Analysis of Community Residents' Recognition on Autonomous Integration of Process : The case of Goesan-gun and Jeungpyeong-gun (행정구역 자율통합의 추진 과정에서 나타난 주민인식도 분석 : 괴산군과 증평군 사례를 중심으로)

  • This study analyzes the awareness of citizens towards the autonomous integration process between Goesan-gun and Jeungpyoung-gun. According to the survey, the citizens of Goesan-gun agreed on the integration, but the citizens of Jeungpyoung-gun disagreed on the plan. This result is different from the findings of the opinion surveys which were conducted in 2009 and 2012. The reason why some citizens agreed on the integration is that the integration will help more with the systematic administration service and the convenience of administrative process. Also the citizens are expecting the expansion of the convenient facilities and the economic growth through the local festivals. In the political view, it will cut the operating cost of the two provinces. However, there are some reasons for the disagreement of the integration. The first reason is that the independent development will be more beneficial for each province. And it will be more effective if each province separately promotes the local festivals to be more productive. Nevertheless, the citizens in both areas admit the necessity of the population influx and elevating the local economy for both provinces. These two areas are expecting to have the autonomous local economy and the complementary and competitive relationship with the nearby metropolitan councils while building the Jungwon cultural zone which is supported by the regional association.

Impact of Smart device-based Spatial Information on the Perception of Citizens Participating in Community Mapping (스마트기기 기반 공간정보가 커뮤니티 매핑에 참여한 시민들의 인식에 미치는 영향)

  • This study shared with community mapping participants spatial analysis information, collected using smart devices, to give them an opportunity to objectively review their opinions. The study examined the impact of sharing such spatial information on residents' decision-making and perceptions. Yeongju-dong in Jung-gu district of Busan Metropolitan City, South Korea was selected for the case study; community mapping was carried out in Yeongju-dong to identify hazardous areas to improve pedestrian safety of primary school students. The community mapping participants drew a preliminary hazard map based on their experience and perception. Then, they drew a second hazard map after being given spatial information on pedestrian safety installations and pedestrian flow collected with smart devices including drones and sensors. Numerous changes in ranking across various sections occurred when the two maps were compared. There was a climb in the ranking of areas where the pedestrian flow was higher and lacked safety installations based on objective measurements over the perceptions of the participating people. Furthermore, according to a survey conducted among the participants, the provision of spatial analysis information using smart devices during community mapping process not only helped them recognize local community problems, but also raised their expectations that their submitted opinions would be reflected in policies. Moreover, the participants demonstrated increased self-confidence and faith in themselves as they were able to have more trust in the outcome they created.

  • Through a case study on The making of communities driven by citizen autonomy in Cheongju, The study is to figure out how it proceeded and how many were finished by project. These projects completed in 2007 and 2008 for "Campaign of making beautiful communities" were driven by people at community center in Cheongju city. This paper consisted of research on establishment and operation of community center, the developing process of "Campaign of making beautiful communities" and an analysis of each project. This study was based on the interviews of the official of Cheongju city for having ideas about establishment and operation of community center and the developing process of "Campaign of making beautiful communities" and also visits each center for investigating actual programs accomplished.

Performances and Limitations of the Health Community Organization Project in 148 Village, Gangbuk-gu (강북구 148 마을 건강주민운동사업의 성과와 한계)

  • Objectives: The purpose of this study was to examine the performances and limitations of health community building project of 148 village in Gangbuk-gu, Seoul on community health organization perspective. Methods: we conducted a qualitative study using both a systematic review of this project and in-depth interviews with the operators who had worked for the project from January 2012 to December 2012. Results: In this project, activists worked by gathering the opinions of the residents and focusing on their growth. The residents themselves established a community health care plan. Based on social determinants of health, they continued projects to solve residents' needs. A variety of programs were activated by providing a health cafe, which was an alternative public participation health promotion space that was not a clinic or a public health center. As the various entities gathered, there were difficulties related to interests and role sharing, and there were limitations such as the fact that the performance and limit of the pilot project could not be clearly predicted beforehand. Conclusions: This case suggested that new possibility of health and medical movement, approaching health issues by the way of community organization principle. Through the health community building project as community health organization perspective is expanded, health promotion effect will be created in the whole society.

Factors for the Development of the Gangwon's Health-Plus Community Program into the Health Community Organization (강원도 건강플러스 마을사업의 건강주민운동으로의 발전요인)

  • Objectives: This study aimed to examine the factors for the development of the Gangwon's Health-Plus Community Program into the health community organization. Methods: Participants of the study consisted of a total of 8 individuals, including trainers, residents, and public health center officials. Data were collected through in-depth interviews from August to October 2022. The data were analyzed using the thematic analysis method. Results: According to the results, the factors that enabled the Gangwon's Health-Plus Community Program to develop into a health community organization are as follows. First, participants believed that residents could do well by themselves, Second, participants met with residents rather than existing leaders. Third, education that encouraged residents to speak and positive assessment was implemented. Fourth, projects were started based on what residents wanted to do. Fifth, participants waited for residents to take action. Sixth, participants engaged with residents instead of just observing. Seventh, participants did not demand short-term outcomes. Conclusions: This study will contribute to the progression of community participatory health promotion programs towards a health community organization aimed at community empowerment.

Application of River Monitoring Methodology by a Local Resident (지역 주민에 의한 하천 모니터링의 현지 적용)

  • 현재 지역적으로 일반 주민들이 실시하는 하천 모니터링 결과들이 지역별, 유역별로 일부 존재하나 모니터링 방법이 달라 일관되고 정확한 통계를 얻을 수 없다. 특히 사용하고 있는 모니터링 기법이 전문가 중심의 내용으로 되어 있고 오래전에 도입된 매뉴얼들로써 실질적 모니터링의 효과를 보기 어렵다. 본 연구에서는 일반 시민들이 알기 쉽게 하천 모니터링을 실시할 수 있는, 시민참여형 하천 모니터링 인자(항목) 개발하고, 개발된 모니터링 인자들을 이용하여 일반 시민들이 손쉽게 판단할 수 있도록 모니터링 방법론을 정립하였으며, 이를 바탕으로 현지 하천을 대상으로 직접 모니터링을 실시하여 그 결과를 검토하고 미비점을 보완하였다. 일반적으로 조사 구간은 1000m를 기본으로 하며, 이 경우 조사 구간에는 하천환경 상태가 일정할 수 없다. 따라서 조사 구간 내의 지배적인 현황을 고려하여 모니터링을 실시하며, 조사표에 모니터링의 지배적인 현황 결과를 기입하는 것이 요구된다. 본 연구에서 도출된 모니터링 기법은 일반 시민들이 쉽게 대상 하천의 하천환경 상태를 판단할 수 있는 것으로서, 앞으로 활용도가 높을 것으로 판단된다. 추후 많은 시민들의 모니터링 결과를 바탕으로 본 매뉴얼이 수정, 보완되는 것이 바람직할 것이다.

Review on Motive Types of Rural Residents' Participation in Environmental NGO Action Program (환경 NGO 활동프로그램에 참여하는 농촌지역주민의 동기 유형에 관한 고찰)

  • The objectives of this study were: a) to determine the motive types of residents' participation in environmental NGO action program, b) to identify factors related to their motive in the activities, and c) to provide strategic implications to satisfy their motive. For the purpose, the researchers reviewed related literatures on motivation studies and various theories related to residents' participation. Based on the findings of this study, the following suggestions could be offered for the environmental NGO program activities : 1) Environmental NGOs should offor motive-friendly programs which may help the residents' participation in the NGO activities. 2) Environmental NGOs should provide diverse activity programs to facilitate participation and to gratify their motive. 3) To satisfy the motive of participation, environmental action programs should be organized and conducted through a careful considerations of the motive type of the peoples' participation, the characteristics of residents, and so on.

Perception of Local Residences on Multicultural Library Service: An Exploratory Study (공공도서관 다문화서비스의 주민 인식에 관한 탐색적 연구)

  • As Korea becomes a multi-cultural society, Korean government ministries are enforcing various multi-cultural services. Especially, Ministry of Culture, Sports and Tourism, which is in charge of public libraries, is operating multi-cultural services for cultural diversity. The trends in the research on the multi-cultural services in public libraries, however, are rather on adaptation of the multi-cultural people in Korea than on the cultural diversity. In this exploratory study, we investigated the perception of local residences on multi-cultural library services with several in-depth interviews with the local residences not only for the adaptation but also for the cultural diversity. The results shows that they tended to regard public libraries as an institution of local life-long education, and then they think public libraries can take a role for coping with social adaptation and prevention of social problems in terms of multi-cultural population. Based on the results, public libraries would better consider to inform their roles in this multi-cultural society to their local residences based not only on adaptation but also on cultural diversity. For this, the libraries would develop programs, in which both multi-cultural and non-multi-cultural people can be participated, to encourage communication between them.

Possibilities and Challenges of the Citizen Participation in Regional Planning : Case of Jecheon Citizen Group for Urban Planning (시민참여형 지역계획 수립의 가능성과 과제 - 제천시 시민계획단 운영 사례를 중심으로 -)

  • The purpose of this paper is to review the process of collaborative planning from the case of the Jecheon Citizen Group for Urban Planning(JCGUP). The JCGUP was composed of 4 subdivisions including industry/economy, urban regeneration/infra, health/welfare, and environment/tourism. The operation period was from October 16 to November 30, 2012, and the 67 citizens and 25 staffs participated in the JCGUP. The plenary sessions were scheduled to be held three times. Topics of 1st, 2nd, and 3rd sessions were pending issues of Jecheon, vision and goals for 2025, and strategies for accomplishing those vision and goals, respectively. Policy implications of the JCGUP was as follows. It functions as a tool to bring interests in civic planning and policies, and be an effective way to collect public opinions. Moreover, those opinions could be used as strategies and action plans in regional planning of Jecheon. This study can offer insights into how to manage and develop the citizen group for urban planning to help promote collaborative planning process in practice.
