본 연구는 공적 연기금인 사학연금기금의 책임투자 활성화 및 스튜어드십 코드의 이행을 위한 전략적 방향성을 제안한다. 책임투자와 스튜어드십 코드 도입의 의미와 논쟁, 해외 연기금의 사례, 사학연금기금의 현황 및 여건 등을 종합적으로 고려할 때, 다음과 같은 검토사항들을 도출하였다. (1) 책임투자 및 스튜어드십 코드 이행을 위한 정책 및 지침의 제·개정, (2) 내부 조직의 확대·개편, (3) 자체적인 ESG 평가 모형 구축과 다양한 외부 평가기관의 자료 확보·활용, (4) 외부 위탁운용사 평가 체계 개선, (5) 책임투자 및 주주권 행사 관련 공시 강화가 그것들이다. 본 연구는사학연금기금의 효과적인 위험관리와 중·장기적 수익의 안정성을 제고하기 위한 대안으로써 책임투자의 성공적 도입을 위한 제반 여건을 제시하는 실무적 시사점을 가질 것으로 기대된다.

Real option thinking can provide a strategic agility, especially when IT managers consider ERP investment projects. Managing financial and IT risks is critical for the success of ERP investment projects. We examine whether Korean IT managers apply the real option thinking when considering ERP investment projects. On the basis of a survey data collection, we validate hypotheses based on existing literature in IT and finance. Notably, Korean IT managers consider only volatility among financial risk variables and two important IT risk variables, namely, requirement changes and continuous training costs.

포장도로는 신설된 후 계속적인 차량의 통행과 기후 조건의 변화등으로 시 간이 경과함에 따라서 그 상태가 저하된다. 따라서 포장도로는 일정기간이 지난 후에는 쾌적한 차량의 통행을 보장하기 위하여 유지보수를 실시하여야 한다. 이러한 유지보수를 효율적이고 과학적으로 수행하는 것은 대단히 중요 하다. 미국과 같은 선진국의 경우 도로 신설의 투자비 보다 유지보수에 사용 되는 예산이 더 많아지고 있는데 효율적인 유지관리 시스템의 개발로 투자 비를 적정화하고자 하는 노력이 크게 증가되고 있다. 도로 포장 구조체가 도 로 이용자에게 어느 정도의 안전성, 쾌적성 및 신속성을 제공하고 있는가를 평가하는 것은 포장관리의 중요한 고려사항이며 그 결과는 포장의 공용성 개념으로 표현된다. 포장상태 조사시 포함되는 항목들은 포장유지관리 시스 템을 운용하는 기관마다 약간씩 차이는 있으나 대체로 노면조도, 노면장애, 구조적 능력, 미끄럼저항등이다. 이중 진동계측장비가 많이 사용되는 항목은 노면조도와 구조적 능력평가 부분으로서 이 두 항목에 포함되는 진동 계측 장비와 그 이용방법에 관해서 논하고자 한다.

최근 현대 무기체계는 최첨단 기술로 인한 무기체계 개발 속도 증가와 획득환경의 다변화와 더불어 이에 대한 위험도 동시에 증가하고 있다. 이에 따라 미국방부는 무기체계의 수명주기를 고려하여 시험평가를 지속 적용토록 강조하고 있다. 따라서 기존의 무기체계 시험평가 프로세스에서 다루는 시스템 설계에 대한 위험 관리 활동의 강화의 필요성 역시 강조되고 있다. 그 중에서도 무기체계 개발의 탐색개발 및 체계개발단계는 양산에 들어가기 전의 최종 활동으로서 제대로 수행되어야만 초기에 의도한 무기체계 개발의 목적을 달성할 수 있을 것이다. 본 논문에서는 위험 관리 활동을 고려한 시험평가 프로세스의 개선사항 도출과 모델링을 통해 무기체계 시스템인 무기체계를 대상으로 적용 및 조정 구축에 대한 내용을 기술하고 있다. 본 연구의 결과를 토대로 향후 시험평가 시 위험관리에 대한 투자를 통해 전체 프로젝트의 기간 단축 및 비용 절감과 안전성 확보를 개선시킬 수 있을 것으로 기대된다.

Recently, several number of Multi-Intermodal Transfer Center are nominated to improve convenience of public transportation user. Due to budget constraints, it should be defined which is the first consideration among the discussed many works. In this circumstance, there are some absurdities in the evaluation of validity of existing methods. Therefore, we suggested the Priority Order Valuation for Multi-Intermodal Transfer Centerer. The evaluation method, we suggested, is considered quantitative analysis and qualitative analysis. In this study, we find out that B/C ratio and construction costs are strongly related to the quantitative analysis so that Multi-Intermodal Transfer Centers in metropolitan area are evaluated the positive results. Therefore, both quantitative analysis and qualitative analysis are applied to the Priority Order, metropolitan area and other area are fairly evaluated the results for the Priority Order.

Accelerator is a private investment institution that provides startups with comprehensive solutions to solve various difficulties such as startup facilities, funds, commercialization, securing a market etc. In addition to the role of an investor as a new startup support model, accelerators have contributed much to improvement of business ability of startups through intensive mentoring. Considering that previous studies gave weight to the determinants of investment from the perspective of investors, this study made a comparative analysis on the relative importance of determinants of investment in startups among accelerators, investors and entrepreneurs through the method of AHP. Results show that accelerators and investors regard "managerial characteristics" of startups as of the highest importance, whereas entrepreneurs think that "market characteristics" of startups are the most important. The result stems from an empirical judgment from the perspective of investors that success of startups depends on the ability of entrepreneur, and it is considered that investors evaluated marketability of startups as the most important factor in consideration of investment payback period. The result is similar to the result of previous studies on the determinants of investment determinants of angel investors and venture capitals. This paper is expected to make a contribution to the advancement of investment decision-making model for accelerators to discover startups with high possibility to grow and achieve more in incubation and investment.

The purpose of this paper is to investigate the effectiveness of Korean port investment by using the newly developed slack-based multi-year panel congestion model of DEA(Data Envelopment Analysis). Inputs[port investment amount, cargo handling capacity, and berthing capacity], and outputs[cargo handling amount, number of ship calls, revenue, and score of customer service satisfaction] are used during 1994-2004 for 20 Korean seaports. Empirical analysis identified congestion especially in port investment as input at the ports of Gunsan, and Busan in the all 3 models, and the ports of Pyungtag, Mogpo, Yeosu, and leju in over 2 models. Port investment induced the rapid increase of port efficiency from the ports of Masan, Incheon, Donghae, and Samcheok. Therefore other ports except these ports should examine the reason about the inefficiency of port investment by searching out the situation of each ports directly. The main policy implication based on the findings of this study is that The Ministry of Land, Transport and Maritime Affairs in Korea should introduce the new measurement way after reviewing the multi-year slack-based congestion approach when the amount of port investment for each port is decided.

Environmental Impact is getting more attention in many feasibility studies for railroad-related projects and research items. For sustainable growth and green transportation, the benefits typically used for feasibility studies in railway-related projects, are composed mostly of economic criterions which is not considering growing attention on changing paradigm. Based on the analysis of current methodologies, improvements in estimating environmental impact especially on noise and pollution are suggested.

Although cryptocurrency which can promote innovation in the blockchain ecosystem is published for many useful purposes, in Korea, cryptocurrency is recognized only as a means of investment for the profit. The fact emphasizes only the speculative nature of the cryptocurrency, so investor negates the fundamental purpose of cryptocurrency and hinders innovation in the blockchain ecosystem. The purpose of this study is to investigate the cause of cryptocurrency perception and speculative behavior of domestic cryptocurrency investors from an academic perspective. We use a model that reflects the traditional considerations and cryptocurrency's characteristics in investment. Using the model, we can explain the cause of misperception of cryptocurrency through the theory of bounded rationality. In building the research model, we use variables of venture and angel investor's consideration used in investment decisions and collect the keywords from indexes of whitepaper to reflect the properties of cryptocurrency. This study mentions that, due to the imitations presented by Simon, individuals are forced to perceive cryptocurrency as a means of speculation and to make irrational decisions that impair ecosystem health. We analyze whether there is a significant difference in rationality in decision made by the sample under limited knowledge and imperfect information constraints. As a result, imperfect information constraints led investors to consider only irrational criteria in decision making. From this result, this study suggests that information asymmetry needs to be relaxed so that investment can be pursued together with rational investment and development of blockchain ecosystem. In addition, the industry can capture strategic insights for successful financing through ICO by enabling better understanding of investor decision-making.

Today many companies are offering IoT-enabled products and place emphasis on security from the planning stage to protect their products and user information from external threats. The present security levels, however, remain low because the time and resources invested in developing security requirements for each device are far from enough to meet the needs of a wide range of IoT products. Nevertheless, vulnerabilities of IoT devices have been reported continuously, which calls for more detailed security requirements for home IoT devices. In this context, this research identified threats of home IoT systems by using Microsoft Threat Modeling Tool. It then suggested measures to enhance the security of home IoT devices by developing security assessment items through comparative analysis of the identified threats, domestic and global vulnerability assessment standards and related research. It also verified the effectiveness of the developed security requirements by testing them against the existing ones, and the results revealed the security requirements developed in this research proved to be more effective in identifying vulnerabilities.
