  • This paper offers a theoretical examination of the political role of records and archives, focusing on the ideas of German literary theorist Walter Benjamin. The study specifically explores how the advent of the age of technical reproduction has influenced the essential characteristics of records and how they transform into political tools. Reinterpreting Benjamin's concept of aura within the context of records, the paper investigates how the notions of aura and authenticity affect the political role of records in the digital era. By doing so, it analyzes the tension between the loss of authenticity in electronic records and the increased democratization of information access. Furthermore, the study explains the ways in which records are used either to uphold the legitimacy of power or as tools of resistance. Based on Benjamin's theoretical framework, the paper discusses how the reproducibility of records can simultaneously contribute to the democratization of information and increase the risk of manipulation and distortion. The research critically examines ethical issues that arise during the politicization of records, with a particular focus on case studies, and explores the practical role that records can play in mediating and resolving political and social conflicts. By applying Benjamin's theory to the archival context, this study provides a comprehensive analysis of the political implications of records in the digital age, shedding light on the impact of archival practices on democracy and power relations in contemporary society.

  • In 1999, "Records management of public instituition Act" was enacted. Since then, records management system has been developed, but the level of records management is still low in reality. This article is to present suggestions in policy of national records management. To flourish national records management, 'governance' should be performed during policy propulsion and National Archives of Korea should be politically neutral and independent. In addition, records management system needs to be wide-spread, many different archives should be established, also archives should have archivists. Not only that, managers of archives need to cooperate and thrive with autonomy, decentralization of authority, and solidarity.

  • Assemblypersons' activities have organizational and individual nature. The activities of assemblypersons and their assistant staffs become a motive for major work performance of Korean legislature, and are also critical public services affecting contemporary political history, history of political parties and history of assemblyperson's hometown. Moreover, their activities are also characterized by work performance in favor of assemblyperson's personal interests to effectively communicate his or her achievements during term of office to electors with a view to winning reelection after the end of 4-year term of office. Assemblyperson's organization produces various types of record in the performance of these works. From the viewpoint of public archive as a product of assemblypersons' public service performance and from their own personal viewpoints, they can create their own identity by arranging their personal records that can demonstrate their own political philosophy, policy orientation, achievements during term of office, and personal features. In addition, their personal records can have much more values and significance in the sense that those records are available to electors to make it possible to highlight their own images in objective and reliable manner. Conclusively, this study underlined that the efforts for assemblypersons and their assistant staffs to keep their records well could be helpful to streamline their internal works and be also helpful for personal interests of assemblypersons. And this study proposed procedures and methods for deducing and screening a list of production archives to meet a viewpoint of streamlined internal works and needs for keeping personal records, ultimately with a view to giving practical helps for these works.

  • Representation of an entity starts with recognition of its existence, and recording is mutually circular in that it acts as a means to enable the recognition of the existence. No record is left on an unrecognized entity, record is distorted if any, and the distorted reproduction represents the entity, reinforcing its invisibility. Spivak describes those who cannot speak on their own and cannot be represented as subaltern. This paper examines public record, the media and research records of female restaurant workers, identifies the subaltern characteristics and limitations of their records, and suggests the points to be considered and specific roles required for recording the subalterns. If it is possible to increase the possibility of representation by completely recording a person as an entity that contains the times and society, the accountability of the record to provide an account will extend beyond institutions to the times and society, and individuals and community will be established as political subjects.

Vernichtet wurde, was schon seit $l{\ddot{a}}ngerem$ im Archiv lag. Jh.

  • We have innovated the records management since 2004. So, We innovated the electronic records management, transparency, and accountability. From these results, we could mark a turning point to plant the democratic values in the government It is very surprising, but it is fact that there are the estrangement between the high level institutionalization and low level records cultural soil. But after starting new government, things have been going backward. We have experienced the hyper-politicized problem, shrinking governance problem, regressive personnel policies in the National Archives of Korea. 'New Innovation Model' has resulted the shrinking democratic values, and the growing the bureaucratism. At this point of change, it will be meaningful to review the future of records management. First, we should make the more archives to realize the self-control decentralization model. It means that all local governments has the duty to build the archives, and to operate it with a principle of autonomy. Second, We should start the culture movement to build the more archives, the small archives in private sector. Archives are necessary in the NGO, Universities, firms, art, media, etc. And the small archives are necessary in the various communities, which enhance the rights of minority. All these will spread the democratic values in our society. Third, right democracy system should be operated for the political neutrality, independency. This problem is not prohibited within the national archives innovation model. So, we should transfer the powers of government to local government, and we should re-innovate the National Archives Committee will have the role to make the important records management policies. In short, Unless going to forward with the more democratic values, it would go backward 'records management without democracy'.
