The digital divide issue is re-emerging in step with the rapid progress of digital transformation. Recently, the discussion of the digital divide is expanding to the point that the difference in digital access and use competency deepens economic and social inequality and discrimination. Notably, the phenomenon of the exclusion and alienation of the elderly from society is a serious matter to be addressed. Accordingly, this research was conducted to provide practical help in minimizing the digital divide through its understanding among the elderly. To this end, both the accomplished capital accumulated and experienced in the course of life and their attitudes toward technology in relation to digital competence capital by the elderly were examined in three dimensions. This analysis was conducted using the results of the '2020 The Report on the Digital Divide'. The target group of the analysis comprised 653 seniors aged 65 and above. As a result of the analysis, digital competence capital among the elderly was affected by both various types of accomplished capital such as educational, income, social, and emotional capital and digital device use attitude. Based on this, this study proposed measures to bridge the digital divide among the elderly.

This study reviewed and derived the success factors of overseas agricultural startups and studied their integrated research model. Agricultural startups and general startups have in common that poor resources and infrastructure exist from a resource-based perspective after startup, but a differentiated approach from general startups is required due to the nature of the primary industry of agriculture. In this study, we approach the company internal factors (human resources/vision/distribution network capacity/capital capacity/cultivated crops/physical resources/farming technology, etc.) and external factors (agricultural infrastructure/laws/regulations/relationship with surrounding society, etc.) We tried to build a research model that can be integrated by focusing on various existing research models, success factors, and entrepreneurship. Through this, it is intended to present an integrated model that is practically helpful to business performance to entrepreneurs, business-related persons, and researchers who need an integrated understanding of agricultural startups at home and abroad. made for purpose In this paper, a standard model was established through three types (existing agricultural startup, small and medium-sized business startup, multinational company, and comprehensive approach) according to size and characteristics for modeling agricultural startup success factors. Through this, a total of 9 success factors (agricultural management, external environment, manager/founder characteristics, corporate identity, business management, organizational culture, infrastructure, commercialization capability, and sustainable growth) were derived. The implication of this study is that the success factors of agricultural startups were comprehensively presented based on 'entrepreneurship' for various domestic and foreign agricultural startup cases. By confirming the systematic categorization, a standard model for future agricultural startup success factors was presented, and as a result, a foundation was presented for systematic research and practical effectiveness of related research in the future.

The purpose of this study is to evaluate the level of implementation of the Incheon Strategy and to develop measures for effective implementation. This research method used literature review and monitoring method. The results of the study are summarized as follows: First, 9 key indicators and 7 supplementary indicators, which are classified into implementation and non-implementation, 3 key indicators have been implemented, one indicator has been partially implemented, 5 indicators have not yet been implemented, Also, In the case of supplementary indicators, five were implemented and two were not. Second, the ten target areas are lacking in implementation, but the objective of 7 is to ensure the comprehensive disaster risk reduction and management, the ratification and implementation of the Convention on the Rights of Persons with Disabilities and the harmonization of the Convention with the domestic law, Also, it is analyzed that the level of implementation is in the order of improving the reliability and comparability of the data of goal 8, ensuring gender equality of goal 6 and strengthening the capacity of women. Based on these results, we propose an improvement plan for implementation. First, it is necessary to formulate policy issues and implement measures for the implementation of Incheon Strategy. Second, it is necessary to establish a system to implement and monitor for Incheon strategy. Third, Korean standards for goals and targets, key indicators and supplementary indicators are needed. Fourth, it is necessary to prioritize the target implementation and to take preemptive action. Lastly, it is necessary to educate and publicize for the Incheon strategy.

This study tried to suggest the development of a writing education model for Christian Universities based on both Hobbs' media education model and Vanhoozer's media text analysis model. This model consists of 6 steps- Christian worldview establishment, access, analysis and evaluation, creation, reflection and social action. This was developed in order to be applied for the class "reading and writing" of liberal arts. Also, this is an appropriate model for media text writing education aiming at an alternative creation activity through a critical comprehension of the complex texts consisting of sounds, images, letters and so on. Furthermore, this is designed to train the capable persons having intelligence, character, and spirituality balanced, whom the education of Chrisitian universities aims at. Finally, this model pursues the student-friendly and amalgamative text writing appropriate for a new era and has an advantage to raise the power of various forms of letter writing which all the universities should stress as well.

Traditional Performing Arts is a key element of national competitiveness that represents the identity of a country. While industrial ecology theories and policy approaches have been considerably influential in regional economy, the dynamism and limitations of regional venture ecosystem are less clearly examined. In particular, the activities of strategic network brokerage require further research in relation to its internal and external interactions and collaborative mechanisms. Based on the analysis results of conditions of Daegu Gyeongbuk regional venture firms, this article examines the necessities of strategic network brokerage in regional venture ecosystem in the dimensions of network conditions as the intrinsic limitations, of innovation direction method outcome as the extrinsic trends, and of the related regional demands. In particular, this article tries to explore the roles and activity scopes of strategic network brokerage to contribute for making up for the weakness of diverse network infrastructures of regional venture ecosystem, for dealing with the mismatch for the extrinsic change trends of industrial technologies, and for fulfilling the strengthening trends of intrinsic capacities.

Park, Keun-Hye government has just established a new ministry for integrating and managing the policies for science & technology and ICT. From the ICT governance perspective, the new ministry implies separating promotion policies from regulation polices. The current paper aims to present ICT policy implications by providing a perspective on regulation and promotion. A delphi survey was conducted for 32 experts in ICT sector. According to the experts, a clear distinction between regulation and promotion policies is difficult, and thus, integrating regulation and promotion policies looks more preferable. In general, an independent ministry that integrates regulation and promotion policies is mostly preferred. Some suggested an independent committee inside the ministry might be desirable, especially for the broadcasting regulation policy to be independent from the ministry control. The current study proposes tight collaboration between the newly established ICT ministry and the Korea Communications Commission, and in the long term, integrated administration of promotion and regulation policies. In particular, this study emphasizes the importance of the integrated policy management to enhance government policy capacity.

The purpose of this study is to analyze how the "memory approach" has affected archival methodology and activities, and suggest the directions of archival activities in each field. Although there have been many discussions on the memories and collective memories in Archival Studies, it is necessary to analyze them more practically from the viewpoint of archival activism. In this study, the memory approaches in archival discourse are classified into four categories in terms of archival activism; i) the role of archives as social memory organizations, ii) the memory struggle for finding out the truth of the past, iii) archival activities of restorative justice for people who suffer from trauma memories after social disasters and human rights violations, and iv) the memory process of communities' archiving for strengthening community identities. The meaning and issues are analyzed for each category, and the practice based on archival expertise and political and social practices are examined together as necessary competencies for archival activism.

In this study, prior studies of 280 small business owners in Korea over the past two decades were comprehensively analyzed through keyword network and LDA topic modeling analysis, and overall views and trends in academia were examined. As core keywords, "sales" and "protection," which conflict with each other but are essential for stable and sustainable growth were selected, and 7 topics (Topic 1: start-up, topic 2: digital, topic 3: tax system, topic 4: capability, topic 5: coexistence, topic 6: regulation, and topic 7: funding) were drawn up. Based on the results of the analysis, the need to improve digital maturity for the continued growth and development of small business owners was raised, and the response at the pan-ministerial level and the stability of the performance of functions that can survive even after the new administration to solve the economic damage problems facing small business owners were suggested. In addition, attention to the long-term, speed, detail, and direction of government support in a new way, and a flexible approach to the negative way in which pre-allowance and post-regulation is given were suggested.

The purpose of this study is to present implications for effective operation of domestic school-based mental health services by comparing those in Singapore the United States, Australia. Based on reviewing the public data and previous article, researchers conducted a comparative study on the background, history, goal, and managing process of overseas and domestic organizations. The result of comparison in overseas cases suggests that the foundation of school-based mental health project was laid with the national health plan and detailed frame work for implementation. It was also discussed that domestic school-based mental health project is still in introduction stage, while foreign services were delivered efficiently through the leading agency and the cooperation between government ministries and institutions were active. It suggests that cooperation between government ministries, preparation of an effective operating system, and various approaches for students, guardians and teachers are need for domestic school-based mental health project.
