The police is huge career civil service organization. In 1999, police organization employed 7,801 persons as a new hiring. The police had revised employment system several times for competent human resources. But, it is true that much improvements need yet for person's employment which equip eligibility. Specially, discussions need for many new hirings by duty police system abrogation. Career civil service system is impossible of dismissal after permanent appointment. It is true that competitive rate of police officer examination much rose. But it's not important about organization development in addition this unconnects with competent resources. Must change police officer employment system for organization's future development. This study proposed policy about improvement way of examination for service step, field training officer and appointment.

The purpose of this study is to analyze current condition and features of female development funds of Busan primary local self-government, and to make useful implications out of this so that the local female development funds can contribute to its ultimate purpose, which is to achieve female development. The analyses show that 1) local self-governmental districts with good finance try to reserve funds by reducing programs; 2) local laws, which serve as the legal basis of female development fund utilization, do not reflect the value of gender equality; 3) the programs run by the female development funds lack contents; 4) beneficiaries of the fund programs aremixed; and 5) female policies and family policies are not separated, exhibiting the limitations of feministic perspectives. I propose that 1) the fund should be raised through the governance of local female groups and self-governments; 2) basic local laws should be revised: 3) gender perspective contents and birth support policy should be implemented.

This study is designed to review the current status of the National Technical Qualification(NTQ) system in the field of die & mold, which is focused on deficiencies of the regulatory system and qualities of die & mold professionals including the master craftsman, engineer, industrial engineer and craftsman. And it is also the purpose of this study to suggest improvement strategies for the NTQ system in the field of the die & mold. This study analyze the NTQ system for the die & mold technologies or skills based on the role model which is matched their business demands, and prepares the authority(such as Human Resources Development Service of Korea) for NTQ creation, combination, abolition, setting questions, and standards correction with priority given to die & mold industry and NTQ. It also offers elective options to reshuffle NTQs through focus group interview by experts.

The defense industry is a future-oriented industry, in which high-tech technologies are concentrated. In addition, it is a key industry for maintaining national security, and the R&D of the defense industry is very important. With the introduction of a competitive system by defense industry companies, the necessity of improving the efficiency and productivity of defense industry companies is emerging. In this study, the efficiency of the defense industry was measured using the CCR and BCC model. In addition, super efficiency was derived using the Super-SBM model. For this study, the 2019 defense industry management analysis data of the Korea Defense Industry Association (KDIA) was used, and the analysis was performed by setting the number of researchers and investments of domestic defense industry companies as the input variables and sales as the output variables. Through this study, it is expected that the defense industry's R&D efficiency will be grasped, which will help establish a policy for fostering the defense industry in the future.

Biometric information such as face and fingerprint information is highlighted in many security areas, including authentication, due to its uniqueness and convenience factors. However, if exploited maliciously, it can cause more serious damage than traditional security measures, like passwords. This paper reviews the watermarking method that is able to verify the integrity of this biometric information. The watermark to be inserted is the date of the biometric information acquisition. It is combined with 16-bit Cyclic Redundancy Checks prior to insertion. In particular, face and fingerprint images are saved in a specific compressed format. The proposed watermarking algorithm will be designed in such a way as to remain resilient against compression. The watermark inserted at the acquisition stage will be extracted at each storage and deployment stage, so that the integrity of the biometric information can be verified.

This study aims to explore how the copyright for writers of informative TV programs and documentaries is protected in the reality of broadcasting. For this study, 12 writers and the head of copyright department of the Korea TV & Radio Writers Association were interviewed in depth for research. Our interview findings suggest that writers have worked without written agreement signed by some form of legally binding contract. Instead, they have made verbal contracts. Writers should be aware of the reality of copyrights and request to readjust of basic copywriting fee from the Writers Association and each broadcasting station.

The use of chemical products to enhance and improve life is a widespread worldwide practice. In spite of the benefits of these products, there is the potential of chemicals for adverse effects to people or the environment. The globally harmonized system (GHS) of classifying and labeling chemicals that was recommended by the United Nations in 2003, has been introduced globally since 2008. Compare to the classification criteria of agricultural formulations today, classification criteria of GHS is different partly. One pictogram is removed and 3 pictograms are introduced newly. The classification criteria of GHS will be changed preferentially and implemented gradationally to hazard products.

This study begins with focus on the public opinion and political views on embracing Yemeni refugees in Jeju. The public opinion is demanding amendment or even abolition of the Refugee Act. The argument opposing Yemeni refugees is persuasive enough in terms of public order and safety, cultural conflicts and economic interests, but it is going against the universal and authentic values that must be pursued by a forward-looking society. It is natural that the power exerting political discretion keeps an eye on public opinion. However, no matter how many people express it, unjustified public opinion must not be a foundation for political decision. This study will examine the shadows of public opinion and related concepts for those reasons, and review Augustine's concept of 'love' as a value to refer to in making a communal decision. Conflicts lead to insecurity and rift. Without sensus communis (common sense), the rift will not be healed. This study raises the need to resolve such conflicting state and seeks insight from Augustine.

E-authentication is one of the key functions for electronic transactions with the identification function made through the information systems. With the abolition of the mandatory use of public certificates, various private e-authentication services have emerged, and are developing to provide various additional services in addition to e-authentication. In this study, we explored the factors that affect user satisfaction with e-authentication services, compared the relative influence among the factors that we explored, and produced implications that could contribute to strengthening the competitiveness of e-authentication services. Based on the characteristics of e-authentication service, we searched and found four factors such as availability, convenience, added functionality and security. After that, we established and analyzed our research model to analyze the causal relationship between these four factors and user satisfaction. The analysis results showed that availability, convenience and security had significant effects on user satisfaction, but added functionality had no significant impact. In addition, compared to availability and convenience, security had a very strong impact on user satisfaction. This study suggests that e-authentication service providers should make efforts to make users aware of the usefulness of additional services while enhancing security.

Recently, the Korean government is considering a policy of adopting competition in railway transportation, such as the establishment of a subsidiary company to Korail as a company to operate a part of the KTX line, the separation of deficit-running lines of local railways and the opening of railway transportation to private operators. The termination of local railway service, which is a major provider of public transportation, will not only deprive the public of a means of transportation but also lead to a decline in the quality of public transit in general. The termination of local railway service is being decisively affected by the national railway policy. The purpose of this thesis is to clarify local railway policy in Japan by studying the development and philosophy of the local railway policy of the Japanese National Railway (JNR).
