영국 공공부문 노사관계의 특징 : 지방정부 사례

  • 영국지방정부 노사관계는 중앙집권적인 구도 속에도 개별 지방정부 차원에서의 자율이 허용되는 일종의 조정된 분권화의 모습을 보였다. 하지만 1980년대부터의 시장메커니즘의 도입 이후 일부 지방정부는 중앙의 현실인식부족을 강조하면서 중앙차원의 교섭구도에서 탈피하게 된다. 1997년의 교섭구도의 통합화 이후 보다 조정된 형태로의 변화를 기대했으나, 지부차원에서의 교섭자율화는 그대로 유지되었다. 하지만 중앙교섭의 영향력은 여전히 건재하며 이러한 측면에서 우리는 일종의 중앙과 지방의 상호결합이 나타나고 있다고 정의할 수 있다. 그동안 축적된 조직력과 경험이 이를 가능하게 했다고 보여진다. 또 다른 변화는 노사 파트너십의 도입인데 노동조합도 자신들의 입지 약화를 인정하면서 이러한 변화에 대해 긍정적인 입장이고, 더 이상 과거와 같은 대립적인 관계는 자신들에게 유리할 것이 없다는 인식이 확산되는 상황에서 점차적으로 파트너십의 관행이 영국 내 자리 잡을 것으로 기대된다. 여전히 중앙의 영향력이 있기는 하지만 분권화와 같은 변화는 현장 차원에서의 파트너십을 용이하게 할 수 있는 제도이기 때문이다. 결국 지방정부의 노사관계는 기존의 고도의 현대화의 하나인 제도적인 형태에서 철저한 성과압력 및 하위단계로의 권한 위임 등을 동반한 고도의 온정적인 모습 그리고 고도의 현대화의 또 다른 형태이자 보다 유연한 모습인 협의에 근거한 일종의 파트너십 등이 동시에 사용되어지는 다양하고 복잡한 모습으로 변해가고 있다고 정의할 수 있다.

  • In this paper, I tried to clarify the background of the strengthening of centralization in the central-local relations during the Xi Jinping period in terms of the institutional structure of elite politics through a comparative study of the composition of the provincial sector of the Politburo, the highest power body, during the time of Hu Jintao and Xi Jinping. Compared to the Hu Jintao period, it is judged that the strengthening of centralization in the Xi Jinping era is being implemented not through the neutralization of institutionalized formal construction norms, but through the expansion of control within the norms. In other words, the institutionalized frame itself was not broken in the composition of the provincial sector of the Politburo, and local compliance with the central government centered on the general secretary was increased by exercising the right to control personnel more strongly.

  • 석회동굴의 분포는 석회암지대에 존재하기 때문에 Karst 지형의 분포와 밀접한 관계가 있다. Karst 지형은 1893년 유고슬라비아의 J.Cvijic에 의해서 Istria에서 Kotoor지역에서 최초로 보고되었다. 세계의 주요 카르스트지형의 분포지를 보면 Yugoslavia의 Karst지방 남부, France의 Causs지방, Espania의 Andalusia지방, 그 밖에 Greece와 북부 Yucatan반도, 중앙 America의 Jamaica와 Puerto Rico와 Cuba의 북부지역 그리고 북부 Great Australian Bight 부근의 해안평야, 미국의 Florida 반도의 중부와 Great Valley, Indiana 남부 Kentucky의 각지의 Tennessee 중서부, 그리고 영국의 중앙북부인 백악지방, 중국의 화남지방, Thailand, Vietnam, Burma, Celebes 남부, Java, 일본의 추길대지방과 평미대지역 등이다.(중략)

  • A federal system speaks for a political system that the principle of the common sovereignty among the local governments is applied. The basic purpose of the system is to make institutional devices capable of striving for the mutual cooperation in a greater political unit, reflecting a minority race's right and demand by decentralizing a state authority into the individual region. The basic purpose for formation of a federal system is realized when a form for the supplement of political elite personnels has a autonomous nature by the subject of a federal structure. During from B.Yeltsin to V.Putin, a form for the supplement of political elite personnels into the local governments has changed by a political purpose of a central government, In company with this change, the character of federalism in Russia has been also changed. Accordingly, this study has treated a subject about how the political elite personnels of local assembly men, governors of a state, assemblymen of both Houses, and the president of Russia are suppled, and also how such a form for the supplement of political elite personnels has changed the character of federalism in Russia.

Factors on the Social Welfare Expenditures of the Local Governments (지방정부의 정부 간 관계가 기초지방정부의 사회복지비지출에 미치는 영향에 관한 연구)

  • The purpose of this study is to investigate the effect of the intergovernment relationship on the local government's social welfare expenditure. The data of 230 local governments from 2003 to 2008 were analyzed with the PCSE(Panel Corrected Standard Errors) Model of Beck and Kats. The results were as follow. First, financial transfer from the higher governments increase the social welfare expenditure of the local governments. Second, the party structure, that is the political relationships among local, regional, and central governments, affect the social welfare expenditure of the local governments. Third, the local governments compete each other to expand the social welfare expenditure in Korea. These results suggest that the relationship of local governments with the higher ones as well as the community factors is important in Korea, where the centralization is still strong in the local autonomy system, to understand the development of social welfare.

  • Local governments within the boundaries of a state need increasing flexibility to satisfy diverse economic, social, and environmental goals in their particular geographical setting. However, many candidates in the local election in South Korea tend to see local politics as an extension of national-level politics. In particular, this paper mainly deals with how the voters' evaluation of a president's performance has influenced subnational elections in South Korea. Our analysis suggests that the fate of candidates in subnational elections is shaped by the performance of the incumbent president in both economic development and foreign affairs.

  • The balance between centralization (power concentrated nationally) and decentralization (power devolved to local government) is a perennial issue in the field of social welfare administration. In the design of social welfare administration, values and assumptions related to decentralization and centralization generally are expressed in choices concerning pluralism versus uniformity, small versus large. In this context, this article tried to find and analyze the problems of financial decentralization of social welfare pursued by No Moo-hyun government. The decentralization of social welfare caused horizontal inequity between local governments, lack of social welfare finance of local government, and impediment of local government finance autonomy.

The Effects of Procedural Justice on Organizational Citizenship Behavior in Local Public Enterprises: The Mediating Role of Intrinsic Motivation (지방공기업의 절차적 공정성이 조직시민행동에 미치는 영향: 내재적 동기부여의 매개역할)

  • This study examined the effects of procedural justice on two facets of OCB (OCBI and OCBO) in local public enterprises and the mediating role of intrinsic motivation in these relationships. We verified the hypothesis established by a structural equation model based on PLS. The research data were collected through a survey of 269 employees working for local public enterprises. Research has shown that procedural fairness has a positive effect on intrinsic motivation, organizational citizenship behavior directed at individuals (OCBI), and organizational citizenship behavior directed at the organization (OCBO), while intrinsic motivation has a positive effect on OCBI and OCBO. In addition, intrinsic motivation has been found to have a partial mediating effect in the procedural justice-OCBI relationship and the procedural justice-OCBO relationship respectively. Finally, we present theoretical and practical implications that organizations need to activate intrinsic motivation so that members can induce voluntary organizational civic action through improved procedural fairness.

The Study on a Relationship between Fiscal Decentralization and Regional Balanced Development (재정분권과 지역균형발전과의 상관관계에 관한 연구)

  • In the previous literature, there have been many attempts to probe the relationship between fiscal decentralization and regional balanced development. Much of the literature on this issue argued that the balanced development could be achieved by deviating power from central government to local government. However, several research has raised concerns about the relationship between the two, showing that decentralization could serve as a factor which could further exacerbate the regional imbalance. In particular, they insisted that most of the local taxes that due to the promotion of fiscal decentralization may be concentrated in the metropolitan area. The aim of this study is to verify the hypothesis that the net effect of decentralization promotion may be different depending on local governments' financial conditions. The empirical analysis of this study showed that local government could expand local taxes of about 18 trillion won if the fiscal decentralization was realized. However it was also be found that fiscal decentralization have shown the decrease in the local taxes.
