This study was a basic study for the establishment of basic policies for the operation of Sejong City Library. It was intended to establish and operate the functions and roles of Sejong City Library by conducting a general survey on the current status, user demand, expert opinion, and librarian opinion survey. As a result, the Sejong City Library is the representative library of Sejong Special Self-Governing City, which oversees all public and small libraries in Sejong Special Self-Governing City and carries out support and cooperation projects, and should improve the development of the local community and the quality of life of local residents by providing more convenient and equal access to provide information services and cultural programs. Second, apart from providing library services to local residents in Sejong Special Self-Governing City, the functions of the Sejong Special Self-Governing City's representative library and hub library, knowledge and information center, lifelong education center, social and cultural center, leisure culture center, leisure and convenience center, and furthermore, it should function as a policy information support center. Finally, in order to enhance the brand value of Sejong City Library, the Sejong City Library as a landmark in Sejong area, the Sejong City Library as an art and cultural hub in Sejong area, the Sejong City Library as a complex cultural space in Sejong area, and the Sejong City Library as a center for Sejong Studies were proposed.

Through a case study on The making of communities driven by citizen autonomy in Cheongju, The study is to figure out how it proceeded and how many were finished by project. These projects completed in 2007 and 2008 for "Campaign of making beautiful communities" were driven by people at community center in Cheongju city. This paper consisted of research on establishment and operation of community center, the developing process of "Campaign of making beautiful communities" and an analysis of each project. This study was based on the interviews of the official of Cheongju city for having ideas about establishment and operation of community center and the developing process of "Campaign of making beautiful communities" and also visits each center for investigating actual programs accomplished.

This study was investigated and analyze the library anxiety of public library users utilize LAS. The main contents of this study contained the differences of library anxiety in sex, educational background, age categories, the frequency of library visit, the completion of information literacy program and library use instruction. Library anxiety is very differed according to the various factors, especially, the library anxiety of knowledge of library, barriers with staff was high, the average LAS score is 2.61, 2.60. Regard to results of this study, conclusion are suggested the recommendations for a decrease in library anxiety of public library users.

This study was to define the possibilities for the community resource development. Focused on the community organization this study analized 3 cases of the community organization. Based on the theoretical concepts and the analized case studies this study concluded some scheme as follows : 1. For the effective community organization the Healthy Families Center has to give emphasis on the establishment of the concrete objects, the system of communication and decision-making. 2. The professionals of the Healthy Families Center have to possess the knowlegement of the organization management. And this point porposed the necessities for enlargement of family resource management.

The purpose of this study was to establish the housing welfare delivery system in Incheon. Documentary research and content analysis methods and survey were used in this study. Data drawn from internet homepage of each community center, gu-office and city hall in Incheon. The major results of this study are as follows. 1) Related works of housing welfare are housing welfare facility management, self helf center, support service of housing life, residential environment management 2) Housing welfare delivery system consists of city, gu-office, community center order. There are many problems that the lack of experts and department of housing welfare and inconsistent works. 3) There should be optimize the related works of housing welfare in order to increase of efficiency of works and to prevent overload to public servant. 4) Housing welfare delivery system needs to co-work through collaborative network in order to realize welfare society. And each main groups have to establish their horizontal relationships.

The aim of the research is to find out facility types and chracteristics of the community center in Seoul. To do so, we picked up 40 examples of a densely populated and low resident district in Seoul and then analyzed to find out the typical types and characteristics. The result of this study can be summarized as follows : By classifying community center complexs largely into a complex type with similar facilities and a complex type with different facilities, 8 types were derived. Depending on 4 characteristics, such as spatial composition, entrance type, circulation form, and complex facility type, 12 types of community center complexes were derived, and the characteristics of each type are presented.

The purpose of this study was to choice the efficient operation for the Rural Revitalization Support Center(RRSC) by using AHP method. AHP method is to assess the importance of the RRSC has come up with the weighting values. According to AHP analysis procedures, the two most important function for the RRSC are eliciting supports for the forum and human resources development management. And we must acknowledge each RRSC has the difference manpower or condition. Therefore, the RRSC need a focus on efficient and working in conjunction of related organizations, in order to promote the effective center of the function. Also, supraorganization need for integrated management.
