Knowledge and Technology Transfer of University and Regional Development: A Case Study of Chonnam National University (대학의 지식 및 기술이전과 지역발전: 전남대학을 사례로)

  • Today universities are regarded as one of the key institutions in the national and regional innovation systems. First of all the diffusion and distribution of the knowledges, technologies, information and know-hows from higher educations to regions are capable of promoting an innovation-led regional development. This study aims to evaluate the transfer and spatial diffusion of knowledge and technology from the Chonnam National University(CNU) in Kwangju to the regions and to focus the analysis of the technology transfer, personnel transfer and spin-off development. The results show that there are some differences in the spatial range and effects of the knowledge and technology transfer of the CNU by the type of transfers. And the Analysis provide evidence that the knowledge and technology distributions from the CNU make more and less positive contribution to regional developments.

  • In the knowledge-based economy the innovation through continuous research and development(R&D) is crucial for the economic development and competitiveness of the region or country. The role of university as an institution which creates and diffuses new knowledge and technology should be highly emphasized these days in that context. This study explores the university-industry collaboration. More specifically, technology transfer and knowledge exchange between a university and external industrial partners are examined and the influences of such activities are, then, evaluated in the aspects of innovation and competitive advantages of the industrial partners. The case study on the Chonnam National University indicates that the considerable amount of knowledge and technology developed within the university tended to transferred to local areas, namely Gwangju and Jeonnam region. It can be claimed that the university, at least Chonnam National University, has positive impacts on the regional economy through technology transfer and knowledge share.

  • 21세기에 들어 세계경제는 지식기반경제로 급격히 발전하고 있으며 이에 따라 국가기술혁신의 필요성이 커지고 있다. 급격한 기술발전의 추세와 R&D분야에서의 한정된 자원을 고려하면 선진국과의 기술 격차를 줄이기 위한 기술이전의 활성화는 우리나라의 당면과제라 할 수 있다. 본 고에서는 기술이전의 인프라인 기술이전 정보유통의 국내외 상황과 한국과학기술정보연구원에서 추진중인 국제기술시장에 대한 소개, 그리고 이러한 제반 상황하에서 국내 기술이전 정보유통의 발전적인 대안과 지식정보를 활용하고 지원할 수 있는 기술가치평가 시스템의 개발에 관한 내용을 소개하고자 한다. 정형화된 특허정보와 기술에 의한 제품시장정보를 제공함으로써 기술의 잠재사업이익 추정을 지원하며, 산업특성 및 기술혁신단계를 분석하여 기술기여도를 산출하고, 실물옵션법을 이용하여 최종 기술가치를 산출하는 단계로 개발된 기술가치평가 시스템을 소개하였다.

The effect of in/out group formation and the tie strength on the knowledge transfer and performance (내, 외집단 형성 및 관계강도가 지식이전 및 성과에 미치는 효과)

  • Knowledge transfer occurs in various social contexts, within individuals and groups, and, thus, is closely linked to social networks in an organization. This paper applies social network theory and social identity theory to knowledge management area. The subject of this study was organization members who transfer their knowledge. 296 questionnaires were collected and analyzed. The results are as follows. First, in-group and out-group's tie strength have a significant effect on knowledge transfer. Second, the study shows that the knowledge transfer influences positively individual, team and organizational performance. Lastly, the study verifies that the applied knowledge has a moderating effect on the relationship of the in-group's tie strength and knowledge transfer.

A study of knowledge transfer effects in Korean venture startups : The role of knowledge origins, absorptive capacity, government, and venture capital (한국 벤처부문의 지식이전 효과에 대한 진단 : 지식속성, 흡수능력, 정부 및 시장의 복합적 효과)

  • This paper examines the knowledge transfer effect in Korean venture systems. Existing literature has provided rich evidence of the effect of knowledge transfer, but we do not have micro mechanisms inherent in the process of knowledge transfer. This paper argues that knowledge transfer effects vary depending on the knowledge types, sources, and legacy. This paper also tests role of the two important pillars in knowledge transfer of Korean venture startups; venture capital and government. This paper also examines the role of absorptive capacity in the knowledge transfer process. With 1,862 sample of Korean venture firms, this study employed three methods depending on 3 different types of dependent variables: hierarchical regression, logistic regression, and survival analysis. Main findings include that 1) knowledge characteristic itself and its alignment with industry influence the knowledge transfer effects, 2) government support has a negative effect on financial performance of venture firms, but does not have significant interaction effect on knowledge transfer, and 3) the absorptive capacity of each firm moderates the knowledge transfer effects. The theoretical and practical implications are discussed.

  • Under the knowledge-based economy, the function of university as an institution to create and diffuse new knowledge and technology is emphasized than ever before. Today, universities around the world find themselves going beyond the traditional roles of research and teaching to drive the development of local economies through collaborations with industry. This study aims to examine the university-industry collaboration and identify the aspects of knowledge transfer and exchange between university and external agencies and intends to explain in particular how the knowledge transfer of the university affects the innovation and competitive advantage of regional businesses. The analysis on the case study of Chonnam National University focusing on the knowledge transfer, in particular examined through the contracted or commissioned researches suggests that only a small portion of the knowledge generated by the university is transferred to Gwangju and Jeonnam region, thus it can be seen that knowledge transfer of Chonnam National University partially affects the development of the regional economy. However, it is analyzed that this knowledge transfer differs somewhat depending on the client's sectors and the contents of research contracts.

A Study on Determinants of University TLO's Performance: Effects of the Patent Manager Dispatch Program (대학 TLO의 성과 결정요인에 관한 연구: 특허경영전문가 파견사업의 효과를 중심으로)

  • Even though papers and patents generated by public research institutions including universities are continuously increasing in Korea, commercialization of research outputs is significantly lower than developed countries. Therefore, it is very important to improve the effectiveness of technology licensing offices(TLOs) of universities. In this study, we study effects of the patent manager dispatch program(PMDP) of the Korean Patent Office(KPO) on the performance of TLOs. KPO has dispatched patent experts to selected TLOs under the PMSD since 2006. Based on data of 126 TLOs, we analysed whether the PMSD has improved the performances of beneficiary TLOs. We tested two related hypotheses: (1)Whether or not a TLO received the dispatch service had effects on its performance? (2)Were early beneficiaries more effective than late beneficiaries or non-beneficiaries because of cumulative learning effects? The main findings are as follows. The past experience in itself did not improve performances of beneficiary TLOs. However, early beneficiaries were better than late beneficiaries or non-beneficiaries, that is, some learning effects might help the beneficiary TLOs improve their performances.

A Study on the Direction of Reform in Licensing Policy of Government R&D Outputs to Promote Academic Technology Transfer (대학의 기술이전 촉진을 위한 국가 연구개발사업의 기술료제도 개선방안)

  • The Korean government has tried to increase the total national R&D investment and, to streamline acts and regulations concerning national R&D activities. Korea's total R&D expenditure in the field of S&T for the year 2006 amounted to about 27.3 trillion won including government R&D of 8.9trillion won. The Korean government enacted several pieces of legislation concerning S&T: the "Technology Transfer Promotion Act (1999)" ; the "Framework Act on Science and Technology (2000)", and the "Presidential Regulation for Managing the Government R&D Programs (2001)." With these efforts the capacity of Korea S&T has made great strides recently. But for years Korea has run a severe deficit of technology trade. The Korea's balance ratio of technology trade is 0.36 (export/import). It means that Korean industry excessively depends on foreign resource in introducing new technologies. The Korean government has put a lot of effort into promoting the commercialization of technologies developed in universities. The public technology transfer policy of the government has improved the infrastructure of technology transfer and commercialization. However, the government has realized that these policies have not been as effective as they were anticipated. In spite of these various efforts, the technologies obtained from the government R&D Programs have not been transferred to the Korean industry properly. Only 13.6% of technologies developed in universities for the year 2005 were transferred to industry. The academic royalty revenues for the year was 0.15% of their total R&D expenditure It shows only a twentieth of the percentage of royalty revenues for the American universities. The reasons of poor commercialization of academic technologies are intermingled with imperfection of technology transfer system, lack of licensing experience, immaturity of socio-economic circumstance and inadequacy of legal system and government policy. In this study we analyzed the problems of legal system and policy in licensing of government R&D outputs and suggested proper alternatives.

Determine Optimal Timing for Out-Licensing of New Drugs in the Aspect of Biotech (신약의 기술이전 최적시기 결정 문제 - 바이오텍의 측면에서)

  • With regard to the development of new drugs, what is most important for a Korean Biotech, where no global sales network has been established, is decision-making related to out-licensing of new drugs. The probability of success for each clinical phase is different, and the licensing amount and its royalty vary depending on which clinical phase the licensing contract is made. Due to the nature of such a licensing contract and Biotech's weak financial status, it is a very important decision-making issue for a Biotech to determine when to license out to a Big Pharma. This study defined a model called 'optimal timing for out-licensing of new drugs' and the results were derived from the decision tree analysis. As a case study, we applied to a Biotech in Korea, which is conducting FDA global clinical trials for a first-in-class new drug. Assuming that the market size and expected market penetration rate of the target disease are known, it has been shown that out-licensing after phase 1 or phase 2 of clinical trials is a best alternative that maximizes Biotech's profits. This study can provide a conceptual framework for the use of management science methodologies in pharmaceutical fields, thus laying the foundation for knowledge and research on out-licensing of new drugs.

  • 우리나라 정부는 공공연구기관에서 개발된 기술을 민간부문에서 사용을 극대화하여 기업 및 국가경쟁력을 제고하기 위하여 기술이전과 기술평가 및 기술정보유통 등의 기반을 확충하여 산업전반의 기술경쟁력을 강화하고 있다(기술이전촉진법 제정(2000. 1. 28). 이와 같은 변화는 국가경쟁력의 무게중심이 산업기반경제에서 지식기반경제로의 이동을 나타내는 것이며, 미국을 비롯한 선진 국가들의 움직임은 우리나라보다 10년 이상 앞선 상태이다. 지식기반경제에서는 특허의 전략적 활용이 가장 중요하게 여겨지고 있으며 각 연구기관 및 기업은 특허의 포트폴리오에 총력을 기울이고 있다. 그러나 특허의 사업화 가능성을 판단하여 우수 특허군을 분류하거나 특허의 등록유지에 관한 결정을 내릴 때 현재 특허실사 맵, Risk-Return chart, 전문가 심의 방법을 범용하고 있으나 이와 같은 세 가지 방법은 평가자 개인의 주관적 입장이 강하게 작용하고 있어 문제점으로 지적된다. 본 고에서는 기존의 특허실사 방법론의 맹점인 평가의 주관성을 배제하기 위하여 객관적이고 표준화된 정보인 특허를 사용하여 고안된 두 가지 특허지수(CPP, TCT)를 사용하여 객관적인 특허실사 방법을 제안하고 실증분석을 통하여 사용 가능성을 고찰해 보았다.
