A Study on the Territorial Reform of Local Government in West Germany (독일의 지방 행정구역 개편에 관한 고찰 - 구서독을 중심으로 -)

  • This paper aims to examine the background, process, and characteristics of the territorial reform of local governments in West Germany (the Federal Republic of Germany) in the 1960s and 70s. During this period the territorial structure and function of municipality (Gemeinde), county (Kreis) and county-free town (Kreisfreie Stadt) as local governments were fundamentally reformed. The territorial reform of local governments paid special attention to merge the small-sized municipalities and to create the joint authorities in order to build the system of central localities. There had been criticism on the uniform boundary delimitation, confusion of regional identity, erosion of local autonomy and emphasis on the regional planning. But the territorial reform of the period has contributed to improve the performance of public administration and to strengthen the service delivery and planning capacity.

A Study on the Reorganization of Administrative Districts in New Town (신도시지역 행정구역개편에 대한 연구)

  • In this study, we examine the case of administrative reorganization centered on the case of specific region C and try to clarify implications for the reorganization of administrative district in Korea. The target city for the study is composed of two surface units and one town area. Is it right to integrate these areas into a single administrative district with a huge megapolis, a new city? Or is it right to separate it? This study has begun with these questions. In this study, we conducted a literature review on the theories related to the administrative district reform and examined related issues in the new city area. The policy implications that should be considered in promoting administrative district reform are as follows. First, cooperation and understanding of various stakeholders is needed. Second, the goals and vision of integration should be presented. Third, sufficient review is needed before integration. Fourth, it is important to respect community. Fifth, concession and coordination of interest groups are necessary. Sixth, the administrative reform process must be absolutely democratic and fair.

  • Gyeongsangbuk-do moved its provincial office in October, 2015 and has been building a new town with a goal to construct a truly self-sufficient city with the population of 100,000 people before 2027. However, a new town tends to be dualized in terms of its administrative districts, so it is raising a lot of problems regarding from city construction up to operation. In order to solve those problems, this author has selected Si Gun Gu integration that was chosen as a major task to do in 2012 among the basic plans to revise the local administration system announced by the promotional committee to reorganize administrative districts as the range of this research and analyzed how it is going on in Andong-si and Yecheon-gun where a provincial office new town is being constructed. The main contents of this study regard the theoretical model to reform the local administration system, basic plans to revise the local administration system, and necessity and directions for reorganizing administrative districts in Andong-si and Yecheon-gun. Based on that, this author suggests integration of administrative districts as a way for a provincial office new town to establish its identity and grow as a sustainable, new growth focus city in Gyeongsangbuk-do.

A Political Geography on the Reform of Administrative Areas and Place-names in China: with an Emphasis on the Minority Nationalities Autonomous Districts (중국의 행정구역과 지명 개편의 정치지리학 - 소수민족지구를 중심으로 -)

  • There have been frequent reorganizations of administrative areas and place-names in China since 1949. These reorganizations were practiced with the two institutions 'city control over surrounding counties(shiguanxianzhi)' and 'county transform to city(shigaixian)' based on the socialist commodity supply system(gongxiaozhidu) and civil registration system(hukouzhidu). In this article I will try to discuss the influence and meaning of these reorganizations on the minority nationalities districts in frontier China. The Conclusions are as follows: The increase of the number of cities and the reorganization of the place-names in the minority nationalities districts is not the result of the increase of population or advancement of industrial structure but the result of Han people having non agriculture registration(feinongyehukou) population's increase. Therefore the reorganizations of administrative areas and place-names was a process of inclusion of the minority nationalities areas as a part of the Chinese territory(guotu) more perfective than before.

Measuring the changes in the trend of urban and rural migration in Korea (최근 인구이동 추세의 변동)

  • There was a large reform in administrative districts during 1990-95, which might influence the estimates of migration according to the definition of migration. An indirect method has been worked out in this paper to measure the influence of the district reforms on migration estimation and to provide more accurate recent trend of migration. The district reform during 1950-95 tended to decrease the estimate of total migrants and influenced substantially the estimates of migrants between urban and rural. When the influences of district rewarm were removed, it was found that total migrations increased by 8.5%, between two periods 1985-'90 and 1990-'95, and the net migrants in the rural areas reduced drastically. It was also found that the change in migration trend between urban and rural was no more a local but a nation wide phenomenon.

Debates on the Reorganization of Administration District and Use of Maps in the Early Stage of French Revolution (프랑스 혁명 초기의 행정구역 개편을 위한 논의와 지도의 활용)

  • The purpose of this study is to consider debates the reorganization of administrative districts and to investigate the role of maps in this debate during the early stage of French Revolution. For this, firstly, we examined the argument of reformers who attempted to change the administration system of the Old Regime. We found that physiocrats proposed map use for their attempt to reform this system. Secondly, we considered the debate on the theme of the new division of the kingdom on the basis of speeches or interventions delivered to the National Assembly. Robert de Hesseln's map, itself influenced by the geometric spirit shown by the map of Cassini, played an crucial role in the utopian ideas of revolutionaries who would divide France in administrative units of equal size geometric grid. Thirdly, the deputies decided the number and boundary of department on the basis of Hennequin's map. The final cut which resulted in very tense negotiations with local leaders was irregular polygons modeled on patterns of economic relations, and elements of relief and historical tradition. Fourthly, new administrative divisions are plotted on the map of Cassini and presented to the National Assembly. And it was declared as a new administrative division of France.

The Politics of Space in the Municipal Mergers of Japan (일본의 시정촌 통합과 행정구역 재편의 공간정치)

  • Local administrative districts in Japan have extensively reformed over the last 10 years and have decreased by 40 percent. This study examines the process of the municipal mergers in Japan from the perspective of the politics of space, in addition to a focus on the formation of Tobichi (enclaves). The background and progress of municipal mergers in Japan revealed that the reformation of administrative districts progressed under 'restruction' rather than 'decentralization' to manage a financial crisis of government. As a result, the municipal mergers of Japan have progressed in spatiotemporal inequality. The municipal mergers of the study areas are analyzed in multi-dimensional spatial politics composed of financial and demographic properties, locationality, territoriality, placeness, and the politics of decision making. Administrative districts have a spatial property; the reformation of them should be considered with the specialty and generality of the region.

The Spatial Characteristics and Types of Municipal Mergers in Japan : Focused on the Tokyo Metropolitan Area (일본 행정구역 개편의 공간특성과 유형 - 수도권 지역을 중심으로 -)

  • This study aimed to examine the characteristics and types of reformation of local administrative districts in a metropolitan area, focused on the experiences of Japan, where municipal mergers were carried out extensively over the last ten years. Local administrative districts substantially have spatial characteristics. Therefore, the reformation of local administrative districts should be followed by a detailed analysis of the characteristics of the local area. Unlike other regions, the metropolitan area of Japan shows discriminative characteristics of finance, population and centrality. In addition, there are many types of regional context within a metropolitan area. These could be categorized by finance, population, centrality and basic industry. In conclusion, I revealed that municipal mergers could be categorized by their background and process and many issues were contained in each category. It had a meaning that municipal mergers had characteristics that expanded the regional inequality. Therefore, different approaches considering regional characteristics would be required for a municipal merger to be a useful way for regional development.

  • Over the past decades there has been an increasing demand for decentralization in order to promote the balanced regional growth in South Korea. However, several previous studies have raised concerns regarding the disparity between municipalities as the deviation of power from central government could give wealthy municipalities a clear advantage. The purpose of this study is to better understand the relationship between decentralization and balanced regional growth by examining the Great Heisei consolidation in Japan trying to enact largescale municipal restructuring in association with the promotion of decentralization. In particular, much attention is to be paid to the fact that Japanese central clearly understand the municipalities with small population size could be in a disadvantageous position during the decentralization process so that it has a policy of encouraging mergers to make the municipal system more efficient. Lessons from the case study are summarized in this study in relation to the South Korea's efforts towards the decentralization.
