A Study on the Development of Module for the Ocean Education -Focus on Busan Metropolitan City- (해양교육 모듈개발에 관한 연구 -부산지역을 중심으로-)

  • The ocean education in Korea is very weak even though Korea is the $5^{th}$ strongest country in maritime fields. This research figured out the ocean education status of Korea and some educationally advanced foreign countries, and developed modular ocean education programs to handle ocean education systematically and efficiently. Especially, the research presented the modular ocean education programs which are focused on Busan metropolitan city. Also, this suggested the ocean education courses which are composed of the correlated education modules to enhance the effectiveness and efficiency of the ocean education. These results are expected to be important motives to make the foundation for follow-up business of ocean education as well as contribute to foster ocean consciousness and revitalize the ocean education by expanding the ocean education from Busan to whole country.

  • We know the importance of Ocean Education as the Powerful Ocean Nation, but still do not have the organized ocean education system. This study figures out the international and domestic ocean education programs, standardizes Korean ocean education and suggests the ocean education module and ocean education course to maximize the educational results.

  • Korea is the 5th Maritime Power in the world, especially, Busan Metropolitan City is the 3rd Marine City, which has the largest Container port facility and logistic system in the world. However, Busan Citizen's maritime consciousness does not reach that level. This study points out the problems, which are insufficiency of linkage among maritime education institutes, uniformity of ocean education programs, incomplete ocean education system, inadequate management of ocean education programs and shortage of professional instructors. To solve these problems, it is necessary to develop the ocean education modules, establish the ocean education course and put into formal education course to maximize the education effectiveness. This is for the improvement of the reputation as a Marine City Busan, construction the hydrophil culture and propagation of ocean culture.

  • 우리나라를 비롯한 세계적인 물동량 증가로 국내 항만에 입출항하는 선박 척수의 지속적 증가, 연안 및 원양해역에서 선박간 위험한 조우상황의 빈번한 발생 등과 함께 국내 연안 해역에서의 해양사고 발생 건수가 꾸준하게 증가하고 있다. 최근 5년간의 해양사고의 주 원인으로 선원의 인적과실에 의한 해양사고가 약 90%에 달하며, 사고원인은 운항과실(항행법규위반, 조선부적절)이 대부분을 차지하고 있는 실정이다. 본 연구에서는 인적과실로 인한 사고예방을 위해 진행되고 있는 BRM과 SHS교육의 문제점을 분석하고 효과적인 교육 훈련 지침을 제시하였다. 또한 안전운항 평가 모듈 마련에 이용하기 위해 항해사들의 판단에 맡겨져 있는 초동조치 개시거리와 안전 이격거리 설정을 설문자료를 바탕으로 정량화하였다.

A Study on the Standardization of Education Modules for ARPA/Radar Simulation (ARPA/레이더 시뮬레이션 교육 모듈의 표준화 연구)

  • A mariner cadet gains the ability to identify and avoid potential collisions with other ships through ARPA/Radar simulation education. This research surveyed first domestic and overseas's rules (e.g., MOMAF's Standard, the STCW Convention, etc.) of the simulation education, upon investigation the only content and timing of this simulation-based education are specified according to these rules, and maritime education institutions issue the related certification autonomously after a student has taken the simulation because no simulation education module exists to further guide the ARPA/Radar simulation. As a result, it is difficult for students to acquire consistent maritime ability through ARPA/Radar simulation. This paper discusses standardization of these education modules to produce more consistent mariner ability, and verify the degree of improvement of education that would be achieved by enacting the proposed education module. The simulation education system used in maritime institutions in Korea was investigated, and scenarios reflecting traffic flow in actual waterways was proposed based on marine traffic surveys so teaching modules can educate/assess more effectively based on core marine abilities. Improvements in education and training were also verified using data collected over 2 years based on a standardized module. Each education institution can enact an effective, systematic education approach using standardized ARPA/Radar education modules proposed in this paper, and this can set a foundation to contribute to safer vessel navigation by improving maritime abilities.

  • Aid to Navigation (AtoN) is the artificial facilities to facilitate the ship's safe navigation using light, shape, color, sound, and radio waves. IALA has developed and operated the educational course for expert groups for the design, deployment, and management of AtoN. Also, maritime educational institutes have operated various educational courses for safe navigation through the ship's operation and ECDIS curriculum for seafarers. However, education using the AtoN Simulator System is needed to prevent marine accidents caused by misunderstanding of the AtoN according to various topographical, environmental, and maritime traffic environments. In this study, the existing ship handling simulator and AtoN simulator were applied to develop educational modules for accurate understanding and application of AtoN in various environments, enhancing the quality of education from the existing theoretical point of view and improving practical use to maximize educational efforts.

  • Despite the fact that navigation technology and educational programs were developed and maritime law has been enforced strictly, the number of maritime accidents has not dropped significantly. In order to reduce traffic accidents at sea, the preventive index for maritime accidents is designed and measured to evaluate and visualize the activities performed. The survey module is composed of preventive domains such as education, engineering, enforcement and information. The index was abstracted from the statistics of maritime accidents causes(2010~2012). It can be evaluated by using the newly developed survey modules. It was found that there is some correlation between the index value and the accident rate of maritime traffic. It is expected that this index will become another useful tool to help prevent maritime accidents.

  • The purpose of this study is to develop vocational English textbooks for vocational high school, especially marine production high school. Vocational English is intended to increase English proficiency in the area of specific industry or jobs. Based on the review of the literature, the study established developed vocational English textbooks for marine production high school based on the modular system. The developing process includes analysis for marine production job, marine production high school and current English textbook for marine production. Based on the analysis, this study developed English contents which marine production students utilize in not only school but also workplace. Also, this study suggests future research directions for effective development and use of the textbooks in the vocational high schools.
