Analyzing Korean Media Industry Trends and Competitive Strategies by Introducing Comprehensive Programming Channels (종합편성채널 도입에 따른 국내 미디어산업 변화 및 사업자 경쟁방안에 관한 연구)

  • Recently, a new media reform bill has passed through the National Assembly in Korea. The introduction of comprehensive programming channels that combine news and entertainment programs is expected to have a direct and indirect effect on the media related industry. And it affects not only existing traditional media operators, but also companies that consider entering the comprehensive programming business. This study analyzes the changes caused by the emergence of new businesses and identifies competitive strategies. Using Scenario Network Mapping (SNM) that is a scenario planning methodology for developing an industry network map in a complex environment. As a result of this study, the following competitive factors were identified: new business competitiveness, government policy and support, and content differentiation. This study has significance as an initial study on comprehensive programming channels strategies. It also provides implications to the government and the entrepreneur who is considering starting a comprehensive programming business.

  • 본 대학 건축설비과는 1995년 12월 대한설비공사협회 서울특별시회와 위탁교육에 관한 계약을 맺고 1996학년도에 협회 산하업체 직원 40명에 대한 별도학급을 편성하여 위탁교육을 실시하고 있으며, 1997학년도에도 39명에 대한 별도학급을 편성하여 위탁교육을 실시하였다. 위탁교육제도는 산업체 종사자들에 대해 전문지식의 습득기회를 확대하여 기술변화에 대응할 수 있는 능력을 함양시키고 기업의 경쟁력을 강화시키는데 목적을 두고 있다. 본 연구는 2년째로 접어든 건축설비과 위탁교육과정을 합리적으로 운영하고 교육생들의 학습의욕을 능동적으로 고취시켜 산업계의 기술변화에 적절히 부응할 수 있는 교육방안을 마련하기 위하여 1,2학년 위탁교육생들의 설문으로 교육생 성향을 분석하고 교육지도 방안, 산업체 지도방안 그리고 홍보 방안을 모색하고자 한다.

  • 최근 정보보호의 중요성에 대한 인식이 확산되고 있음에도 불구하고 정보보호에 관한 적절한 투자가 이루어지지 못하고 있다. 이는 전 세계적인 경제 불황이라는 원인도 있겠지만, 정보보호 예산 편성에 대찬 제도적 장치 및 절차가 미흡하여 정보보호에 대한 요구사항이 적절하게 반영되지 못하는 구조적인 문제를 가지고 있다. 미 정부에서는 정보보호 예산편성을 체계적으로 수립하도록 여러 법규와 지침이 작성되어 현재 수행 중에 있는 반면, 국내에서는 예산편성지침에 정보보호 관련 예산편성에 대한 지시는 있으나 구체적인 방법 제시나 지침이 존재하지 않고 있다. 본 연구에서는 미국의 전자정부의 출범에 따른 정보기술 예산 편성과 관련된 미 연방정부정보보호관리법(FISMA) 및 관련 법규를 검토하고 자본계획 및 투자통제프로세스를 통한 정보보호 예산 편성 과정을 분석하고자 한다. 또한 국내 정부의 예산편성 과정을 미국의 경우와 비교 분석함으로써 보다 효과적인 정보보호 예산 반영을 위한 제도적 방안 및 지침 수립을 위한 시사점을 제공하고자 한다.

Analysis on the Curriculums of the Specialized Vocational High Schools Aided by Small and Medium Business Administration (중소기업청 지원에 의한 공업 계열 특성화고 교육과정 편성 실태 분석)

  • The purpose of this study is to find out the measures to improve the curriculums of the specialized vocational high schools aided by Small and Medium Business Administration through estimating whether they have satisfied the purpose of the aids and analyzing the related factors. Among specialized vocational high schools aided by Small and Medium Business Administration, 49 technical high schools which comprised the largest proportion were chosen as subjects for this study. Among the 49 subjects, 57.1%(28 schools) are reported to be suitable, 36.7%(18 schools) so-so, and 6.2%(3 schools) unsuitable for the curriculums. The curriculums of specialized vocational high schools aided by Small and Medium Business Administration were mostly associated with the local strategic business. However, many of them implemented the pre-existed curriculums because they didn't reflect the job analysis of the business properly. To establish more effective curriculums of the specialized vocational high schools aided by Small and Medium Business Administration, most of all, guides for them should be prepared in its level. Also, midium and long-term development plans of school departments should be made to reorganize the current departments which hinder the specialization in curriculums by government or offices of education. Finally, a conference of government departments on the curriculum establishment should be organized.

  • Digital TV 환경에서, Advanced Television System Committee(ATSC) 표준을 채택한 지상파 방송 사업자들은 자기 채널 정보만을 전송하기 때문에, 시청자가 타 채널 편성정보를 검색하기 위해서는 채널 튜닝(Tuning) 후 정보를 받아볼 수 있다. 이러한 이유는 방송 사업자의 송출 대역폭(Bandwidth)의 부족 및 사업자간의 이해관계가 원인이 될 수 있다. 본 논문에서는 ATSC 의 데이터방송 규격인 Advanced Common Application Platform(ACAP) 기반에서 자기 채널 편성 정보는 현재 수신되고 있는 PSIP 규격을 이용하여 디스플레이 하고, 타 방송사 채널 편성 정보 및 장르 정보, 양방향 데이터방송 정보 등은 리턴 패스(Return Path)를 이용하는 통합 편성 정보 서비스(Integrated Scheduling Information Service, ISIS) 구현 방법을 제시하여 문제점을 해결하였다.

  • 2000년 8월1일 교육 인적 자원부는 7차 교육과정 컴퓨터 교육에 대한 보완으로 「초 ·중등 학교 정보 통신 기술 교육운영 지침」을 발표하여 ICT 교육을 의무화하도록 했다. ICT 교육은 학습자로 하여금 단순히 컴퓨터를 사용하는 방법을 가르치는 것을 넘어 정보 통신 기술을 교과 수업에 활용하는 능력을 길러주는 방향으로 나아가고 있다. 따라서 효율적인 ICT교육이 이루어지기 위해서는 각 학년 단계에 알맞은 컴퓨터 교육과정이 편성되고, 그것이 교수-학습과정에서 적절히 활용되어야 한다. 본 논문에서는 초등학교의 효율적인 ICT교육 방안을 모색하기 위하여 현재 부산광역시의 인정 보급 도서인 '즐거운 컴퓨터'의 활용에서 나타나는 컴퓨터 교육의 제반 문제점을 분석하고, 초등학교의 컴퓨터 교육필요성과 그 편성 방안을 제안하고자 한다.

  • Purpose and Method: Financial field among the various changes due to the nationalization of fire fighting officials is the main point and to stably settle according to the purpose, improvement of special account for fire fighting officials is suggested by analyzing the facts and related acts. Results: To use the fire fighting project budget entirely in fire fire fighting project by the purpose of the installation of special account for fire fighting officials, dual budgeting standard for labor cost should be revised. In the reserve cost budgeting standard "Within 1/100 of the total budget rule" total budget includes the labor cost, as a result reserve cost budget will keep increase, so reserve cost budget should be fixed by the project budget instead of the total budget. Conclusion: To use the fire fighting budget by the purpose of the installation of special account for fire fighting officials, improvement on budgeting standard is necessary to increase quality of the fire service and stably operate the fire fighting organization.

  • In general, teachers have opened a specially supplementary course for the underachivers in mathematics. But because of a lot of problems, the class has not been activated. So in this paper, for the purpose of maximizing the effect of the class, we introduce mathematical games and puzzles in the class for causing the students' interest in mathematics and adopt multi-step test, which is a test with multi level problems in a problem, for both selecting the underachivers in mathematics and supplementing learning deficiency. As a result of the process, the atmosphere of learning is positive and learning activities are voluntary and the altitude to the mathematics is improved.

  • The purpose of this research is to identify how industrial highschool try to organize and apply NCS based curriculuma, to find out problems, and to suggest what the task for the sustained development and growth under the NCS based industrial highschool curriculum In order to identify actual situation and problems, when a industrial highschool organize and apply NCS based curriculum, we suveyed NCS based curriculum that 583 specialized, Meister highschools organize. The problems to identify through analysis about NCS based curriculum that schools organize are the followings First, schools' NCS based curriculum is set up too much comprehensive type for training human resources. Second, carreer path of students is not considered by schools' NCS based curriculum. Third, yearly plan for schools' NCS based curriculum is not balanced to raise working experience skill among each grades. Forth, schools are not ready to use NCS learning module. Task to solve these problems are the following. First, schools' curriculum have to be organized on the basis of NCS's purpose. Second, teachers have to restructure the NCS learning module in order to go up availability of NCS learning module. Third, industrial highschools have to make efforts to raise students' working experience skill. Finally, industrial highschools have to make efforts to raise teachers' competency to need that they teach and train their students' working experience skill.

A Case Study for Exploring the Ways of Improving the Organization and Implementation of the Curriculum for Small Rural Middle Schools (농어촌 소규모 중학교 영어 교육과정 편성·운영 개선 방안 사례연구)

  • This study was designed to explore the ways to improve the organization and implementation of the curriculum for the small rural middle schools. In order to do this, the situations and demands in organizing and operating the curriculum were analyzed through interviews and classroom observations. Having separated the country into 5 distinct regions and the cases of 10 small rural middle schools across these regions of the country were directly observed and analyzed. As a result of the study, it was necessary to prepare a fundamental solution to the following problems: 1) insufficient linkage between school levels of integrated operating schools in terms of curriculum, 2) lack of educational facilities and cultural space in rural areas in terms of local communities, and 3) supply and demand of teachers in small-scale middle schools in rural areas in terms of supply and demand of teachers. Based on the discussed issues, the following implications could be drawn for the improvement and support of school curriculum organization and implementation. Firstly, the autonomy in organizing and operating curriculums for small rural middle schools should be greatly expanded so that integrated schools or joint curriculums between schools can be operated in a robust manner. Secondly, it needs to strengthen the out-of-school support for small rural middle schools alongside local governments and local communities, including the operation of Edu buses and the construction of multipurpose educational and cultural centers. Finally, it is necessary to address the difficulties of operating circuit teachers by systematically expanding the pool of teachers and instructors, and managing teachers and instructors at the level of the local education office.
