The local governments have utilized overseas offices of businesses within their jurisdiction as a forward operating base to discover and expand the overseas market. In addition, overseas offices of businesses are expected to play a big role in economic, cultural, and personal exchange, and collection of information regarding overseas market trends. Recently, inviting foreign capital, promoting cities, and attracting foreign tourists are being done through them. Since foreign capital invitation has an effect on creating jobs, the population influx, increasing local government revenues, there is a high degree of competition for it among local governments. Also, while local governments have set out to actively attract foreign tourists through city promotion marketing and developing products in connection with their region, overseas offices of businesses are playing a major role in doing the job. However, due to low performance satisfaction against the budget invested, there have been criticisms that they need to improve efficiency. As a result, each local government is faced with a task to seek efficient operational plans since overseas offices of businesses in each local government are expected to play a bigger role in trade support and international exchanges.

In this study, we examine the concept of social value which is the main philosophical foundation in government innovation pursued by Moon Jae-In government and analyze the case of government innovation which was promoted by specific local governments. The purpose of this study is to discuss the implications for the government innovation through the case study of local autonomous organizations. The studied local government is an institution that has received excellent evaluation of government innovation for the realization of social value by Ministry of Public Administration and Security. In this study, we conducted in-depth interviews with local governments and youths and examined the success factors of government innovation through active participation in community issues. First of all, institutional support such as ordinances is important for encouraging the participation of community members. It is also important for local governments to lead their own change and listen to their voices from a consumer perspective, not from a supplier perspective. In addition, significant importance of the incentive system that could induce continuous participation in community problems was found. In this way, it is possible to establish a continuous system to approach the problem of local community as consumer perspective, not supplier perspective, and solve the problem together.

This study examined the impact of newspaper scale on the use of local government's news releases by local newspapers. Thus, to see the impact, the four local newspapers and the local government's news releases were content-analyzed. Further, through a depth interview, this study tried to understand local journalists' thoughts on using the news releases published by local government. This study hypothesized a negative relationship between the newspaper scale and the degree of the use of news release, between the scale and the dependent rate on the news releases, and proposed a positive relationship between the scale and the writing styles(neutral, negative, neutral, positive). The research results supported the first two hypotheses, and the third partially. Thus, the greater the newspaper scale, the higher the degree of the use of news release by local newspaper. And the greater the scale, the higher the dependent rate on the news releases. In addition, the smaller newspaper in the scale showed more positive and negative writing styles than the larger did. On the other hand, the larger newspaper tend to have more neutral writing style than the smaller did. The interviewee also indicated, in terms of newspaper scale, there was diverse perspectives on the use of news release.

Process models are concerned with determining the key phases in the adoption process. therefore, process approaches strive to analyze the key steps or decisions in understanding how the innovation is successfully adopted. Objective in this study was to complement variance procedures with a process evaluation. Following are the major findings of this research. First, simply acquiring a new system does not automatically guarantee its successful adoption throughout the local government Second, problems with the adoption of a new technology is often based on human and organizational issues rather than on technical concerns.

The main purpose of this study is to explore the structure of local government social welfare finance and tendency of changing structure and what affects the change. We select GuRoGu budget from 2000 to 2007 as one of local governments in Korea to perform the study goal. After we analyzed the contents of the budget, we have developed the framework of analysis for reclassifying local government welfare budget. First of all, we find utility of the framework of analysis which classify local government social welfare budget as target groups, properties, and the source of the finance. Secondly, the structure of local government welfare finance has changed for 8 years. The rate of finance for direct service has risen more than that for indirect service, and the rate of finance providing material(or service) type has risen more than that of providing monetary type. The rate of the finance from central government has grown up rapidly, whereas that from local government has fallen off. The hypotheses that the rate of financial self-reliance and the increase rate of social welfare expenditure to the previous year play a significant role to the rate of social welfare expenditure are not clear in our study. But we find the central government's effects to the local government welfare budget has grown up. So, we propose if we analyze the hypothesis of incrementalism, we must divide the effects of the previous year expenditure from the effects of central government's policy.

A Core Study on the Introduction of CRM to use e-contents to the Local Government. This study extracted the core principles about the Introduction of CRM that used E-Contents fundamental technology in the local government, and showed the considerations and the examined details to introduce the real CRM.. It integrated the success factors of CRM and the source that took the success by using the intentional result in order to build the concept model for the Introduction of CRM. And the concept model of CRM showed what factors can gain according to an administrative organ and the function and role of the administration. This study result will be the base for experienced survey in case that the local government will introduce CRM to use e-contents fundamental technology hereafter. And it will offer the foundation to show the directions about application of CRM in the local government and to apply the standards and the administrative guidelines to the CRM's officials.

기후변화의 영향으로 전세계적으로 이상 기후 및 자연재해가 증가하면서 재난을 효과적으로 관리하기 위한 법체계 및 제도에 대한 관심이 높아지고 있다. 그럼에도 불구하고 재난관리의 법과 제도적 측면에 대한 연구는 공학 및 기술적 연구에 비해 충분히 이루어지지 않고 있다. 특히 재난관리에 대해 많은 경험을 축적해온 선진국가의 재난관리체제에 대한 연구는 아직 미비한 수준이라 할 수 있다. 따라서 본 연구는 영국의 재난관리체제를 법과 제도를 중심으로 분석하고 한국에 필요한 시사점을 도출한다. 영국의 재난관리 체제는 지방정부가 재난대응에 있어서 주도적인 역할을 수행하고 중앙정부는 대응 가이드라인을 제시하고 지원 및 조정업무를 수행하는 분산적 재난대응체제라 할 수 있다. 중앙정부에는 재해를 전담하는 조직이 별도로 구성되어 있지 않고 지방행정조직이 지역특정에 맞게 위기관리계획을 수립하고 집행한다. 지역별로는 지방정부, 기업, 시민단체로 구성된 민관협력체인 위기관리포럼을 형성하여 재난에 대처한다. 반면 한국의 재난대응체제는 중앙집권적이며 국민안전처가 재해전담조직으로서 역할을 하고 있으나 영국과 같은 민관협력체는 발달하지 않았다는 차이점을 발견할 수 있다. 영국과 한국의 재난관리체제를 비교해 볼 때 다음과 같은 법 제도적 개선방안을 제시할 수 있다. 첫째, 분산되어 있는 재난관리 기본법을 하나로 통폐합할 필요가 있다. 둘째, 지방정부의 재난대응권한을 강화해야 하며 특히 인력과 예산이 재난에 적절히 대응할 수 있는 수준으로 조정되어야 한다. 세째, 지방수준에서 재난대응 관련 기관들간 조정 및 협력을 할 수 있는 체제가 강화되어야 한다. 네째, 민간단체를 재난대응체제에 조직적으로 참여시킬 수 있도록 해야 한다. 이를 위해서는 주민단위의 방재조직이 공공부분과 효과적으로 협조할 수 있도록 할 수 있는 제도적 틀이 필요하다. 다섯째, 재난대응단계 설정에 있어 예방에 앞서 지역의 특성에 따라 예방업무를 효과적으로 수행할 수 있도록 진단하는 평가단계를 추가하는 것을 고려해야 한다.

This study investigates the problems of welfare decentralization reform implemented by Roh Mu-Hyun Administration and examines a policy direction for improving the decentralization. The reform has caused various problems. Local governments have suffered from heavy financial burden. Some social services, devolved into local governments, have not adequately provided as before. In addition, fiscal disparity among localities has increased. To deal with these problems, experts have proposed several plans, such as restoring the devolved programs to national subsidy programs, inventing a new social welfare grant, or introducing block grants. This study suggests that some of the devolved welfare programs should be restored to the national subsidies, since they cannot be maintained properly by local governments. Also, we need to adjust financial responsibilities between the central and local government in the national subsidy programs. Introducing block grant can be one satisfying solution to enhance local autonomy while maintaining the financial responsibility of central government. In some national subsidy programs, the financial contribution by the central government should be increased to alleviate financial burden of local governments.

Because the local governments has closet contact for public services compared to central government, their role is important in the age when welfare issue is more important than before. So Local Public Finance being important than ever, but regrettably local financial issues related to the mostly negative. In particular, many local government face problem of local fiscal independence, as a result, they have hard time to secure financial resources. Reliant local finance by central government can be alternative, however, it causes negative effect for autonomous management of local finance and fiscal soundness. In this study, public data by public institutions is suggested as solution to secure financial resources. Although, utilization of public data is initial level, this paper deal with exploratory discussion for public data as self-reliant local finance with validity and suggestions.

This study examines the social issues between the central and local governments related with the underground space after happenings of sinkholes in Jamsil area in July, 2014. In this study, we consider the keyword network of the social network analysis as a research methodology. The social issues regarding the underground space have been dealt with through the analysis of the centrality and group density to know the attributes of the network. The results show that the government has been steadily helpful to the local governments for establishing the socialized law for the underground space. This research suggests that the laws and technologies as to the underground space issues cooperate each other in the future. It also shows that the government should enact the policies and the national plans for the development of the underground.
