지체장애인의 편의증진을 위한 동사무소 물리적 환경 분석 및 개선방안 (An analysis of the Physical Features for the disabled of Civic Service Offices in the City of Daegu)

  • This study is to promote barrier-free environment to accommodate the request and the need for accessibility and convenience of disabled people including pregnant women, children and the elderly in using civic service offices which are supposed to play a role as community centers. This study researches the current state of facilities for convenience and analyzes the result according to the type of reasons which prevent disabled persons to get the accessibility and convenience for the information as well as the facilities. Sample cases are 15 civic service offices which are newly built after 1998 in the city of Daegu. There are found three types of problems about convenient facilities, which are the first cases with facilities not installed, the second cases with facilities not properly installed according to the rule, and the third cases with facilities installed properly according to the rule but inconvenient for the actual use. This study proposes a more critical process for the building permit to promote the rate of proper installation of convenience facilities, and the supplementary law with more specific regulations to improve the physical environment for the actual use of physically disabled people.

대중교통시설과 근린시설의 접근도에 따른 교통이용행태 및 교통비용 (Travel Demand and Transportation Cost of Household According to Accessibility to Public Transport and to Service Facilities)

  • 승용차이용이 많이 유발될 수밖에 없는 지역으로의 주거이동은 쉽게 간과되는 가구의 교통비 지출에도 원인이 있다. 가구의 자동차수요를 적게 일으키고 교통비를 절감시키는 주거입지와 구조를 알아보기 위해서는 주거지역의 공급시설수준에 따른 가구의 교통수용행태를 분석하고 이러한 자료를 기반으로 실제에 가까운 가구의 교통비용을 산정할 필요가 있다. 본 연구는 대중교통시설을 비롯한 근린시설들에 대한 접근도가 가구의 교통이용행태와 더불어 교통비 지출에 미치는 영향을 분석하는데 목적이 있다. 연구지역은 광역 함부르크 시이고 1,640가구들을 통행행태에 대한 설문조사가 실시되었다. 개인의 대중교통이용과 교통거리는 대중교통 공급시설만으로는 큰 영향을 받지 못하고 근린시설공급이 뒷받침 되어야 한다는 사실이 분석결과에서 나타났다. 또한 대중교통시설 및 근린시설이 부족한 지역일수록 여기에 있는 가구들의 승용차 보유수와 교통거리가 증가되었으며 이에 따라 결국 가구들의 교통비용이 늘어났다. 가구그룹들에서 교통비의 최고치와 최저치 사이에 가구당 월 약 200유로 차이가 났다. 가구가 쉽게 감지하기 어려운 주거입지별 평균 교통비용이 가시화되어 가구들에게 홍보된다면 가구의 주거이동행태를 교통수요가 적은 지역으로 유도하는데 기여할 수 있다.

농촌지역 공공보건시설의 잠재적 접근성 측정 (Potential Accessibility of Public Healthcare Facilities in Rural Areas)

  • 본 연구의 목적은 우리나라 농촌지역 공공보건시설의 잠재적 접근성을 측정하고 지역 간의 차이를 분석하는 것이다. 공공보건시설의 수요에 해당하는 인구를 대시메트릭 매핑기법을 활용하여 공간적으로 미시적인 수준에서 구축 분석하여 보다 정확한 접근도를 측정하였다. 최소거리 기반의 공공보건시설의 접근도 측정결과, 군지역과 읍면지역은 거주지로부터 각각 1,845m와 1,777m가 떨어져 있었다. 강원도와 경상북도에 입지하고 있는 지역들이 상대적으로 접근도가 낮았으며, 면지역의 접근도가 읍지역보다는 다소 우수한 것으로 나타났다. 본 연구의 결과는 농촌지역 공공보건시설의 잠재적 접근도의 현황과 지역 간의 격차를 구명하였다는 점에서 의의가 있다. 아울러, 향후 공공보건시설의 입지를 탐색하고 의료시설의 전달체계를 높이기 위한 기초자료로서 활용이 가능하다.

진주시 버스 이용객 통행에 따른 도시계획시설 서비스 권역 분석 (Analysis of Urban Planning Facility Service Area according to Bus Passenger Traffic in Jinju)

  • This study aims to investigate the gap in accessibility to urban planning facilities between living spheres in local small and medium-sized cities. In this study, OD data between administrative dongs of public transportation users was constructed to analyze the living shpere, and community analysis was conducted based on cohesion between data. As a result of the analysis, it was confirmed that a total of 10 clusters (mid-living areas) were formed, and the topographical difference between the 11 middle living areas established in the existing Jinju City Basic Plan and the single living areas were actively exchanged to form a community with other administrative dongs. Next, the analysis of the service area of urban planning facilities for mid-living areas was conducted based on the road network. As a result of analyzing the area accessible within 5, 10, and 15 minutes, educational facilities, public facilities, cultural facilities, tourism, and green facilities could be reached within 15 minutes in most mid-living areas. On the other hand, there were many areas where access to transportation facilities, medical facilities, and cultural facilities was difficult within 15 minutes. In particular, the accessibility of the outer living area and the central living area were different. To improve the quality of life of citizens, using urban planning facilities in Jinju-si and establishing related plans in urban basic plans, it is necessary to conduct a study on service areas through network analysis.

정주계층별 농촌생활서비스 기능정립 및 취약지역 기준에 관한 연구 (A Study on Establishment of Rural Living Service Functions by Settlement Class)

  • Recently, South Korea has prepared laws and systems to systematically manage rural spaces in response to the era of population decline and is making various efforts to promote related policies. However, various basic studies that can support this are still insufficient. In particular, in this study, the functions and roles of each settlement class were established along with the classification of the sedentary classes in rural areas, and the classification system for rural living services was established, and the hierarchy by functional facilities and the minimum standards for vulnerable areas (accessibility) were established. Specifically, in this study, the settlement class was divided into 4 classes of "central area - midpoint area - small point area - hinterland", and each function and role was presented, and the rural living service classification system was finally reestablished as 10 sectors and 31 functional facilities. In addition, the hierarchy and accessibility standards of rural living service functional facilities was set within 5 to 15 minutes for 'lower and basic services', within 10 to 20 minutes for 'medium and basic services', within 15 to 30 minutes for 'intermediate and complex services', within 20 to 60 minutes for 'high car/complex service' and within 10 minutes for 'urgent service'.

Urban Network Analysis를 이용한 문화시설의 접근성 분석 (Accessibility Measure of Cultural Facilities Using Urban Network Analysis)

  • 기존 문화시설 투자는 인구 및 면적과 같은 행정구역 기반의 지표를 근거로 결정되었다. 거시적 판단지표는 인접한 행정구역의 문화시설에 대한 접근성을 고려하지 않아 이용률 측면에서 예산낭비 및 중복투자의 문제를 발생시켰다. 최근 정부는 문화시설 이용에 대한 실질적인 시민 체감도를 높이고자 한다. 이를 위해서는 인접 행정구역을 통합하여 교통망과 건물 등의 특성을 종합적으로 반영하는 방안이 요구된다. 이 연구는 UNA (Urban Network Analysis)기법을 활용하여 문화시설 접근성을 분석한다. UNA는 교통망과 함께 건물분포를 나타내는 건물의 부피, 상주인구, 기타 건물의 중요요소를 반영하여 분석가능하다. 따라서 인접 경계지역과 통합한 문화시설의 집중도를 반영한 접근가능성에 대하여 보다 유의있는 설명이 가능하다. 연구 대상지역으로서 경기도내 4개 인접도시인 과천, 안양, 의왕, 군포시에 대하여 일상문화시설의 접근성을 분석하였다. 군포, 안양은 접근성이 높게 나타난 반면 의왕, 과천은 상대적으로 낮게 나타났다. 일상문화시설에 대한 투자는 군포, 안양에 집중하는 것이 타당하다는 결론이다.

수정반복매매모형을 활용한 시설접근성의 변화가 주택가격 변화에 미치는 영향 분석 - 지하철 9호선을 중심으로 - (The Impacts of Time-Varying Accessibility of Facilities on Housing Price Change by the Modified Repeat Sales Model - The Case of Subway Line 9 in Seoul -)

  • 본 연구는 수정반복매매모형을 활용하여 아파트가격에 영향을 미치는 요인들의 시계열적인 변화를 분석함으로써, 새로운 시설물의 신설이나 환경의 변화가 아파트가격에 미치는 영향력의 차이에 대해 살펴보았다. 지하철 9호선 주변의 아파트단지를 사례대상지로 한 분석결과, 주변 시설까지의 접근성이 아파트가격에 미치는 영향력은 시간에 따라 매우 다른 변화양상을 보이는 것으로 나타났다. 특히, 지하철 9호선이 개통된 이후에 지하철과의 접근성이 아파트가격에 미치는 영향력이 현격히 증가한 반면, 쇼핑시설이나 병원 등은 가격영향력이 상대적으로 감소하였다. 반면, 지하철 이용이 상대적으로 적은 초등학교 접근성은 지하철 개통이후에도 별 변화를 보이지 않았다. 이러한 결과는 새로운 시설의 입지가 주변주택가격 그 자체 뿐만 아니라, 가격에 영향을 미치는 다른 요인들의 영향력의 크기에도 영향을 미침을 시사한다.

농촌지역의 대중교통을 이용한 공공서비스시설 접근성 분석 (Accessibility to Public Service Facilities in Rural Area by Public Transportation System)

  • Public transportation is public service that is contributed to the convenience of the public. However, opportunity for public services in rural areas is weaker than the chance in urban areas. The purpose of this study is to evaluate accessibility of various public facilities using public transportation. To evaluate the accessibility, we calculate the various time from community center to the nearest bus stop, walking time, riding time in bus, and waiting time for transfer. The results of this study ares as follows; (1) Villages occupy 19.8% in rural areas that walking time from community center to the nearest bus stop takes over 10 minutes in integrated Chungju-si; (2) The average speed is 21.9 km/hr estimated to departure and arrival time of bus route; (3) The accessibility time from community center using the average bus speed takes 15.43 minutes to public facilities, 35.15 minutes to emergency center, 8.70 minutes to medical center, 9.70 minutes to elementary school, 16.26 minutes to middle school, and 22.61 minutes high school; (4) The transfer time of public transportation takes 13.46, 21.96, 10.48, 7.78, 11.11, 16.10 minutes to public facilities, emergency center, medical center, elementary school, middle school, and high school, respectively; (4) Traffic accessibility using bus vehicles in the East and South Chungju-si is lower than areas in the West and North Chungju-si. Some villages surrounding public offices (eup-myeon office) which have a high density of population, indicate a high traffic accessibility.

1인 거주 쉐어하우스 연구에서 만족도 조사항목 추출에 관한 연구 (A Study on the Deduction of Satisfaction Survey Factors in the Study of One-person Living Sharehouse)

  • Sharehouse has been supplied as an alternative to solving the steadily increasing one-room housing problem of single-person households every year, and it is necessary to investigate the satisfaction of residents who actually live in sharehouse through P.O.E. Therefore, this study analyzed priror researches related to the existing one-person households, sharehouses, and satisfaction surveys, and summarized indicators with high relevance and frequency to derive satisfaction survey factors that can clearly evaluate the improvement architectural plan of sharehouses. As a result, it was classified into 4 items in the 'general information' category to investigate the status, housing rental type, and housing cost of the sharehouse, 15 factors in the 'peripheral environment' category to evaluate the safety, 3 factors in the 'community' category, and 17 factors in the space (facility) and service category. In the "General Information" section, the overall one-person housing satisfaction, desired sharehouse type, housing rental type, housing cost, and living expenses were reduced. In the "Surrounding Environment", accessibility to public office, accessibility to cultural facilities, accessibility to medical facilities, accessibility to work and school, convenience stores, noise pollution and safety. In addition, in the "community" section, it consists of interactions with various people, relationships with housemates and in the "space (facilities) and service" section, heating, waterproof, soundproof, ventilation, moisture and condensation blocking, facility management, interior, room size, built-in furniture, storage space, laundry, parking. Most of the scales for each factor were 5-point Likert scales, allowing evaluation of the degree of satisfaction, and some factors presented criteria to induce structured answers. Therfore, it is expected that the survey will be conducted on residents who actually live by deriving factors for the satisfaction survey of one-person households living in the sharehouse, and the current status of the sharehouse will be identified, and the degree of satisfaction will be analyzed to be used for research.

장애인의 의료기관 접근성 조사: 서울시 종로구 병의원을 대상으로 (Accessibility of the disabled to Health Care Institution : A Case Study of Chongno-Gu in Seoul)

  • The purpose of this study was to assess adequately equipped with convenience facilities for the disabled in 160 healthcare institutions in Jongno district, Seoul. Healthcare institutions were equipped an average of 3.7 facilities out of 10. General hospitals had an average of 5.0 facilities, which was higher than an average of 3.6 facilities for private clinics (p<0.05). Of 160 healthcare institutions, only 13 (8.1%) offered easy access to the outpatient setting from the entrance for wheelchair users, highlighting difficult wheelchair access within hospitals. To provide easy access to medical service for the disabled, more accessible designs need to be adopted as part of the effort to improve public facilities for the disabled. Also, universal designs could be applied for newly constructed roads, structures and transportation vehicles to maximize accessibility for the disabled. Increased accessibility for the disabled in the community will eventually increase the use of healthcare institutions.
