  • 세계전파통신회의 (WRC; World Radiocommunication Conference)회의는 국제전기통신연합 (ITU)에서 규정하는 국제 전파법 제개정을 위해, 3-4년 간격으로 개최되는 전파통신 관련 최고회의이다. 2015년 11월 2일-27일에 개최되는 WRC-15 본회의에서 다루는 28개 의제에 대해서는 의제별 주파수대역별로 공유/양립성/보호 연구결과가 제시되어야 한다. 따라서 2015년 3월 23일-4월 2일에는 스위스 제네바에서 190여개 ITU회원국의 국가대표 1,000여명이 모여서 의제별 최종연구결과보고서를 작성하며(CPM-15 2차회의, Conference Preparatory Meeting), 그 결과는 11월의 WRC회의에서 중요한 잣대 역할을 하게 된다. 동 회의에서 다루는 의제 가운데, 과학업무 연구반에서 다루는 주요 의제들은 다음과 같다. 1) 7145-7250 MHz 대역의 지구탐사위성(지구대우주)업무의 1순위 분배연구, 2) 8,700~10,500MHz대역의 지구탐사위성업무의 신규 SAR용대역(연속 1.2GHz) 분배방안 연구, 3) 우주선 근거리통신용 410-420MHz 대역 규제 철폐 관련 검토, 4) 윤초 삭제 또는 개정 방안 연구가 있다. 그리고 모바일 광대역 응용 실현을 위한 이동통신업무 추가 분배 및 IMT 추가 지정 연구, 나노 위성 및 피코 위성 규제 관련 연구들이 있다. 따라서 본 발표에서는 3월에 개최된 CPM-15 2차회의의 과학업무 의제 관련 최종결과를 소개하고, WRC-15회의에 대비하여 국내 전파천문업무 보호를 위해 준비가 필요한 주요 이슈에 대해 소개를 하고자 한다.

  • Bans on TBT based antifouling paints have been drafted since 1998 by meeting 42, 43, 45 and 46 for the MEPC(Marine Environmental Protection Committee) of the International Marine Organization, and decided finally at a Diplomatic Conference of the IMO in October 2001. It was a key issue that there should be a global prohibition on the presence of organo-tin compounds in ships by 1 Jan. 2008. TBT Paint Waste from ship happens by vast quantity since 2003. This paper suggests a method to design Treatment System for TBT Paint Waste from Ship. The result of measurement in pyrolysis system were removal rate on 99%. at hight temperature in 1000$^{\circ}C$ and reaction time 1hr. TBT removal was more that 99%.

TBT Paint Wastes from ship have been produced by vast quantity since 2003. This paper suggests a method to design Treatment System for TBT Paint Waste from Ship. The organotion compound was dissolved by heating, and the organic matters was oxidized and turned into inorganotins, then they were stabilized in the end. At 500^{\circ}C$, the organotin compound which heated for one hour was removed by 58%, and in 1000^{\circ}C$ the organotin compound was treated by 99.9% after and hour of heating treatment.

Effect of Ischemic Preconditioning for Preventing Ischemic Injury of the Spinal Cord (척추 신경의 허혈성 손상 예방을 위한 허혈성 전처치의 효과)

  • Background: Paraplegia is a serious complication of thoracic or thoracoabdominal aortic operations, which is related to ischemic injury of the spinal cord induced by low perfusion pressure during cross clamping of the aorta. Ischemic preconditioning of heart or brain with reversible sublethal ischemic injury induces resistance to subsequent lethal ischemia. The aim of this study is to investigate whether ischemic tolerance could be induced by the preconditioning of the spinal cord using swine model. Material and Method: The animals were randomly assigned to three groups: sham group(n=3), control group(n=6) and pre-conditioning group(n=8). In the sham group, we performed the left thoracotomy only without any ischemic injury. In the preconditioning group, the swine received reversible spinal cord ischemic injury by aortic clamping for 20 minutes, whereas control group had no previous aortic cross- clamping. Forty-eight hours later, the aorta was clamped for 30 minutes in both groups. Neurological examination was done 24 hours later, then the animals were euthanized for histopathology and malonedialdehyde(MDA) spectrophotometry assay of the spinal cord. Result: Statistically significant difference in neurological outcome was observed between the control and preconditioning groups at 24 hours after ischemic injury. The incidence of paraplegia and severe paresis was 100% in the control group, and 62.5% in the preconditing group(p=0.028). There was no statistically significant difference in histopathology and MDA assay of the ischemic spinal cord between these two groups with borderline statistical difference in MDA assay(p=0.0745). Conclusion: In the present swine study, ischemic preconditioning could induce tolerance against 30 minute ischemic insult of the spinal cord, although the animals did not completely recover(stand-up or walk). We expect that combining this preconditioning with other currently existing protection methods might lead to a synergistic effect, which warrants further investigation.

  • This paper focuses on the attempt to manual application for optimization structural scale of stone and Gabion at the closing gap of sea dike. The manual was developed through hydraulic model experiment that measured the critical velocity of sill-crest, bottom protection and dam-face at the final closure of Saemangeum sea dike, and through the comparison and verification of critical velocity for each scale calculated by existing empirical formula. Also, the critical velocity when rocks are used together with gabion is measured to add to the manual, which is an initial attempt that had not been executed before. The manual proposes the appropriate structural scale according to the measured critical velocity per day during the final closure period of Saemangeum sea dike, and its application was appraised highly after the completion of the final closing.

  • The $4^{th}$ Industrial Revolution, symbolizing the explosive innovation of digital technologies, is expected to have a great impact on labor relations and produce a lot of contested issues. The labor-management issues, created by the $4^{th}$ Industrial Revolution, are as follows: (1) employment restructuring, job re-allocation, and skill-reformation, driven by the technological displacement, resetting of worker-machine relationship, and negotiation on labor intensity and autonomy, (2) the legislation of institutional protection for the digital dependent self-employed, derived from the proliferation of platform-mediated labor, and the statutory recognition of their 'workerness', (3) unemployment safety net, income guarantee, and skill formation assistance for precarious workeforce, (4) the protection of worker privacy from workplace surveillance, (5) protecting labor rights of the digital dependent self-employed and prcarious workers and guaranteeing their unionization and collective bargaining. In comparing how labor unions in Western countries have responded to the $4^{th}$ Industrial Revolution, German unions have showed a strategic approach of policy formation toward digital technological innovations by effectively building and utilizing diverse channel of social dialogue and collective bargaining, while those in the US and UK have adopted the traditional approach of organizing and protesting in attempting to protect the interest of platform-mediated workers (i.e. Uber drivers). In light of the best practice demonstrated by German unions, it is necessary to build the process of productive policy consultation among three parties- the government, employers, and labor unions - at multi levels (i.e. workplace, sectoral and national levels), in order to prevent the destructive damage as well as labor-management confrotation, caused by digital technological innovations. In such policy consultation procesess, moreover, the inclusive and integrated approach is required to tackle with diverse problems, derived from the $4^{th}$ Industrial Revolution, in a holistic manner.

Effect of Preservative Solutions on Postharvest Vase Life of Hydrangea macrophylla 'Verena Green' (보존용액이 절화 수국 '발레나 그린'의 관상기간 연장에 미치는 영향)

  • 수국 '베레나 그린'의 줄기하단의 엽을 제거하고 5엽 상태에서 수돗물과 0.1% 크리잘 RVB에 각각 담가 4℃에서 24시간 물올림을 하고 물올림을 하고, 줄기를 60~70cm 길이로 끝을 대각선으로 절단하여 물올림용액을 채운 물 대롱을 끼운 다음 꽃을 보호하기 위한 비닐 슬리브를 씌워 유통용 종이상자에 담아 5±1℃ 냉장차로 국립원예특작과학원으로 운반하였으며, 절화수명 및 관련 특성분석을 위해 평가실로 옮기기 전까지 유통용 종이상자에 담긴 상태로 저온저장고(5±1℃)에 보관하였다. 보존용액에 따른 절화특성 조사를 위해 절화를 평가실에 전시하기 전에 절화의 줄기길이를 40cm로 맞춰 절단한 뒤에 보존용액을 800 mL 채운 플라스틱 화병에 꽃아 절화 화관끼리 서로 닿지 않도록 배치하였으며 22±2℃ 실내에서 절화수명을 조사하였다. 보존용액으로 4% 차아염소산나트륨 용액, 1% sucrose + 250 mg/L 8-hydroxquinoline + 100 mg/L citric acid로 이루어진 용액(HQ) 그리고 시중에서 수국 절화 보존제로 판매되는 크리잘 프로 II, III와 크리잘 clear 0.5% 용액을 사용하였다. 수돗물에 물올림하였을 때 보존용액인 0.5% 크리잘 프로 II에서는 33.8일, 0.5% 크리잘 프로 III에서는 27.7~33.5일, 크리잘 클리어는 33.7일, 차아염소산나트륨과 수돗물은 각각 26.2, 28.8일이었고, HQ 용액은 49.0일로 크리잘보다 15일, 수돗물보다 20일 절화수명이 연장되었다. 수국 '베레나 그린'의 보존용액으로 1% sucrose + 250 mg/L 8-hydroxquinoline + 100 mg/L citric acid를 사용하는 것이 관상기간을 연장하는 데 효과적이었다.

  • 우리나라는 아시아몬순지역에 속하면서 수도작을 주로 하는 지역으로 오래전부터 저수지나 보를 만들어 농업용수를 공급하여 왔으며, 이러한 농업용수의 사용에 대해서는 관행적으로 수리권을 보호해왔다. 그러나 최근 그동안 안정적으로 보호되던 농업용수의 기득 수리권에 대한 재검토와 농업용수의 이용에 따른 사회 경제적 요소의 편익을 기준으로 하는 물 이용의 우선순위 재조정논의가 제기되고 있는데 이는 국가전체 물 수요와 농촌지역사회의 변화 등에 기인한 것이다. 농업용수의 개발과 이용이 기존의 농업생산기반 확충 위주에서 농촌 삶의 질 향상 차원의 농촌 개발로 농업 농촌정책의 방향이 전환되고 있으며, 이와 더불어 농촌의 생활용수, 환경용수, 관광용수, 지역용수 등 농업용수 외의 수자원 수요가 증대하고 있다. 즉 지금까지 농업용수는 주로 농촌의 관개용수 위주로 개발 공급되어 왔으나 농촌지역의 생활양식의 변화 및 생활수준의 향상과 더불어 위생적이고 편리한 생활용수 및 공업용수 등 다양한 목적의 농업(농촌)용수의 수요가 증대 되고 있고 이러한 추세가 지속될 것으로 예상된다. 또한 기계화 영농, 직파 재배 등 영농방식의 변화에 따라 농업용수의 수요가 증가되고 있으며, 농업으로 인한 환경오염을 경감시킬 수 있는 환경친화적인 농업이 요구되고 있어 농촌지역의 한정된 수자원을 합리적으로 이용하여 21세기 물부족 사태에 대비할 필요성이 대두되고 있다. 우리나라에서도 이미 낙동강, 영산강, 섬진강 유역과 남부 해안 및 도서지역의 가뭄이 심각해지는 등 물 부족 문제로 국토 균형개발이 곤란해지는 문제가 발생하고 있다. 이러한 여건 변화 속에서 지속가능발전위원회의 제67회 국정과제보고회의(2005년 10월 19일)에서는 농업용수 10% 절약 대책과 유역단위의 통합적 물 관리를 요구하게 되었다. 우리나라는 현실적으로 매년 홍수 피해가 발생하고 있지만, 다른 한편 인구밀도가 높고 1인당 가용 수자원이 상대적으로 적기 때문에 국지적 물 부족 문제를 경험하고 있다. 최근 국제적으로도 농업용수의 물 낭비 최소화와 절약 노력 및 타 분야 물 수요 증대에 대한 대응 능력 제고가 매우 중요한 과제로 부각되고 있다. 2006년 3월 멕시코에서 개최된 제4차 세계 물 포럼에서 국제 강 네트워크는 "세계 물 위기의 주범은 농경지", "농민들은 모든 물 위기 논의에서 핵심"이라고 주장하고, 전 프랑스 총리 미셀 로카르는 "...관개시설에 큰 문제점이 있고 덜 조방적 농업을 하도록 농민들을 설득해야 한다. 이는 전체 농경법을 바꾸는 문제..."(segye.com, 2006. 3. 19)라고 주장하는 등 세계 물 문제 해결을 위해서는 농업용수의 효율적 이용 관리가 중요함을 강조하였다. 본 연구는 이러한 국내외 여건 및 정책 환경 변화에 적극적으로 대처하고 물 분쟁에 따른 갈등해소 전략 수립과 효율적인 물 배분 및 이용을 위한 기초연구로서 농업용수 수리권과 관련된 법 및 제도를 분석하였다.

Thermal Stability of Israeli Carp Actomyosin and Its Protection by Chemical Additives (이스라엘 잉어 Actomyosin의 열안정성과 그 보호)

  • Effects of temperature and additives on the stability of actomyosin extracted from skeletal muscle of Israeli carp, Cyprinus carpio nudus, were studied by analyzing free SH-group, ATP-sensitivity and Ca-ATPase activity. The used additives were sucrose, sorbitol, Na-glutamate and L-cysteine. Furthermore, the denaturation constant($K_D$), protective effect(${\Delta}E/M$) and the other thermo-dynamic parameters on protein denaturation are systematically discussed. The actomyosin showed $4.12{\sim}4.68 mg/ml$ in protein concentration, $2.63{\sim}2.93\%$ in ribonucleic acid to the protein, $1:2.20{\sim}2.63$ in the binding ratio of myosin and actin, $4.33{\sim}5.26\%$ in fat content, 109.78 in ATP-sonsitivity, $0.159{\sim}0.201\;{\mu}M-Pi/min/mg-protein$ in Ca-ATPase activity and $3.3{\sim}3.4M/10^5$g-protein in free SH-group content. The first-order rate plots were obtained on the decrease of Ca-ATPase activity and ATP-sensitivity with an increase in temperature, while the free SH-group was increased to $60^{\circ}C$ and decreased rapidly above the temperature. The half-life of Ca-ATPase activity on the actomyosin Ca-ATPase was 280 min at $12^{\circ}C$, 125 min at $20^{\circ}C$, 55 min at $30^{\circ}C$ and 13 min at $40^{\circ}C$, and activation energy, activation enthalpy, activation entropy and free energy of the proteins at $20^{\circ}C$ wene 5,395 cal/mole, 4,814 cal/mole, -40.42 e.u. and 17,626 cal/mole, respectively. The protective effect of the additives on the actomyosin Ca-ATPase showed that the most effective material is $3\%$ sorbitol and followed in the order of $8\%$ Na-glutamate, $1\%$ sucrose and $1\%$ L-cysteine. The actomyosin was more stable at $-30^{\circ}C$ than at $0^{\circ}C$ and $-20^{\circ}C$. and when the additives were used in the low temperature storage, $8\%$ Na-glutamate was the most effective. $3\%$ sorbitol, $1\%$ sucrose and $1\%$ L-cysteine was to become lower in the order.
