Structures and Policies of British Geographic Information Dissemination for Korea National GIS Project (국가지리정보사업 추진을 위한 영국지리정보 유통구조 및 정책 연구 - 영국지리정보원의 역할을 중심으로-)

  • The objective of this paper is to discuss geographic information policies and strategies of British government and suggest effective policies for Korea National GIS project GIS that has been implemented geographic information infrastructures into public sectors and private markets for the last ten years. To obtain the research aim, this paper reviews the main factors of the Britain GIS project such as distribution structure and process of GI markets, government policies and strategies that are led by Ordnance Survey, most leading mapping agency in the UK. In conclusion, some issues have been explored with reference to the experiences of the Britain GIS projects. The first of these is the nature of geographic information and the second concerns the notion of the circulation policies of spatial data, and the last proposes Korea GIS policies and strategies for successful geographic information and spatial data implementation. The findings of the analysis of the Britain GIS development indicate that a shift began to take place from central government coordinate toward more extensive utilization of private and commercial sectors. This reflects both the increasing importance of geospatial data circulation in all levels of GIS stakeholders. Finally these discussions are particularly to be the issues where multi-agency collaboration of Korea government is concerned and can take the form of joint ventures by consortiums of both involving data producers and data users in order to increase commercial participation for value-added geospatial items, and to encourage both research and development sectors with low or free price policies.

Dissemination Policy of Digital Geographic Information to Improve User Accessibility (이용 활성화를 위한 지리정보 유통정책 연구)

  • The primary purpose of the present study is two-fold: i) to analyze the level of understanding and perception of stakeholders on the dissemination policy of digital geographic information and ii) to explore the policy direction to enhance the user accessibility based upon stakeholder analysis. The study is composed of descriptive analysis with extensive literature review and empirical analysis. The empirical analysis employs qualitative method as well as quantitative one, articulating perception of stakeholders in a comparative manner and suggesting policy directions. Based on the interview and the survey results, the study proposes the overall directions of dissemination policy to facilitate the efficient use of digital geographic information.

  • The purpose of this study is to present the price computation criteria with the aspect of price policy for the geographical information circulation. The price policy is to make activated circulation for geographical information. The price policy of this research considered the supplier and the user side at the same time. Important issue of price policy is that initial cost for system development calculate burying cost, and preservation and renewal cost charge to user. Distribution cost of geographical information charge to user according to use media, and apply differential rates of cost according to the purpose of using, up-to-dateness of data. Also, present the price policy that must apply copyright fee to of offer geographical information. Consider various terms that was studied in this study, the price computation criteria was presented. Through this, it is expected that geographical information circulation is activated more.

  • The goal of this study is to build the environmental and geographic information system according to the administrative territory in Gyeongbuk province in order to resolve the mismatch between the environment attribute information and geographic information system. In order to do that, this study reviews the characteristics of local geographic information system and environmental attribute information. After that, this paper tries to figure out the way of integration between geographic and environmental informations using the administrative unit code. The result of this study can provide the basic database for building the environmental policy and improve the reality of policy analysis because this method can provide the environmental attribute database with the administrative territory information. And it will contribute to improve the environmental management system and to build the other attribute databases for the local government.

  • For a long time, the ocean was regarded as unknown area ruled by god, consequently, not so much things were developed in scientific methods and activities. Despite a rapid development of geographic information systems(GIS) marine and ocean fields still remained in the scope of traditional tools and intuitive experiences by the late of 1990. However, land based concepts and technology models require additional customization to apply GIS effectively in marine domains, which are resulted from her dynamic, complex and seamless massive nature. This paper gives a brief review of marine spatial data characteristics and also presents strategic approaches to meet the unique marine GIS requirements.

An Approach of Cost-Benefit Analysis for GIS Project Evaluations (지리정보 사업의 비용편익 분석의 고찰)

  • This study begins with emphasis on the approach to public policy development and the extent to which a GIS framework can be used to evaluate projects objectively. This paper relates to public policy making and the use of GIS as a strategic management tool rather than the development of GIS technologies which has been the focus of attention since the advent of the first generation GIS systems in the 1960s. In order to consolidate a view towards public policy, the aim of this study is to show the advantages of using GIS to generate results which could be evaluated by cost and benefit analysis giving options of the alternative methods to estimate the feasibility of projects (both tangible and intangible) in a real public policy scenario. This study also reports that the tangible benefits associated with the GIS projects are better information processing, the easy analysis of data and the cost savings of map updates and printing, whilst the intangible benefits include quality decision making, and precise management of data through computing networks. In GIS context, the task of analysing and evaluating GIS projects is assumed in order to facilitate scientific and quantitative cost-benefit analysis. Previous methods of the cost-benefit analysis has not fully supported the evaluation of the intangible benefits and it has not been possible to make public policy realistic or scientifically understandable limiting decision makers in public domain. With the GIS decision makers are able to explore the potential of projects with this powerful decision supporting tool in practical application. On the basis of its potentials and limitations to cost-benefit analysis, therefore, it can be concluded that more flexible analysis and evaluation methodologies are needed to extend into the intangible benefits. In order to balance the evaluation of both quantitative and qualitative approaches on the cost-benefit analysis new or additional utilities will be required for the next GIS generation appraisal tool.

  • GIS has recognized as the Social Overhead Capital to improve national competition and to heighterl the productivity of adminstration in 1990's in Korea. As the size and the scope of the NGIS policy have drastically expanded, evaluation has become a critical process. Thus NGIS driving committee has adopted the GIS project evaluation scheme in NGIS law since 2000. But the HGIS evaluation scheme is not sufficient for the comprehensive appraisal on the GIS project in the Second National GIS Master Plan (2001-2005). This research aims to explore an the improved evaluation scheme of NGIS policy.

  • Geographical Information Service of local authorities is already considerable interest to private and public organizations. This paper presents the application of private investment aimed to promoting the extent of geographical information services in local authority. For it, the theoretical backgrounds of geographical information services are represented. On the basis of the empirical evidence, the paper represent a policy how a various issues should be dealt with promotion of geographical information services in the private investment.

  • In 2006, the Ministry of Environment of the Republic of Korea, completed the construction on national environmental geographic informations including National Environmental Assessment Map, Ecological Map, Land Cover Map and so on. At this point of time, it is necessary to establish the advance strategy on national environmental geographic information, considering the complicated characteristics. Therefore, this study suggests the advance strategy on national environmental geographic information, reflecting results of analyzing the given condition and the trend of informatization. National environmental geographic information has spacial quality to be managed dispersedly in a department unit or an operations unit. According to this quality, requirements for users who need the policy based on national environmental geographic information and complex information are not satisfactory. And, the information system centering the process of administrative affairs should be converted to one putting decision supporting first in importance. Therefore, this study sets up "the realization of the sustainable land management system by advancing national environmental geographic information" as the vision of the advancing strategy. In order to accomplish the vision, this study established the purpose as follow; constructing strategic and geographic information based on knowledge, arranging the foundation to open information to the public transparently, building expanded and integrated national environmental geographic information, embodying the environmental administration based on national environmental geographic information, enhancing the efficiency of national environmental geographic information, and supporting efficiently the process of administrative affairs. And this study suggests executive plans to achieve the vision and the purpose as next; developing the quality control program to verify the information confidence, building the system to integrate and to provide environmental information, collecting information, readjusting laws and regimes in parts of the construction, the application and the management of the system, and operating the task process, human power, organization and information technology. This study puts the emphasis on providing the turning opportunity politically which is possible to make sure of the information confidence in quality, advancing from the expansion of one in quantity. However, this improvement strategy doesn't reflect all national environmental geographic information and current status of environmental administrations. Therefore, for applying the result of this study to the actual environmental administration, it is necessary to discuss regularly the systematic categorization of national environmental geographic information, to interview with the contracting parties and so on hereafter.
