access the wind turbine as well as the necessary parts and the maintenance costs are increasing. So, we need to minimize fault elements and to prevent a secondary accident at failure through monitoring to reduce maintenance costs and to increase reliability of operation. In this paper we have implemented ZigBee based wireless sensor nodes and network for wind turbine condition monitoring using temperature, humidity, voltage, current, wind direction, and wind speed sensors. ZigBee wireless sensor nodes signals are transmitted to a central monitoring system via routers. Also, the sensor signals are collected and processed using LabVIEW program to monitor the wind turbine conveniently. The administrators and users can monitor the condition of wind turbine at remote site in real time over TCP/IP.

Effect of Accession to OPRC-HNS Protocol on Korean Industry (OPRC-HNS 의정서 가입이 국내 산업계에 미치는 영향)

  • Since the OPRC-HNS Protocol entered into forced in the June of 2007, the potential effects on industrial circles are encouraged to be analyzed according to the obligatory regulations listed in the Protocols. This study was conducted on the quantitative analysis of the possible effect on the industrial circles if Korea accedes to OPRC-HNS Protocol. In spite of any burdens caused by keeping "accident emergency program memorandum" and performing "education and any training program for the crews", potential decrease of insurance fee is in possibility provided it follows. In addition, the oil refinery and petrochemical industries may also have burdens for potential costs for acquiring any materials including equipments and fees for education and training related to HNS. However, minimizing any costs by swift response against accidents would be big advantage that comes with paying of small amounts of expense by international convention related to HNS.

Development and Achievement of Head-Up Display in Public Transit for Reducing Accidents (버스 교통사고 감소를 위한 대중교통 HUD 기술 개발과 성과)

  • Korea's traffic congestion costs including other social costs due to accidents, environmental pollution and increased demand is increasing every year. In this regard, direction of government policy was geared toward suppression of vehicle demand and activation of public transportation, which is determined to be the best solution with limited supply of infrastructure such as road facilities. This study aims to implement public transport bus-only Head-Up Display (hereafter called HUD) technology which displays public transport information required for a bus driver on the front glass of a bus. The public transport bus-only HUD not only prevents gaze dispersion of bus drivers but also helps to reduce the heavy workload of bus drivers by providing information required for driving. Ultimately, the final research purpose is a reduction of bus traffic accidents by 50% caused by negligence in keeping eyes forward or sideways.
