A Study on Information Assetization Policy of Records: Focusing on Directive (EU) 2019/1024 (기록의 정보자산화 정책 연구 - Directive (EU) 2019/1024를 중심으로 -)

  • With the arrival of the knowledge information society, records as assets have become increasingly important. As defined in ISO 30300, records must be actively utilized to contribute to organizational management and generate added value. To create added value through records, their utilization must be prioritized. While countries like the UK, New Zealand, and Australia recognize records as assets and propose record assetization policies, specific measures for managing records as assets have yet to be suggested. To address this gap, we analyze Directive (EU) 2019/1024, established by the EU, to facilitate commercial use and promote accessible public information. We derive seven characteristics from the analysis and extract insights from Italian policies and actual implementation cases that reflect them in accordance with the regulations of the EU guidelines. In addition, the correlation between the Public Data Act and the Public Records Act in Korea was revealed, and points that could reflect Directive (EU) 2019/1024 in Korea were derived. Through this study, it is expected that public data will be treated as information assets and serve as a stepping stone for preparing information assetization policies for records.

A Study on the Intellectual Structure of Domestic Library and Information Science Based on Co-Citation (동시인용 분석 기반 국내 문헌정보학 분야의 지적구조에 관한 연구)

  • This study attempted to explore the characteristics of knowledge communication and investigate important research topics and key authors by analyzing major academic papers in the field of LIS in Korea for five years from 2018 to 2022. The research method collected and analyzed papers published for five years in four key journals in the field of domestic Library and Information Science from the Korean Citation Index (KCI) database. The paper was selected to extract the author data of the paper and the data of the reference, and network visualization was performed by conducting literature co-citation analysis and author co-citation analysis using Netminer. As a result of the analysis, it was possible to derive a pair of co-citations between authors, and it was confirmed that it is important to include multiple authors in the intellectual structure analysis in the academic field through co-citation frequency analysis among researchers. The literature confirmed the correlation between the topics of the paper, and it was found that research related to Library and Information Science was centered on the topics of library, digital, user, service, and data.

  • From the past to the present, collecting and managing collections have been one of the main functions of art museums. Museum work has focused on artworks rather than visual arts materials. Consequently, the importance of visual arts materials has tended to be undervalued, and due to persistent problems such as a lack of budget and space, the collection and management of these materials have not been easy. Furthermore, the unique nature of visual arts materials in terms of their types, sources, and distribution systems poses challenges for collecting them. Establishing a collection policy is the most fundamental and essential approach to addressing these difficulties. However, most domestic institutions collecting visual arts materials operate without a collection policy. This study aims to improve this situation by examining the current state of collecting visual arts materials at the National Museum of Modern and Contemporary Art, Korea, a prominent art museum in South Korea, to identify problems. It then analyzes overseas cases to draw implications. Based on these findings, the study proposes measures to improve current regulations and establish a collection policy for enhancing the collection of visual arts materials.

A Study on the Interconnection and Utilization of National Authority and ISNI: Focusing on the case of National Library of Korea (국가전거와 ISNI 연계 및 활용 방안 연구 - 국립중앙도서관을 중심으로 -)

  • As ISNI spreads, the process and utilization method of authority control that identifies and links individual or group names is also expanding. In this study, the characteristics of the connection and utilization of ISNI and national authorities in the United States, the United Kingdom, France, and Germany were derived, and a plan to improve the connection and utilization of national authorities and ISNI was presented, focusing on the National Library of Korea. Focusing on major countries actively participating in the establishment and utilization of ISNI since its founding, national authorities and ISNI linkage methods and ISNI data used in services were analyzed. The implications of this study for the linkage and convergence of national authority and ISNI data were: first, applying ISNI to support authority work, second, establishing a close cooperation system with the publishing community, and third, establishing infrastructure for linking ISNI and authority records at the national level, and finally, providing user service pages based on authority data.

A Study on the Survey of the Level of Book Saturation in Chungcheongbuk-do Libraries (충청북도교육청 공동보존자료관 설립에 대한 현장 인력의 인식 분석)

  • This study was conducted to review the feasibility of establishing a joint preservation library centered on the Chungcheongbuk-do Office of Education. To achieve this, a survey and perception survey were conducted. The research results suggest the following: Firstly, the functions of the Chungcheongbuk-do Office of Education joint preservation library should focus on the preservation of valuable materials, the development of Chungcheongbuk-do educational and school-specialized materials, and prioritizing the digitalization of important transferred materials and providing services to the general public. Secondly, when determining the criteria for materials to be transferred in the future, priority should be given to materials that require preservation in their original form and those that need media conversion. Thirdly, when considering the types of materials to be transferred in the future, the operational plan should primarily focus on monographs but also consider other types of materials. Fourthly, regarding ownership rights of materials during the transfer process, it is advisable to establish detailed transfer guidelines, including ownership rights, through discussions between the Chungcheongbuk-do Office of Education and individual libraries via the Joint Preservation Library Operating Committee.

Rethinking Catalogers' Professionalism (정리사서 전문성 재고에 관한 연구)

  • The study aims at identifying catalogers' perception of competencies in cataloging. The study focuses on cataloging and classification knowledge, library systems, materials, metadata formats, authority control, foreign language, computer skills, and interdependence and personal skills. It discusses the gap between previous studies and catalogers' perceptions of competencies required for the job. It provides implications for cataloging education. It has values in that the study as an exploratory study urges continuous studies to identify how catalogers' perceptions are changed according to information environment. It will be a base to develop job descriptions for catalogers.

  • This research was based on Howard Gardner's multiple intelligences theory. The purpose of this study was to describe students' book selection preferences using the theory of multiple intelligences. We have conducted a survey of high schools in the Chung-Nam province, consisting of 100 students, 50 in the high academically achieving group and another 50 in the low achieving group, in an attempt to analyze the relationship between their book selection preferences and the types of students' multiple intelligences. We want to assist in the research data for the reading guide.

  • The purpose of this study was to develop a reading instruction program which could help improve multiple intelligences related to personality, and then show its effectiveness. We conducted a survey of one junior high school in Chung-Nam province, consisting of 500 students in 18 classes to analyze what develops the three areas of multiple intelligences(intrapersonal intelligence, interpersonal intelligence and naturalist intelligence). We then want to proceed by developing reading instruction programs focusing on the growth of multiple intelligences.

  • This preliminary study examined the status of data science-related course syllabi in the American Library Association (ALA) accredited Library and Information Science (LIS) programs. The purpose of this study was to explore LIS course syllabi related to data science, such as course title, course description, learning outcomes, and weekly topics. LIS programs offer various topics in data science such as the introduction to data science, data mining, database, data analysis, data visualization, data curation and management, machine learning, metadata, and computer programming. This study contributes to helping instructors develop or revise course materials to improve course competencies related to data science in the ALA-accredited LIS programs.

A Study on the Development Plan for Nationwide Authority Control System based on National Authority Sharing System (국가전거공동활용시스템 기반의 국가 전거제어 체계 발전방안에 관한 연구)

  • This study was to prepare a development plan for nationwide authority control system based on national authority sharing system of NLK through the survey targeting on libraries which do not participate in the system. Six plans were suggested to establish a nationwide authority control system based on this survey. First, an authority data construction module and a module linked to the national authority sharing system should be developed. Second, describing external identifiers such as ISNI to the national authority sharing system is to provides reliability of data and to utilizes to build linked data. Third, it is necessary to prepare strategies for promoting the national authority sharing system and diversifying services. Fourth, both authority establishment and non-establishment show difficulties and diversity in the selection and description of authorized access point, so it is necessary to prepare rules related to authorized access points. Fifth, since the data described in authority records is not enough, it is necessary to improve and upgrade authority records by using bibliographic records. Sixth, it is necessary to educate librarians about the necessity and function of authority control. As such, this study is meaningful in that it investigated the current status and requirements of libraries that do not participate in the nationwide authority system and sought ways to establish a nationwide cooperative authority control system.
