Status in Employment in the Agricultural Sector and Analysis Demand Factors : Evidence from Gangwon, South Korea (강원도 농업부문 고용인력 실태 및 수요 결정요인 분석)

  • 계획적이고 안정적인 영농을 위해 영농작업 인력을 확보하는 것은 매우 중요하다. 하지만 농가인구의 감소로 인한 농업인력 확보의 어려움과 농업노동 임금의 지속적인 증가는 경영주에게 이중의 고통이 되고 있다. 따라서 본 연구에서는 농가처분가능소득이 전국에서 가장 높은 강원도를 지역 표집으로 선정하여 Bivariate Probit 모형을 이용해 내국인과 외국인 고용의 상호 관계를 고려한 고용인력 수요 결정요인을 살펴보았다. 분석결과, 첫째, 3개월 이상 노동력을 고용하는 농가들의 경우 내국인 고용수요와 외국인 고용수요 간에는 양(+)의 상관관계가 있는 것으로 나타났다. 둘째, 전형적인 도시근교 농업의 특징을 나타내는 춘천시에 비해 강원도내 타 지역 농가들은 다른 변수들이 일정할 경우 내국인과 외국인의 고용수요가 증가하는 것으로 나타났다. 셋째, 젊은 경영주일수록 내국인 상시 고용에 대한 수요가 높고, 농가조직에 참여하고 있는 농가일수록 자가노동 확률은 0.13% 감소하고, 상시 농업 노동력에 대한 수요가 증가하는 것으로 나타났다. 이러한 분석결과를 종합한 농업 노동력 확보를 위한 정책적 시사점으로는 첫째, 상시고용된 농업인력들을 대상으로 국내외 문화 차이를 인지하고, 내국인 노동자와 외국인 노동자간의 협력 네트워크 구축을 위한 영농교육 확대가 필요하다. 둘째, 각 지역별로 내국인 또는 외국인 노동자의 상시고용 수요가 상이한 것으로 나타나 강원도내 지역별 농산업 현황을 기반으로 "(가칭)강원도 농업 인력 수급 플랫폼" 구축이 필요하다. 셋째, 청년창업농과 농가조직 참여 농가들을 대상으로 농작업 상시고용 인력을 우선적으로 매칭해 주는 것이 필요하다.

The Fourth Industrial Revolution and Labor Relations : Labor-management Conflict Issues and Union Strategies in Western Advanced Countries (4차 산업혁명과 노사관계 : 노사갈등 이슈와 서구 노조들의 대응전략을 중심으로)

  • The $4^{th}$ Industrial Revolution, symbolizing the explosive innovation of digital technologies, is expected to have a great impact on labor relations and produce a lot of contested issues. The labor-management issues, created by the $4^{th}$ Industrial Revolution, are as follows: (1) employment restructuring, job re-allocation, and skill-reformation, driven by the technological displacement, resetting of worker-machine relationship, and negotiation on labor intensity and autonomy, (2) the legislation of institutional protection for the digital dependent self-employed, derived from the proliferation of platform-mediated labor, and the statutory recognition of their 'workerness', (3) unemployment safety net, income guarantee, and skill formation assistance for precarious workeforce, (4) the protection of worker privacy from workplace surveillance, (5) protecting labor rights of the digital dependent self-employed and prcarious workers and guaranteeing their unionization and collective bargaining. In comparing how labor unions in Western countries have responded to the $4^{th}$ Industrial Revolution, German unions have showed a strategic approach of policy formation toward digital technological innovations by effectively building and utilizing diverse channel of social dialogue and collective bargaining, while those in the US and UK have adopted the traditional approach of organizing and protesting in attempting to protect the interest of platform-mediated workers (i.e. Uber drivers). In light of the best practice demonstrated by German unions, it is necessary to build the process of productive policy consultation among three parties- the government, employers, and labor unions - at multi levels (i.e. workplace, sectoral and national levels), in order to prevent the destructive damage as well as labor-management confrotation, caused by digital technological innovations. In such policy consultation procesess, moreover, the inclusive and integrated approach is required to tackle with diverse problems, derived from the $4^{th}$ Industrial Revolution, in a holistic manner.

Impacts of e-Grocery Consumers' Shadow Work on Mobile Shopping Avoidance and Switching Behavior (온라인 식료품 소비자의 그림자노동인식이 모바일 쇼핑회피와 전환행동에 미치는 영향)

  • In nowadays, Covid-19 has transformed patterns of consumers' behavior into a non-face-to-face mode. As the patterns of consumption have been digitalized, it has become a daily routine for consumers who perform so-called shadow work, which involves unpaid jobs that they have to do by themselves. In mobile grocery service context, consumers' shadow work could lead to shopping avoidance as well as switching toward other shopping channels. Thus, this study is to examine how consumers' perception of shadow work affect mobile shopping avoidance and switching intention toward other shopping channels. This study collected 283 survey data from online respondents who have experience on subscription services for ordering groceries in online. We also tested our research model by using partial least squares. Based on our results, this study has found that the perception of shadow work had a positive effect on mobile shopping avoidance as well as switching intention. We expect that our findings could contribute to relevant research on shadow work and suggest practical implications for digital platforms dealing with subscription business models

  • 타임뱅크(Time bank)는 '모든 사람의 시간과 모든 노동의 가치는 동일하다'는 원칙하에 지역 커뮤니티 내의 구성원 사이에 남을 도운 시간을 적립하고 남으로부터 도움을 받을 때 그 시간만큼 찾아 쓸 수 있는 상호호혜적인 봉사 시스템이다. 타임뱅크가 가능하기 위해서는 도움을 받는 사람과 주는 사람을 매칭시키고 시간 화폐를 계좌에 적립하고 관리하기 위한 웹 플랫폼이 필수적이지만, 국내에서는 관련 기술개발이 부진하다. 본 연구에서는 클라우드 서버 내에 Django 기반 데이터베이스를 구축하여 봉사 거래 및 타임뱅크 계좌가 관리될 수 있는 한국형 타임뱅크 웹 플랫폼을 제안한다.

  • This review article summarizes the issues around platform business with government regulation. We illustrated types and characteristics of platform business. We examined the current policy tools and government activities for regulating platform business in a digital economy. Policy tools of government regulation for platform business are not suitable or fit at times. We suggest an approach to look at the fit of platform business types and regulation policy tools. We also offer a policy recommendation to define situations whether to focus on minimizing conflicts among stakeholder or invite them to participate in anticipatory decision making process for new technology market.

  • 최근 ICT/loT 기술들이 다양한 산업분야에 적용하는 사례가 늘어나고 있는 추세이다. 특히 노동 집약적인 농업 분야에도 다양한 형태로 적용되고 있지만, 대내외적으로 복잡하게 얽혀 있는 농업/농촌의 활성화를 위해서는 다른 방안 제시가 필요하다, 본 논문에서는 1차 산업을 중심으로 2차, 3차 산업과 연계 또는 융복합하여 영세 규묘의 지역 농가들 및 업체들의 클러스터화를 통해 새로운 고부가가치를 창출 시킬 수 있는 6차 산업화를 지원할 수 있는 통합 지원 플랫폼을 제안하였다. 제안된 통합 지원 플랫폼은 육묘의 품질 관리 단계에서 최종 소비자에 이르는 전 과정을 지원하는 통합 지원할 수 있는 서비스 플랫폼이다. 육묘, 생산, 가공, 유통/수출, 체험/관광, 판매, 소비에 이르는 전체 시스템을 단계적으로 연결하고, 통합 운영/관리될 수 있도록 함으로써, 농식품에 대한 신뢰도 및 지역 농가 및 지역 농촌의 경제활성화에 도움을 줄 수 있도록 하였다.

A development of H/W and S/W platform of remote controllable agricultural robot based on XP embedded system (XPE기반 원격방제용 농업로봇의 H/W 및 S/W 플랫폼 개발)

  • According to abrupt decrese in number of farmer and ageing society, there has been a need for development of low cost agricultural robot. In this paper, a H/W and S/W platform of caterpillar type agricultural chemical dusting robot based on XP embedded system were described. The developed agricultural robot has 2 d.o.f caterpillar type driving wheel and 2 d.o.f chemical dusting spray mechanical system. The H/W platform of the agricultural robot consists of robot controller, remote controller and sensor controller. In S/W platform, 5 processes work concurrently, which are task manager, TCP-IP communication process, localization process, wheel control, and sensor control process. This robot platform has been developed for chemical dusting robot. We proved this system's validity through field test.

Debating Universal Basic Income in South Korea (기본소득 논쟁 제대로 하기)

  • Since 2016, public and political interest on basic income has been increased beyond academic interest. The recent debate on basic income has expanded on issues regarding to the concrete implementation of basic income moving further than the debate on conception of the basic income in the abstract level. This study examines major critiques of basic income which was raised from social policy area and makes a counter-argument on these critiques. Major points summarized as follows. First, the problem of jobs and social insurance exclusion is not serious enough to call for basic income. Second, existing social security systems will be crowded out by excessive financial burden if basic income is introduced. Third, policies to cultivate citizens' capacities to cope with a technological change should be given priority over basic income. This study disputes these critiques by counter arguing four points. First, it is necessary to reconstruct welfare state based on basic income, given the labor market changes, such as long-term trend of employment change, newly emerging employment of platform companies, and inconsistency of platform labor and social insurance. Second, hypothesis of crowding-out effect on social security system is just a criticism that can be applied to the basic income initiative of the right-wing. Also, it is unable to find a logical basis or evidence of this hypothesis from the historical process of welfare state development or previous studies. Third, it is necessary to discuss how to reconfigure existing social security system and basic income which are complementary to each other and also have consistency with labor market as a configuration, not as a matter of choosing between basic income and social security system. Fourth, de-laborization does not mean a refusal to labor but a free choice, and the basic principle of social security is not needs but right. In conclusion, in order to develop more productive debate on basic income, it requires more sophisticated discussion and criticism from the point of view of the distributive justice; the debate on the sustainability of social insurance-centered welfare states; and debates on the political realization of basic income.
