The U.S. Legal System in Telecommunication Standardization (미국의 정보통신 표준화 법체계 연구)

  • The United States has had the superiority in the global trading market, and focused on the deregulation, decentralization, and often competitiveness. Also, it has adhered to pluralistic and uncoordinated systems for its various standard related activities. But with the WTO TBT entering into force late in 1990s, international standards have become more important in the global telecommunication market. So it has been recognized that the progressive standard activity would lead to keep the superiority of the nation in global telecommunication market. Specially, as the EU has been most active in building an agreed-upon technical standards among Its members, the US has faced with a serious problem that it has lack of agreed-upon infrastructure for standards. Hence, to keep the leadership in international telecommunications market, now it has been focusing on the national approach to standardization activities through the governmental support. For the implementation of above purposes, it amended 2 Acts. One is the Telecommunication Act of 1996. The other is NTTAA(National Technology Transfer and Advancement Art) of 1996, which was enacted according to the 1995 report "Standards, Conformity Assessment, and Trade into the 21 Century" by )TRC(National Research Council). In this paper, we analyse the US legal system in telecommunication standardization field including above arts and their Implementing plans. And we suggest the need for the active system of government in our telecommunication standardization.

Pedagogy of E-Learning in Engineering Classes Using Multimedia Contents: Case of K University (멀티미디어 콘텐츠 기반의 공과대학 이러닝 교수법 연구: K대학 사례)

  • Whether the engineering department of universities employs ideal usage of e-learning or not needs to be investigated as many engineering departments diversify the use of the e-learning elements for educational purpose. Applying the teaching and learning methods and characteristics would lead to better strategies which are applied to development of contents and deployment of the e-learning courses. This study examines the characteristics and approaches of the usage of e-learning elements used by some instructors who use multimedia contents in offline teaching and learning environment. The results of this study shows that the e-learning elements assist the face-to-face course and the interactions are manifested in the classroom rather than in online setting. Lecture, hands-on-practice, simulation, and PBL(Problem-based learning) are turned out to be the major teaching and learning methods. This study signifies the need for use of various teaching and learning methods by the instructors and provision of PBL environment.

Arts-based research as a valid method for mathematics education research: Fiction writing applied to an activity of designing educative curriculum materials (교육적 지도서 개발 사례에 적용한 소설적 글쓰기 기법으로 살펴 본 예술기반 연구의 수학교육연구 활용 가능성 논의)

  • A research field develops by experiencing several turns of paradigms. Mathematics education research have experienced those turns as well. Still, the dominant perspective is that mathematics education research should be scientific and objective. In this article, I suggest that this need not to be the prime rule to follow and that the mathematics education field will fertile by discussing extraordinary cases which may seem controversal to be recognized as valid research work. To this end, I first briefly describe the necessity of open discussions among researchers for a field to develop. Then, I introduce fiction writing, a resesarch method derived from arts-based research, as an extraordinary case for open discussions. The benefit of Arts-based research is on that it takes an holistic approach to how we know by embracing emotion and emphathy as means for knowing. Because of this trait, arts-based research holds a powerful potential for influencing a wide range of people, both inside and outside of the resesarch field. Following this, I present a fiction about a prospective teacher who participated in an activity for designing educative curriculum materials. By doing so, I sought to provoke discussions among mathematics education researchers about what to include as a valid research work, possible standards for reviewing arts-based resesarch.

A Data-Driven Approach and Network Analysis of Technological Innovation Resources in SMEs (데이터 기반 접근법을 활용한 중소기업 기술혁신자원의 네트워크 분석)

  • This study aims to analyze the network structure of technological innovation resources in SMEs, especially manufacturing firms, and reveal the differences between innovative and non-innovative firms. The study first analyzes connection centrality, flow-mediated centrality, and power centrality for all firms, and derives structural equivalence through CONCOR analysis. Then, the network structure of innovative and non-innovative firms was compared and analyzed according to innovation performance and creation. The results show that entrepreneurship and corporate innovation strategy have a significant impact on the analysis of technological innovation resources of all firms. According to the CONCOR analysis, the innovation resources of SMEs are organized into seven clusters, which can be defined as intrinsic product innovation resources, competitive advantage promotion resources, cooperative activities resources, information system resources, and innovation protection resources. The network analysis of innovative and non-innovative firms showed that innovative firms focused on enhancing competitiveness and improving quality, while non-innovative firms tended to focus more on existing products and customers. In addition, innovative firms had eight clusters, while non-innovative firms had six clusters, suggesting that innovative firms utilize resources diversely to pursue structural change and new value creation, while non-innovative firms operate technological innovation resources in a more stable form. This study emphasizes the importance of entrepreneurship and corporate innovation strategy in SMEs' technological innovation, and suggests that strong internal efforts are needed to increase innovativeness. These findings have important implications for strategy formulation and policy development for technological innovation in SMEs.

Analysis of Individualized Education Support Team Intervention Objectives Using International Classification of Functioning, Disability and Health-Children and Youth Version and the Necessity of Occupational Therapists as IEP Members: A Systematic Review (국제기능장애 건강분류: 아동 청소년 버전을 이용한 개별화교육지원팀 중재목표 분석 및 개별화교육계획 구성원으로서 작업치료사의 필요성: 체계적 고찰)

  • Objective : This study systematically reviewed the collaborative team interventions of the Individualized Education Plan (IEP) using the International Classification of Functioning, Disability, and Health-Children and Youth (ICF-CY) framework to establish the professional domain of occupational therapists in Korea and their role as experts in IEP cooperative team interventions in special education. Methods : Articles were collected from the EBSCOhost, ProQuest, and PubMed databases. International search terms included "Special education," "Individualized education plan (IEP)," "IEP process," "IEP implementation," and "Occupational therapy." The study period was limited from January 2013 to February 2023, and the final 10 studies were analyzed using secondary classification. Results : Most studies were randomized experiments targeting individuals with autism, and often employed environmental improvements. The IEP collaborative team interventions using the ICF-CY framework emphasized goals related to activity (five studies), participation (four studies), and body structure/function (one study). Conclusion : Occupational therapists play a crucial role in collaborative IEP team interventions. This study established expertise in the context of special education in South Korea.

On the Improving Integrity for Verification method of Train-Centric Train Control System Architecture using FMEA Safety Activity (FMEA 안전분석 기법을 활용한 차상중심 열차제어시스템의 아키텍처 무결성 향상을 위한 검증 방법론 구축에 관한 연구)

  • Safety is the most important factor for train control systems. Model-based design and safety activities for way-side equipment in train control systems are important factors. Model-based architecture verification was carried out to develop an effective control system, which is represented by model-based failure mode and effects analysis (FMEA). An architecture verification method was created based on FMEA to take advantage of a design model and improve the train safety control system. Case studies were applied to architecture verification scenarios, and the results demonstrate the usability of the method. The improved method is expected to reduce the cost and time in the conceptual design for future development of model-based verification train control systems.

Methodological Review of the Research on Argumentative Discourse Focused on Analyzing Collaborative Construction and Epistemic Enactments of Argumentation (논증 담화 분석 연구의 방법론적 고찰: 논증활동의 협력적 구성과 인식적 실행의 분석을 중심으로)

  • This study undertook a methodological investigation on previous research that had proposed alternative methods for analyzing argumentative discourse in science classes in terms of collaborative construction and epistemic enactments of argumentation. The study also proposed a new way of analyzing argumentation discourse based on the achievements and limitations of previous research. The new method was applied to actual argumentation discourse episodes to examine its feasibility. For these purposes, we chose the studies employing Toulmin's argument layout, seeking for a method to analyze comprehensively the structure, content, and justification of arguments, or emphasizing evidence-based reasoning processes of argumentation discourse. In addition, we contrived an alternative method of analyzing argumentative discourse, Discourse Register on the Evidence-Explanation Continuum (DREEC), and applied DREEC to an argumentative discourse episode that occurred in an actual science classroom. The advanced methods of analyzing argumentative discourse used in previous research usually examined argument structure by the presence and absence of the elements of Toulmin's argument layout or its extension. Those methods, however, had some problems in describing and comparing the quality of argumentation based on the justification and epistemic enactments of the arguments, while they could analyze and compare argumentative discourse quantitatively. Also, those methods had limitations on showing participants' collaborative construction during the argumentative discourse. In contrast, DREEC could describe collaborative construction through the relationships between THEMEs and RHEMEs and the links of data, evidence, pattern, and explanation in the discourse, as well as the justification of arguments based on the flow of epistemic enactments of the argumentative discourse.

A New Approach to Improve Knowledge Sharing Activities at the Organizational Level by Rearranging Members of Current CoPs (실행공동체 멤버 재구성을 통한 조직차원에서의 지식공유 활동 개선 방안 연구)

  • Recently, many companies have started to manage and support CoPs formally at the organizational level because of strategic usability of CoP. These companies are also seeking ways to motivate CoP members to actively participate in their groups. Accordingly, this paper proposes one way of increasing CoP activities by rearranging CoP members. In practice, active CoP members often lead their groups. Therefore, rearranging members can, eventually, be one method to motivate more individuals to participate in CoP activities. This paper first suggests a new approach in order to improve knowledge sharing activities at the organizational level based on rearranging members of current CoPs. Second, a mathematical model is presented which maximizes total BLS (Balanced Level Score) of company A with several constraints. Then a real world problem is changed to a popular problem, VRP to solve this problem. Third, the solution program was developed to find a meaningful solution.

An Analysis on the Elementary and Secondary Education Act of the US -Focusing on the Contents of Library and Information Services (미국의 초중등교육법 분석: 문헌정보 서비스 내용을 중심으로)

  • The purpose of this study is to analyze the Elementary and Secondary Education Act(ESEA) of the U.S. reauthorized by the Every Student Succeeds Act in 2015 from the viewpoint of the library and information services, and to derive implications for improving the library and information services. For the first time, ESEA includes effective school library programs and school librarians, and links school library programs and school librarians with literacy, digital literacy, books, resources, up-to-date materials, technology, library services and educational services. It provides a financial and institutional base for library and information services in elementary and secondary schools of the US to be more conducted. In addition, school librarians are required to participate in personalized learning experiences, evidence-based assessments, and professional development in the law, so school librarians must provide library and information services to students, staff, and parents in order to improve student achievement and digital literacy. Based on these analyses, this study discussed strengthening access to the school library, specifying the work of the teacher-librarian's library and information services, strengthening collaboration with school members, educational activities based on evidence base, sharing educational effects and developing of library and information curriculum.

Managing Ocean Diversity in Global Change and Globalisation (지구적 변화와 지구화 시대의 해양 다양성)

  • The 1972 United Nations Conference on the Human Environment sparked off actions aimed at protecting the ocean on all scales. Physical science was essentially in the foreground, and the ecological dimension remained in the background as well. During the following two decades, ocean uses increased and spread unexpectedly, and there was an urgent need for management patterns to deal with coastal areas, regional seas, and with the ocean as a whole. Meanwhile, mainly thanks to the Man and the Biosphere (MAB) programme, the ecological dimension of the environmental issue became more evident, while the concept of sustainable development was designed by the World Commission on Environment and Development (1987). As far as the ocean is concerned, by adopting Agenda 21, the 1992 Conference on Environment and Development (UNCED) could neither embrace a wholly ecology-oriented policy, nor adopt the concept of sustainable development in its whole extent. This circumstance encourages efforts to consider the ocean from an effective ecological perspective, and to explore how cultural and ecological systems have interacted. Hence the concept of diversity becomes an increasingly key factor.
