A number of attempts to develop methods for measuring software effort have been focused on the area of software engineering and many models have also been suggested to estimate the effort of software projects. Almost all current models use algorithmic or statistical mechanisms, but the existing algorithmic effort estimation models have failed to produce accurate estimates. Furthermore, they are unable to reflect the rapidly changing technical environment of software development such as module reuse, 4GL, CASE tool, etc. In addition, these models do not consider the paradigm shift of software engineering and information systems(i.e., Object Oriented system, Client-Server architecture, Internet/Intranet based system etc.). Thus, a new approach to software effort estimation is needed. After reviewing and analyzing the problems of the current estimation models, we have developed a model and a system architecture that will improve estimation performance. In this paper, we have adopted a neural network model to overcome some drawbacks and to increase estimation performance. We will also address the efficient system architecture and estimation procedure by a similar case-based approach and finally suggest the heuristic search method to find the best estimate of target project through empirical experiments. According to our experiment with the optimally parsimonious neural network model the mean error rate was significantly reduced to 14.3%.
The port incentive scheme currently implemented in various Korean ports is used as a marketing tool to increase price competitiveness. Typically, ports implement piecemeal imitation strategies to enhance their competitiveness, rather than a precisely designed system. A precise analysis of the effectiveness of a port's system and scheme redesign are lacking because budget allocation is done without input from customers and freight groups. This study models the incentives faced by ports using a linear programming model. We use the Gwangyang port as the base case. Our analysis of the Gwangyang port reveals that there are insufficient incentives implemented when a traditional qualitative analysis is used. We also identify any excess, deficiency, or absence of the incentive effect for each type of customer and freight group. We find the overall budget of the incentive scheme to be more rational when ports allocate funds to minimize port mileage, and allocate 61.77 percent and 38.23 percent of the budget on existing and new (or increased) cargo inventory, respectively. Future studies can build on our work by further considering basic inputs, and by adding a system to estimate the input data of our model to identify constraints and thus provide a more accurate incentive scheme.
In this study, research trends in the water resources in Korea were analyzed to present regional customization and optimal operation management of groundwater resources. Detailed classification fields were determined in the water and groundwater resources. Through the analysis of examples and trends of research related to water resources and underground water resources, three improvements were presented: securing sites for long-term observable research area, evaluating water resources based on spatial units, and not reflecting the characteristics of watersheds in acts and ordinances. The research results of this study are expected to be the basis for policy judgment in determining the groundwater management policy after the group of groundwater management policy makers at the research site can identify the requirements.
This study draws from the hands-on experience of designing railway routes that pass very close to the Cultural Heritage Protection Areas. There have been many cases where the rail route plan is rejected during the deliberation process of National Cultural Heritage Alteration although it has been selected as the best alternative after much time and expenses are spent and public consensus is obtained. When the route has to be realigned, this often leads to project delay and possible counter protest from the local public. In an effort to prevent such problems from occurring over again, this study looks at the projects where railways pass close to the Cultural Heritage Protection Areas. We examine the nature of public protests and the route selection process that reflects these protests into consideration. Based on the experiences drawn from these cases, we offer a few suggestions that we hope will contribute to the success of the project. The suggestions include the right timing for the application of Cultural Heritage Alteration and route alignment technique.
This study was carried out to enhance the competitiveness of blackbox design for domestic and international companies, based on the explosive growth of the blackbox market due to development of blackbox design for vehicle accident prevention and post-treatment. In the past, the blackbox market has produced products indiscriminately to meet the ever-increasing demand of consumers. Therefore, we thought a new design method was necessary to effectively investigate the needs of rapidly changing consumers. In this study, we aimed to identify the best-selling blackbox to understand the design flow, and the optimum area for a blackbox, considering the uniqueness of associated vehicle. Based on discussion with blackbox design experts, we studied the direction of design and the problems with blackbox use, which were reflected in blackbox development. Through this research, two types of design - leading blackbox (A type) and mass production blackbox (B type) - were proposed for compatibility of the blackbox with the car. The leading type of blackbox was positioned so that it was wrapped with the room mirror hinge before the screw was fastened, in order to achieve an integrated design. Therefore, we designed an integrated form and resolved the placement problem of an adhesive blackbox. To blend, the mass production blackbox implemented material and surface processing in the same way with the car, and adopted the slide structure to automatically turn off the main body power when removing the SDcard, reflecting consumer needs. This study considers evolving consumer needs through a case study and collective intelligence and deals with implementation of the whole design process during mass production. In this study, we aimed to strengthen the competitiveness of the blackbox design based on design method and its realization.
Through rail transit has many merits as a safe, environmental harmonic and scheduled transit, there are many problems to construct railroads because of the public resentment. However, there is no reasonable way to settle the conflict properly and it causes enormous social and economic losses. This paper suggests a methodology to evaluate public complaint using the AHP technique, which is generally used as the methodology to evaluate public complaint using the AHP technique, which is generally used as the Multi-Criteria Decision Making (MCDM). However, the result from the AHP has some defects to control conflicts because the interests related to railroad projects are so complex that it is hard to make people persuaded easily. Therefore, this paper suggests 'the improvement ranking method', 'the sensitive analysis', and 'the assessment of independence relationship' which can aid the basic AHP to be robust. And the AHP. modified by fuzzy method, is also suggested to apply this methodology to example rail paths in Korea.
This case analyzed the efficiency of 79 R&D projects performed within one private research center in machine tools industry. DEA was used for efficiency analysis. Input variables were R&D investment expense and man-month. Output variables were achievement rate on target development period and expected net sales within 5-years. Samples are divided into product development, Prior technology development, and control technology development. The key result is that Prior technology showed the lowest efficiency because of high uncertainty. It was so difficult to determine its goals and to make its specific plans. With respect to scale, the proportions of CRS(constant returns to scale) were 34.6%, 14.3% and 38.9% for product development, prior technology, control technology respectively. As for IRS(increase returns to scale), they were 53.8%, 85.7% and 38.9% for product development, prior technology, control technology respectively. As for DRS(decrease returns to scale) they were 11.5%, 0% and 22.2% for product development, prior technology, control technology respectively. On the whole, in this case, insufficient input was more problematic than excessive input, which means the lack of investment in R&D. Prior technology can be the source of the future competitiveness of companies. To operate inefficient DMU efficiently, the optimal input should be managed and it is derived from comparison with the reference group.
Smart museums based on the growth of online exhibition can be seen as in line with the movement of the 4th Industrial Revolution. By combining art and technologies, they enable viewers to experience culture and art. This study examined the cases of the Dunhuang Museum, the Palace Museum, and the China Arts and Crafts Master Museum to assess or identify how China is leading by accepting the technology of the fourth industry and applying the technology. In common, Chinese smart museums are widely used for collecting enviromental data, establishing integrated digital applications, and preserving collections, services, management, and exhibitions through VR, and AR. Through the case of the Chinese Smart Museum, this study identified the online exhibition as a space that exists in another dimension rather than an image replica with excellent operational utility. Therefore, online exhibitions are the best medium to expand the space, and viewers can explorethe museum's exhibition room and engage with all the contents of the museum without visiting the museum in person. Through the online exhibition of smart museums, visitors and viewers can be transformed into more active cultural consumers and develop collective capabilities.

A SVM is a kind of binary classifier in order to find optimal hyperplane which separates training data into two groups. Due to its remarkable performance, the SVM is applied in various fields such as inductive inference, binary classification or making predictions. Also it is a representative black box model; there are plenty of actively discussed researches about analyzing trained SVM classifier. This paper conducts a study on a method that is automatically detecting the line-shaped echoes, sun strobe echo and radial interference echo, using the SVM algorithm because the line-shaped echoes appear relatively often and disturb weather forecasting process. Using a spatial clustering method and corrected reflectivity data in the weather radar, the training data is made up with mean reflectivity, size, appearance, centroid altitude and so forth. With actual occurrence cases of the line-shaped echoes, the trained SVM classifier is verified, and analyzed its characteristics using the decision tree method.
