In the general multiple video object coder, more interested objects such as speaker or moving object is consistently coded with higher priority. Since the priority of each object may not be fixed in the whole sequence and be variable on frame basis, it must be adjusted in a frame. In this paper, we analyze the independent rate control algorithm and global algorithm that the QP value is controled by the static parameters, object importance or priority, target PSNR, weighted distortion. The priority among static parameters is analyzed and adjusted into dynamic parameters according to the visual interests or importance obtained by camera interface. Target PSNR and weighted distortion are proportionally derived by using magnitude, motion, and distortion. We apply those parameters for the weighted distortion control and the priority-based control resulting in the efficient bit-rate distribution. As results of this paper, we achieved that fewer bits are allocated for video objects which has less importance and more bits for those which has higher visual importance. The duration of stability in the visual quality is reduced to less than 15 frames of the coded sequence. In the aspect of PSNR, the proposed scheme shows higher quality of more than 2d13 against the conventional schemes. Thus the coding scheme interfaced to human- eye proves an efficient video coder dealing with the multiple number of video objects.

This study explores the effects of philanthropy education for elementary school students by using a mixed method. To examine the effects of philanthropy education, two different approaches in research methods are conducted with different data collected from different target groups on the same phenomenon: a) experimental designs to analyze students' change(prosocial behaviors) by philanthropy education program performed in a summer camp(43 participants) and elementary schools(162 students); and b) qualitative analysis on students' changes in perceptual, attitudinal, and behavioral aspects by students' diary and memorandum(66 participants) and intensive interviews with teachers(5 teachers) and parents(4 mothers). The analysis of both quantitative and qualitative results shows that philanthropy education has effects on students' changes in diverse aspects including prosocial behavior. First, the results of quantitative analysis show that in every component of the prosocial behavior such as helping, being kind, empathizing, sharing, protecting, and cooperating, students have positive changes after philanthropy education. Such changes are statistically significant as well. Second, the results of qualitative analysis show that students after having philanthropy education display positive changes in diverse aspects. Particularly, the quantitative results are converged with the qualitative results from students, parents, and teachers. On the other hand, unique finding from qualitative analysis is that students after having philanthropy education can have fundamental changes in their personality. Such a change is commonly confirmed by students, parents, and teachers. This study makes it possible to compare results or to validate, confirm, or corroborate quantitative results with qualitative findings on the effects of philanthropy education for students.

Media can be considered as a type of play for kids in this new media era. Researches on media content for kids have mainly focused on educational effect or specific features such as design, but a great deal of kids content is created for fun and enjoyment. This study analyzes fun factors of the most popular kids content on Youtube: Kongsuni and Friends, Carrie and Toys, and Pinkfong. The result shows that seven fun factors can be grouped into three categories; 1) Self-determination and independence are related to the media environment; 2) Sensuous vividness, empathy, and physical dynamic are related to the content; 3) Self-expression and social interaction are related to associated activities. This study extends our perspective on kids content by analyzing fun factors in the comprehensive process of media consumption.

The materials used in the title sequence connotes a style & a content of film comprehensively. Therefore, the effect of emotional expression can be changed according to what materials are selected. Thus, the materials of which 42 title sequences are collected for the last 10 years are classified, and the category of materiality & material degree are defined with the semiotic rectangle. To investigate intensity of the material degree, the survey was done. As a result of the survey, the intensity was classified into 3 levels of material degree. The category of materiality used according to the genre of film was analyzed. As a result of the analysis, the materiality was selected according to the content regardless of genre, but there's any difference in the material degree. The intense material degree was used in a thriller and an SF mystery genre, and the medium one was used in the general genre, but, above all, drama and action genre. The weak one was used in a variety of genre, but specifically horror, SF mystery genre. It is significant that this study suggested the expression method in accordance with selection of materials in producing a title sequence to visualize film symbolically.

This paper examines agri-food export competitiveness among 4 countries(Korea, USA, Japan, China) based on Porter's Diamond model approach. Korea agri-food competitiveness index is much less than those of other countries. Korea is the lowest ranked among the 4 countries in terms of three determinants(except 1 factor, related and supporting industries) of Porter's Diamond Model: Factor condition, demand condition, firm strategy, structure and rivalry. Korea is assumed to have weak point in the factor condition, demand condition because of low capital and land as well as insufficient investment on the agri-food sector. on the other hand, it seems to have strong factor in consumer condition(demand condition). This paper suggest the following strategies to reinforced the agri-food export sector in Korea. 1) an incentive system for seed development and capital investment, 2) a cluster strategy between agriculture and related industry.

This study tried to examine the internal mechanism in selecting, sorting, and producing international news coming from foreign country. With a perspective of media economists, this study hypothesized a relationship between the type of newspaper(regional vs. national), based on news markets, and the type of international news(sensational vs. public affairs), between the type of country(the First vs. Third world) and the type of news, and between the type of news market and the type of nation). The results indicated a signifiant relationship between the type of press and the type of news, with some internal inconsistency on the number of article and the amount of coverage. Further, this study revealed there was still an imbalance between the First and the Third country in terms of rho quality and quantity of international news. Also a significant relationship was found between the type of newspaper and the type of country.

The aim of this article is to explore the neighbourhood plan in the UK on the basis of the characteristic of community partnership. In establishing the plan in the UK, a characteristic of public partnership is that a local community takes part in the whole process of establishing the plan. In addition, the central and local government induce the participation of such communities while establishing a statutory duty. To conduct the duty, the government introduce a referendum in the process of the establishment of the plan while emphasizing that the majority selection is the best solution. Based upon this local partnership, one of important lessons from the case of the UK is that in terms of local development, the evolutionary pathway to the social economy become one of more crucial factors beyond the economy itself. In addition, this pathway is deeply concerned with the community partnership.

Recently, types of mobile services are ever-growing with technological advances, such as CDMA 2000, 256 Color LCD, 16 channel sound chip set and easy internet access. However, manual system that is supposed to support users for finding features and functions doesn't help users most of the cases since users are moving. Therefore, mobile sonics needs new concept for manual system that can support users while they are in use In this research report, new concept for interactive manual system is suggested. Then a guideline for interactive manual system is developed as a result from three empirical studies. First, ten information visualization methods used for describing functions are positioned on user's perception map. Secondly, user behavior pattern of getting required information from written manual was analyzed. Finally, visual cue system was selected as one of options for developing interactive manual system and a guideline was developed based on these research results.

In line with the trend of the digital transformation, the financial sector is providing financial services with new technologies. Among them, the open banking, which is drawing attention from global financial industry, is a service environment that maximizes customers' convenience and data utilization. In addition, the shift in the digital paradigm has also increased anxiety that security problems such as hacking and information leakage caused by data sharing are also concerned. A failure to overcome the negative view will hinder the development of financial services. This study presents a security governance system that can safely and comprehensively manage data in a digital financial ecosystem. This prepares a technical application plan by presenting a digital financial security architecture to field workers, focusing on the open banking service environment. It can be seen that this study is worthwhile by presenting a comprehensive information protection system that allows financial IT to introduce and utilize open banking services in a changing environment.

The present authors had conducted several researches(parking violation, traffic signal violation, speed violation, drunk-driving) on driving behaviors of the Korean people focused on cultural psychological perspective. This paper was designed to summarize these previous results. Although each research had dealt with different violation behaviors on driving, there were lots of similarities on the basis of violation. The results reveal the following rationale for incurring violation behaviors. First, most people reported that they violated the rule to pursuit short-term benefit. Second, the violators' psychological characteristics are described in terms of self-centered and self-justification. In addition, the respondents have justified their violated behaviors since the outcome is disadvantageous for the drivers. Furthermore, the violators' are found to possess a permissive attitude toward the other violators'. Finally, the implications of these studies were proposed. All of these findings were discussed in relation to the Korean culture.
