Economic Valuation of an Urban Green Space Using Double-Bounded Dichotomous Choice CVM (이단계 이선 가상가치평가법을 사용한 도시녹지의 경제적 가치평가)

  • 본 연구는 서울시 도시녹지를 1평을 늘리는 것에 대한 시민들의 지불의사금액(WTP)을 이단계 이선 가상가치법으로 계산함으로써 도시녹지의 경제적 가치를 평가하고, WTP에 영향을 미치는 변수들의 종류와 영향력 정도를 밝히기 위해 수행되었다. 지불도구는 기금이었으며, 'fat-tail problem'없이 WTP를 계산하기 위해 생존분석을 사용하였다. 분석 결과, 서울시민들은 생활녹지 1평을 늘리는데 약 23,400원을 기부할 용의가 있었다. WTP에 영향을 주는 변수는 자연환경태도(NEP), 구조적 제한요소, 소득 및 환경보전을 위해 편리함을 양보할 의사이었다. 본 연구의 결과는 도시녹지의 개발 또는 보존과 관련된 정부의 의사결정이나 도시녹지 관련 예산 확충을 요구할 수 있는 기본 자료로 활용할 수 있을 것이다.

  • 수도권 광역상수도는 관로 매설 이후 30년 이상 경과하여 수도관로 사고 발생빈도가 증가하고 있다. 이에 노후관로를 갱생하여 사고예방과 용수공급 안정성 강화를 도모할 필요가 있으며, 이러한 사업의 수행 여부에 대한 판단을 위해서는 사업 시행으로 발생하는 경제적 편익에 대한 정량적 정보가 필요하다. 노후관로 갱생사업의 경제적 편익은 크게 관로사고 피해저감 편익과 복구비용 절감편익으로 구분되는데 후자는 공학적 접근을 통해 비교적 쉽게 평가할 수 있는 반면에, 전자는 평가가 어렵다. 이에 본 논문에서는 조건부 가치측정법이라는 경제학적 기법을 적용하여 관로사고 피해저감 편익을 추정하고자 한다. 수도권 광역상수도 갱생사업의 수혜지역 주민 600 가구를 무작위로 추출하여 수도권 광역상수도 갱생사업이 시행되지 않을 경우 관로사고가 발생할 수 있음을 설명한 후, 관로사고를 막기 위한 지불의사액을 조사하였다. 분석결과 관로사고 피해 회피를 위한 가구평균 지불의사액은 톤당 약 41.7원이었다. 이 정보는 노후관로 갱생사업에 대한 의사 결정시 활용할 수 있다.

Estimation of Willingness to pay for Realtime Route Guidance Information by Contingent Valuation Method (조건부가치측정법(CVM)을 이용한 실시간 경로안내시스템의 지불의사액 산정)

  • This study proposes an estimate method of willingness to pay(WTP) for real-time route guidance systems using contingent valuation method(CVM) under double bounded dichotomous choice question(DBDCQ) and analysis for impact factors of WTP estimation. This study assumed that provided real-time traffic information service is optimal route concepts dealing with traffic conditions on origin-destination. Analysis targets were classified into two groups as short distance path and middle distance path for estimating WTP for realtime route guidance system in a year using the survival analysis method and the regression model with personal information, actual condition and satisfaction of information usage and users' awareness and usage of facilities. As a result, mean WTP of realtime route guidance system is 4,034won/year in short distance path, and 4,884won/year in middle distance path. Therefore real-time route guidance system for longer distance path is recognized as more valuable than shorter distance path. Moreover, the necessity of information was required on a higher income group and higher WTP was estimated on owners of vehicle group and lower awareness of a route group.

  • Traffic congestion causes enormous social costs as well as loss of travel time and waste of energy. Though the Seoul metropolitan government implemented various forms of transportation policies such as urban road pricing and public transportation reform, traffic volume which across the Seoul metropolitan borders have greatly increased because of housing land development in suburban area. The purpose of this study is to estimate individual's willingness-to-pay(WTP) for extensive implementation of congestion pricing through policy-mix with bus rapid transit(BRT) system. So the field survey interviews carried out. The empirical analysis was done with priority given to the following two topics; derivation of individual WTP and prior evaluation of policy effect from the equity aspect. To estimate individual WTP, we adopted contingent valuation method (CVM). The former is to estimate individual WTP for respondent's maintaining his/her transit pattern when he/she is faced with congestion pricing by using compensating variation(CV) concept. And, the latter aims at evaluating policy effect from the equity aspect by calculating the Proportion of WTP to average income using WTP in income bracket for policy scenarios.

  • Contingent Valuation Method (CVM), as non-market valuation approach, has been criticized on that respondents may not realistically reflect their budget constraints in answering willingness to pay (WTP) for hypothetical CV questions. This paper empirically estimates the income calibration factor associated with CV responses through combining travel cost method and contingent valuation method in a utility-theoretic framework. The joint model of recreation demand function and contingent WTP function was applied to an important case study on the Man Kyoung River system, whose water quality is at issue because of the Sae Alan Kum reclamation project. Relevant economic variables such as price, income and water quality had significant influence as anticipated by the economic theory. Equally important, the income calibration factor was not significantly different from one, suggesting that the systematic discrepancies of CV responses relative to the actual behavior was not detected at least in terms of budget exaggeration. Overall, this study supports the notion that carefully designed CVM studies can provide informative data on individuals' willingness to pay for environmental quality changes.

Benefit Analysis of Quality Incresement Based on Meat Quality Testing of Breeding Pig (돈육 육질 검정에 따른 품질 증가의 편익 분석에 관한 연구)

  • Willingness-to-pay (WTP) for pork produced by quality test was determined using a contingent valuation method. Three model studies including a dichotomous-choice and two double dichotomous-choice types were conducted. The respondents in this study appropriately understood the contingent valuation and the suggested price was significant as a characteristic variable. The results imply that there is lower chance to select pork produced by the quality test, as the price difference is greater between conventional and quality-tested pork. WTPs in double and single contingent valuation models were 735 and 547 won/100 g, respectively. WTP was increased with increasing the educational level of respondents. The average WTPs analyzed by convariate were 1,015 won/100 g for double contingent valuation and 580 won/100 g for single contingent valuation. Considering the minimum price of WTP of pork produced by quality test (547.4 won/100 g), the total economic value was estimated to be 5,173,600 million won and per capita customer value was 106,000 won. Therefore, providing an institutional strategy for pork quality test will be beneficial for the consumers.

  • In the coming ubiquitous society, the importance of developing advanced public transportation systems (APTS) corresponding to individuals' needs and useful in their daily life is profound. In these regards, the study proposed new APTS services: Free internet access service and On-board real time traffic information service in public modes. A stated preference (SP) survey was performed to investigate individual's preference and willingness-to-pay (WTP) for the proposed APTS services. Multinomial logit models (MNL) incorporating the heterogeneity of respondents were developed to analyze individuals' preference and the difference of WTP. Some results of the study showed that the respondents' preferences were significantly different by in-vehicle travel times (30 min, 60 min) and their socioeconomic background. More respondents prefer new APTS services when invehicle travel time takes longer. For the housewife and self-employed group, the mean WTP for on-board realtime traffic information was higher than that of free internet access services, while for the company employees and students group, the mean WTP was similar in both services.

  • 본 연구에서는 이들 문제점을 극복하기 위해 수도권을 대상으로 하여 용수를 사용하는 소비자의 BOD 개선정도별 지불의사(WTP)를 설문을 조사하고, 설문결과를 통계분석하여 수질개선(BOD)-지불의사(WTP) 관계식을 도출하였다. 이때 설문응답자가 최대한 설문대상재화를 객관적이고, 쉽게 이해할 수 있도록 설문지를 작성하였다. 사례연구로서 낙동강수계의 내성천 지방2급하천 구간에 계획한 송리원다목적댐을 대상으로 상수도 원수수질개선에 대한 편익을 산정하였다. 사례연구로서 낙동강수계의 내성천 지방2급하천 구간에 계획한 송리원다목적댐을 대상으로 적용하였다. 방류시나리오별 연평균편익산정 결과, 연평균계획방류량$(4.79\;m^3/s)$ 방류시 5,980 백만원, 풍수기(7$\sim$10월)를 제외한 기간의 계획방류량$(7.22\;m^3/s)$ 방류시 8,663 백만원, 수질악화기 계획방류량$(10.72\;m^3/s)$ 방류시 11,905 백만원, 최대계획방류량$(13.54\;m^3/s)$ 방류시 14,502 백만원으로 산정되었다. 본 연구에서 개발된 가구소득별 수질개선(BOD)-지불의사(WTP) 관계식을 이용함으로써 수질개선사업에 대한 원수수질편익을 산정할 때 사업전 후의 수질분석만 이루어진다면 실무에서 활용 가능한 편익산정방법이 될 수 있을 것으로 판단된다.

  • In this paper, we apply fuzzy theory in a discrete choice Contingent Valuation Method(CVM) in order for dealing preference uncertainty problem. Fuzzy membership function is used in an empirical analysis to estimate the willingness-to-pay(WTP) for the preservation of the endangered Asiatic Black Bear in Korea. The estimated WTP was about 9,090 Korea Won per household with 78 percent of confidence level. The advantage of applying fuzzy theory in the valuation method could be found in its ability to measure the confidence level of the estimated WTP.

  • This paper studies the determinants of willingness to pay (WTP) for preventing personal information infringement. Most of previous studies only estimate the value of the WTP and, unlike them, this paper discusses personal information as an information good. Using a double-bounded dichotomous choice model, this paper empirically analyses the personal characteristics that determine the WTP for the protection of personal information. It contributes to the literature by proposing that gender, working status and communication cost are determinants for the WTP for the protection of personal information.
