In March 2023, the Ministry of National Defense highlighted the Synthetic Training Environment (STE) platform for practical training of combatants between training exercises in its Defense Innovation 4.0 Basic Plan. However, there are many issues to be resolved, such as the use of different simulators and terrain information systems for each military. Therefore, this study examined the cases of the U.S. Army, Air Force, and Navy, each of which has an advanced synthetic training environment, to derive suggestions for the ROK military.

The purpose of this study is to derive obstacle factors to 'high value vocational training' and to suggest development strategies. The training aims to solve the quantitative and qualitative problems of female employment by providing professional training in high value areas such as ICT, SW and knowledge service. To verify the training to meet these objectives, 48 processes operated in 2018 were analyzed and field monitoring was conducted. As a result of the analysis, problems were identified and improvements were derived in terms of learners management, training course design, field practice operation, and performance evaluation. Based on these results, researchers suggested four ways to develop high value vocational training. First, select learners based on combined talent and second, strengthen the project of linking enterprises and structured field practices. Third, establish a performance evaluation system of its own and manage performance and fourth, expand support for excellent training courses and provide consulting for course development. The results of this study are expected to be used as a reference for establishing policies for high value occupational training. In the future, quantitative research should be conducted to clarify the performance and problems.

국내 전체 조종사 배출 인원은 연 평균 1,200여명을 훌쩍 넘긴 가운데, 이 중 항공기사용업체를 통해 배출된 조종사 인원은 최근 5년 사이 2~3.5배 이상의 증가추세를 보이며 약 650여명 이상을 배출함으로써 전체 인원의 반 이상을 차지하고 있다. 그러나 현행 법령은 비행훈련과정을 운영하는 대학을 포함하여 항공기사용사업의 업무영역을 고려한 등록 요건 및 안전 고려가 부족하며, 비행훈련은 미래의 조종사를 양성하는 중요한 영역임에도 불구하고 훈련프로그램에 관한 요건이 규정되지 않아 비행안전은 물론, 양질의 조종사 인력양성을 위한 제도적 장치가 부족한 상황이다. 본 연구는 최근 발생한 항공기 사고/준사고 및 안전장애 유형을 토대로 항공기사용사업체에 대해 분석하고, 시행중인 비행훈련에 대한 법과 제도, 안전관련 개선방안에 대해 살펴보고자 한다.

Drought has repeatedly occurred due to the climate change effect. The government is working on ways to reduce drought damage and is conducting drought exercise. This study analyzed drought literature and exercise cases in the United States, Australia and Korea. Based on the analysis results, the study suggested considerations in selecting exercise types which are workshop, tabletop exercise and functional exercise, and process of the drought exercise. The results of the study can be used as an effective tool to prepare the virtual drought exercise.

본 논문에서는 증대하고 있는 재난안전사고에 효율적으로 대응할 수 있도록 훈련할 수 있는 시뮬레이터 플랫폼을 제안한다. 최근 재난은 복합적이며, 타 부처 간의 협력이 필요한 대규모 성격을 띠고 발생하는 빈도가 커지고 있는 반면 훈련도구는 각 부처별로 재난유형별 시스템들이 필요에 따라 독립개발 및 운영되고 있기 때문에 다양한 시나리오에 의한 종합적 분석결과를 기반으로 하는 스마트한 재난대응 방안 모색이 어려운 실정이다. 이러한 이유로 본 연구에서는 재난에 대응하는 사람의 다양한 능력을 반영하여 인공지능 기반 하에 훈련 시나리오가 생성될 수 있는 지능형 재난대응훈련 시뮬레이터 개발을 위한 플랫폼을 제안한다. 또한 몰입감을 가지고 가상의 상황 하에서 훈련할 수 있도록 가상현실 기반의 시뮬레이터 플랫폼이 될 수 있도록 제안한다.

Despite the fact that the construction industry demands a good quality of skilled labors, most of the labors have been nurtured through apprenticeship, without a systematic education. Despite Institutions has been conducted government-funded education and training programs, the number of new workers released through the educational institutions is not up to the demand of the construction sites, and only few construction workers take government-funded education program. This study analyzed the current status and problems of government-funded education and training, to derive problems and illustrates key improvements in the education system. The improvement measures were presented to improve the cost-side difficulties analyzed by major problems and improvements. As a result, this study aids to activate government-funded education and training.

The vocational competency development training teacher must complete the training course for the training of vocational competency development training instructor and get the qualification of the vocational competency development training teacher from the Ministry of Employment & Labor with the criteria set by the Presidential Decree. Therefore, it can be said that H_university 's educational performance, which is the only vocational competency development training teacher in Korea and that plays a role of mass production in the labor market, has a great influence on vocational competency development training. The purpose of this study is to identify the problems through the analysis of actual condition of vocational competency development training education based on CIPP model, Furthermore, it was aimed to suggest improvement plan of qualification training education. In order to accomplish the purpose of the research, the present situation of the training course for the vocational competency development training teacher training students was grasped. And We conducted a survey to draw out the improvement plan and utilized the results of 173 copies. We conducted interviews by selecting eight subjects for in-depth analysis and Understand the details of the results of the surveys conducted. As a result of the study, positive responses were obtained from the educational objectives and educational resources in the context factors. On the other hand, there were negative opinions about the curriculum reflecting the learner and social needs. In the input factors, positive opinions were derived from the educational objectives and training requirements. However, there were many negative opinions about the achievement of the learner's educational goals. In addition, there were many negative opinions of online contents education. In the process factors, positive evaluation was high in class related part, learner attendance management, and institutional support. However, negative opinions were drawn on the comprehensive evaluation of qualification training period, and the learner's burden due to lack of learning period appeared to be the main reason. In the factor of calculation, Positive opinions were derived from the applicability of the business curriculum for training courses for training teachers who are in charge of education and training in industry occupations. However, there were negative opinions such as learning time, concentration of learning, and communication of instructors. Based on the results of the study, suggestions for improving the operation of vocational competency training teacher qualification training are as follows. First, it is necessary to flexibly manage the training schedule for the weekly training course for vocational competency development training teachers. Second, it is necessary to seek to improve the online education curriculum centered on consumers. Third, it is necessary to seek access to qualification training for local residents. Fourth, pre - education support for qualified applicants is required. Finally, follow-up care of qualified trainees is necessary.

Multi-crew pilot license (MPL) is a new pilot licensing concept introduced and operated by ICAO. Mostly, candidates for MPL are educated and drilled with competency-based trainings (CBTs). In this paper, to present education and training measures for the domestic MPL application, ICAO documents and Korea aviation laws for pilot licensing, domestic and foreign airlines' employee requirements, and status of operations related to MPL system are identified. Also feasibility of MPL application in Korea is reviewed by checking approved domestic aviation training institutions' capabilities, airlines' pilot demands, and concerns of airlines and trainees with MPL system. Finally, three education and training measures on MPL application in Korea for the air navigation safety are suggested.

In this study, in order to propose an improvement plan for fire simulation training to improve fire response capability, fire simulation training is conducted for three business facilities, and changes according to whether training materials are used and whether the response time for each response stage is reflected in the training evaluation. The response posture and response ability of the training participants were observed and analyzed. As a result of the analysis, it was analyzed that most of the training participants improved their participation in training, response posture, and response ability when the use of training textbooks and response time for each response stage were reflected in the training evaluation. In the event of a fire simulation training, a number of training materials that can similarly implement the fire situation are used to improve and maintain the fire response capabilities (fire notification and fire report, initial extinguishing, and evacuation) of the training participants, and the target time for each response step. The result was that it can be used as a useful index for improving fire response capability and improving fire simulation training in the future and feedback only when quantitative training evaluation is conducted based on this setting.

To improve the quality of government-funded vocational training, an accreditation system of vocational training providers has been implemented since 2015. The purpose of this study was to suggest improvement measures by analyzing the accreditation system and the perceptions surrounding it. To this end, accreditation systems from European countries, such as Germany and the UK, as well as related domestic systems, were reviewed. Two surveys were administered to 131 appraisers and 370 vocational training providers. The study results showed that changes to the standard and accreditation processes are not needed at this point. In the long term, however, it will be necessary to request that vocational training providers adopt their quality assurance system. In addition, both appraisers and vocational training providers responded that the accreditation system is being established to increase the quality assurance system within vocational training providers. Based on the study results, several implications for improving the accreditation system were suggested as follows: a vocational training enhancement centered on outstanding vocational training providers; an accreditation system simplification for short-term vocational training providers; a stronger monitoring system during the accreditation period; and an operation of outcome-based accreditation.
