The Trans-Central Asian Railway consists of the Trans-Caspian Railroad, the Kazalinsk Route, the Turk-Sib, and the Trans-Kazakhstan Trunk Line. Currently, one-fifth of the residents in Central Asia are living around these railroads on which 70% of the economic activities in the region depends. The construction of the railroads in Central Asia was motivated by the Russian Empire's competition 'with its maritime rival, the United Kingdom, over the Eurasian heartland in a geostrategic sense. Using the railroads, the Russian Empire aspired to connect its central industrial regions in European Russia with the remote frontier areas in the Central Asian republics and to increase economic specialization of the region. After the breakdown of the USSR, however, the rail network, which had well been linked among the regions in the former Soviet nations, has been in a deteriorated linkage with their non-Soviet neighboring nations. Despite a lot of problems to be solved, the Trans-Central Asian rail network is expected to play a crucial role as a land bridge between East Asia and Europe as well as between Russia/the Baltic sea and the Indian Ocean/the Persian Gulf in the long-term.
In Post-soviet Space, particularly the Central Asian is a great turbulence region called the 'Eurasian Balkan', where diverse factors of conflict and dispute are existed. In Central Asia, a current regional security system is characterized by various multilateral cooperation relations among Central Asian nations and the world powers, such as NATO(PfP), OSCE, CIS, CSTO, CACO, SCO, CICA and so on. But nothing could obtain superiority as pan-regional security system. Unless internal problems and conflicts of the Central Asian nations be solved, security won't be assured in this region. Narrow-minded and blind realism will spread insecure region, make a lasting trouble spot in Eurasian continent. The purpose of this article is to explore significance for international relations of security system in the Central Asia. I examine general features of regional security environment formed after the Soviet Union's collapse, characteristics of multilateral cooperation related with Central Asian nations. Through consideration current situations I suggest prospects of security system in Central Asia.
In order to survive the on-going natural resource war, Korea needs various efforts such as enhancing self-exploitation ratio, increasing the supply of new-reuse energy, strengthening cooperation with resource rich countries. Central Asian countries are geometrically far away from Korea. However, Korea should try to develop political, economic and ethnic relationship with those countries into much higher dimension to secure various natural resources. Major countries including U.S., EU. Japan and China are approaching Central Asian countries with long term perspective. Improving country-image through enlargement of ODA is the first concern of those countries. Korea should try to follow their practices. Government should try to improve Korea's image in the first place and lead economic cooperation with very detailed supportive measures to induce Korean firms' investment into the Central Asian countries. In the due process, a lot of information about those countries' political climate, social situation, ethnical composition, major religions, educational system, current state and structure of economies and industries, etc should be made available to Korean firms.
This aim is to explore the change of lifestyle caused by climate change and develop available adaptation policies against climate threats in Central Asia with the perspective of nomadism, which depends entirely on natural ecosystem. This article also attempts to pinpoint the dynamics between nomadic lifestyle and adaptation options for the resilience of nomadic community against climatic change threats. The adaptation options and opportunities as well as the impacts of land use change and nomadic pastoralists' lifestyle caused by climate change cannot be overemphasized. We suggest that nomadic lifestyle may aggravate the degree of vulnerability to climate change threats, whereas the capacity of nomad to successfully adapting to new environment in developing countries can be superior to that of settler lifestyle in one place in developed countries.
The purpose of this paper is to study on China's emergence and its influence on international society against the U.S. hegemony. Recently, China's influence has proliferated in Central Asia as well as East Asia at a rapid rate. China, through its soft balancing strategy, increased its influence in Central Asia in response to the U.S. power and behavior. This study analyzes the relationship among China and Central Asia with the view of soft balancing theory. In order to determine whether China's strategy on Central Asia is soft balancing, this paper presents three indicators: 1) Second-tier major power is willing to take a strategy that increase diplomatic cost of hegemony or counter the hegemony influence through using regional and global multilateral cooperation. 2) Second-tier major power is willing to not only increase its influence by strengthening regional economic cooperation, but also check the extension of the hegemony economic influence into its boundary. 3) Second-tier major power intends to prevent expanding hegemony military influence into the region through limited military cooperation and increasing military spending, and denying territory. This paper analyze China's multi-polar strategy, economic and energy cooperation with Central Asia countries, and the military and security cooperation with multilateral organizations such as SCO.
This study examined the trade of the Central Asian CIS countries and the Daegu-Gyeongbuk region. These countries are rich in resources such as oil, natural gas and aluminum. These countries were switched to capitalist market economy after independence from the Soviet Union. So, these countries are considered as new emerging markets. This study analyzed the current status of trade between Daegu-Gyeongbuk region and Central Asian CIS countries. The result of analysis of the trade structure between the Daegu-Gyeongbuk and Central Asian CIS countries, and of the Daegu-Gyeongbuk region exports to Central Asian CIS countries showed insufficience when compared with the total export of korea. In this study, we used the gravity model to analyze the trade volume of the Daegu-Gyeongbuk region and Central Asian CIS countries. The result of analysis is that the globalization of Central Asian CIS countries appeared to be effective in increasing trade. In order to increase trade, Korea and CIS countries should strengthen their economic cooperation. Especially, these countries should try to implement FTAs for economic integration. The Central Asian CIS countries have an industrial structure that relies on resource exports. So, they have a blueprint for diversification of industries through national long-term plans. The Daegu-Gyeongbuk region's economy has been going through long-term stagnation. If the Daegu-Gyeongbuk companies can enter the Central Asian CIS countries, it can be a solution for the local economy.
The five pieces (Bon 4054, 4074, 4077, 4096 and Bon 4097)of the Central Asia murals housed in the National Museum of Korea were conserved for approximately 2 years. The Central Asia murals conserved for this time have undergone the processes of cleaning, reinforcing pigment layers, facing to protect the pigment layers disassembling, separating wooden frames reinforcing the wall layers, attaching supports to the wall layers, removing facing and making picture frames. They were conserved with emphasis placed on reinforcing the peeled pigment layers and the weakened walls and on improving the structural problem of the exhibit frames.
International society, including the United Nations, has recently been making efforts to further promote a rapprochement of cultures in relation to alleviating military and political conflicts and other social clashes. In line with these efforts at the international level, there has been a growing interest on Central Asia and, in particular, on the Silk Road, which functioned as a trade route among ancient civilizations in the region and is also seen as a route that promoted cultural dialogue and exchanges. Given the amount of cross cultural dialogue and exchange, it is no surprise that intangible cultural heritage has historically been abundant and easily found in the region. However, this heritage was placed in considerable risk because heritage transmission critically weakened for seventy years under Soviet rule. Fortunately, since independence, there has been increasing interest in restoring community identity and reviving intangible heritage. Nevertheless, in spite of this interest, a lack of policies and cultural support in each country has made heritage safeguarding difficult. In this paper, I analyze the various phenomena that took place after the concept and international trends on ICH were introduced and speak about the experiences and outcomes obtained from collaborative network projects by ICHCAP and the Central Asian countries over the last six year. In addition, I would like take this opportunity to discuss how we can understand and develop collaboration in the intangible heritage field in Central Asia in a long-term perspective.
