A Study on the Status and Improvement of Maritime Training Program for Preventing Marine Accidents (해양사고 예방을 위한 해기교육 프로그램 현황 및 개선방안 연구)

  • In spite of advanced navigational devices and reinforced mandatory standards of officers' education, the number of ship's accidents are increasing. The accidents caused by minor license officers are more than the number of accidents caused by superior license officers. There are many cases of collisions in the past 5 years released on Marine Accidents Inquiry Agency. Especially, officer's negligence from the consequences of the neglect of any precaution which may be required by the ordinary practice of seamen is the main reason behind ship's collisions. For reducing ship's accidents caused by human error, this paper suggests to develop effective training program using analysis date of domestic and foreign education system as a reference.

  • Maritime traffic assessment is important to understand the characteristics of maritime traffic and to prevent maritime accidents. The maritime traffic assessment can be calculated from the ship trajectory data observed by using AIS(Automatic Identification System). This paper developes a maritime traffic assessment tool using ship's position and speed, course, time data from ships navigating waterways. The results are represented in terms of the number of traffic quantity and traffic distribution, speed distribution, geometric collision candidates. The developed tool will contributes to advance maritime traffic safety by VTS(Vessel Traffic Services).

A Study on the Bed Load Collision Sound Analysis Using Sound Sensor and Denoising Filter (음향센서와 디노이징 필터를 활용한 향상된 소류사 충돌음 분석 연구)

  • In Korea, the frequency of soil disasters has soared recently due to increased torrential rains caused by abnormal weather conditions. In particular, soil generated from mountainous areas is flowing into small rivers along valleys, depositing rivers and adding to flood damage. In order to prevent damage from such soil disasters, it is important to predict sediments and to quantitatively identify bed load. In this work, we conducted an experiment to indirectly measure acoustic sensor-based bed load collision sounds using pipe hydrophones, and compared them with raw data by applying denoising methods to improve the reliability of the measured data. As a result, we derive results in a more clear analysis of bed load estimation by correcting noise when the denoising method is applied to raw data.

  • With the recent development of IoT and artificial intelligence technology, research and applications for optimization of real-world problems by collecting and analyzing data in real-time have increased in various fields such as manufacturing and smart city. Representatively, the digital twin platform that supports real-time synchronization in both directions with the virtual world digitized from the real world has been drawing attention. In this paper, we define a digital twin concept and propose a digital twin platform prototype that links real objects and predicted results from the virtual world in real-time by utilizing the oneM2M-based IoT platform. In addition, we implement an application that can predict accidents from object collisions in advance with the prototype. By performing predefined test cases, we present that the proposed digital twin platform could predict the crane's motion in advance, detect the collision risk, perform optimal controls, and that it can be applied in the real environment.

  • In the offshore plant industry, the Access service basket for aerial work is used of for various business purposes. However, various types of safety accidents continue to occur in operating these system. In the case of high-capacity workstations currently in use, workers are exposed to various risks in determining and operating the load capacity, proximity distance, and direction of operation. In this paper, to solve this problem, we develop a device that incorporates IoT-based monitoring and crash alarm systems into aerial work systems. The developed device was tested in the presence of experts to ensure reliability of the device, which allows workers and managers to easily check the operation status and thereby prevent safety accidents in advance.

  • Aircraft midair collisions are dangerous events that can cause massive casualties. To prevent this, civil aviation has mandated the installation of TCAS (ACAS), which is becoming more sophisticated with the help of new technologies. However, there are institutional problems in collecting data for TCAS research in Korea, limiting the ability to obtain data for personal research. ADS-B and Mode-S automatic broadcast various information about the flight status of the aircraft. This data also contains information about TCAS RA, which can be used by anyone to find examples of TCAS RA operation. We used the databases of ADS-B Exchange and Opensky-Network to acquire data and visually represent three TCAS RA cases through Python coding. We also identified domestic TCAS cases in the first half of 2023 and analyzed their characteristics to confirm the usefulness of the data.

A Study on the Ship`s Collision Avoiding Action Analyzed from a Viewpoint of Ship Kinematics (선체운동학적으로 본 충돌회피동작에 관한 연구)

  • The rule 15, 16 and 17 of International Regulations for Preventing collisions at Sea direct actions to avoid collision when two power-driven vessels are crossing. But these rules do not present the safety minimum approaching distances outside which a give- way vessel deeps out of the way of a stand-on vessel. In this paper, the author analyzed the ship's collision avoiding actions from a viewpoint of ship kinematics as the method to calculate this distance. The author worked out mathematic formulas for calculating the safety minimum approaching distances outside which the give-way vessel takes the actions to avoid collisions in accordance with the cross angles of the crossing vessels' courses. Figuring out actually the values of maneuvering indices of the M. S. Koan Ack San (GT: 224tons), the training ship of the National Fisheries University of Busan and the M. S. Golden Clover (GT: 101, 235tons) of the Eastern Shipping Co., Ltd. through their Z test, the author applied these values to the calculating formulas and calculated the safety minimum approaching distances. The results of calculations are as follows; 1. The greatest distance is to be kept by the give-way vessel to avoid collision when the cross angle of courses is 90$^{\circ}$ or near it. In such case the safety minimum approaching distance of a small vessel must be more than 5 times of her own length and that of a large vessel more than 11 times of her own length. 2. Collision danger is greater when crossing angle is obtuse than in an acute angle, therefore greater distance is to be kept by the give-way vessel to avoid collision in the case of the obtuse angle. 3. The actions to be taken to avoid collisions by the give-way vessel in Rule 16 and by the stand-on vessel in Rule 17(a)(ii) of International Regulations for Preventing Collisions at Sea, must be done outside the above safety minimum approaching distance. When inevitably such actions are to be taken within the safety minimum approaching distance, they should be accompanied with engine motions.

The Relative Distance in Taking Action for Collision Avoidance Maneuver of the Stand-on Vessel (피항조선시의 유지선 피항개시거리에 관한 연구)

  • The Steering and Sailing Rules of International Regulations for Preventing Collisions at Sea now in use direct the best aid - action to avoid collision by the stand - on vessel. But these rules do not refer to the safety relative distance between two vessels when she should take such action. In this paper, the author analyzed the ship's collision avoiding actions from the viewpoint of ship motions and worked out mathematical formulas to calculate the relative distances necessary for taking action to avoid collision. Figuring out the values of maneuvering indices through experiments of 11 actual ships of small, medium, large and mammoth size, the author applied these values to the calculating formulas and calculated the minimum relative distances. The main results are as follows: 1. It was confIrmed that the stand - on vessel should keep the greatest relative distance for taking best aid - action to avoid collision when the cross angle of course was $90^{\circ}$ and near it(70-$90^{\circ}$ ). 2. When the cross angle of course was $90^{\circ}$ , the minimum relative distance of small vessel(GT: 160-650tons) was found to be more than about 6.8 times of her own length, and those of medium(GT : 2,300-3,500tons), large(GT : 22,OOO-62,OOOtons) and mammoth(GT : 91,000-139,000tons) vessels were found to be more than about 9.0 times, about 5.4 times and about 6.8 times of their own lengths. 3. It was confIrmed that collision danger was greater when crossing angle was obtuse than in an acute angle, therefore greater relative distance was to be kept by the stand - on vessel for taking best aid - action to avoid collision in the case of the obtuse angle. 4. In every vessels, in the case of $90^{\circ}$ cross angle of course the safety minimum relative distance was found to be more than about 9.0 times of their own lengths.

Case Analysis and Proposal for the Effective Application of "Ordinary Practice of Seaman" as Seafarers' Responsibility for Marine Accidents (선원의 사고책임으로 상무(常務)의 유효한 적용을 위한 재결 사례 분석 및 제안)

  • The term "ordinary practice of seaman" is applied to hold the responsibility of those involved in marine accidents. However, there is a concern that the responsibilities of seamen may become unclear as the ordinary practices of the seamen are imposed. In addition, the responsibility for improvement is diluted by mentioning the ordinary practice of seaman when the navigation rules stipulated in the COLREGs is clearly violated. The maritime safety investigation and tribunal system thoroughly analyzes the causes of marine accidents to prevent the recurrence of similar accidents. As one cause that does not contribute to the prevention of the recurrence of similar accidents, it would be appropriate to exclude the term "ordinary practice of seaman" as far as possible. Accordingly, I reviewed the reason for the existence of the maritime safety investigation system and ways to improve the application of the term "ordinary practice of seaman," which is recognized as a customary and an unconventional navigation rule, by examining the theories on the ordinary practice of seaman and analyzing cases of court judgments and decisions in the Korea Maritime Safety Tribunal. I also proposed a modern interpretation on the responsibility for proper and purposeful application. In addition, from the viewpoint of preventing the recurrence of maritime accidents, it is suggested that the nounized term in Korea be replaced with the descriptive term.

An Analysis of Economic Evaluation Related to Lane Departure Warning System (주행로이탈예방지원기술 관련 경제성평가 분석)

  • Continuous increase of traffic demand has caused confirmed congestion, fuel consumption, emission, safety, etc. as serious social problems at the present time. The Smart Highway Project has been conducted by the supervision of Ministry of Land, Transport and Maritime Affaire to solve such problems since 2007. The Smart Highway Project includes LDWS (Lane Departure Warning System), a system to prevent broadside collisions and accidents, as a sub-technology of road-vehicle associating technologies. This system warns drivers when their vehicle deviates from the lane where they are traveling at high-speed on the highway. In this paper, the LDWS was evaluated using CBA to analyze the socio-economic consequences. Estimated benefits include reduction of accidents and convenience of drivers. In addition, the economics according to the distribution rate is various when it comes to Lane Departure Warning Technology, the economics of both cases - positive scenario and negative scenario, which was analyzed. As a result, the Benefit-Cost ratio(B/C) of negative scenario showed 0.97 in 2020 and 1.36 in 2030 while B/C ratio of the positive scenario showed 1.04 in 2020 and 1.59 in 2030, which indicated that the higher distribution rate is, the higher the economics generates. Therefore, it is judged that the introduction of Lane Departure Warning Technology will result in high economics.
