A Study on the Multiplex Use of Elementary School Facilities for Revitalizing Local Communities (지역 커뮤니티 활성화를 위한 초등학교시설 복합화 방안에 관한 연구)

  • Rapid urbanization has led to the decline of local communities in old city centers and the deterioration of school facilities, resulting in an increased need for school complexes. School complexes are currently growing, with various policies being proposed. However, integrating additional facilities into the existing infrastructure in schools can lead to a range of issues. To mitigate these issues, additional traffic flow paths and complex integration strategies are required. This study categorizes school complex projects into various types based on themes and examines the relationships between each type and community revitalization factors. Through this analysis, the study recommends desirable directions for the implementation of elementary school complex projects to revitalize local communities.

Status of Policy Implementation and Review of Institution on Multi-functionalization of School Facilities (학교시설 복합화 제도 검토 및 정책 현황)

  • This study aims to analyze related laws and institutions and identify research trends and the policy implementation status of the multifunctionalization of school facilities. Beginning in 2001 at Seoul Geumho Elementary School, the enactment of the "Act On The Establishment, Operation And Management Of Multifunction School Facilities" in 2020, was elucidated through the concept and spectrum of the multifunctionalization of school facilities. The relevant research mainly focuses on elementary schools, elderly facilities, and space planning. The Living SOC Project in 2019 acted as a trigger in promoting the multifunctionalization of school facilities as a central government policy. In 2023, the Ministry of Education announced measures and guidelines for establishing the multifunctionalization of school facilities by conducting the project with respect to the "Nulbum School" policy.

  • As a result of rapid aging speed in our society, many problems related to elderly people have happened in many parts of our society. Among them, supply for elderly facilities is one of the biggest problems. In downtown areas, despit of the high demand for elderly facilities, there is not enough supplement of them due to the lack of real estates. Considering the situations above, this study proposes multi generation complex which combining the school and elderly welfare facility. This combination not only brings financial benefits but also has positive effects on cultural exchanges between generations.

  • New buildings are to be needed for an aging society. But, there may be a solution on the multi-purpose & mixed-use existing facilities. Therefore this study is focused on verification of mixed-use school facilities's potentialities. If possible, I want to suggest some directions of renewal primary school planning. The results of this study are as follows : 1) It is important to make a policy for improving the educational environment, 2) Future buildings must be planned by the principles based on the lifelong learning, 3) Mixed-use building blocks need to be laid out by the concept of accessibility, 4) We can use existing primary school's areas as a elderly welfare facilities without any renovation and increasing areas.

A Study on the Monitoring Evaluation of Elementary School Complex Facilities - Focusing on Elementary Schools in Seoul - (초등학교 복합화시설 모니터링 평가연구 - 서울시 초등학교를 중심으로 -)

  • The purpose of this study is to provide an remodification method for elementary school complex facilities in Seoul Metropolitan city. This study analyzes the questionnaire survey for 568 entire elementary schools and the questionnaire survey for school facility complex project operated 44 elementary schools. Then the result of this study was deduced from the comparison between the 568 entire survey data and 44 survey data in terms of the cognition of school facility complex project, the required type of facility and the problems of complex facility maintenance and operation. Four major findings were revealed as the result of research. First, there is a very high agreement with the school facility complex projects. Second, it was need that the process of planning and design was remodified to enhance participation of parents of students and local residents for selecting an appropriate complex facility. Third, education environment and student safety should be protected from any other school facility complex environments. Fourth, an agreement and regulation is needed for more effective maintenance and operation of school complex facilities.
