The cloud computing environment is a new trend of web based application parts. It can be IT business model that is able to easily support learning service and allocate resources through the internet to users. U-learning also is a maximal model with efficiency of the internet based learning. Thus, in this research, we proposed a design of u-learning's teaching and learning model that is applying the internet based learning. Proposal method is to fit u-learning and has 7 steps: Preparing, planning, gathering, learning process, analysis and evaluation, and feedback. We make a cloud u-learning server and cloud LMS to process and manage the service. And We also make a mobile devices meta data to aware the model.

Im Allgemeinen auch psychische Patienten k$\ddot{o}$nnen sich daruber selbst entscheiden, $\ddot{a}$rztliche Behandlung zu nehmen und ins Krankenhaus aufgenommen zu werden. Im S$\ddot{u}$dkorea bei der zwangsweisen Unterbringung wird kein KBGB des privatlichen Rechts, sondern Gesetz $\ddot{u}$ber psychisch Gesundheitspflege des $\ddot{o}$ffentlichen Rechts vorz$\ddot{u}$glich verwandt. Aber das noch kann ein selbst Bestimmungsrecht von der psychischen Patient verletzen. Im Deutschland regelt BGB $\S$ 1906 Zwangsunterbringung der psychische Patienten, die Gef$\ddot{a}$hr des Selbstmord oder der Eigengef$\ddot{a}$hrdung haben. Au$\ss$erdemhat jedes Land eigen Gesetz $\ddot{u}$ber psychischen Kranken, das $\ddot{o}$ffentliche Vorschrift f$\ddot{u}$r Zwangsunterbringung regelt. Im Fall der Zwangsunterbringung im Deutschland BGB $\S$ 1906 wird prim$\ddot{a}$rer als $\ddot{o}$ffentlich Rechts verwandt, um die Selbstbestimmungsrecht der Patienten zu unterstutzen. Auch im Korea KBGB (koreanisches B$\ddot{u}$rgerliches Gesetzbuch) Ver$\ddot{a}$nderungen f$\ddot{u}$r die Einf$\ddot{u}$hrung des Betreuungsrechts, die sich mit der Zwangsunterbringung befassen, sollten diskutiert werden, damit die Selbstbestimmung sch$\ddot{a}$tzen.

The concept of ubiquitous is being applied on diverse industry fields as a new growth engine in Korea. With constructing u-City, new services which are called 'ubiquitous services' are developed actively. Even though there are active movement to develop u-service, there is no clear definition of what service can be defined as ubiquitous service. Given that this study proposes a u-service value classification framework focusing on services' characteristics. We conducted experts' group interviews to analyze new operating or developing services whether it can be ubiquitous. Study results show that some services are hard to be defined as u-service, so this study offers possible improvement alternative. The u-service value classification which offers clear definition of u-service can be used for the practitioners offering measurement framework of u-service level.

Recently, a lot of local autonomous entities are promoting Ubiquitous City(U-City) Construction by integrating Information Communication Technology(ICT) with city development, and also internationally, a lot of cities are making efforts to develop U-City to intensify a city's competitive strength and improve life quality of city dwellers. In keeping with such a stream of the times, each local autonomous entity and project developer are developing a lot of methodologies to establish optimal U-City in corresponding cities and also inquiring into a variety of development procedures, such as connecting existing urban development methods with information establishment methods. The method used usually is to establish Information strategy Plan(ISP) for a city which will be developed through consulting in the stage of city development planning. ISP is to establish vision & strategy for building the ubiquitous city and is a methodology including city vision, strategy, goal, and implementation method, etc. However, due to a lot of variables, such as a variety of city environment, establishment period, budget, information technology, and etc., it is difficult to contain establishment plans for every occasion in a similar method, in reality. Therefore, it is naturally necessary to suggest plans for city vision & strategy, and selection of element technology/service. Thus, this paper suggests models for vision & strategy establishment of U-City and suggests Top-Down Approach and Bottom-Up Approach method as a plan for U-City establishment. In addition, this paper analyzes general promotion methodologies for constructing U-City and analyzes how these two strategic methods [Top-Down Approach and Bottom-Up Approach] for city vision establishment are composed in such a methodology, to define and analyze its constituent plan.

In this study, the operation condition of the U-library services is identified, and after confirming if there is any difference in the recognition from librarians, based on the results, the U-library services explore ways improvement plan to be operated reasonably. This study selected 10 local governments supported of the Ministry of Culture was performed in U-library services as a subject of study. Whether is any difference in the perception of librarians were measured according to demographic factors of librarians, presence or absence of work independency, employment pattern difference of librarians mainly operating U-library service as U-library services operating difference. For this study, united research methods (survey, visit, phone call) were used.

The SpoU family of proteins catalyzes the methylation of transfer RNAs (tRNAs) and ribosomal RNAs (rRNAs). We characterized a putative tRNA/rRNA methyltransferase, VaSpoU1 of the SpoU family, from Viscum album (mistletoe). VaSpoU1 and other plant SpoU1s exhibit motifs of the SpoU methylase domain that are conserved with bacterial and yeast SpoU methyltransferases. VaSpoU1 transcripts were detected in the leaves and stems of V. album. VaSpoU1-GFP fusion proteins localized to both chloroplasts and mitochondria in Arabidopsis protoplasts. Sequence analysis similarly predicted that the plant SpoU1 proteins would localize to chloroplasts and mitochondria. Interestingly, mitochondrial localization of VaSpoU1 was inhibited by the deletion of a putative N-terminal presequence in Arabidopsis protoplasts. Therefore, VaSpoU1 may be involved in tRNA and/or rRNA methylation in both chloroplasts and mitochondria.

Recently, the concern of ubiquitous City(u-City) in each level of governments is on the increase, and they are professing themselves to follow the u-city concept on constructing new urban development or urban renewal project. But the u-city plan and construction proceed as the simple sets of advanced technology without fundamental space concept or space plan of the u-city. Therefore, the u-city as a citizen's living space and a basic urban environment is defined in this article, the viewpoint of the space plan and the recent trends of u-city in korea are reviewed. On the basis of this review, this article proposed an approach of the spatial plan for a u-city construction, here the approach consisted of the 3 stages of planning, constructing, and maintaining of the u-city, and finally the role of the participant in the each stage and spatial hierarchy was proposed.

The ubiquitous city construction act worked as an institutional basis for the U-City projects which were actively driven in the new urban areas until 2010. However, the country's urban policies which were recently changed focusing on revitalization of the existing towns and urban regeneration led to the increased demand for revision of the u-City law with a strong character of procedural law mainly for the new urban areas. Therefore, this study, taking into account the changes of the country's urban policies and the conditions related to u-City, established the direction of revision on the u-City law as the diversification of the u-City projects, reinforcement of u-City management operation and the supports for the u-City projects, and presented the consequent action plans. This study aims to review the problems with the current u-City law and the improvement plan from the practical point of view for reflecting the country's urban policy flow and demand. It is expected that the result of this study will be able to be utilized as a basic material for supporting the continuous development and expansion of u-City by law and system.

Recently, according to the development of ubiquitous computing, the u-GIS which not only used in u-Transport, u-Care, u-Fun, u-Green, u-Business, u-Government, and u-City but also used to provides various spatial information such as the location of user is being the core technology of the ubiquitous computing environment. In this paper, we implemented an mobile spatio-temporal Query Processing Systems for handling the Spatio-Temporal Data in mobile equipment.The mobile spatio-temporal Query Processing Systems provides the spatio-temporal data type and the spatio-temporal operator that is expanded by the spatial data type and the spatial operator from OepenGIS "Simple Feature Specification for SQL". It supports arithmetic coding compression techniques that is considered with a spatio-temporal data specific character. It also provides the function of data cashing for improving the importation and exportation of the spatio-temporal data between a embedded spatio-temporal DBMS and u-GIS server.
