An empirical study on distribution channel choice of shippers (화주기업의 유통경로 선택요인 분석)

  • Logistic activities of shippers contains only origin-destin commodity flow information, but also contract relationships, cash flows and distribution channels. Under the lack of understanding of physical distribution channels, most studies have focused on the social and psychological aspects between manufacturers and retailers (e.g., mutual trust, power, conflict, reciprocal commitment, and so on). This study reports empirical results of distribution channel choice drawn from 2001 Korean Commodity Flow Survey(CFS) conducted by Korean government. Based on the CFS data, four distribution channels are classified. This study scrutinized how various factors including mode, commodity and firms characteristics affect distribution channel choice, and reported the problems of 2001 CFS survey questionaires and future directions.

How to Improve R&D Pre-Feasibility Study System (연구개발 분야 예비타당성 제도의 개선방향)

  • Even though the pre-feasibility study was introduced in 1998, it mainly has focused on transportation social overhead capital(SOC) such as road and railroad. Last year, however, the government newly launched R&D project area for the pre-feasibility study. This paper tries to analyze the pre-feasibility study methodology and system that applied to R&D facility, cluster, and sized R&D infrastructure projects. In depth study of economic, policy, and AHP analysis, this paper shows that the preliminary feasibility study have some caveats and suggests a way of improvement for making up for limitation. Main suggestions are as follows; First, to improve the fit in R&D sector analysis, using consistent method is important. Second, technology analysis is essential for R&D evaluation. Third, technology experts should take part in AHP analysis.

A Study on the Analysis of Management Efficiency of Start-up Investment Companies (창업투자회사의 경영 효율성 분석에 관한 연구)

  • This study analyzed to provide information for business improvement by analyzing the management efficiency of start-up investment companies so that startup investment companies can operate efficiently and by presenting information on inefficient factors. From 2014 to 2018, 83 start-up investment companies were analyzed using the DEA model. Input variables were he number of employees, capital, and output variables were selected for start-up investment assets, operating income, and net profit. As a result of the analysis, technical efficiency and pure technical efficiency showed a pattern with an increase in average, but scale efficiency repeatedly increased and decreased. It is believed that the decline in technology efficiency was due to the decrease in pure technology efficiency, and the inefficiency of start-up investment companies seems to have influenced the inefficiency of start-up investment companies rather than the inefficiency of scale. In addition, the size revenue shows that the DRS value is gradually decreasing, and the IRS value is generally increasing. It is believed that efficiency can be improved if operational inefficiency is improved based on the results and efficiency measures are established through scale expansion.

Utilization of Public-Private Partnerships in Urban Regeneration Projects: Focusing on Types and Cases from a Governance Perspective (도시재생사업에서 민관 파트너십의 활용 방안: 거버넌스 관점에서 본 유형 및 사례를 중심으로)

  • The purpose of this study is to find ways to utilize public-private partnerships from the perspective of governance in order to effectively promote urban regeneration projects and establish a business structure. The results of the study are summarized as follows. First, from the perspective of governance, the types of public-private partnerships in urban regeneration projects can be classified into central government-led, local government-led, private business-led, and local residents and community organizations-led. Second, it is confirmed through overseas case analysis that developed countries are effectively promoting urban regeneration projects through the formation of various public-private partnerships. Third, as a way to utilize public-private partnerships in Korean urban regeneration projects, it was proposed to diversify the types and size of urban regeneration projects, design a system to utilize various public-private partnerships, use cross-assistance methods, and form social capital necessary for transparent and effective private partnerships.

Mega Sport Event and Social Capital: A Host Community Perspective Comparison in Korea and the US through Social Conflict Theory (메가스포츠이벤트와 사회적 자본의 역할: 갈등이론을 중심으로 한 한국과 미국의 이벤트 유치지역사회의 관점 비교에 대한 연구)

  • Purpose - The current study is to compare the cognition of stakeholders on hosting a mega sports event between Korea and the United States. In particular, to understand their cognition and perceptual conflict towards hosting a mega sports event, the study employed conflict theory. Furthermore, the study reviewed the role of social capital in the process of managing the mega sports events. Research Design, Data, and Methodology - Of homogeneous sampling, purposeful sampling method and criterion-based selection approach were used to collect interview data from key stakeholders who have been involved in hosting a mega sports events in Korea and the United States. In-depth interview transcripts were reviewed multiple tiems after transcription to extract concepts and meanings that were pertinenet to the experience involving hosting a mega sports event. Further member checks was conducted to increase the credibility of the results. Results - Results can be summarized as followed: First, stakeholders of Korea have a strong desire for positive economic effects of a mega sports event, compared to those in the United States who are more concerned in enhancing the public interests and concerns. Second, in Korea, various socio-political issues emerged at the same time and conflicts among multiple stakeholders have aggravated the situations to coordinate the issues. This was because legal system supporting socio-trust has not been established. On the other hand, major stakeholders of the United States consisted of community members who have socio-trust and networks. Thereby these social resources have been found playing a key role in building social capital that assists the stakeholders to coordinate the current issues and to solve them. Conclusions - The current study analyzed the cognition and perceptual conflict of stakehoders in a mega sports event. Social capital has beend found as a key catalyst to increase a network and cooperation among stakeholders. In order to enhance social capital in managing a mega sports event hosted in Korea, legal systems that establish networks and relationships among the related stakeholders need to be developed. Furthermore, the systematic guideline needs to be developed, organizing the sub-committees according to the types of stakeholders and the categorized common needs.

Research on Measures to Enhance Railroad Security Checks of Railroad Police Officers to Prevent Terrorist Attacks (철도테러 예방을 위한 철도경찰 보안검색 강화 방안 연구)

  • Countries across the globe, including those in Europe, are waging a "war against terrorism" as international terrorist groups such as ISIS and lone-wolf terrorists have unleashed various large-scale attacks on rail infrastructure. Anti-South Korean sentiment exists in Muslim-majority countries because the nation has cooperated with the US for its military interventions in the Middle East, and ISIS has threatened to target South Korea four times since September 9, 2015. In addition, North Korea has been left isolated in the international community with its missile and nuclear tests, while further escalating inter-Korean tension and threatening to strike major facilities and attack important figures in the South. These situations imply that South Korea is no longer immune to terrorist attacks. If the nation fails to prevent or deter such terrorist attacks against rail networks, massive casualties, property damage and social confusion would be unavoidable, deteriorating national and international trust in its counter-terrorism policies. This may lead to a national crisis involving decreases in the number of tourists, dampened interest of foreign investors, and capital flight. This study aims to propose policy measures to enhance railroad security checks, based on the work of railroad police officers, for the sake of protecting citizens and public safety. The suggestions include an incremental expansion of railroad security checks; growth of the railroad police force and adjustment of their policing distribution with other police officers; enhancement of security systems across important rail networks; improvement of the Railroad Safety Act; Southeast Asia, including the corresponding strengthening of the national crackdown illegal immigrants, and plans for pre-emptive and regular cooperation among organizations related to the promotion of security checks and the prevention of terrorist attacks.

Exploring the Perception of Elementary and Secondary Pre-service Teachers about 'Novelty Space' in Learning in Geological Field Trip (야외지질학습에서 '생소한 경험 공간(Novelty Space)'에 대한 초등 예비교사와 중등 지구과학 예비교사들의 인식 탐색)

  • The purpose of this study was to examine the perceptions of novelty space among pre-service elementary and secondary earth science teachers. We conducted a survey to explore the perceptions of 38 pre-service elementary school teachers at the National University of Education and 31 pre-service secondary earth science teachers at the Department of Earth Science Education at B University. Semi-structured interviews were conducted with 12 participants, including three pre-service elementary teachers and nine pre-service secondary science teachers. In addition to the elements of novelty space, prior knowledge (cognition), prior outdoor learning experience (psychology), familiarity (geography) with outdoor field learning, and social and technical elements were added. When classified based on elementary and secondary levels, there were statistically significant differences in cognitive, psychological, geographic, and social areas for the elements of novelty space. Statistical differences indicated that the experience or capital related to outdoor learning may have resulted from more pre-service secondary earth science teachers than pre-service elementary teachers. In additional interviews, both elementary and secondary pre-service teachers reported that competencies in the technical domain would be emphasized in the future owing to the necessity and the technical development of virtual-reality-based outdoor field learning programs. This study emphasizes the academic significance of novelty space that should be considered to conduct geological field learning for elementary and secondary earth science pre-service teachers while considering the current post-pandemic educational context.

The Locational Characteristics and Viabilities of Chinese Township Enterprises in Yan-bian Korean Ethnic Autonomous District (중국 연변조선족자치주 鄕鎭企業의 입지특성과 존립기반)

  • The purpose of this study is to analyze the locational characteristics and viabilities of township enterprises in Yan bian korean ethnic autonomous district. From the late of 1970s, Chinese township enterprises have heavily contributed to the rapid economic development in China, to alleviating the rural, surplus labor, and to reducing the dispa rity between urban and rural in term of socio-economic condition. From the late 1980s Chinese township enterprises in Yan bian korean ethnic autonomous district have rapidly developed in urban areas and also in the places that were easily accessed into main cities. The locational characteristics implied the management characteristics that attempted to solve the lack of capital and technique, and marketing difficulties through the existed firms in urban areas rather than the accessibility of the market. Chinese township enterprises in Yan bian korean ethnic autonomous district utilized locally available low wage labors of legal agrarian(nung-min-gung) to compete the large firms in urban areas. Township governments positively affected the development of the enterprise in the early stage: while, in the latter stage, they limited the autonomous management. If the economic ,system in China would be changed into the capital in the future, the institution should at low to the maximum autonomous management of township enterprises.

  • Recently, mutual economy cooperation in Northeast Asia has leaded steady growth among main countries of it and rather promoted a single economy circle. In this region, Busan container port competes with min container ports in China, Taiwan and Japan in it for attracting transshipment container traffic of north-Shanghai in China and for-east Russia. Therefore, this paper aims to suggest competitive strategies for Busan container port to attract container traffic in Northeast Asia To do so, it evaluates the preference of important ports in the competitive situation and competitiveness edgy of important ports in Northeast Asia, and finally proposes the relative order of important factors. Based on the evaluation of it, first, the Busan ports hue tn strengthen port facilities to attract more traffic and in detail, reinforce the number of berth, yard areas and handling equipment Second, they also have to provide high quality of services to deliver cargos in time, not being damaged and swiftly response to shipowner and shipper's claim, Third, they need to review the strategy to adopt flexible tariff policy and to invest the profit from tariff in port service and facilities, as providing higher port tariff level by a regular rate.

Characteristics and Policy Implications of Private Development Parks in Japan (일본 민설공원 제도의 특성과 시사점)

  • Urban park planning has become difficult due to the lack of municipal funds. Thereupon, a special scheme was imposed for city park planning. Since then, a legal amendment was made for economical improvement and more active participation. However, there are a lot of questions about whether it was a suitable direction for parks and where it should be emphasized for public interest. Base on these concerns, this study examined the basis and characteristics of location, creation, and maintenance of private development parks in Japan, which was the policy model of Korean private parks. Location and space planning of private development parks was made up considering an effective green network and disaster prevention function, and a minimum area was about 1.42ha. The minimum area, 1ha, was established on the basis of considering realistic possibilities, disaster protection, and universal validity. It was also amended to consider the standard of type two mid- to high-rise exclusive residential areas and consultation with regional governance. Finally, it was built on the lowest limit of ordinance of the relevant city; for example, 100% of the floor area ratio, 30% of the building coverage ratio, and the maximum height of 11 stories, etc. For maintenance, private and public sectors were working together. Maintenance fees for 35 years (based on $300yen/m^2$ per month) were paid en bloc by the licensee. However, the city was paid for facilities that accompanied excessive maintenance costs. Meanwhile, it seemed difficult to introduce attractive profit facilities because of the limitations in location, usage permission, and introduction equipment; furthermore, there were problems with management authority, and the burden of expenses was deducted. For creating private Korean parks, this study suggested that we should build priority of creating city parks and select appropriate locations first; also, we need to make criteria for location, creation, and standard management rules that are relevant to the whole nation of Korea.
