A Study on the Evaluation of Critical Factors for Sustainable Whale Tourism (지속가능한 고래관광을 위한 중요요인 평가에 관한 연구)

  • During the Joseon period, the East Sea would be called 'Gyeonghae' due to a large number of whales. In the Republic of Korea, whaling was locally permitted in 1946. However, the number drastically dropped because the hunting of the marine mammal had already been carried out in Russia, the U.S. and Japan since 1800s. Before a moratorium on commercial whaling was introduced by the International Whaling Commission(IWC) in 1986, whale populations in the East Sea had plunged. Furthermore, Korean gray whales and fin whales weren't found anymore in that area. With the suspension, whale hunting was banned in Korea as well. Even so, accidentally caught whales have been allowed to be distributed on the market with respect for local food culture. With the establishment of Whale Museum and hosting of the 57th Annual Meeting of the International Whaling Commission(IWC) at Jangsaengpo in 2005, whale tourism was facilitated in earnest. This whale tourism has been operated by Nam-gu Office and Nam-gu City Management Corporation in Ulsan. However, the popularity of whale tourism has increased a demand for whale meat. At the same time, there has been concern over decrease in whale populations because of illegal whaling. In addition, a conflict between the use and protection of whales has caused confusion in tourism identity. Actually, there is a serious doubt on the sustainability of whale tourism due to the decade-long deficit and excessive investments. This study attempts to define a concept of whale tourism and propose a future direction for the sustainable growth and development of Korea's whale tourism industry after developing such comprehensive assessment indicators as a basic research for the introduction of sustainable whale tourism. To achieve the aim of this study, AHP(Analytic Hierarchy Process) was chosen as a main research tool and the factors were ranked by a comprehensive analysis of principal factors and detail factors. The current study showed the following results. First, ecological environment(0.430) was indicated the most important factor of whale tourism assessment indicators. Moreover, Population(0.1302), Action for Cetacean protection(0.1031), Governance(0.0898) were critical factors. On the other hand, Accommodations(0.0085), Whale meat(0.0088) were unimportant factors than others.

  • In order to be a hub-port in Northeast Asia, current China government has intensively invested in port development. Further, this development Project is significantly big scale, compared with those projects which Korea and Japan have. Thus, China is beginning to threaten Korean ports, especially Busan port which try to be a hub port in Northeast Asia. For this reason, recently many studies to evaluate competitiveness between Korean ports, especially Busan and Gwangyang, and Chinese ports have been conducted. In the mean time, implications of those pervious research has mainly been based on evaluation of port competitiveness using evaluation methodologies, such as AHP(Analytical Hierarchy Process) and HFP(Hierarchical Fuzzy Process). However, as previous evaluation algorithms are methodologies that only calculate ranking of ports by competitiveness level, from the results of analysis, critical weak points affected current port competitiveness could not clearly fine out. That is, because there has not been any algorithm that can extract critical points from the evaluation results. The aim of this paper is to present critical points that affect port competitiveness using an algorithm based on IRFE(Inverse Relation of Fuzzy Evaluation), and scenario analysis, from previous results of evaluation of port competitiveness. And The research scope is to covey the subjective ports of Korea and China's 7 major ports (Busan, Gwangyang, Sanghai, Qingdao, Tienjin, Dalian and Kaoshuing). From analysis, it was found that critical weak point of Busan port is the level of hinterland including availability of free trade zone.

An Importance Analysis on the NCS-Based Skin Care Qualification L3 Level of Education in Life Care (라이프케어의 피부미용 NCS기반 자격 L3수준의 교육 중요도 연구)

  • The recent phenomenon of job "Miss Match", which is inconsistent with knowledge in the demand of educational training institutes and industries, has spread to an increase in private education costs for reeducation and employment of new hires, resulting in weak individual job competency and poor employment capability, as well as economic and material waste at the national level. To compensate for these problems, the National Competency Standards(NCS), which are available immediately in practice and look for a standard point of national job competency with the aim of fostering human resources sought by industries, were developed, and even the NCS-based qualification system was launched in line with the stream of times. This study is intended to look into the importance and priority of competency units and competency unit elements at the NCS-based qualification L3 level in the skin care field for an overall check of the NCS-based qualification level at a time when educational institutes are organizing and operating the school curriculums according to the NCS and NCS-based qualification level. And it is attempted to provide basic data for the development of curriculum in fostering professional human resources required by industries. To analyze the needs for competency units and competency unit elements at the L3 level, a survey using AHP method was carried out to a group of field experts and a group of education experts. In addition, the SPSS(Statistical Package for Social Science) ver. 21.0 and Expert Choice 2000, an AHP-only solution was used to do statistical processing through the processes of data coding and data cleaning. The findings showed that there was a partial difference of opinion between a group of field experts and a group of education experts. This indicates that the inconsistencies between educational training institutes and industrial sites should be resolved at this time of change with the aim of fostering field customized human resources with professional skills. Consequently, the solution is to combine jobs at industrial sites and standardized educations of educational institutes with human resources required at industrial sites.

Analysis of Competency-Based In-service Training Programs for Informatics Teachers (정보교사의 역량에 기반한 소프트웨어교육 교원 직무 연수과정 분석)

  • The 2015 Revised National Curriculum emphasizes software education to develop creative and convergent talents in preparation of the Fourth Industrial Revolution. Accordingly, it is necessary to develop competency-based training programs for informatics teachers in a rapidly changing educational environment. In this background, this study selects a framework to analyze the content of in-service training for informatics teachers through review of previous studies. By analyzing the current training programs to strengthen competencies required for informatics teachers in secondary schools, the study aims to develop implications for future in-service training programs. To this end, the study conducted a questionnaire survey of experts who participated in the development of in-service training textbooks and consulted them, then analyzed the elements of competency-based training program content and the relative importance of each competency element using the analytical hierarchy process (AHP). According to the results of the analysis, the content was relatively concentrated on the competency of "Understanding and Reconstructing the National Curriculum" required for general and informatics teachers as well, which accounted for 47% of all, or 7 hours out of the total 15 hours. In contrast, the content structure lacked the competency of highly relative importance by competency element "Establishing and Using Teaching-Learning Strategies for Informatics," which took up the highest portion of 27%. These findings will be used as basic data for understanding and reflecting the areas that fall short of the development of in-service training programs for informatics teachers.

A Study on the Indicator Development for the Target Technology Selection of Technology Assessment (기술영향평가 대상기술 선정 지표 개발에 관한 연구)

  • The social impact of science and technology is increasing, the meaning of technology assessment is not small in modern society, Specially, the technology assesment(TA) has been institutionalized and performed by Korean administration and its official results has reflected directly in the S&T policy. Therefore, the technology assesment is a device that prepare the negative effects of S&T and the social controversy in advance. To select the target technology of technology assessment will be done carefully in various perspective and concerned with the characteristics of technology assessment emphasizing social assessment, the institutional system of selecting one technology in each year and the contents and methods of evaluation that are determined in accordance with technology characteristics. However, the method of selecting target technology in TA is mostly peformed by qualitative discussion and vote rather than by reflecting various opinion and understanding TA until now. In this paper, we developed the indicator has to be considered to select target technology for TA by using factor analysis. Developed indicator is consist of five factor, such as the need for social consensus and the size of social/cultural impact etc., and we weight each factor by using Analytic Hierarchy Process(AHP). Futhermore, we show the example how to applicate directly these indicator and weights to select target technology and suggest institutional application in TA. Though using developed indicator in this paper, we expect to select appropriate technology for institutional TA and the application of TA results in society and public policy can be strengthened.

Analyzing the Importance and Priority of Safety Information in Walking Tourism: Focusing on Open Data Utilization (도보여행 안전정보의 유형별 중요도 및 우선순위 도출: 오픈데이터 활용을 중심으로)

  • The tourism industry is now changing to smart tourism, which maximizes tourists' overall tourism experience with the use of advanced mobile technologies and emphasizes the utilization of tourism information. Despite the quantitative expansion of the tourism industry, there is a lack of academic and practical discussion on tourism safety. Especially, in the context of walking tourism, tourists are more likely to be exposed to natural or social disasters and emergencies. Therefore, it is necessary to build a system that can provide walking tourists with safety information not only on dangerous factors which are anticipated to be confronted during a walking trip in advance but also on specific dangers in real time. Under the circumstances, this study seeks to identify the types of tourism safety information that can be offered by using publicly available open data, drawing on the safety information framework on the walking tourism that is presented in Choi et al. (2017)'s study. More specifically, this study focuses on the use of open data which is provided by the Korean government. Furthermore, this study verifies the types of safety information that are most urgently needed in walking travel situations. Specifically, this study aims to derive the importance and priority of each type of safety information for a walking trip by applying the analytic hierarchy process (AHP) analysis. For this, we collected 35 questionnaires from walking tour operators (practitioners) and walking tourists. The main results are as follows. First, natural disaster information is the most important factor in the top-level factor of safety information for walking tourists, followed by social disaster, life safety, and exhibition (security crisis) information. Second, information on natural disasters, environmental pollution, and weather is considered to be important at the sub-level factor. Lastly, the noteworthy result of this study is that the importance of each type of safety information varies depending on the walking tour operators (practitioners) and the walking tourists. That is, there is a recognition difference between the operator (practitioner) and the user in the importance and priority of the safety information of the walking trip. Therefore, it is necessary to develop policies and services reflecting the opinions of potential users when providing safety information so that the most importantly recognized information can be provided first.

The Effect of Leisure Activities on Leisure Satisfaction and Job Satisfaction - Targeting Airline Cabin Crew Members - (여가활동이 여가 만족과 직무 만족에 미치는 영향 -항공사 객실승무원을 대상으로-)

  • This study aimed to examine the effects of leisure activities on leisure satisfaction and job satisfaction among airline cabin crew, as well as the mediating effect of leisure satisfaction. The context for this research was the sudden increase in air travel demand in 2022 following the COVID-19 economic recovery, which led to cabin crew members experiencing severe stress and fatigue due to excessive scheduling. To achieve this research objective, a self-administered online survey was conducted with 251 cabin crew members from domestic and international airlines, resulting in a total of 224 valid leisure satisfaction and job satisfaction, as well as the mediating effect of leisure satisfaction on the relationship between leisure activity types and job satisfaction. The hypothesis testing results revealed that all types of leisure activities, including family-oriented, friend-oriented, and work-related activities, had a significant positive effect on leisure satisfaction. Family-oriented and work-related leisure activities had a significant positive effect on job satisfaction, and leisure satisfaction had a significant positive effect on job satisfaction. Additionally, the mediation analysis confirmed that leisure satisfaction partially mediated the relationship between family-oriented and work-related leisure activities and job satisfaction, while it fully mediated the relationship between friend-oriented leisure activities and job satisfaction. Therefore, the study offers academic implications based on these findings and proposes strategies for utilizing various types of leisure activities to enhance leisure satisfaction and job satisfaction among airline cabin crew. It also suggests that future research should further validate these findings through methods such as the Delphi technique or Analytic Hierarchy Process (AHP) analysis to assess the importance and prioritization of these factors among relevant industry stakeholders.

An Analysis of Investment Determinants of Korean Accelerators: From the Perspective of Business Model Innovation (국내 액셀러레이터 투자결정요인 중요도 분석: 비즈니스 모델 혁신 관점에서)

  • Although start-up is a key national strategy to increase national competitiveness and create employment, the survival rate of start-ups has not improved significantly. This is an important reason for the inability to provide timely and appropriate support to startups, which are in the early stages of start-up, due to the unique limitations of existing start-up support institutions and investors. The relatively recent accelerator is attracting attention as a subject of solving the above problems through professional incubation and investment. However, there are only a few empirical studies on investment determinants that affect the survival and success of accelerators, and there is a lack of theoretical evidence. Accordingly, in previous studies, 12 investment determinants were derived from a static, strategic, and dynamic perspective as accelerator investment determinants based on a business model innovation framework. This study subdivided the accelerator investment determinants derived through previous studies into 21 and analyzed the importance and priority of each factor using AHP (Analytic Hierarchy Process) analysis technique for domestic accelerator investment experts. As a result of the analysis, the top factors of importance of accelerator investment determinants were in the order of 'human resources', 'customer and market', 'intellectual resources', and 'entrepreneur's ability to realize opportunities'. It can be seen that the accelerator considers the core competencies of startups to implement solutions as the most important factor when making startup investment decisions. It was also confirmed that accelerators are strategic to create a clear value proposition and differentiated market position based on the core competitiveness of startups, and that the core value delivery method prefers a market-oriented business model and recognizes entrepreneurs's innovation capability is an important factor to realize a business model with limited resources in a rapidly changing market. This study is of academic significance in that it analyzes the importance and priority of accelerator investment determinants through demonstration as a follow-up study on accelerator investment determinants derived based on business model innovation theory that reflects the nature, goals, and major activities of accelerator investment. In addition, it is of practical value as it contributes to revitalizing the domestic startup investment ecosystem by providing accelerators with theoretical grounds for investment decisions and specific information on detailed investment determinants.

A Study on the Factors that Determine the Initial Success of Start-Up (스타트업의 초기 성공을 결정하는 요인에 관한 연구)

  • The purpose of this study is to find out which factors determine the success of start-up in the initial market and what are the most important determinants. For the empirical analysis, the questionnaire related to the analysis of success factors for start-up success was designed according to the quantitative analysis (AHP technique). First, we selected 8 representative success factors for successful start-up in the initial market. In order to determine the degree of priority among these factors, we surveyed 12 entrepreneurs who are interested in entrepreneurship, universities, research institutes, and public officials. As a result of the empirical analysis, 51% of the funds in the tier 1 were ranked as the top priority to determine success factors. Followed by research and development (32.5%), management (8.7%) and marketing (7.8%). In particular, when each of the four items is calculated as 100 according to the result of the tier 1, and the tier 2 is converted, the foreign investment is analyzed as 43.7%. It was followed by 15.14% of R & D facilities, 14.07% of ideas, 8.7% of managerial ability, 7.29% of domestic investment, 5.85% of buyer feedback, 3.3% of development strategy and 1.95% of marketing strategy. Among the eight success factors, overseas investment items showed the closest preference to half, and it was the most important variable that determines the success or failure of market entry. The implication of this study is that many start-ups in Korea expect to receive investment and support from overseas accelerators. This means that overseas investment itself has been recognized as a start-up that makes services and products that can be used in the global market. A high preference for attracting foreign investment is due to the fact that the amount of investment is larger than that of Korea and that it can flexibly cope with the pressure on the performance compared to domestic investors. In this study, it was meaningful that we could confirm this fact through questionnaires of start-up experts. In future research, we need to find a viable alternative through studying how to provide start-up to foreign direct investment at the national level.

A study of the actual conditions and development plan of the 6th industrialization policy: In the view of agricultural management organizations of Chungnam region

  • The $6^{th}$ industrialization of agricultural areas, which is the strategy to combine the 2nd industry and the 3rd industry with the 1st industry, is one of the main policy strategies of the inistry of agriculture, food and rural affairs in Korea. This policy strategy focuses on the promotion of small- and medium-size farmers or business firms including agricultural management organizations. Even though various policy programs have been implemented for the $6^{th}$ industrialization of agricultural areas, many agricultural management organizations still claim problems. The purpose of this paper is to analyze the actual conditions of policy programs for the $6^{th}$ industrialization of agricultural areas and to suggest a development plan for the $6^{th}$ industrialization policy for agricultural producers. Especially, we focus on the point of view of agricultural management organizations in Chungnam region. The results of this study present some findings as follows: first, the $6^{th}$ industrialization policy in the agricultural area needs to aim at improving software systems, including human resource systems. Second, the policy programs should focus on improving resident's welfare through building more public facilities and amenities. Third, a strategy of selection and a focus on long-term programs are required to increase the efficiency of policy programs for the $6^{th}$ industrialization of agricultural areas.
