Estimation of Urban Flood Risk Forecasting Standard using Local Disaster Prevention Performance (지역 방재성능을 고려한 도시홍수 위험 예보기준 산정에 관한 연구)

  • 최근 국지성 호우가 빈번하게 발생하고 있고, 이로 인해 국내 도시지역 홍수피해 발생빈도와 피해규모가 증가하고 있다. 2010년, 2011년, 2018년에 서울에서는 홍수로 인한 침수피해가 크게 발생하여 많은 인명과 재산의 피해가 있었다. 이렇듯 도시지역은 타 지역에 비해 인구와 재산이 밀집되어 있어 홍수 취약성이 상대적으로 높은 지역이다. 국내에서는 홍수피해 저감을 위해 홍수예보를 발령하고 있다. 하지만 국내 홍수예보는 국가하천 및 지방하천의 주요 하천 구간에서만 실시되고 있어 이러한 하천에 접하지 않는 지역은 국가 홍수예보의 수혜를 받을 수 없다. 그렇기 때문에 각 지역에서는 홍수 대응을 위해 기상청의 호우특보 기준을 사용하고 있으며 이 기준은 전국적으로 동일하다는 특징이 있다. 하지만 각 도시지역은 과거 홍수피해에 따라 방재시설을 추가로 설치하거나 보수하고 있어 각 지역의 방재시설 현황 및 홍수에 대한 취약성 정도가 다른 상황이다. 그러므로 전국적으로 동일한 강우기준이 적용되어 발령되고 있는 호우 특보는 실제 각 도시지역의 방재현황이 고려되지 못한다는 문제가 있다. 이와 관련하여 과거 낙동강 지역을 대상으로 지역별 홍수위험도에 따른 홍수위험지수를 산정하고 검토한 연구가 수행된 바 있다. 본 연구에서는 각 도시지역의 방재 현황을 고려하여 강우기준을 보정할 수 있는 가중치를 산정하는 방안에 대해 제시하였다. 이를 위해 서울 지역 25개 기초지자체를 대상으로 연구를 진행하였으며, 홍수 취약성을 평가하기 위한 세부인자는 노출도, 민감도, 적응도로 구분하였다. 각 세부인자 별 가중치를 산정하기 위해서는 엔트로피 방법을 적용하였고, 산정된 결과를 이용하여 각 지역 별 가중치를 산정하기 위해서는 유클리드 거리 산정법을 적용하였다. 그 결과 각 지역의 방재 특성을 고려한 가중치를 산정할 수 있었으며 향후에는 지역 별 방재특성이 고려된 강우기준을 제시 및 적용성을 검토할 계획이다.

  • Wind tunnel testing to construct static aerodynamic database of KF-16 was conducted for preceding research of design of experiments in wind tunnel testing. The test model is KF-16 scaled 1/33 and it has horizontal tail, flaperon, and rudder. The experiments consist of one experiment for analyzing aerodynamic coefficients under whether or not horizontal tail is present and four experiments for analyzing aerodynamic coefficients of changes of deflection angle in control surface which are flap, flaperon, rudder, and horizontal tail. After conducting wind tunnel testing, the experimental results show that the control surface changes have a great effect on Aerodynamic characteristics.

The Development of an Instrument for the Measurement of Science Process Skills Using Line Graphs (그래프를 이용한 과학 탐구 능력 검사 도구의 개발)

  • The improvement of process skills has been one of the most important goals in secondary science education. To achieve this goal, it is essential to develop an instrument for evaluating inquiry skills in addition to improving science curricula, inquiry teaching methods, and other educational environment. There are a lot of instruments in testing science process skills in Korea as well as America and Europe. However, it has been difficult to find the instruments that have a characteristic in content and form. The purpose of this study is to develop a valid and reliable instrument for evaluating science process skills using line graph. This study examined the whole body of scientific process and identified 6 component skills. Three or four items for each component process skills were developed and revised by pilot test and field test. The instrument is considered valid and reliable, for the content validity is 78% and the reliability(KR-20) is 0.82. The discrimination index is 0.57 and difficulty index is 0.47, which also suffice the criteria of good test.

  • The purpose of this paper is to establish development concepts for a novel collision avoidance system with preventing function of navigator's human error (Hu-CAS) in ship control behaviors. Hu-CAS consists of four modules: 1) collision risk assessment module to estimate collision priority between the ship and objects, 2) decision-making module to decide collision risk levels, 3) parameter estimation module needed in the ship control to avoid collisions and 4) control system to control the rudder angle and speed. Hu-CAS, proposed in this paper, can provide a novel system substitution current Autopilot and/or a CAS be teen manned vessel and Autonomous ship in a future.

  • Korean construction industry faces diverse social and economical changes. Labor shortage, Free Trade Agreements (FTA), high oil prices alert industry practitioners to the new challenges and opportunities. It is time to make novel approaches for significant improvement of industry performance. Korean government and companies have plans for interdisciplinary research and development efforts. To this end, technology evaluation and market needs analysis should be extensively carried out prior to research initiation. Research programs developed in this way are presented in term of budget estimate, research scope and timeline. A framework for construction technology valuation methodology is also suggested to evaluate the holistic technology value and return on investment of research, development and commercialization.

The Structure of Korean Consonants as Perceived by the Japanese (일본인이 지각하는 한국어 자음의 구조)

  • Twelve Japanese students living in South Korea have been examined for their perceptual identification of an initial consonant in Korean syllables with or without a white noise. A confusion matrix was then subject to analyses of additive clustering, individual difference scaling, and probability of information transmission, the results of which were also compared to those of South Koreans. The Japanese in the present experiment confused /다/and/타/ most frequently, followed by /가/ and /카/, /자, 차, 짜/, /타/ and /따/, and so on. The results of additive clustering analysis of the Japanese significantly differed from those of the South Koreans. Individual difference scaling revealed dimensions of sonorant, aspiration and coronal. While South Koreans showed binary values on aspiration and tenseness dimensions, the Japanese did continuous values on such dimensions. An information transmission probability analysis revealed that the Japanese participants could not perceive very well such larynx features as tenseness and aspiration compared to the South Korean participants. The former group, however, perceived very well place of articulation features such as labial and coronal. The present results suggest that an approach dealing with structures of base representations is important in understanding the phonological categories of languages.

  • KOINONIA is high-rate Wireless Personal Area Network (WPAN) technology, and is developed for multimedia traffic transmission in personal area. A KOINONIA piconet is a collection of one or more associated slaves under a single master. Efficient scheduling of a master for the traffic of slaves is essential to use channel effectively and to guarantee QoS of multimedia traffic. We propose a new scheduling algorithm to allocate channel time at desired intervals regardless of superframe length, and a Connection Admission Control(CAC) algorithm to regulate the number of traffics in a piconet. Our proposed algorithms have been shown to save channel time and to meet QoS requirements compared to the conventional weighted round-robin algorithm.

  • 국산산성백토(國産酸性白土)를 정제(錠劑)의 붕노제(崩努劑)로 개발(開發)하고자 종내(從來) 붕해제(崩解劑)로 사용(使用)해 오든 corn starch, calcium methylcellulose, kaolin, calcium silicate 및 Pectin과 국산산성백토(國産酸性白土)를 붕해제(崩解劑)로하고 정제(錠劑)의 주약성분(主藥成分)으로서는 불용성(不溶性)인 Ca-PAS KP II 를 택(澤)하였다. 이상(以上)의 각(各) 붕해제(崩解劑)의 一錠當(일정당) 함양(含量)을 0%에서 25%까지 7종(種)으로 달리하고 이것을 각각(各各) 사용(使用)하여 만든 과립(顆粒)의 입자도(粒子度)도 각각(各各) 4종류(四種類)로 분류(分類)하였다. 여기에 활택제(滑澤劑) 로서 0.5% mg-stearate를 공통(共通)으로 첨가(添加)하였다. 이상(以上)을 각각(各各) 동일(同一)한 조건하(條件下)에서 타정(打錠)하여 수종(數種)의 정제(錠劑)를 만들었다. 이들 정제(錠劑)에 대(對)하여 경도(硬度)및 붕해도시험(崩解度試驗)을 하여 비교검토(比較檢討)한 결과(結果) 다음과 같은 결론(結論)을 얻었다. 1. Corn starch는 우수(優秀)한 붕해제(崩解劑)이나 그첨가량(添加量)이 8%이상(以上)이 될 때 는 타정시(打錠時) 압력(壓力)을 받지 않어 정제(錠劑) 붕해제(崩解劑)로서 사용(使用)할 수 없었다. 2. Ca-Mc는 붕해제(崩解劑)로서 첨가량(添加量)이 8%이상(以上) 일때에도 사용가능(使用可能) 하였으나 15%이상(以上) 일때는 타정시(打錠時) 압력(壓力)이 약(弱)해졌다. 3. Kaolin 붕해제(崩解劑)로서 부적당(不適當) 하다고 사려(思慮)되였다. 4. Ca-silicate도 붕해제(崩解劑)로서 적당(適當)하였으나 Pectin은 가장 부적당(不適當)하였다. 5. 산성백토(酸性白土)는 정제붕해제(錠劑崩解劑)로서 타정시(打錠時) 25% 첨가시(添加時)에도 압력(壓力)을 잘 받어 정제(錠劑)의 경도(硬度)를 유지(維持)할수 있었을 뿐만 아니라 붕해도(崩解度)도 양호(良好)한 성적(成績)을 나타내여 가장 우수(優秀)한 붕해제(崩解劑)임을 확인(確認)하였다. 6. 일반적(一般的)으로 타정(打錠)에 사용(使用)되는 과립(顆粒)의 size가 적을수륵 붕해시간(崩解時間)은 짧았으며 정제(錠劑)의 경도(硬度)가 높을수록 붕해시간(崩解時間)은 길었다. 그러나 정확(正確)한 비예성(比例性)은 찾기힘들었다.

  • The purpose in having a control surface on a ship is to control the motion of the ship. The control surface may be composed entirely of a single movable surface or of a combination of fixed and movable portion A control surface has one sole function to perform in meeting its purpose, and that is to develop a control force in consequence of its orientation and movement relative to the water. The forces and moments generated as a result of this rotation and angle of attack then determine the maneuvering characteristics of the ship. In this paper the study of flapped rudder's 2-dimensional section was accomplished. Model tests had been carried out with different angles of attack of a main foil and flap's deflection angles to predict the performance of the flapped rudder and the 2 frame particle tracking method had been used to obtain the velocity distribution in the flow field $Re=2.8\times10^4$ had been used during the whole experiments and measured results had been compared with each other.

A Study on Developing Evaluation Indicators of University Libraries (디지털 환경에서 대학도서관 평가지표 개발에 관한 연구)

  • This study is to consider varying factors of jnternal/external informational and operational environments in libraries, and develop a new evaluation indicators for university libraries in digital environments. The main research results are as follows. First, the results through the Delphi method that was to adopted to verify evaluation items and indicators determined by the literature review show that the repressed values for each evaluation category is greater than 3.00, overall average is 4.02, and standard deviation is ranged from 0.40 to 0.62 for each category. This means that the evaluation indicators are valid. Second, the factor analysis was performed to verify .the construct validity of evaluation indicators. As a result, the cumulative variance of evaluation indicators consisting of 11 dimensions per factor is 72.733%. In turn, this result shows that the validity of these indicators is very reliable. Third, t-test and one-way ANOVA are performed within significance probability 0.05 in order to verify differences in each librarians point of views for the degree of importance in evaluation indicators. Based on the Delphi study and our own analysis, we developed a new evaluation indicators that consists of 7 evaluation categories, 35 evaluation items, and 92 evaluation indicators.
