Analysis of Media and Information Literacy Education System, and Policies: Focusing on Public Libraries (미디어정보 리터러시 교육 제도 및 정책 분석 - 공공도서관을 중심으로 -)

  • The goal of this study is to explore and draw implicaitons from international and domestic media and information literacy (MIL) policies and educational systems. To this end, international policy documents issued by UNESCO, IFLA, OECD, and the EU as well as domestic South Korean laws and policies related to MIL and the fuctions of public libraries and related institutions were analyzed. The findings show that international organizations recognize public libraries as institutions that are responsible for providing information access and supporting knowledge sharing for citizens within and outside of formal education systems. Additionally, public libraries are seen as institutions responsible for supporting lifelong learning and civic education, as well as improving media, information, and digital literacy skills of their communities. In South Korea, the Library Act gives public libraries and librarians responsibility for improving citizens' MIL to support the public's right to know and to narrow the information gap. However, the functions of public libraries and librarians in South Korea have been limited or excluded in the domestic MIL policies. This study concludes that public libraries and librarians are responsible for reducing the information gap among citizens and should actively participate in policy development to improve citizens' MIL skills.

Achievements of the Comprehensive Measures of Korean Police for the Elimination of School Violence and counter strategies (경찰의 학교폭력 근절 대책의 성과와 향후 대응전략)

  • The police have executed the priority projects for the eradication of school violence as part of governmental comprehensive measures and the role of the police as law enforcement agencies to combat school violence is expected to be further strengthened. In this regard, this study proposes several alternative policies for police activities of school violence prevention. First, it is required to establish clear legal basis for activities of school police and recruitment and education programs to enhance their professionalism. Second, we must look for ways to ensure the accountability of parties involved in school violence such as school and parents. Third, it is necessary to promote 117 call actively which has comprehensive hotline function in school violence and enhance the professionalism of counselors for promoting the victim reporting. Finally, there is a need for differential police response according to the degree of risk of school violence.

  • This study examines the history and current debates on the standardized testing in the United States, particularly focusing on the role that the Carnegie Foundation for the Advancement of Teaching (CFAT) played in the process. It discusses the particular history of the United States associated with the pragmatic and scientific culture, rise of mass secondary education, and the social efficiency movement as the backdrop of the expansion of standardized testing. The role of the CFAT in this movement is investigated as to the way it contributed to setting standards for American secondary and higher education through promoting standardized tests such as SAT and GRE, and by establishing the ETS, a highly influential testing agency. The underlying educational assumptions and practices in standardized testing are critically examined in light of a more personal or context-bound and social justice-oriented paradigm for educational evaluation.

  • 21세기 지식기반사회에서 뿐만 아니라, 대학은 어느 나라 어느 시대이건 간에 그 국가의 중추적 역할을 담당해 왔다. 대학의 역할은 존재하지 않는 것을 창조할 수 있어야 한다는 전제하에, 이 역할의 실현을 위해서 대학구성원은 자신이 맡은 바 책무성을 보다 강화하여야 할 것이고, 국가는 대학운영의 자율권을 적극 보장해 주어야 할 것이며, 사회나 기업은 대학의 판단을 존중하고 우리 대학이 선진대학이 될 수 있도록 적극 지원해 주어야 할 것이다. 여기서는 우리가 고등교육 강국으로 거듭나기 위해 새 정부에 바라는 정책을 제언하도록 한다.

  • The purpose of this study is to analyze tasks of the librarians manning reading guidance at public library in order to enhance the professionalism of reading instruction required by librarians. For this purpose, we used the study method such as literature study and FGI analysis. As a result, The duty and task for Special Librarians in Reading Guidance was organized with 15 duties and 55 tasks.

  • In recent years, universities as higher education institutions have counted upon social accountability that assure their educational performance and quality. University assessment accreditation are being used internationally as a means to ensure the accountability. Current trends in American accreditation standards emphasize student learning outcomes such as problem solving, critical analysis, creativity instead of inputs such as physical and human resources. Also, American accreditation standards underscore the importance of information literacy as a learning outcomes. The purpose of this study is to compare and to analysis accreditation standards of Korea and American in the view point of library and information literacy. This study suggest basic directions how to apply these information literacy in accreditation standards of Korea. The accreditation standards of Korea need to reflect information literacy in terms of to enhance learning outcomes. In particular, this accreditation standards has to include collaboration between librarian and faculty within standard for accreditation.

  • 정보화부문에 대한 투자가 지속적으로 증가하고 있다. 그에 따라 투자한 데 대한 평가에 대한 수요도 급증하고 있다. 평가는 사업추진에 대한 책무성을 높이고 투자대비효과에 대한 검증과정으로서 정부부문에서는 필수적이다. 평가는 그 목적이나 활용에 따라 다양한 시각에서 주체가 다양할 수 있다. 그 어떤 정부기능도 배타적일 수는 없고 오히려 기능간에 어느정도의 중복성은 서로 다른 정책적 지향성을 갖는 현재의 정부조직의 편제에 비추어볼 때 평가도 다양한 시각에서 시행될 수 있다. 그러나 현재 정보화부문에 대한 평가는 지나치게 그 주체가 다기화되어 있고 다양한 주체가 시행하는 평가임에도 불구하고, 그 차별화는 명확하지 않아 평가중복에 대한 불만이 팽배하고 있다는 점이 문제이다. 뿐만 아니라 최근 국내외적으로 관심이 고조되고 있는 성과관리의 개념을 평가 제도가 갖는 한계를 극복하기 위한 방안으로 어떻게 도입할 것인가에 대한 방안 모색이 시급하다. 이 연구는 이러한 취지에서 현재의 정보화부문에 대한 평가제도를 고찰하고 문제점을 도출하여 정보화투자의 실효성을 높이기 위한 평가체계 및 제도화 방안은 무엇인지 그 방향을 제시하는 데 그 목적이 있다.

Analysis of Research Trends on Public Broadcasting Governance: Focusing on Korean Studies since 2000 (디지털 미디어 환경에서의 공영방송 지배구조에 대한 국내 연구동향 분석: 2000년 이후를 중심으로)

  • The governance structure of public broadcasters is the hottest topic in domestic media policy. This study examines the flow of discussions by period by synthesizing the research literature on the governance structure of domestic public broadcasting since 2000. As a result, active discussion on the governance structure of public broadcasting was confirmed to have appeared following the conservative governments after 2008, derived from the "crisis theory of public broadcasting." In addition, the discussion was conducted centered on the public values of public broadcasting and direction of system improvement, political independence of public broadcasting, composition of the board of directors, and presidential election system. This study suggested that future discussions on the governance structure of public broadcasting should expand the existing discussion of political independence to encompass the values, responsibilities, and systems of public broadcasting that presuppose citizen participation.

A Comparison Study on Satisfaction with Motivation-Hygiene Factors between Technology and Other Teachers in Gwangju City and Chon-nam Province (광주.전남 지역의 중등학교 기술 담당 교사의 동기-위생요인 간 만족도 및 타 교과 교사와의 비교 연구)

  • This study was performed to investigate and analyze technology teachers' and other subject teachers' satisfactions with motivation-hygiene factors in order to provide informations for their job motivation at secondary schools. The data were collected from 216 technology teachers and other subject teachers in Gwangju City and Chon-nam Province and analyzed and tested at p<.05 or more by employing t-test through SPSS program. The average satisfaction levels of the teachers were M = 3.85 with compounded motivation factors and M = 3.38 with compounded hygiene factors. The former is higher the latter. In the satisfaction levels of individual factors responsibility was first, work itself second, achievement third, and human relation, job safety, growth opportunity, recognition, supervision skill subsequently went down. The satisfaction levels of these factors were higher than neutral(M = 3.00). On the other hand, the satisfaction levels of work environment and payment were a little lower than neutral. Technology teachers were more satisfied than other subject teachers with responsibility and human relation factors among 10 motivation and hygiene factors. They had more positive perception than the others with these two. Generally, these teachers groups presented almost the equal satisfaction level with motivation and hygiene factors. The data were collected from technology teachers and other subject teachers in Gwangju City and Chon-nam Province and thus these might not be applicable to teachers in other cities and provinces.

  • 한국의 출연(연)은 과학기술 기반 창조경제 실현을 위한 선도적 탈추격 R&D 주체로서의 출연(연)의 역할모델 재정립을 요구받고 있으며, 이는 자율과 책무에 기반한 지속가능한 R&D 체제로의 패러다임 전환을 수반한다. 본 연구는 공공연구기관의 자율성을 정의하고, 자율성을 구성하는 요인을 기관장 선임 및 거버넌스, 연구전략 및 목표관리, 예산, 인력, 그리고 평가로 구분하고, Autonomy Regime on Wheel (ARoW) 모델을 통하여 제시하였다. 자율성을 구성하는 각 요인에 대한 핵심 질의를 정의하고, 한국과 선진공공연구기관의 현황을 파악하여 벤치마킹 분석을 수행하였다. 분석 대상 선진 공공연구기관은 독일, 영국, 미국의 기관들로 선정하였으며, 특히 연구회 구조의 유사성 및 각 연구회 간 연구분야 및 임무의 균형이 조화롭게 유지되고 있는 독일의 4대 연구회를 중심으로 연구를 진행하였다. 연구를 위하여 분석대상 기관의 홈페이지를 포함한 국내?외 문헌조사 및 독일, 영국, 미국의 현지조사 과정을 거쳤으며, 이와 함께 국내?외 관련 전문가들에 대한 인터뷰를 진행하였다. 한국 및 선진 공공연구기관의 자율성 현황을 분석한 결과, 자율성을 구성하는 요인들에 대하여 전반적으로 한국의 실질적 자율성이 상대적으로 약한 것으로 나타났다. 본 연구는 공공연구기관의 자율성을 정의 및 분석한 최초의 학술적 연구로서, 향후 자율과 책무에 기반한 지속가능한 출연(연) 발전을 위한 전략 수립에 기반자료로 활용이 가능하다는 점에 그 의의가 존재한다.
