The Governance and Agent Problems of Public Agency: Focused on the Port Authority of New York and New Jersey (공기업 거버넌스 제도와 대리인 문제: 뉴욕.뉴저지 항만공사를 중심으로)

  • This paper tries to analyze how the governance institutions of the Port Authority of New York and New Jersey overcome agent problems in public agencies based on the Principal-Agent Theory, and find the implications that will be helpful to the governance of port authorities in Korea. The Port Authority's governance is characterized by decentralization of personnel rights, open meetings policy, freedom of information policy, public hearings, and fiscally self-supporting system. Those characteristics are helpful in overcoming the agent problems of public agency, such as adverse selection, moral hazard, and complicated external structure, through reinforcing of monitoring agent by principal, easing of information asymmetry between principal and agent, and clarification of organizational ownership structure. Those characteristics may give many implications for the design of governance structures of port authorities in Korea.

  • Today, the phase of modem war is very different from past war. That is, the winning of war depends on the ability to obtain information and high technology. The purposes of this research are to propose an effective R&D governance model in national defense sector and to present R&D strategy for obtaining core national defense technology. As a part of collaborative innovation, the strategy to exchange R&D results actively between the defense sector and the private sector will be discussed. The main contribution of this research is dearly defining the concept of R&D governance in national defense sector and applying it to an actual case. The national defense R&D governance model proposed in this paper is based on the characteristics of national defense R&D which are different from other industries. The analysis of business success factors for national defense R&D through the T-50 case study is presented in detail. The T-50 case study reveals the importance of strategic intent, core technology knowledge base, organizational structure, and project management.

A Study on the Change of Energy Governance in Korea (에너지정책 거버넌스의 변화에 관한 고찰)

  • Korea's energy sector was one of policy sectors that exhibited the classical bureaucratic governance of an administrative state. Under the regime, government monopolized the policy-making process and controled the market and the civil society. It not only provided energy goods and services directly through public enterprises but also dominated the market activities through public regulations. However, during 1993~2002, stringent reformation efforts were made to transform the governance regime from the past bureaucratic model to the market model, by way of privatization of public enterprises and deregulation. The ideology behind the reformation based on the shared recognition that the market and spontaneous order thereof is the better apparatus than the government and artificial order thereof in solving social problems mote efficiently. From the year of 2003, another round of reformation efforts have been promoted to introduce the participatory governance model, through institutionalization of channels for the wider participation of civil society into the energy policy-making process. This reformation efforts respond to; first, the increasing criticism from the civil society on the closedness of energy policy process and the higher probability of policy failures thereof, and second, the recognition that the self-organizing nature of an open policy process is the better mechanism for evolutionary problem-solving.

  • In order to improve the level of the IT organization, CMMi played a lot of roles in improving the IT efficiency and quality step by step. In a university organization if you use a customized IT governance framework for the concept of CMMi, it will be a university IT governance to realize the vision of the university. In this paper, we propose Staged Framework for the university developed for applying to university with reference to this staged model of CMMi. The university has applied its own process step by step and it can be uses in the university field. So it can be applied to university IT plan and budget in compliance with not only the person in charge of IT service center but the person in charge of university headquarters. The staged framework is classified into the maturity and process of university IT project and suggests ways to apply it to the improvement of university IT system levels.

The Evaluation on the Governance of Andong International Mask Dance Festival (안동국제탈춤페스티벌의 거버넌스 특성과 평가)

  • This paper evaluates the governance of the Andong International Mask Dance Festival. The evaluation focuses on mutual cross-assessment of agents engaging in governance relating to four elements: social justification, reliability, professionalism and transparency. Governance based on co-operative partnership was the essential factor leading to the mask festival's success. Governance of the Andong International Mask Dance Festival in 2011 was privately initiated governance having horizontal and open partnership among festival specialists, civil society organizations, regional business organizations, volunteers and local government, with the Andong Festival Tourism Foundation as the central figure. Three of governance elements were successfully carried through; the exception was transparency. The agents who gave more positive evaluations were those who played leading roles in planning and conducting events, as well as in assessing those events. The reasons for positively assessing the elements are the significance of the festival and the guarantee of agents' participation in social justification; the ability of agents, as well as cognitional and institutional trust in reliability; expert knowledge, capacity to suggest alternatives and duality of business in professionalism; and effective communication, the guarantee of opening of information and information sharing in transparency. To improve the effectiveness of governance, the system for allowing passive agents to contribute usefully should be strengthened. Mutual communication and sharing of information among agents, as well as between agents and residents, also should be more strongly reinforced.

A Study on Social Capital of Strategy Alignment to IT Govenance in Digital Libraries (디지털도서관의 IT 거버넌스를 위한 전략적 연계의 사회적 자본 분석 모형)

  • This research applied the concepts of IT architecture and IT governance for managing with an integrated computing environment and organized structure, which base a digital library's management and operation. It also aims to analyze the structural system between information technology of human resources and strategy alignment elements of business, which both constitute the core content. Social network analysis software was used to investigate the complicated relationship between IT and business-related strategy alignment elements. The following is the results of carrying out this research on the social network structure and features of strategy alignment elements for a digital library. First, analysis indexes for strategy alignment elements and social network of a digital library were developed. Second, an analysis model was designed based on the analysis index for social network as to strategy alignment elements. Analysis model was appraised by collecting social network datasets for such strategy alignment elements as Communications, Competency and Value, Governance, Partnership, Scope and Architecture, and Skills against the Business strategy, Information strategy, Business and Technology of a digital library. As for the content of analysis, social network structure and specific features were analyzed in relation to a digital library's (1) General social network, (2) Structure of strategy alignment elements, (3) Strategy fit and Functional integration.

Establishment and Operation of River Basin Management: the Case Study of England and Wales and France (유역물관리체제 수립과 운영: 영국과 프랑스 사례연구와 시사점)

  • 본 연구는 2019년 물관리기본법 시행과 함께 추진하는 유역물관리체제 수립과 운영에 대해 분석하고자 한다. 유역물관리는 기존의 행정체계 중심으로 추진된 물관리에서 드러난 비효율성을 극복하고 물순환에 기초하여 더욱 효율적이고 자연 친화적으로 운영하고자 하는 통합물관리의 기초이다. 유역물관리제도를 적절하게 수립하고 운영하기 위해서는 한국보다 앞서 유역물관리제도를 채택하고 운영해온 경험을 면밀하게 검토하고 장단점을 학습하여 한국 현실에 맞게 응용하는 지혜가 필요하다. 따라서 본 연구는 유역물관리제도를 성공적으로 수립하고 운영해 온 영국(잉글랜드 및 웨일스)과 프랑스 사례를 검토하여 시사점을 도출하고자 한다. 영국(잉글랜드 및 웨일스)은 1973년 유역관리청을 10개 대유역에 설치하여 유역물관리체제를 수립하고 운영하였지만 1970년대 및 1980년대 경제난을 겪으면서 관련 투자가 줄어들고 하천의 수질 악화가 지속하였으며 유역관리청과 지방정부와의 긴밀한 협조 부재로 관리의 어려움이 증가하였다. 결국, 1989년 10개의 유역관리청을 상하수도 서비스회사로 전환하고 물서비스감시청, 음용수감시국, 환경청 등의 규제기관을 수립하여 규제와 서비스를 분리한 독특한 유역물관리체제를 수립하였다. 영국의 유역물관리체제는 2000년 유럽연합물관리지침의 도입으로 10개 유역을 11개의 유역으로 재편하고 국가소통위원회, 유역소통위원회 14개, 유역파트너쉽 100개 등의 기구를 설치하여 유역거버넌스를 강화하였다. 프랑스는 1964년 새로운 물법 도입을 통해 전국을 6개 대유역으로 나누고 각 유역에 유역관리청과 유역위원회를 설치하여 본격적인 유역물관리제도를 수립하였다. 초기에는 유역관리 조직과 지방정부 간의 알력이 상당하여 수도요금에 자동부과되는 약 19%에 달하는 물세에 대한 거부감이 상당하였다. 그런데 이러한 물세가 유역관리청의 관리로 물관리 사업을 위한 펀드로 조성되고 물관리 사업 시행 시 대규모 자금을 조달할 수 있다는 실효성이 입증되면서 점차 유역관리제도가 정착할 수 있게 되었다. 프랑스는 2000년 유럽연합물관리지침의 도입으로 기존의 6개 대유역으로 관리하던 것을 13개 유역으로 재편성하였고 유역감독관 제도를 신설하여 중앙의 감독을 강화하였으며 유역관리청과 유역위원회는 더욱 강화된 거버넌스를 기반으로 효율적인 물관리를 시행하고 있다. 영국과 프랑스 사례는 한국의 유역물관리제도 수립과 운영을 위해 다음과 같은 시사점을 준다. 첫째, 2019년 시행을 앞둔 유역물관리위원회의 구성, 운영 및 역할 등에 대해서는 큰 범위에서 합의를 이뤄야 하겠지만 안정적인 운영과 사업 시행을 위해서는 긴 시간이 필요하다는 점이다. 따라서 인내심과 여유를 갖고 임하되 필요한 원칙은 면밀한 검토와 합의를 통해 세워야 할 것이다. 둘째, 거버넌스의 중요성이다. 영국 사례와 같이 이해당사자 간의 대화와 타협은 중앙정부가 주도하는 것이 아닌 유역, 지방, 도시 등에서의 이해당사자들이 함께 이룩해야 한다. 셋째, 유역관리조직을 위한 건전한 재정확보이다. 프랑스의 예와 같이 유역물관리 조직의 독립성은 재정적 독립이 근본이 되어야 하고 이것은 독립재정을 확보하여 중앙 혹은 기타 유역/지방 조직의 간섭을 피해야 한다.

Readjustment of STI Governance for Sustainability (과학기술혁신 패러다임 변화와 거버넌스 개편 방안)

  • S&T policy long treated as a sector policy is now solidifying its position as an infrastructure innovation policy that forms the foundation for many different policies. There is a growing need for enhancing the linkage and integration between policies by strengthening planning and coordination functions of the government organizations in charge of innovation policy. The major countries including Japan, U.S., Finland elevated planning and coordination roles and emphasized the interaction between S&T-society and innovation governance in response to emergence of the third-generation innovation policy. This study deal with several issues related STI governance from the post-catchup innovation and holistic innovation policy and examine arguments on governance design. And then new schemes and alternatives of 1)governance design for sustainability, 2)design of policy coordination and integration mechanism, 3)reorganization of S&T administration system will be discussed.

Politics of Technoscience and Science and Technology Governance in Korea (한국의 과학기술정치와 거버넌스)

  • Recently, governance of science and technology emerged as one of most important social problems and as a result it is crucial to understand it in science and technology studies. This article discusses three most important realms in science and technology goverance - research and development, regulation, and social movement - in the concrete Korean contexts. First of all, the Korean state has driven research and development and promoted its commercialization unlike other developed countries. Consequently, this nationalistic view on science disseminated to Korean public and it generated uniformity in research style and organization. Second, science and technology regulations embraced developed countries' policies, leading to its glocalization. As a result, technocratic old governance and new governance including precautionary principle and participatory democracy coexist. Third, the civil society has challenged expertise and state-driven science and technology governance and fueled social movements related to environment, safety, and health issues. The politics of knowledge created by citizens' voluntary participation and collaborative experts made it clear that science and technology should be no longer tool for economic development. In conclusion, we discuss characteristics of science and technology governance in Korea, giving various implication on current research and policy.
