For the efficient management of church documentary for religious reasons, including their historical and cultural values, the church archives should be excellently managed. However, the lack of understanding and consideration of the church records and archives makes it very difficult to have an actual grasp of its status and practical supports, such as budget and personnel, for records management. In this study, literature reviews and current status of domestic Protestant church archives, user survey of Saemoonan Presbyterian church and interviews of church archives records officer were carried out. Based on the results of the study, three parts of the proposed plan of the Saemoonan Presbyterian Archives were suggested. Education, exhibition, publication, and promotion of the church's archival services will help redirect the roles and values of the archives, which will make it an essential part of the church.

In the electronic record environment, there are discussions about the necessity of using records as information, and ISO 15489:2016 defines records as one of the information assets. In acceptance of this concept of information assets, the national archives of each country have established related policies and guidelines to actively promote information asset management. This paper intends to analyze the information asset management policies and guidelines that are established by the national archives of each country. This is to identify global trends for information assetization of records in the digital environment and derive benchmarking factors for seeking institutional establishment in Korea. To this end, the definition of records in ISO standards and related research results are analyzed to investigate the conceptual origins of information assets. Moreover, the actual cases about information asset management of the national archives of the United Kingdom, New Zealand, and Australia are investigated. Based on this, the implications of overseas cases and issues to be supplemented to establish the relationship between records and information assets are presented as a part of seeking institutional establishment in Korea.

The development of IT technology that has come to symbolize the fourth industrial revolution, the introduction of online government, and the change in environment has caused radical changes in record management. Most public institutions under the government make use of information systems that are objects of information protection such as electronic document system, document management system, and Onnara system. Further, protection and access control of record information through physical environment and electronic system in a user-centered record management environment is an essential component. Hence, this study studies how professional records management professionals in public institutions recognize safe protection and access management of record information, deriving areas that require improvement and providing a discussion and suggestions to bring about such improvement. This study starts by examining laws and policies on information protection in Korea, analyzing items on access control to compare them with laws and policies, as well as the current situation on records management and derive implications. This study is meaningful in that it aims to substantialize records management by suggesting areas of improvement necessary for the protection and management of record information in public institutions and providing professionals with tangible authority and control.

Appraisal occurs multiple times in the process of records and archival management. This includes the consideration of the value of records during creation, developing records retention schedule for records creating organizations, and archival appraisal for archival repositories to build their collections. This study attempts to understand the function of appraisal from a holistic perspective from records creation to archival preservation. In doing so, it investigates the case of New York State Archives and understands some of notable approaches how archivists cooperate with records creators and records managers to preserve New York's historical records. Learning from the case of New York State Archives, this study intends to emphasize the roles and responsibilities that archivists can play in appraisal in various steps.

As archivists are professional who is responsible for professional works related in archives, they are required to perform expanded roles including traditional roles in changed environment surrounding archives. To solve those requirements, reeducation program can be essential for improving archivists expertise. However, as compared with education quality and programs for professional improvement required to archivists, reeducation program currently offered in National Archives of Korea is inadequate to deal with performing the extended roles required to archivists. This study analyzed the current situation and problem of reeducation program currently offered in National Archives of Korea, as compared to domestic and foreign reeducation programs, and surveyed archivists' opinion about requirements to perform their extended roles in practice. Based on the results, this study improved a reeducation program in National Archives in Korea.
The purpose of this study is to investigate the transformation of archival appraisal theories in the digital environment. It is clear that the archival appraisal in the degital information technology era, characterized by the mass production of data type records on the information infrastructure will be fundamentally different from before. As the meaning of selecting in appraisal will be reduced, the existing archival appraisal theories need to be reviewed again. We can expect the decentralization of appraising centered on the national archives, considering the social proliferation of digital information technology. Meanwhile, expertise in archival appraisal will also be changed to a new professional acceptance model for digital technology. Digital technology will give us opportunities for a paradigm shift that may be difficult to understand with existing thinking of archival appraisal.
This article intends to explore the meaning of record and role of record management in electronic record environments, based on appraisal theory of Records Continuum. Appraisal theory of Records Continuum can provide to explore the mean of record and role of record management in new social environment. And it try to build the Concept of archival contents for expanding the meaning and utilization of record based on appraisal theory of Records Continuum.

In the digital environment, electronic records are explosively increasing, but there are little concerns on how to effectively manage and service. On-Nara 2.0 and record management system, the information system of records production and management stage, are being developed and distributed on the cloud base. Archives management system requires the acquisition of new record management techniques because they need to acquire and manage various types of private records as well as public records. Records have temporal characteristics, including the past and present; linguistic characteristics not limited to a specific language; and various types categorized in a complex way. Processing records such as text, video, and audio in the life cycle of records' creation, preservation, and utilization entails exhaustive effort and cost. Primary natural language processing (NLP) technologies, such as machine translation, document summarization, named-entity recognition, and image recognition, can be widely applied to electronic records and analog digitization. In particular, Korean deep learning-based NLP technologies effectively recognize various record types and generate record management metadata. This paper provides an overview of Korean NLP technologies and discusses considerations for applying NLP technology in records management. The process of using NLP technologies, such as machine translation and optical character recognition for digital conversion of records, is introduced as an example implemented in the Python environment. In contrast, a plan to improve environmental factors and record digitization guidelines for applying NLP technology in the records management field is proposed for utilizing NLP technology.

In the digital information environment records have an even closer relationship with business processes and become a core element of organizations' managerial activities. In practice, management is represented as congregation of business outcomes. The importance of records management is increasingly emphasized in terms of organizations' compliance, knowledge-management and risk management. However, there is currently no academic discussion on a between records management and managerial activities. In this context, the study has the notion that this should be defined and acknowledged for public institutions' effective records management. Based on the Malcolm Baldrige Model and ISO 15489, the study discusses a close between records management and management quality. The records management elements of the Malcolm Baldrige model and the managerial quality elements of ISO 15489 were analyzed. Based on the analysis, both common and neglected elements were explored in terms of records management.
