The improvement of an information communicating technology provides mankind with a rationality of ancient technology, and gave us many benefits as they go beyond time and place. a society that requires information, improving information communicating technology had a revolution over us and is giving us good benefits. The improvement os an information communicating technology gave us benefits for sure. in the other hand, it is giving us a threat also. Important point in a growth of a knowledge information community is to search for a way to make positive function work better and to reduce the bad benefits. They discussed some ways that information society is blocking the growth of a knowledge information community, and the purpose of this essay is to get a step closer to solve these problems.

According to increasing the benefits from public libraries, there are many studies for measuring the library value. This study presents a methodology for measuring use value of the public library in terms of time value, surplus value of alternative service, value of library service, and overall value of library. The cost-benefit ratio of the time value compared to library's annual budget is 11:1, and the cost-benefit ratio of the overall library value was measured by user's WTP is 0.3:1. This study proposed the method for measuring use value of the public library according to the process, the results of these measurments for each value and the factors affecting the values.

제주지역의 대표적인 공립예술단이라고 할 수 있는 제주특별자치도립예술단 소속 교향악단과 합창단을 중심으로, 지역 공립예술단을 활성화하기 위한 체계적인 마케팅 기법 도입방안을 제시하고자 한다. 더 나아가서 향후 다른 장르의 공연예술 분야에도 적용할 수 있는 마케팅 전략의 이론적 틀을 제공하는데 연구의 목적이 있다. 본 연구에서는 공연 관람객을 대상으로 설문조사와 면접을 실시하고 공연 마케팅의 5대 요인(제품전략, 가격전략, 장소전략, 촉진전략, 고객전략)과 공연 관람객이 인식하는 공연 활성화 요인(공연 만족도, 타인 추천의향, 재관람 의향)과의 상관관계를 살펴봄으로써 마케팅 전략적 측면에서 제주공연예술단의 활성활 방안을 모색하기 위한 이론적 근거를 제시해보고자 하였다. 본 연구의 가설검증 결과를 요약하면 공연 활성화에 영향을 끼치는 마케팅 전략 요인은 제품전략과 가격전략, 그리고 고객전략이었다. 제품전략과 관련해서는 '공연작품 및 작가', '공연단체 및 출연진의 유명도' 그리고 '공연의 예술성과 흥행성'을 고려해야 하는 것으로 나타났다. 가격전략에서는 관객들이 입장료 '할인혜택'과 '적정한 가격이라는 느낌'을 갖도록 하는 것이 중요하며, 고객전략에서는 공연 이외에도 꾸준한 '고객관리'와 '공연정보 제공' 그리고 '공연체험', '공연시간 준수' 등이 주요 고려사항이었다.

Distributed systems offer environments for attaining high performance, fault-tolerance, information sharing, resource sharing, etc. But we cannot benefit from these potential advantages without suitable management of events/states occurring in distributed systems. These events and states can be symptoms for performance degradation, erroneous functions, suspicious activities, etc. and are subject to further analysis. To properly manage events/states, we need to be able to specify and efficiently detect these events/states. In this paper we first describe an event/state specification language and a centralized algorithm for detecting events/states specified with this language. Then we describe an algorithm for distributing an event/state detection task in a distributed system which is hierarchically organized. The algorithm consists of decomposing an event/state detection task into subtasks and allocation these subtasks to the proper nodes. We also explain a method to make the distributed detection fault-tolerant.

This paper focuses on finding the way of aerospace industry promotion in Korea compatible with fair trade system under international rules by considering and analysing the WTO subsidy rules and WTO dispute settlement cases. As for subsidy rules in WTO, the paper deals with two matters such as financial contribution and benefit and further studies provisions on the prohibited subsidies and actionable subsidies. And as for the dispute settlement matters, it reviews the Brazil-Canada case and the US-EC case on civil aircraft export subsidies. While aerospace industry in Korea is not yet internationally competitive still requiring government's continuous supports, it must not be in conflict with subsidy rules under WTO mechanism. This paper makes several suggestions to meet these conditions.

Entering the era of globalization, international real estate companies to advance into the country are increasing. And real estate transactions, the need for transparency and reliability are becoming even more. The alternative that real estate transactions in advance to avoid an accident is just an escrow system. Analysing the status and actual conditions of escrow in the country's real estate market and presenting the activation plans are as follows. First, the government should support building bulk service for real estate transactions. Second, tax benefits should be developed.

선진 전력시장에서는 전력산업의 환경이 수용가 중심의 시장구조로 변화함에 따라, 이들을 대상으로하여 IT 기반의 다양한 전력부가서비스가 제공되고 있다. 이러한 서비스에 대한 연구개발은, 시간이 흐르면서 단방향이 아닌 양방향 통신 기반의 소비자 중심 서비스 분야로 확대되는 경향을 보인다. 특히, 미국 EPRI의 IntelliGrid 컨소시엄에서 제시한 수용가 포탈은 소비자 영역내의 장비와 에너지 서비스 기관 간의 양방향 통신을 지원하는 통합적인 개념의 서비스 기반으로, ESP(Energy Service Provider)와 소비자는 더욱 상세한 정보를 이용하여 더 많은 이익과 혜택을 기대할 수 있다. 이에 비해 국내의 전력부가서비스 제공 수준은 아직 시작 단계에 불과하지만, 머지않아 국내 전력시장 역시 양방향 통신 기반의 수준 높은 전력부가서비스를 요구하게 될 것으로 보인다. 따라서 국내환경에 적합한 수용가 포탈 기반의 전력부가서비스 개발이 필요하며 이를 통해 수용가에게는 비용 절감이 가능한 합리적인 소비 방안을 제시하고, ESP에게는 부하 수요관리 및 투자비를 절감할 수 있는 기회를 제공해야 할 것이다. 본 논문에서는 새로운 전력부가서비스를 기반이 될 수용가 포탈을 분석하고, 현행 전력부가서비스의 현황과 동향 분석, 적용가능 기술 분석을 수행하여 그 결과를 바탕으로 국내환경에 적합한 수용가 포탈시스템 기반의 전력부가서비스 선정 및 구축 방안을 제시하고자 한다.

이러닝 학습은 다양한 목적을 지닌 많은 대상들에게 눈부실만한 기여를 하고 있음에도 불구하고 이러닝의 특성을 가장 절실히 필요로 하는 장애인과 노인 등의 소외된 사람들에게 혜택을 주지 못하고 있다는 점은 안타까운 일이다. 이러한 현실에 대하여, 그동안 정보통신기술분야에서도 소외된 대상들을 고려한 접근성 관련 제도적 개선이 이루어져 왔다는 점을 상기한다면, 자성만이 아니라 그 이유를 조사할 필요가 있다. 따라서 본 연구의 목적은 이러닝 기업 CEO의 인식을 조사하여 웹 접근성과 관련한 제도적인 여건 속에서도 학습 환경에서는 여전히 접근성 개선이 이루어지지 않는 이유를 찾아보고 개선 방안을 제시하는 데 있다. 위의 목적을 위하여 현업에 종사하는 운영자와 개발자들을 대상으로 보편적 교수 설계을 위한 이러닝의 접근성 관련 인식을 조사하였다, 그 결과 이러닝 접근성에 대한 CEO의 인식은 매우 저조하며, 중요성에 대해서는 공감하나 비용적인 부담으로 인해 보편적 이러닝 콘텐츠 개발은 불가능하다고 생각하고 있었다. 이러닝 기업 CEO의 낮은 인식은 곧 개발자와 교수설계자들에게 접근성 기술 적용의 필요성을 강조하지 않는 결과를 초래하고 있다. 이에 대한 개선을 위해서는 우선 정부와 관련기관의 적극적인 홍보와 제도적 장치가 필수적이며, 현재 제공되는 이러닝의 접근성 개선을 위한 연구와 지원방안이 필요하며, 구체적으로는 보편적 학습설계와 접근성에 대한 교육과 확산을 위한 대안이 필요하다.

In order to minimize occupational accidents at worksites, the government is proposing and operating various safety and health policies. The safety and health management capabilities of domestic workplaces vary greatly depending on the size of the workplace, and in particular, safety management is difficult in workplaces with fewer than 50 employees, resulting in a relatively high accident rate. Therefore, the government is operating the safety and health technical support project for small business sites to establish safety and health in small business. In this regard, this study provided a plan for substantiating the safety and health technical support project. through the condition survey of the workplace.

농업협동중앙회는 ‘86년부터 공제 계약자에 대한 환원산업의 일환으로 계약자 건강검사를 실시해오고 있다. 간염, 자궁암 검사를 중심으로 건강검사를 실시해온 농협은 그 동안 많은 농민들에게 혜택을 주어왔다. 농협전남도지회의 경우 지난해에 간염 19,488명, 자궁암 11,070명, 소변검사 30,588명을 검사해 내고 자궁암의 경우, 유소견자가 발견되었을 때는 건협과 함께 치료를 받을 때까지 권유와 사후관리를 소홀히 하지 않았다. 뿐만 아니라 검사결과 전반을 분석 · 검토하여 농민의 건강상태, 건강에 관한 의식정도, 검사과정의 문제점, 개선 방안 등을 모색하여 농민복지에 기여해야 한다는 복지 환원사업을 성실히 이끌어 나가고 있다. 이러한 노력은 어느 곳에서나 마찬가지였지만 특히 전남농협도지회는 이성재도지회장을 비롯한 직원들 모두가 일심동체가 되어 농민 건강에 대한 각별한 관심을 가지고 일해 왔다. 그것은 이 건강검사를 받은 농민들 특히 질병을 발견해 치료를 받은 사람들이 농협공제사업에 대한 필요성과 고마움을 이야기하는 데서 충분히 느낄 수 있었다. 기자는 지난해에 있었던 전남도지회 검사에서 자궁암을 발견한 17명 중 몇 사람을 만나 이야기를 들어봤다.
