하천의 서식처 특성 즉, 수리, 하도 및 하안 특성 평가의 목적은 하천기본계획 수립과 하천복원사업의 실행과정에 있어 기본방향의 설정 및 통합적 평가기준으로서 사업의 성공여부를 평가하고, 또한 하천 이용과 보전, 나아가 복원계획에 대한 잠재적인 적합성의 근거를 파악하고 이에 가치를 부여하기 위함이다. 본 연구에서는 하천 실무자가 적용할 수 있는 물리 서식처의 수리 및 하도 특성 평가를 위한 지표와 정량적 평가기준을 마련함에 있어 선진국 하천의 분류체계 및 물리 서식처 평가기준을 검토하였다. 또한, 검토 결과를 토대로 우리나라 하천의 물리적 특성을 반영할 수 있는 하천의 유형을 분류하고 각 유형의 특성을 반영할 수 있는 정량적 평가기준을 제시하고자 하였다. 평가체계의 가장 중요한 특징 중 하나는 개발 목적에 따라 하천의 물리, 생태, 경관, 이용 상황 등을 고려하여 하천환경의 다양성과 고유성을 제대로 반영한 평가시스템으로 구축하였다. 하도특성을 지배하는 주요 인자로 하상경사와 하상재료를 조합하여 급경사, 중경사, 완경사로 하천유형을 분류하고 하도 및 수리, 하안 및 식생, 하천교란 등의 3개 영역으로 하천을 세분화하여 평가 시스템을 구축하였으며, 또한 하천환경의 수리 및 하도특성의 정도는 두 가지로 첫째는 하천의 자연적인 모습인 참조하천의 관련된 것이고 나머지는 인간에 의해 교란된 비교하천으로 보았으며, 인간에 의해 교란된 정도와 서식처 기반 수준에 따라 1등급에서 5등급으로 등급화하여 평가체계를 구성하였다.

생태적 기능이 담보되는 하안의 조성 및 복원은 필연적으로 하안공간에서 물리적 구조변화를 야기한다. 이러한 하안공간의 물리적 구조변화는 장기적으로 구간에서의 생태적 기능뿐만 아니라 단기적으로 하천의 수리특성변화를 야기한다. 이러한 수리특성변화는 복원구간에서의 생태적 기능에 직접적인 영향을 준다. 하천복잡도에 따른 수리특성의 변화는 자연형 하천복원에 영향을 주는 변수이므로 이들 변화를 예측할 수 있는 하천복잡도 시나리오의 수립은 매우 중요하다. 따라서 본 연구에서는 2차원 하상변동 수치모형인 CCHE2D 모형을 이용하여 하천유형에 따른 수리특성을 분석하고자 하였다. 하천복잡도 시나리오는 Rosgen (1994)에 의해 제안된 하천분류방법과 유량크기별 모의 시나리오를 작성하여 모델에 적용하였다. 연구대상지역은 안성천유역의 오산천과 진위천으로 하천분류결과 크게 C유형과 E 유형으로 분류되었다. 분류된 유형의 수리특성 분석을 위해 C 유형의 구간중 진위천 본류구간과 통삼천의 만곡구간을 선정하여 모형을 구동하였다. 모형의 입력자료인 유한요소망은 하천정비기본계획의 부도를 이용하여 생성하였으며 모델의 경계입력자료는 WMS HEC-1의 유출량 결과 자료를 사용하였다. 빈도별 강우량 자료를 Huff의 4분위 법을 적용하여 24시간으로 분포화하여 빈도별, 구간별 유출량 자료를 구축하여 모의 하였다. 선정한 하천유형구간에 대하여 유량크기별 수위, 유속, 한계유속, 소류력에 대한 흐름특성분석을 실시하였으며, 조도계수의 변화에 따른 흐름특성 변화를 분석하였다.

This study tries to find a streambed scouring and sedimentation characteristics through the Rosgen(1994)'s stream classification system while experiencing several flood events. The Jinwee and Osan streams, the tributaries of Anseongcheon were selected. The streams showed type C or type E. By the classification results, two Type C tributaries one Type C stream and one Type E tributary were selected. For the four selected stream reaches, the analysis of streambed change was implemented by using numerical model CCHE2D (Center for Computational Hydroscience and Engineering). To prepare the inlet boundary conditions of each stream, the WMS (Watershed Modeling System) HEC-1 was used and the streamflows of 50, 80, and 100-year return period were generated and the outlet boundary was set to an open boundary condition. The simulation results showed that when the flood pulse periodically the streambed changes also appears regularly. The results can be used to acquire the basic data for stream restoration.
Because streams have a great diversity of morphological features according to their reaches, it is necessary to classify the types of streams in order to assess their characteristics of channel. In addition, a quantitative assessment system for channel characteristics should be reflected in the stream type properties. Therefore, this study compares two stream classification system (Rosgen's and Yamamoto's) to review their applicability on Korean streams, and the two classification systems were applied on the Nam River. In order for the mean bed slope and the longitudinal connectivity of the provincial and national streams to be reflected in the assessment system of channel characteristics, the Yamamoto system is considered highly adaptable in the stream geomorphology side. In addition, it has been found the Rosgen system has a low correlation of bed slope compared to the Yamamoto system in the view of bed materials. On the other hand, the Yamamoto system was found to be capable of reflecting sediment sorting (hydraulic sorting) of the bed slope. According to the results obtained at the Nam River, the Rosgen system could not classify a type of stream by relationship between bed material and bed slope, but the Yamamoto system can verify the correlation of stream type. However, further review is needed with respect to the applicability of natural rivers. Three types of stream that can be applied to the assessment system of channel characteristics were proposed.

도시하천은 Eco-network의 근간이며, 하천을 통해 인간이 느낄 수 있는 정서적인 안정감, 친밀감, 쾌적함 등 어메니티의 모체로서, 최근 도심내 Open space로서의 위상을 높여가고 있다. 양재천을 위시하여 수원천, 전주천 등 지역을 대표하는 하천들이 자연형 하천으로 정비되어 하천 이용에의 관심이 고조되고, 청계천의 성공을 기점으로 하천의 친수공간으로서의 기능이 강조됨에 따라 도시하천에 대한 개발 요구도는 급속히 높아지게 되었다. 이러한 개발요구의 급속한 증가가 있음에도 불구하고 보전과 이용이 상충하는 도시하천의 어메니티 향상을 위한 기준은 마련되지 않고, 일부 하천에서 이용과 관리의 효율성을 고려하지 않은 무분별한 개발을 부추기게 되어, 오히려 어메니티 향상의 측면에서는 부정적인 결과를 초래하였다. 따라서 본 연구에서는 하천 특성에 적합한 어메니티 도입 기준을 설정하기 위하여 하천의 규모, 자연도, 이용지수를 기준으로 하천유형을 분류하였으며, 이를 바탕으로 지속적인 연구를 진행하여 선진사례와 국내하천조사를 통해 지표요소를 분석하고, 분석된 지표요소에 따라 유형을 추출해내는 과정을 통해 하천유형과 활동유형, 도입시설간의 관계를 설정하여 도시하천 어메니티 향상을 위한 기준으로서 하천복원모델(안)을 제시하고자 한다.

하천의 수리 및 하도의 특성으로 대표되는 물리적 환경(하도 및 수리 특성)은 생태계 기반으로서 수질특성과 더불어 생물에 미치는 영향이 아주 크다. 따라서 하천의 물리적 환경을 진단하고 평가하는 경우에는 상 중 하류의 위치에 따른 하도의 지형학적 특성과 하천의 규모 및 유량의 크기 등에 따라 하천의 유형을 분류하고 그 유형별 특성에 따라 하천환경의 평가시스템을 구축할 필요가 있다. 1980년 후반 이후에는 세계 각국에서 환경보전, 하천복원 및 하천관리 등 종합적인 하천공학적 관점에서 적용할 수 있는 하천분류체계가 제시되었으며 1990년대 이후 선진국들은 정성적 또는 정량적인 하천의 서식환경 평가시스템을 구축하여 적용하고 있으며 대표적으로 정량적 평가시스템을 운영하는 국가는 독일과 미국이고, 정성적 평가시스템을 운영하는 국가는 영국이며, 호주는 영국과 미국의 평가시스템을 통합한 시스템을 운영하고 있다. 한편, 국내에서는 하천환경에서 생태계 기반인 하천의 물리적 특성(구조)에 대한 평가 및 진단 절차도 없이 시행되고 있는 사례가 대부분이다. 또한 지금까지는 하천의 자연도 평가 연구 등에서 선진국들의 하천환경평가시스템을 여과 없이 적용함으로써 국내의 하천특성을 제대로 반영하지 못하는 문제점을 노출하고 있다. 따라서 국내 하천의 물리환경 평가시스템에서는 생물 서식의 기반이 되는 하천의 하도지형 특성 및 수리특성을 반영할 수 있어야 한다. 하천평가에 앞서 하천유형 분류에 따른 하도특성은 하상경사에 따라서 급경사 하천(high-gradient stream), 중경사 하천(mid-gradient stream), 완경사 하천(low-gradient stream)으로 구분하였으며 하천의 물리환경 평가시스템의 평가영역 및 평가지표는 정량적 평가시스템을 운영하는 독일(LAWA, 2004)과 미국(EPA, 2004)의 연구결과를 참고하여 공통지표를 추출하고, 우리나라의 하천이용 및 정비현황을 반영하여 하천유형을 3가지로 분류하고 각 하천유형에 대하여 3개 영역 10개 평가지표를 5개 등급으로 구분하여 평가시스템을 구축하였다. 하천에 대한 하천 지형특성과 현황을 조사할 항목은 수리 및 하도영역의 6개 항목, 하안영역의 2개 항목, 하천교란 영역 2개 항목으로 3개 영역으로 구분해서 평가하고 그 점수에 따라 1등급은 매우좋음(1등급)상태의 $20>{\sim}18{\geq}$점, 좋음(2등급)상태의 $18>{\sim}14{\geq}$점, 보통(3등급)상태의 $14>{\sim}8{\geq}$점, 나쁨(4등급)상태의 $8>{\sim}14{\geq}$점, 매우나쁨(5등급)상태의 4>점으로 등급을 산정하였다. 매우 좋음의 1등급은 참조하천이며 좋음~매우나쁨의 2등급~5등급은 비교하천으로 구분하였으며 보통보다 높은 경우는 자연하천, 낮은 경우는 인공하천으로 나누어 서식처 기반에 따라 평가체계를 구축하였다. 한국형 하천환경 물리평가 체계가 확실히 구축되기 위해서는 각자의 평가 등급이 적절하게 평가 되는지를 검증해야 하기 때문에, 본 연구에서는 하천유형별 자연하천과 인공하천을 비교 분석하였고 평가 영역별 평가지표를 기준으로 상관분석을 통한 상관성을 분석하고 더 나아가 가중치의 적절성 및 각각의 등급에 미치는 영향을 검토하고자 한다.
This study is to develop an assessment system for stream physical environments by considering stream characteristics. Comprehensively, the descriptions of and steam classification, assessing reach selection, contents of assessment categories and indexes are summarized. Since the physical structure of stream is results of reaction by stream power, streams were classified into three types (as high gradient stream, mid gradient stream and low gradient stream) according to the slope of channel, the grain size of bed material and the characteristics of channel topography. The scale of assessment reach was selected based on 10 or 25 times of channel width according to typical characteristics such as interval of step or riffle and sinuosity in each stream type. The assessment indexes were organized into common indicators such as channel stability, flow status, cross-section shape, bank stability, channel alteration and stream crossing structure, and characteristic indicators by stream type such as effective habitats, bed embeddedness, diversity of flow and frequency of step or riffle. To evaluate the applicability, the assessment system was applied to 9 streams and the results were analyzed and presented.
The purpose of this study consists in introducing and examining the previous river classification systems applicable to the river improvement technique including geomorphological considerations, and developing a new system using the geomorphological criteria which represent the morphology of rivers. A newly developed system uses the channel reach as a classifying unit which is delineated by upstream and downstream tributaries. It adopts three basic geomorphological criteria for classification: 1) valley-floor width index(VI) reflecting the confinement of the channel in the valley, 2) sinuosity(P) which expresses the channel planform, and 3) bed material($d_{50}$). The system is composed of 24 stream types. Concerning every stream type, valley forms, principal bed forms and fluvial processes with disturbance elements are briefly presented. Finally, the applicability of this system to the Chungmi Stream and the Imjin River data in comparison with that of Rosgen system is examined.

사례하천의 연구결과 자갈하천의 경우 물리적 구조가 생태적으로 양호하여 종다양성이 풍부하나, 모래하천은 상대적으로 물리적 구조가 단순하여 생물종 다양성이 낮게 나타났다. 여러 조사항목을 이용한 MVSP의 UPGMA분석 결과 실제 하상재료와 같이 조사하천들이 분류되었다. 따라서 기 조사항목들과 분석방법은 앞으로 생태적 하천유형분류를 위해서 적극 활용할 수 있다고 판단 된다.
The types, distributional and shape properties of abandoned channels in Korea are classified and examined. There are 409 abandoned channels in Korea and they can be classified into the 6 types such as the incised meander cutoff, stream piracy, distributary, artificial incised meander neck-cutoff, channel straightening of free meander and distributary streams. The abandoned channels by incised meander neck-cutoff showing the most frequency with 266, have the topographical properties of high altitude and steep relief and frequently distribute in Gangwon and Gyeonbuk Province and in the upper reaches of main stream of Nakdong-River, and Dal-River and Pyeongchang-River, tributaries of Namhan-River. The most frequency areas of abandoned channels by distributary, channel straightening of free meander and distributary streams are the lower reaches of Namhan-River and main stream in the lower reaches of Nakdong-River, Mangyeong-River and Yeongsan-River, and Geumho-River, respectively. The abandoned channles by incised meandering neck-cutoff and stream piracy are relatively used as farmlands or forests due to the high altitude and relative altitude from the river bed.
